Politics / Nigerian Lecturers Are More Corrupt Than Politicians – Akande by todayng: 9:08pm On Nov 24, 2015
The Rector of Federal Polytechnic, Ado Ekiti, Dr Theresa Akande, has said tertiary institutions are central to the change agenda in Nigeria because lecturers are more corrupt than politicians.
According to her, Intellectuals in higher institutions must be ready to play prominent roles if anticipated changes in certain areas of our societal life must be attained.
Speaking on Tuesday at the 10th National Conference of School of Business Studies with the theme: “Anticipated Change(s) in Nigeria: the Roles of Tertiary Institutions,” Akande lamented that youth no longer believed in hard work.
She said, “Shocking as this will sound, many of the Ad-hoc staff of INEC during elections are usually staff of tertiary institutions. Where is the change coming from? Who are the people to bring the change? Who would implement the change?
“For corruption and all other frauds to be eradicated, we must look beyond those who stole in billion and trillion, it should be tackled holistically. Lecturers who inflate marks, mess around with female students, demand sex for marks or make demands for money are corrupt, in fact, more corrupt because they are destroying lives.
“Students who engage in examination malpractices are corrupt. Staff who report late or absent themselves willfully from work are corrupt.
“So, all forms of corruption must be battled to a standstill because if this is not done, we will only be scratching the surface of our problems instead of uprooting the very tap root.”
Akande canvassed strong synergy between the anti-graft agencies and the tertiary institutions to rid them of corruption.
The Rector challenged the school of Business Studies and participants to justify the conference by “demonstrating towards the system strong loyalty, accountability, transparency and discipline that will bring about the anticipated changes in our country”.
The Dean of School of Business Studies, Mr Olabisi Olasehinde, said the conference was a channel for researchers to present their research works, share ideas with colleagues who have similar scholarly interests, network and cross-fertilize to improve the overall quality of teaching and learning.
In his lecture, the Dean, Faculty of Management Sciences, Ekiti State University, Ado Ekiti, Prof Patrick Oladele, in his lecture, said our orientation must change for the country to move forward.
“We must embrace culture of integrity and shun impunity. There is need for institutions to create enabling environment for learning. It is not enough that students pass through the walls they must also learn values and knowledge that will make them useful to the society.
“Training must go beyond certification. Institutions must provide leadership by example. They must be run on the basis of integrity, uprightness, genuinely of purpose, accountability.
“Tertiary institutions must carry out research regularly to provide solutions to the problems of the nation. They must provide accurate figures and date that government would use in effecting policies. There is need synergy between institutions and industries so that research work would enhance output.”

Politics / Kogi Guber: APC To Conduct Fresh Primary To Pick Audu’s Replacement by todayng: 8:15pm On Nov 24, 2015
The All Progressives Congress has said it would conduct a fresh primary to pick a candidate for the Kogi State governorship election.
The party announced the decision on Tuesday.
The need for the fresh primary was necessitated by the death of its candidate for the election, Prince Abubakar Audu.
Audu died on Sunday after the election was conducted on Saturday.
The Independent National Electoral Commission declared the election inconclusive owing to the number of invalidated votes but said on Tuesday the APC could replace Audu as it intends to conduct supplementary election in 91 polling units on December 5.
Announcing the position of the APC to conduct a fresh primary to replace Audu on Tuesday was the National Chairman of the party, Chief John Odigie-Oyegun.
Odigie-Oyegun said the party took the decision after receiving a letter from INEC that it could replace Audu.

