Migrating from Padded Budgets to Forged Laws Our national shame continues to unfold, evident in the decisions made by our leaders, even at the highest levels of government. This shame is highlighted by a deeply troubling—and frankly unacceptable—issue: the documented discrepancies between what the legislature passed and what was ultimately published as law by the executive. This is not merely an administrative oversight; it is a serious matter that strikes at the core of constitutional governance and reveals the extent of our institutional decay. We have transitioned from a Nigeria where budgets are padded to one where laws are forged—changes that impact taxpayers' rights and, most importantly, access to justice. Even more alarming is the introduction of new enforcement and coercive powers that the House of Representatives never approved. These include an outrageous requirement for a mandatory 20% deposit before appeals can be heard in court, asset sales without judicial oversight, and the granting of arrest powers to tax authorities. Perhaps most disturbing is the silence of the Presidency on a matter involving allegations of forgery, institutional sabotage, and abuse of process. Who made these alterations? All of this must be made public. Nigerians need to understand what was signed, what was passed, and what was formally recorded. We cannot continue to ask citizens to pay more taxes while trust in governance collapses. We need leadership that follows due process, embraces transparency and accountability, and respects the rule of law. No nation can thrive where laws are forged and silence replaces leadership. PRESS STATEMENT BY THE SUPREME COUNCIL FOR SHARI’AH IN NIGERIA (SCSN) ON ALLEGED DISCREPANCIES IN THE GAZETTED TAX REFORM BILLS The Supreme Council for Shari’ah in Nigeria (SCSN) has followed with deep concern developments on the floor of the National Assembly yesterday, where Hon. Abdulsamad Dasuki, a duly elected member of the House of Representatives, raised an alarm over disturbing discrepancies between the tax reform bills passed by the National Assembly and the versions subsequently gazetted and presented to the Nigerian public. The Council notes with utmost seriousness the allegation that additional clauses and other substantial material alterations appearing in the gazetted tax laws signed by the President were neither debated nor approved by the National Assembly. If established, this represents a grave and egregious constitutional infraction with far-reaching implications for democracy, governance, economic stability, and public trust. Given the profound impact of tax legislation on the lives, livelihoods of ordinary citizens, businesses, and religious, social, and economic obligations of Nigerians, the Supreme Council for Shari’ah in Nigeria actively monitored and contributed immensely throughout the legislative process of considering these tax reform bills at the National Assembly. Our engagements were guided by the need to ensure fairness, equity, transparency, constitutional compliance, and protection of the public interest. The Council is therefore shocked and deeply disturbed by allegations on the floor of the House of Representatives that what Nigerians collectively debated, scrutinised, and agreed upon through their elected representatives may have been altered at the executive level. Such action, if established ,tantamounts to tampering with the sovereign will of the Nigerian people and undermines the very foundation of constitutional governance. Accordingly, we hereby call on all stakeholders, in particular, the leadership of the National Assembly - the Speaker of the House of Representatives, Rt. Hon. Tajuddeen Abbas, and the President of the Senate, Senator Godswill Akpabio to rise to their constitutional responsibilities by ensuring that these claims are transparently examined and appropriate actions taken before the commencement of the Tax Laws, on the 1st of January, 2026. Nigerians deserve respect, transparency, and fidelity to due process. Members of the National Assembly must be allowed, without hindrance, to conduct a critical, open, and transparent comparison between the harmonised bills passed by both chambers and the versions that were eventually gazetted, in order to establish the nature, extent, and impact of any alterations. The consequences of such alleged infractions are grave. They include erosion of public confidence in democratic institutions, weakening of the doctrine of separation of powers, exposure of the affected laws to constitutional challenges, economic uncertainty, and loss of investor confidence. Most critically, they set a dangerous precedent where laws become negotiable instruments rather than binding outcomes of democratic deliberation. Tax laws, by their compulsory nature, demand the highest level of constitutional integrity and procedural fidelity. Nigerians cannot be expected to comply with fiscal obligations arising from laws whose authenticity and legislative origin are in doubt. The Council therefore urges that this matter be treated with urgency, sincerity, and transparency in order to preserve constitutional order, protect institutional credibility, and reaffirm the supremacy of the Nigerian Constitution. Nigeria’s democracy must not be undermined by executive overreach or procedural shortcuts. The will of the people, as expressed through the National Assembly, must be respected and defended. Community sources confirmed that the mass exodus followed a violent attack on the First ECWA Church in Ayetoro Kiri on Sunday, December 14, during which armed assailants stormed the church while worshippers were present, abducting over 20 people. The attack has sent shockwaves through the community, intensifying fears of further assaults. Residents told reporters that the absence of immediate reassurance and a visible security presence compelled them to make the difficult decision to leave their homes. “This town is empty now. Human rights lawyer Femi Falana (SAN) has addressed widespread misinterpretations of the Supreme Court’s recent ruling on state of emergency powers. While the apex court affirmed the President’s constitutional authority under Section 305 to declare a state of emergency, Falana stressed that the court did not approve the suspension or dissolution of elected state executives or legislatures. The Federal Government has announced a nationwide ban on the admission and transfer of students into Senior Secondary School Three (SS3) in all public and private schools, beginning from the 2026/27 academic session. The announcement, signed by Boriowo Folasade, Director of Press and Public Relations at the Federal Ministry of Education, said the directive was part of efforts to curb examination malpractice and restore credibility to Nigeria’s education system. “The Federal Government, through the Federal Ministry of Education, has announced a nationwide prohibition on the admission and transfer of students into Senior Secondary School Three (SS3) in all public and private secondary schools,” the statement read. According to the ministry, the policy follows growing concerns over the increasing incidence of malpractice, including the use of so‑called special centres during external examinations. It explained that admissions and transfers will now be restricted strictly to Senior Secondary School One (SS1) and Senior Secondary School Two (SS2). “Admission or transfer into SS3 will no longer be permitted under any circumstance,” the ministry stated.
