* On the issue of unemployment and the deplorable state of degree holders in Nigeria, There is an article currently making the waves , the article is centered around the importance of entrepreneurship as a the solution to the current unemployment problem facing our graduates, the topic received the needed widespread and attention due to the unprecedented rate of unemployment in her dear nation Nigeria. The proponent and sharer of this particular topic are those genuinely concerned about this abnormally and the current state of the Nigerian youth, as a means of curtailing the damage already done by the incessant rise in unemployment rate. Although the notion comes with good intention by the writer and promoters like, as a result of their patriotic zeal and the quest to find an end or lasting solution to the major problem besieging her country and precisely the youths, but to my utmost dismay, the notion portray the acquisition of degree as a complete wasteful adventure, which add little or no value to the live of graduates. Acquiring a formal education I.e degree certificate shouldn't be seen as the cause of the idleness and lack of employment amidst the youth, demonizing formal education will cause more problem than what it intended solving .. The major problem and cause of lack of employment can be link to our educational system, where most of our graduates do pass through school system but sadly the school couldn't pass through them as a popular saying, the focus in our major institutions this days is not on knowledge acquisition but majorly on certification, our institutions mostly teaches our student how to pass examination but not on how to solve real life problem. The students nor the lecturers couldn't be blamed for this because the environment is not conducive for research and learning, the key players in the educational sectors do neglect the sector and enrol their children in the best institutions abroad, hence they are less concerned about the rot in the system, the incessant strike actions coupled with the fire brigade approach is what really triggers the *_la cram la pour approach_* where students only read to pass exam but not fully understanding the main concept in these courses hence the motive of education is thereby defeated. We are fully aware of this problem and those behind the misfortune but that's sadly not the bone of contention here.. Its degrading and at the same time damaging to the upcoming generation regarding degree acquisition as nothing but a useless and a time wasting adventure, the generation already labeled as lazy now sees this as opportunity of not going to school atall or actually dropping out. Instead of tagging our various degrees as useless , the gospel should be for our students to change their ideology on education I.e focusing less on certification but knowledge acquisition. Education is very paramount aspect of this present generation, education is the reason why most of the commenter on this topic are able to reason rationally and also to reach their individual logical conclusions, but sadly education is not what we see it as in Nigeria, we see education as a process to just obtain a certificate and thereafter use the certificate to seek for employment and which is totally not. I will use myself as an undergraduate and also my course of study as a practical example or case study. As a banking and finance undergraduate, I should not expect to graduate and seek non existing employment in one of the Nigeria banks, the focus should be on how I can use my knowledge of banking to change and create opportunity in my environment. 1. I should maximize My knowledge of the banking industry in aspect of bank credit and loan arrangement, international finance, agic finance etc to help my personal business. My knowledge of finance should help me in my investment appraisal and portfolio management. My knowledge of accounting can also be channeled to my personal business for proper resources management and business survival. My borrowed knowledge from sociology and psychology should assist me in dealing with people in my immediate and business environment. My knowledge of economics should enable me understand how the micro and macro economy works. And so also my knowledge in statistics,entrepreneurship, management,law etc should be for problem solving and identifying opportunities in my environment and not just for seeking employment. And that's the mentality needed by the Nigerian undergraduate to succeed in the turbulent Nigerian environment. Graduate of various field can channel the knowledge acquired in their various degrees to solve societal problems, thereby creating employment but sadly that's not the case in Nigeria, we only believe in certification. In conclusion, what we need is change of orientation and not preaching against degrees and education in totality, the disadvantage is huge and will impact greatly on this lazy generation. Formal education