Former Governor of Central Bank of Nigeria, Prof. Chukwuma Soludo, has said that the former President Goodluck Jonathan had the worst economic management team in history because he left Nigeria with an unprecedented rate of debt accumulation.
While speaking t the third anniversary lecture of the RealNews magazine titled ‘Can a New Buharinomics Save Nigeria?, Soludo said “First, I supported President Muhammadu Buhari (PMB) over Jonathan not because I was convinced about the credibility of the APC manifesto (and I said so in my article in January this year) but for three reasons. I was convinced that the last economic team was bankrupting the economy and had no clue as to how to fix it,” he said.
“Second, PMB is the first president of Nigeria under a democracy to have seriously desired the job and struggled for it for over 12 years. To me therefore, he must have a few points to prove, and I was willing to bet on a man who purposefully wanted the job than otherwise. “Third, I was convinced that it would be in the enlightened self-interest of the APC, once in power, to do their utmost to keep power by delivering on the economy unlike the PDP which had taken power for granted. I am still confident that PMB can deliver change (although as I had indicated in my article in January, I didn’t believe that any of the two parties could deliver on their manifesto) but he and his team now need to run at the speed of a 1000 km per hour.
“We must support them to succeed by contributing when we can, and criticising when we must — tough love! I am enjoying my status as ‘an independent’ (I don’t belong to APC or PDP) and I therefore have the liberty to say it as I see it from the balcony! “As at 1999 when PDP came to power, Nigeria was largely a pariah state still lucky to have survived as one indivisible sovereign, especially in the context of the struggle by NADECO and restiveness in many parts of the country. On corruption, Transparency International scored it 1.6 out of 10 and ranked 98 out of 99 countries in 1999.”
He added that “After 16 years, several challenges remain and some have even worsened (especially insecurity). Although President Jonathan’s regime had the worst economic management relative to the resources at its disposal, it must be stressed that tremendous progress was made in the aggregate 16 years of PDP government. “
Yes, it should have left more than $100 billion in reserves but left only $30 billion (still about six times of what it met). We also wish that Jonathan’s team did not leave Nigeria with unprecedented rate of debt accumulation. But, according to statistics from NBS, the PDP handed over a $550 billion economy (largest in Africa and 26th in the world), with 7.5% unemployment rate (better than European Union, France, Sweden, Belgium, etc although the underemployment figure is much higher); 32%?? poverty rate (as claimed by the former Finance Minister, or 61%??: NBS needs to clarify this claim); a stock of reserves of $30 billion; GDP growth rate averaging 6% over last 12 years; a relatively more diversified economy, with ICT penetration from 0.2% to over 60%, and a new contributory pension scheme now with trillions of Naira in pension fund. “Our external debt is down although total debt stock is escalating.
Our Gini coefficient (degree of inequality) is not different from China’s. Nigeria has consolidated and stronger banking system that currently finances both government debt and the private sector, with a relatively vibrant capital market. The capitalization of the Nigerian Stock Exchange grew from less than N1 trillion to N12 trillion as at handover. For the first time, Nigerian economy is now rated by credit rating agencies (Fitch, and Standard and Poor’s).”

Former Barcelona and Brazil star Ronaldinho has no doubt Neymar, whom he calls the world’s best player, would shine in the Premier League should the Barca forward make a move to England.
Neymar’s father on Wednesday hinted that his son’s future may not be with the Catalan giants as tax and legal issues have dogged the Blaugrana No. 11 since moving from Brazil in the summer of 2013.
If Neymar swaps leagues, however, Ronaldinho believes the current Brazil captain will continue his devastating displays wherever he lands, including England.
“He could and would succeed at any league in the world,” Ronaldinho said. “Of course, there are always transition periods. But when you have that much ability you will succeed in any league in any country.
“England is not an easy league to succeed in, but yes of course he would be a success there.
“I can’t see why Barcelona would want to allow him to leave, but if he was to, I’m sure that it would have to be for a record fee.”
Neymar has stepped up in the absence of Lionel Messi, who’s been sidelined with a knee injury since Sept. 26. The former Santos man has scored 10 goals and given an additional six assists in the 10 games the Argentine has missed.
Neymar capped a standout two-goal performance against Villarreal on Nov. 8 with a sensational volleyed goal from rainbow flick over the head of a defender, and Ronaldinho believes the form his countryman has shown places him at the top of the game at present.
“Neymar, currently on form, is the best player in the world,” said Ronaldinho.
“His rise has not surprised me at all. Even when he was a kid his ability was obvious. At the age he is, I still have every belief he can go on to get better and better.
“Now he has reached the level of the best in the world, he can stay there for five or six years, comfortably.”

