Did you login from an unrecognized device? I know that error message is triggered by Paypal security system. Try to perform the transaction from the same device and browser with same IP you used to open the PayPal and for previous transactions.
Also are you trying to send from credit card linked to your PayPal account or from PayPal balance?

You are Right bro, I tried logging in with a mobile phone, but I couldn't. Then I tried a computer, it still wasn't. Going through. I am trying to send from my Credit card linked to my paypal account.

Drop any issue/query you are experiencing with your PayPal account(must be the one opened and registered
in your legal name) be it that of Nigeria and other countries like USA,UAE etc in here.

Note: I'm the busy type and please do not be pissed off if I attend to your issue a little bit late but I will surely do.

Its really sad when people try to twist facts. Thank God these things happened in our very before and not some 1967 tales. Buari must learn to lead by example.