and degree acquisition is still the key to succeed in this our present society, only what we need to change is our approach I.e to see education as the ends itself and not the means to an end. The alarming rate of teenage pregnancy in the Rural areas The incessant increase in the rate of teenage pregnancy in the Rural area is so alarming and obnoxious, this societal problem is as dangerous and damaging as other social vices e.g Cultism, Drug, thuggery etc This societal abnormality as begin to seems normal in the Rural areas, this problem is not peculiar to the Rural area, but the recent rise in the rate of teenage pregnancy in that part is unprecedented My recent visit to my village,in the Yuletide mood expose me to another dimension of this vices, which got me pissed off. Hardly can you see a girl in her early 20's and teens without having a baby or two out of wedlock, is so disheartening hearing stories of 14,15 years old kids so exposed sexually, the moral bankruptcy of our youths both male and females is so injurious to our societal standing and status, Urgent measures are needed to be taken to avert the pending danger of this abnormality ... Pointing out the problems without proposing solutions is fruitless, So in lieu of the aforementioned problem, these are the my proposed solutions 1. Including sex education in our secondary school syllabus 2. Organising seminars to orientate the youth about the danger and control of sex, the message should be Targeted to both sexes, not just at the girls. 3. Parent have a lot of task in this context, by teaching and counselling their wards about the danger of tenage pregnancy and other moral lessons 4. The community as a whole as their part to play by reporting any suspicious dealings with underage girls and boys and also placing caution on them 5. The adult male are the major perpetrators of this evil act, by devilishly taking advantage of this tenage girls..knowing fully the pending danger it can cause to the girls career ambition and future, forgetting the girl can be their sisters, daughters, etc. adult males are advised to find conscience if they gat none, to find end to this societal problem. And Lastly 5. Criminalising the act of teenage pregnancy: I think this will go a long way in curbing this crises, by punishing the offender with a threat of imprisonment ,I think this will enable other youth take caution of this act knowing fully the punishment awaiting offenders...I think females have the potential of becoming whatever they desires, so we shouldn't allow the selfish act of some people ,with their desire of few minutes pleasure to ruin the future of our female children by taking advantage of their gullibility. LOOPHOLES IN THE NIGERIAN EDUCATION SYSTEM AND IT LINK TO THE UNEMPLOYABILITY OF OUR GRADUATES Education is a very important aspect in the development of any nation, the importance of education to can never be underestimated. Education not only promote better life but very crucial for the overall human development in cognitive and shaping of character. In one the great Nelson Mandela quote he said " Education is the most powerful weapon you can use to change the world " In Nigeria today there have been a lot of transformation in the educational sector. Acquisition of knowledge is now made easy with the availability of schools, both public and private in nature with varying charges In consequence now in Nigeria we have millennial of graduates both employed and unemployed, with the unemployed outnumbering the employed and graduates are still being rolled out annually. The problem of Nigeria today is not solely the unavailability of jobs but the unemployability of our graduates..Permit me to say In Nigeria today we have so many educated illiterates, The malady of our education system is deep rooted to the structure of our education system. Nigeria is operating a 6-3-3-4 system of education, which was introduced in 1982 to replace the 6-5-4 system, according to experts, this system was designed to inject functionality into the Nigerian school system, by producing graduates who would be able to make use of their hands, head and the heart (the 3Hs of education). But as we all know that Nigeria is one of the best policy makers in the world but always not good at implementing such policies. According to Martin Luther King, Jr. "The function of education is to teach one to think intensively and to think critically. Intelligence plus character - that is the goal of true education." In Nigeria today emphasis is no longer on the core element of true education, which is critical thinking and ability to proffer solutions to real life problems,That's what is been meant by true intelligence. As an insider in the system i can categorically say that the focus in most of our institutions today is not on knowledge acquisition but basically on certification, the joy of learning is being sucked out and education reduced to a dry, soulless process