President Muhammadu Buhari’s directive for the arrest and trial of public servants and military officers indicted by the presidential panel probing the purchase of arms and ammunition worth N1.112 trillion has thrown fear and panic into former service chiefs who served in the administration of former President Goodluck Jonathan.
According to informed security sources, the response made by the embattled ex-national security adviser, Col Sambo Dasuki (retd), to the order has also compounded their problem as Dasuki gave away some of their names as witnesses to prove his innocence.
According to a security source, the response made by Dasuki may have pushed them into a dilemma as they are awaiting what befall them as events unfold.
“I can confirm it on good authority that the ex-service chiefs have been calling some top military officers, trying to find out the level of their involvement in the committee’s findings, and most have reached out to the current NSA, pleading to return some of the alleged missing funds to avoid the president’s sledge hammer as well as prosecution.
“I am aware that some of these former (service) chiefs are away from the country for now. Shortly after their retirements, they relocated abroad at least to rest but what is happening now must have thrown them into a panic because they know deep down in their hearts that the performance of our troops under their watch was unacceptable to the Commander-in-Chief (Buhari) right from the electioneering days. I was shocked at reading the statement issued by Dasuki and that has pitched them against the president,” the source said.
“Whoever is indicted by the panel among them, or whose name was mentioned in Dasuki’s response, would be in a dilemma now, whether to clear himself or keep silent until he is summoned.”
Speaking in the same vein, another top military officer said, “The on-going probe may consume those who played one role or the other in all the contracts awarded. I am aware all the contracts for the purchase of the arms and other equipment got the approval of former President Goodluck Jonathan but they were all handled by the Office of the National Security Adviser. Whatever happens in the court will show whether due process was followed or not on Dasuki’s watch.”

The abductors of Samson Siasia’s mother, Ogere, have finally made contacts the Dream Team VI coach.
Siasia hinted that the kidnappers got in touch with him in the wee hours of Tuesday and were demanding for N150 million as ransom.
He said: “Yes, they want N150million. That’s crazy. Where would I get such huge amount of money from? I don’t have money. They should consider the state of her health and release her.”
Siasia, who is with the Dream Team VI in Gambia on a 10-day training, said he remained resolute to pick a qualifying ticket to Rio 2016 Olympics.
He said: “It is trying time but I’m remain focused on doing our country proud in Senegal when the U23 African Nations Cup finally kicks off.
“We have continued with our sessions and the boys are raring to go in the tournament.”

Following Tuesday’s bomb blast in Yola which claimed many lives, Governor Mohammadu Jibrilla has announced an indefinite ban on night markets in the state capital.
Jibrilla made the announcement on Wednesday in an interview with newsmen in Yola.
He said the ban was part of decisions taken at an emergency security meeting at Government House, Yola.
He said all business premises that attracted crowds, particularly night markets, were expected to close by 6 p.m.
The governor urged those affected to show understanding as such measures became necessary in order to save lives and property.
Shedding more light on the ban, the Commissioner for Information, Malam Ahmad Sajoh, said relaxation points, particularly those that gathered crowd, would also be affected by the ban.
Sajoh said security operatives would assess the situation and take necessary measures to contain the security challenge.
He said government would increase security awareness campaigns while a Submit would soon be organised for stakeholders including religious and traditional rulers on measures to check the security challenge.

The Peoples Democratic Party (PDP) said the governing All Progressives Congress (APC) should be held responsible for alleged Tuesday’s attack on the Deptuy President of the Senate, Senator Ike Ekweremadu.
The party also said some other key members, including the Acting National Chairman, Uche Secondus, the Acting Chairman, Board of Trustees (BoT), Dr. Bello Harilu Mohammed‎, the National Secretary, Professor Adewale Oladipo, Senate Minority Leader, Senator Godswill Akpabio, among others, were being targeted.
There were reports on Wednesday of alleged attempt on the life of the Deputy President of the Senate, Senator Ekweremadu by unidentified “foreign mercenary.”
But PDP National Publicity Secretary, Chief Olisa Metuh, at a press conference on Wednesday said the attempt at Ekweremadu brought to the fore the fears that the era of political assassination may have returned to the country.

The Nigerian government has reportedly banned the importation of small generators popularly known as ‘I better pass my neighbour’.
This was disclosed on Tuesday, November 17, 2015, by Madugu Sanni Jubrin, the Controller, Federation Operations Unit Zone A of the Nigeria Customs Service (NCS), while speaking with journalists in Lagos, according to The Tribune.
“The smaller generators have been banned by the Federal Government because it is causing air pollution and destruction of our lungs and breathing system. That is why they have banned it but people are still interested in smuggling them in, that is why we intercepted them,” Jubrin said.
“If you go to the market, you still see them because people have imported them before the ban. So it is the leftover they had before the ban that they are selling because the law did not backdate the ban and it is not an absolute prohibition.
“It is prohibition by trade which means you cannot bring it in large quantity and sell to the public. That is the type of prohibition we have on this but if you buy one piece, Customs will not seize it.
“We will not relent in our efforts. When we see any prohibited item, we will seize, arrest the people and we will allow the law court to take decision on prosecuting them. So it is better for them to stop smuggling than to continue when they know Customs will catch up with them,” he added.
The small generator is usually utilized by low income earners due to the cheap cost of acquiring it and its low fuel consumption.

The idea that the proposed second runway at Nnamdi Azikiwe airport, Abuja, would cost a whopping N63.5billion is not only wasteful, but fraudulent. This is the second time this figure has surfaced. It was first tabled during the late President Yar’Adua’s terminal end. As soon as President Jonathan Goodluck took over the government, he shelved the idea of such a colossal waste. Right now, Nigeria is involuntarily forced into economic recession.
Yes, it is very important to have a second runway in Abuja. This has always been my view because, if for some operational reason or a natural cause, the only existing runway becomes unusable, there is no way flights can come into the capital of Nigeria. The nearest airport is Minna, which is about an hour’s drive to Abuja; that means, if a foreign head of government wants to visit Nigeria, he will have to land at Minna, probably get a helicopter to fly him to Abuja and, if there is no serviceable helicopter, he will have to drive about one hour on a dangerous, insecure road. It does not make any sense; therefore, the best option at this stage is to construct another runway within Nnamdi Azikiwe airport as quickly as possible; but not at this mind-boggling price. Although we have been operating flights into the city of Abuja for the past 32 years and nothing has happened, the existing runway is fatigued with repeated cracks that require frequent patching due to heavy bashing by almost 100 daily landings and takeoffs. It is unnecessary for anyone to dispute this absolute doctrine of necessity.
While the importance of a second runway cannot be denied, the core issue now is the associated cost of engaging a second runway to support the existing one. It is completely unimaginable to construct a single runway of four kilometres for N63.5 billion or $300m in a country where the combined cost of building Murtala Mohammed, Mallam Aminu Kano and Port Harcourt airports is less than N63 billion (let us for a moment, forget when these airports were built). I am not only talking about the cost of building the respective airport runways, but runways, terminal buildings, fire stations, aprons and control towers combined.
The argument that the airport area is swampy and requires extensive rehabilitation is not only ludicrous, but highly unsubstantiated. Abuja is not Bayelsa or the riverine areas of River state that need refill to solidify the floor for construction.
The second and unjustifiable argument that the new runway will accommodate the largest commercial aircraft, the Airbus A380, is equally not tenable because A380 does not require a 4km runway for takeoff and landing. It can successfully land and takeoff on the existing runway of 3.2km in Abuja now. The main issue with the A380 is the parking station.
In 2006, the controversial aviation intervention fund of N19.5billion was released to the sector. The fund was used to modernize four control towers in the country, renovated two runways (Lagos domestic and Port Harcourt) and supplied steady electrical power to Kano, Port Harcourt and Lagos. Despite the massive sidekick involved, N19.5 billon, which is one-third of the expected N63.5 billion to be drowned in the construction of a single runway, made so much impact in the system.
In my discussions with one of the select bidders for the project, their company had quoted N30 billion to construct the runway, but Julius Berger was the preferred contractor. Although Messrs. PW Nigeria Limited constructed Lagos and Minna runways, this time, even with their lower bid for the new runway in Abuja, they were found unsuitable to perform the contract. The difference of N33 billion between PW and Berger made no sense to any member of the cabal that had wanted the project executed by JB—for reasons best known to them.
It is quite interesting to know that the new runway at Santo Domingo airport in Dominican Republic, which was highly celebrated a few years ago because of its capacity to host the A380 aircraft cost just about $19m or N4.5billion. The Gombe state government spent less than N8 billion to build an airport that comprises a terminal building, a fire station, a control tower and two adjacent 3.2 Km-runways — just eight years ago.
While it is possible to spend N63 billion or $300m on a runway, especially, if land reclamation from the sea is envisaged, Abuja airport is a hard solid surface that does not require such an expedition.