of ‘delivery’ of prescribed syllabus material,which is aimed at producing a standard test with prescribed outcome measures.. This acessment driven approach is damaging to student intellectual development as well as also political and social development,The result of teaching where there is no scope for challenge, disagreement or the open exploration of alternative answers to life’s deepest questions is closed minded Students raised with this system are ill equipped to face real life challenges,they are not trained to think for themselves, the emphasis is just to read and pass some certain examinations.. Some student employ the La cram la pour la forget approach Where they cram to pass exam and afterward they can hardly discuss about the subject matter In conclusion our graduate cannot be blamed solely for their unemployability, the system should be looked at, there are many loopholes in the system which various research from our scholars have pointed out, I recommend the system be redesigned from the result and certification driven approach to the real knowledge driven approach .where we don't have trained sheep but creative, independent thinkers; confident individuals who don’t expect someone else to tell them the right answer but who know how to think for themselves and find new ways forward. The implementation of Treasury single account in Nigeria by President Muhamadu Buhari led administration is a very laudable achievement, especially in a bastardized and hyper corrupt nation as Nigeria, the policy aim at improving fiscal responsibility and fund control by adopting a unified account in the vault of the CBN where the consolidated revenue fund is been remitted, this is a very good cash control policy which will in a long way also reduce corruption.. Although with the numerous benefit obtainable from Treasury Single Account, there are still some Lacuna in it which can be linked to the cause of the present economic predicament. The total implementation of TSA at a time when Nigeria's foreign earnings has decline tremendously and a period when there are a lot of uncertainties has generated a lot of argument by various analyst . The transfer of over 3.5trillion naira government fund from commercial banks which constitute their major deposit base, to an account domiciled at the CBN have an adverse effect on the economy precisely the banking sector basically on the aspect of liquidity .. Knowing the importance and vital role of the banking sector as the back bone of any economy, when the banking sector shakes,expect the whole economy to crumble. Its so glaring with the current economic crises, we can now see it in the practical sense what an unstable banking sector can do to an economy with the current happenings in Nigeria today. However the solution to our is not far-fetched, I will suggest two measures which will be helpful in curbing the negative effects of TSA which will thereafter improve our overall economic performance. 1. I think the federal government should maintain a TSA in various commercial banks ,where balances on this accounts will be reconciled on a daily basis to avoid misappropriation. By this approach the federal government will earn interest on this funds which will serve as another source of income to the Government and will in turn increase liquidity in the banking sector by making deposit available, This will enable the bank create money /deposit by lending credit facilities to their customers which will also stimulate the economy by providing finance for customers willing to borrow to run their business... 2. Alternatively the federal government through the CBN can, instead of keeping the funds idle in one account with no return,can instead design a scheme where a portion of this fund can be set aside to provide loan facilities that will be accessible to small scale enterprise where the cost of capital will be reasonably affordable..This will in turn stimulate the economy by providing employment for enterprising youth and graduates who finance have always been their problem.. In conclusion I will urge the federal government to consider this advice to remedy our deteriorating economy. At its last Emergency Meeting which was held on October 11th 2016, Council decided among other matters, as follows: That the National Judicial Council is a creation, by virtue of Section 153 of the 1999 Constitution of the Federal Republic of Nigeria, as amended, with its powers specified in Paragraph 21 of Part One of the Third Schedule whereof. That by virtue of Section 160 of the 1999 Constitution, Council fashioned out: Judicial Discipline Regulations; ii) Revised NJC Guidelines and Procedural Rules for the Appointment of Judicial Officers of all Superior Courts of Record; iii) Code of Conduct for Judicial Officers of the Federal Republic of Nigeria; and iv) National Judicial Policy to inter-alia, regulate its own procedure while exercising its Constitutional Powers. 