President Muhammadu Buhari has told the 36 Ministers-Designate that they cannot have long convoy of vehicles and retinue of political aides.
The President gave the directive to the appointees at the two-day retreat organized for them at the Presidential Villa, Abuja.

One of the appointees, Dr. Chris Ngige, a former Governor of Anambra State, who briefed state house correspondents after the retreat Friday, said the directive followed the dwindling finances of the nation.

“We are going to block areas of leakages, retinue of aides, protocol staff, large convoys of cars are things that will not fly in this administration.”

“So, we need to actually restructure the political and social moment of the country and that is what we are going to do. That means poverty will reduce,” Ngige said.

President Buhari is yet to assign portfolios to the appointees.

Rivers State Governor, Barr. Nyesom Wike, has been advised to prepare himself for the rerun of the governorship election in the state as ordered by the election petition tribunal, instead of castigating members of the panel and other opposition parties in the state.
A political analyst, Mr. Eterigho Okuweh, gave the advice in an interview in Lagos on the political development in Rivers State following the nullification of the governorship election that produced Wike as governor by the Rivers state Governorship Election Petition in Abuja.
Okuweh also called on Wike to stop apportioning blame on any individual or group for the current political development in the state.
Speaking further, the political analyst said from day one, he has seen the APC candidate, Dr. Dakuku Peterside as a better prepared candidate and one that is fit for the office of governor in Rivers State.
He said Wike should not behave like someone who is desperate for power saying this is not expected in the present political dispensation.
“I advised him to accept the verdict of the tribunal in good faith, get himself prepared for the rerun and let the people of Rivers State decide who is to govern them.
“Governor Wike should also stop blaming the immediate past governor of Rivers State, Mr. Chibuke Rotimi Amaechi and his party, the All Progressive Congress, APC, for the current development in the state. “Amaechi as a man that always speaks out his mind without fear or favour”, he said.

To be sincere, I do not see why Nigerians would start screaming murder when President Muhammadu Buhari hinted that the country was broke. This should not have come as a surprise. If we told ourselves the truth, the handwriting appeared boldly on the wall late last year when the price of crude oil – our sole revenue earner – took a nosedive in the global market. And if we refused to psychologically adapt and move on to survival mode, then we have no one to blame.
Nobody had any reason to believe the doublespeak of the then Minister of Finance and Coordinating Minister for the Economy, Dr Ngozi Okonjo-Iweala, when she tried to confuse us by saying that Nigeria was not broke, but was actually like a parent who had a job but had no immediate cash at hand. Really?
Therefore, for once, let us learn to hear it the way it is. The only mild discomfiture here is that Buhari blew the whistle in far away India. Nevertheless, the response of the Presidency to the widespread outrage over the President’s Indian affair is apt. We need to call a spade a spade. Simple.
Yet, I am worried because considering the type of government we run, there are two tragedies that face us. The first is that the man in the street takes the whole weight of a bad economy. The second is that our leaders, the ones we trust to manage our scarce resources and navigate us out of the doldrums, may steer us into more troubled waters. In a nutshell, we are doomed if today’s government continues in the old ways we are used to doing things.
Now, to the first tragedy. There is nothing as saddening as listening to many a public commentator who screams that in order to solve our economic problem the government should remove the subsidy on petrol. This goes to show that what we are used to is push the problem to the common man to suffer for sins he never committed. To these analysts, when the government removes subsidy, it will free up some monies with which to run the government and help the masses. What an irony!
Let us be reminded that when subsidy is removed, the common man who has a meagre income can no longer afford to survive. The money “freed up” now flies up the ladder to the rich and powerful who appropriate them as they want.
This is in contrast to standard reaction to recession in saner climes. Some years ago, when the world faced recession, the US government worked to stabilise the housing market and stem the rising tide of foreclosures which were the major outcome of the downturn. According to www.whitehouse.org, “The Treasury worked with the Federal Reserve to help reduce mortgage interest rates, resulting in lower payments for the millions of Americans who refinanced their homes. We also set up a programme that helped responsible homeowners facing foreclosure get more manageable mortgage payments.”
To cut a long story short, the American government designed tax relief and income support for the millions of Americans that faced untold hardship during the troubled times. Note that it did not create more financial burden for the people rather, it sought to alleviate such. The same strategy was also implemented by the United Kingdom during the last recession. It taxed its rich 50 per cent in order to stabilise the system. The question then is, can Nigeria tax the rich? Going by past experiences, our government rather taxes the poor.
The second tragedy is that the current administration may make mistakes in a frenzied bid to save the economy. It may miss the critical linkages it should create. We remember that ours is a country where every government project, programme or policy is always viewed against ethnic and religious politics. Every politician has the next election in mind when designing any project. So, the Muhammadu Buhari administration may give bailout to the wrong people, and inject relief packages into the most absurd sectors, just for political expediency.