3. That Section 158 (1) of the 1999 Constitution of the Federal Republic of Nigeria, as amended, has unequivocally provided for the independence of the National Judicial Council vis-à-vis directing or controlling it by any authority or person while exercising its powers. 4. Reiterated its absolute confidence in President Muhammadu Buhari Administration and its unwavering determination to uphold the Principles of Democracy, Separation of Powers and the Rule of Law enshrined in the 1999 Constitution of the Federal Republic of Nigeria, as amended and the United Nations Charter, which Nigeria is a Member. 5. That it shall continue to support the President Buhari Administration in its fight against corruption in all its ramifications in the Federation; and in cleansing the Judiciary of corrupt Judicial Officers. 6. However, expresses its grave concern on the recent invasion of the Residences and arrest of some serving and suspended Judicial Officers by the Department of State Services (“DSS”); and condemned the action in its entirety. 7. Viewed the action as a threat to the Independence of the Judiciary, which portends great danger to our democracy; and also considered the action as a clear attempt by the DSS to humiliate, intimidate, denigrate and cow the Judiciary. BACKGROUND FACTS 8.1 RE: HON. JUSTICE SYLVESTER NGWUTA The Public is aware that Hon. Justice Sylvester Ngwuta, a Justice of the Supreme Court of Nigeria, was arrested after his House was invaded by heavily armed and masked operatives of the Department of States Security on Friday 7th October,2016. The operatives did not leave his house until 12.00 noon of the followingday, when he was whisked away to the (“DSS”) office. 8.2 RE: HON. JUSTICE INYANG OKORO The Residence of Hon. Justice Inyang Okoro, a Justice of Supreme Court of Nigeria, was raided in the same manner and was arrested by the same operatives of the DSS. Contrary to the claim by the DSS and as published in the electronic and print media, Council has never received any petition against the aforesaid Judicial Officers: Hon. Justices Ngwuta and Okoro of the Supreme Court of Nigeria, by the DSS. 8.3 RE: HON. JUSTICE MUHAMMED LADAN TSAMIYA OF THE COURT OF APPEAL At its Meeting which was held on 29thSeptember, 2016, Council had found His Lordship culpable of professional misconduct contrary to Code of Conduct for Judicial Officers of the Federal Republic of Nigeria and the provisions of Section 292 of 1999 Constitution of Federal Republic of Nigeria. Accordingly, he was recommended to Mr President for compulsory retirement from office following the petition written by one MrNnamdi Iro Oji for demanding the sum of N200,000,000.00 (Two Hundred Million Naira) bribe. It is to be stressed that from the evidence before the Council, Hon. Justice Ladan Tsamiya did not receive N200m bribe. The Petitioner adduced evidence to support his allegation that Hon. Justice Tsamiya only demanded forthe money. In the exercise of its power, Council had suspended Justice Tsamiya from office, pending when the President will act on the recommendation. And Mr. President has approved the recommendation of the Council and compulsorily retired His Lordship from office yesterday, the 12th day of October, 2016. 8.4. RE: HON. JUSTICE I. A. UMEZULIKE, OFR Hon. Justice I. A. Umezulike, OFR, Chief Judge, Enugu State, was recommended for compulsory retirement from office to Enugu State Governor for gross misconduct, pursuant to the petition written against him by Mr. Peter Eze. In the meantime, National Judicial Council has suspended His Lordship from office pending when the Governor of Enugu State will act on its recommendation. 8.5. RE: HON. JUSTICE A. F. A. ADEMOLA, OF THE FEDERAL HIGH COURT Hon. Justice A. F. A. Ademola of the Federal High Court, Abuja Division has been petitioned by Hon. Jenkins Duviegiane Gwebe on allegations bordering on corrupt practices. Currently, a Committee of the Council is investigating the allegations. There is no other petition against Hon. Justice Ademola from DSS pending at the National Judicial Council. 8.6. RE: HON. JUSTICE KABIRU AUTA, KANO STATE HIGH COURT Hon. Justice Kabiru Auta was investigated by Council based on allegations of corrupt practices levelledagainst him in a petition forwarded to Council by one Alhaji Kabiru Yakassai. His Lordship was recommended to the Governor of Kano State for removal from office by dismissal. Council wrote separately to the AIG Kano Zone 1, for Police to prosecute Hon. Justice Auta. Council has suspended His Lordship from office pending when the Governor will act on its recommendation. 8.7 RE: HON. JUSTICE MUAZU PINDIGA OF HIGH COURT, GOMBE STATE The DSS petitioned the Hon. Chief Justice of Nigeria and Chairman of the National Judicial Council alleging corrupt practices against Hon. Justice Pindiga, inter-alia:- “i) That the Hon. Judge in a bid to illegally enrich himself, perfected plans through third party proxies/conduits, with a view to influencing the outcome of the Election Tribunal in the governorship polls in favour of the incumbent Governor Nyesom Wike. ii) That further ongoing discreet investigation, Justice Pindiga is observed to have illegally enriched himself through corrupt means. Part of the illegitimate proceeds suspected to have accrued to Pindiga includes the underlisted: a) Two (2) completed blocks of six (6) units 2 bedroom flats in Federal Low CostEstate in Gombe metropolis; b) Four (4) units of bungalow in another part of the Estate; c) An uncompleted property at GRA in Gombe Metropolis; d) a Mercedes Benz C300 car in the name of MUBAJJAL; e) A Toyota Venza-Model SUV. iii) From all indications, it is apparent that Pindiga, who is a very Senior Justice in Gombe State, is highly corrupt. His continuous stay as a Justice in any capacity would likely embarrass the current administration and pervert the cause of justice. In view of the foregoing, it is strongly advised that immediate necessary administrative and judicial measures be taken on him, including appropriate sanctions and trial to set a precedent to others of his like”. The complaint containing the allegations of corrupt practices against the Hon. Judgewere conveyed in a letter Ref No. DGSS71/3161 and dated 26th February,2016, written by the DSS to the Hon. Chief Justice of Nigeria and Chairman of the National Judicial Council. The petition was not supported by a verifying affidavit deposed to by the DSS, as required by the National Judicial Council Discipline Regulations 2014. The Petition should have been disregarded for non-compliance with the National Judicial Council Regulations, but by letter Ref. No. NJC/S.15/HC.GM/5/1/128 dated 19th April,2016, the DSS was notified and requested to comply and to depose to a verifying affidavit in support of the allegations of corrupt practices levelled against the Hon. Judge. By letter Ref No. LSD.232/4/68 dated 6thMay, 2016, to the Council, the DSS deposed to a verifying affidavit in respect of the allegations against Justice Pindiga. On the directive of the Council, Hon. Justice Mu’azu Pindiga responded to the allegations against him by DSS. Thereafter, a Committee comprising Members of the Council investigated the allegations of corrupt practices. Both Parties - The DSS and Hon. Justice Mu’azu Pindiga, together with their witnesses and counsel appeared before the Panel set up by Council in compliance with the National Judicial Discipline Regulations and Section 36 of the 1999 Constitution of the Federal Republic of Nigeria as amended, on the Right to Fair Hearing. The DSS was represented by a Director, S. U. Gambo, Esq. who is also a Legal Practitioner in the Department and Hon Justice Pindiga was represented by Joe Agi, SAN. At the end of the investigation, the DSS could not substantiate any of the allegations of corrupt practices either by documentary or oral evidence against the Hon. Justice Pindiga. Consequently, at its Meeting of 15th July,2016, Council decided to exonerate Hon. Justice Pindiga of the allegations of corrupt practices levelled against him by DSS. The Council’s decision was conveyed to Hon. Justice Pindiga in a letter Ref. No. NJC/HC.GM/5/1/132 of 9th August, 2016 and copied the DSS. 8.8. RE: HON. JUSTICE NNAMDI DIMGBA OF FEDERAL HIGH COURT ABUJA DIVISION Council is aware that DSS had written a complaint alleging corrupt practices and professional misconduct against Hon. Justice Dimgba by a letter Ref. No. LSD.158/2/31 dated 5th August, 2016. At its Meeting of 29th September, 2016, Council constituted a Fact Finding Committee comprising its Members to investigate the allegation. During the last Emergency Meeting of the Council, it received a Report from Hon. Justice Nnamdi Dimgba that his Residence was also raided and ransacked; and in the process, his nephew and driver were man-handled, using a wrong search warrant which was not meant for the search of his house. The Committee has commenced the process of investigating the allegations before the recent unfortunate raid and search of Hon. Justice Dimgba’s Residence. 9. Council meticulously considered the entire unfolding events that led to the arrest of the Judicial Officers and the misinformation and disinformation making rounds in both Electronic and Print Media that the DSS acted thus because the National Judicial Council was shielding the Judicial Officers from investigation and prosecution for corrupt practices and professional misconduct. 10. Council noted particularly, that from the available records, the DSS forwarded only two(2 no.) separate complaints containing allegations of Corrupt Practices against Hon. Justice Pindiga; and corrupt practices and professional misconduct against Hon. Justice Dimgba. 11. The impression created and widely circulated before the public, that the DSS forwarded a number of petitions containing various allegations of corrupt practices and professional misconduct against some Judicial Officers to the Council, and they were not investigated, is not correct. The Council urges the DSS to make public the particulars of such petitions to put the records straight. 