Politics / N1.2bn Fraud: FG Files Fresh Charges Against Oronsaye, Others by todayng: 8:14am On Nov 04, 2015
The Federal Government yesterday filed fresh charges against the former Head of Service of the Federation, Mr. Steve Oronsaye, and five others before a Federal High Court sitting in Abuja.
The Federal Government through the Economic and Financial Crimes Commission, EFCC, had earlier filed a 24-count charge against the former head of service, HoS and two other defendants over alleged fraud and money laundering offences involving N1.2bn.
But at the resumption of hearing yesterday, the prosecution counsel, Mr. Adebisi Adeniyi, informed the trial judge, Gabriel Kolawole, that he had filed an amended charge and sought an adjournment to serve the charge on the three new co-defendants who have been included in the fresh charge.
With the filing of the amended charge, the initial 24-count charge has jumped to 35-count, while the number of defendants increased from three to six.
The amended charge dated November 2, has the following defendants: Stephen Oronsaye (1st), Osarenkhoe Afe (2nd), Global Services Limited (3rd), Cluster Logistics Limited (4th), Kangolo Dynamic Cleaning Limited (5th) and Drew Investment and Construction Company Limited.
Opposing the process of filing the amended charge, Oronsaye’s lawyer, Mr. Kola Okeaya-Inneh (SAN) was of the view that the prosecution “cannot file an amended charge without a prior formal application to do so.’’
Ruling on the application, Justice Kolawole said the prosecution could bring an amended charge at the stage of the proceedings without the need to file any formal application for leave of court to do so.

Politics / FG Has Begun Payment Of October Salaries – AGF by todayng: 9:08pm On Nov 03, 2015
The Office of the Accountant General of the Federation has said the Federal Government’s workers salaries for October are already being processed.
The Head of Press and Public Relations of the OAGF, Kenechukwu Offie, confirmed the development to the News Agency of Nigeria on Tuesday in Abuja.
Offie said civil servants’ salaries for October had been delayed due to technical issues, which had now been sorted out.
She said: “”I have spoken to the Director of Funds and the Director, IPPIS and I can authoritatively tell you that all technical issues have been sorted out and there is money to effect the payment.
“So everything is on course and I can assure you that salaries are already being processed and people will start getting alert from today (Monday).”

The Independent National Electoral Commission (INEC) said it would commence the distribution of Permanent Voter Card (PVC) to eligible voters in Kogi and Bayelsa on Friday.
Deputy Director of Publicity in the commission, Mr Nick Dazang, made this known to the News Agency of Nigeria (NAN) on Tuesday in Abuja.
Dazang said that the exercise would commence Kogi on Friday and end on Nov.11, and run from Nov. 13 to Nov. 19 in Bayelsa.
He said that the distribution would take place at ward level and would be for only registered voters, running from 8 a.m. to 4 p.m. daily.
“The distribution of PVCs is for voters whose biometric was captured during the just-concluded Continues Voter Registration (CVR) by INEC in the two states.
“It is also opened to those who registered before but are yet to collect their PVCs,’’ Dazang said.
He therefore urged registered voters in both states, who were yet to collect their PVCs, to use the opportunity to do so before the election date.