12. Given the above background facts, on behalf of the Judiciary, Council is constrained to inform the general public that all petitions and complaints forwarded against Judicial Officers bordering on corrupt practices and professional misconduct, have been attended to and investigated, where applicable, by Council since year 2000 to date, within the powers conferred on it by the 1999 Constitution of the Federal Republic of Nigeria as amended. 13. Therefore, any Judicial Officer that was reprimanded by Council or recommended for removal from office by compulsory retirement or dismissal to the President or Governor, was done in compliance with the Constitutional power, Rule of Law and Due Process. 14. From year 2000, when the National Judicial Council held its inaugural Meeting to 2016, 1808 petitions and complaints against Judicial Officers, including Chief Justices of Nigeria, Justices of Supreme Court and Court of Appeal were received by the respective Honourable, the Chief Justices of Nigeria and Chairman of the National Judicial Council. Eighty-two (82 No.) of the Judicial Officers were reprimanded (suspension, caution or warning), by Council, in the exercise of its exclusive Constitutional Disciplinary power over Judicial Officers. Thirty- eight (38 No.) of the Judicial Officers were recommended to the President or Governor where applicable, for compulsory retirement from office; while twelve (12 No.) were recommended to the President or Governor as the case may be, for dismissal from office. In conclusion, Council wishes to state as follows:- That it maintains its earlier decision that no Judicial Officer shall be invited by any Institution including the DSS, without complying with the Rule of Law and Due Process. That explains why when the DSS wrote to the Council by letter Ref. No. LSC.960/4 dated 14th September, 2016, to direct Hon. Justice Mu’azu Pindiga to appear before it, The Hon. The Chief Justice of Nigeria and Chairman of the National Judicial Council directed the Hon. Chief Judge of Gombe State to ask Hon. Justice Mu’azu Pindiga to report to DSS, which His Lordship did. That the National Judicial Council has never shielded nor will it shield any Judicial Officer who has committed any misconduct. 3) That the Department of State Services is an Agency in the Presidency and its functions as specified in the statute establishing it, is primarily concerned with the internal security of the Country. 4) That the action of the DSS is a denigration of the entire Judiciary, as an institution. 5) That by the act of the DSS, Judicial Officers are now being subjected to insecurity, as criminals might take advantage of the recent incidents to invade their residences under the guise of being security agents. 6) The Council vehemently denounces a situation whereby the Psyche of Judicial Officers in the Federation is subjected to a level where they would be afraid to discharge their Constitutional judicial functions, without fear or favour, intimidation, victimization or suppression. 7) The Council will not compromise the integrity and impartiality of the Judiciary. The Council wishes to reassure the public that any person who has a genuine complaint against any Judicial Officer is at liberty to bring it up to the Council for consideration, after following due process vide its Judicial Discipline Regulations. 9) At the end of the Meeting, Council unanimously agreed to recommend Hon. Justice W. S. N. Onnoghen, CFR, as the most senior, suitable and competent Justice of the Supreme Court to President Muhammadu Buhari, GCFR, for appointment as the next Chief Justice of Nigeria to succeed Hon. I listen to people argue extensively about Nigeria current economic woes, They blame everybody except themselves for the current misfortune facing us as a nation.. One thing is that We fail to look inward for solutions to our problem, we see our leaders as the only problem we have, failing to realize that our enemy is closer to us than we think... Primarily the responsibility of any government is to provide the enabling environment for its citizens to dwell but unfortunately, that's mostly not the case in any developing country Nigeria inclusive, which can be seen as a failure from the side of the government.. But blaming government for our problems is just like flogging a dead horse, knowing fully that nothing will come out of it. So its time we as a people start addressing this issues more objectively.. It's not a news now that Nigeria is currently in a recession, in my own point of view, the Genesis of our problem can be traced back to the early 70's,when crude oil was discovered in Nigeria. We were made to understand that Nigerians were so productive back in the days..Southwest export cocoa,North export groundnut and other cash crop likewise the East and other part of the country.. But after the discovery of oil every other sectors were neglected because of the perceived free money in the oil sector and previous administration as done little in regards to diversification. And that's what transgress to this present generation ,we all want free money, we want to earn money with little or no stress, our graduate are looking for white collar Jobs,people now are risk averse.. We've all fail to acknowledge the present economic reality..there is no free money anywhere.. This period of economic recession should be a blessing rather than a curse to us..its a period to start thinking out of the box..it's the time to be more enterprising..it's a period to think wide..look deep into to your society and prover solution to societal problems.. Develop the the spirit of an entrepreneur...if you are not wise in this period of recession you can never be wise.. On the final note instead to sit idle and criticise buhari for every of your problem.. Be more innovative and think outside the box..Change your attitude, try new things and you will see how things we start working in your way.... Lamidi Sheriffdeen Toluwase.. I have read the various observations about the fuel pricing regime and the attendant issues generated. All certainly have strong points. The most important issue of course is how to shield the poor from the worst effects of the policy. I will hopefully address that in another note. Permit me an explanation of the policy. First, the real issue is not a removal of subsidy. At $40 a barrel there isn’t much of a subsidy to remove. In any event, the president is probably one of the most convinced pro-subsidy advocates. What happened is as follows: our local consumption of fuel is almost entirely imported. The NNPC exchanges crude from its joint venture share to provide about 50 percent of local fuel consumption. The remaining 50 percent is imported by major and independent marketers. However, since late last year, independent marketers have brought in little or no fuel because they have been unable to get foreign exchange from the CBN. The CBN simply did not have enough. (In April, oil earnings dipped to $550 million. The amount required for fuel importation alone is about $225million!) These marketers up until three months ago sourced their foreign exchange from the Central Bank of Nigeria at the official rate. However, since late last year, independent marketers have brought in little or no fuel because they have been unable to get foreign exchange from the CBN. The CBN simply did not have enough. (In April, oil earnings dipped to $550 million. The amount required for fuel importation alone is about $225million!) Meanwhile, NNPC tried to cover the 50 percent shortfall by dedicating more export crude for domestic consumption. Besides the short term depletion of the Federation Account, which is where the FG and States are paid from, and further cash-call debts pilling up, NNPC also lacked the capacity to distribute 100 percent of local consumption around the country. Previously, they were responsible for only about 50 percent. (Partly the reason for the lingering scarcity). We realised that we were left with only one option. This was to allow independent marketers and any Nigerian entity to source their own foreign exchange and import fuel. We expect that foreign exchange will be sourced at an average of about N285 to the dollar (current interbank rate). They would then be restricted to selling at a price between N135 and N145 per litre. We expect that with competition, more private refineries, and NNPC refineries working at full capacity, prices will drop considerably. Our target is that by Q4 2018 we should be producing 70 percent of our fuel needs locally. At the moment even if all the refineries are working optimally they will produce just about 40 percent of our domestic fuel needs. You will notice that I have not mentioned other details of the PPRA cost template. I wanted to focus on the cost component largely responsible for the substantial rise, namely foreign exchange. This is therefore not a subsidy removal issue but a foreign exchange problem, in the face of dwindling earnings. Five ships laden with Premium Motor Spirit, otherwise known as petrol, have arrived at the Lagos Ports, waiting to discharge. The Nigerian Ports Authority made the announcement in its publication – `Shipping Position’, – a copy of which was made available to the News Agency of Nigeria (NAN) on Thursday in Lagos. The publication indicated that two other ships had arrived the ports waiting to discharge aviation fuel. NPA noted that 27 other ships containing petroleum products, food items and other goods were being expected at the ports from May 12 to May 27. It explained that other expected ships contained general cargo, bulk salt, bulk sugar, buck wheat, bulk gypsum, crude palmolein, diesel, base oil, kerosene, bulk charcoal and other containerised goods.
