This document contains very important information; data that will help you avoid unnecessary stress and waste of hard earned resources.

You already already know that lands within Nigeria’s territorial boundaries are constitutionally vested in the Governors of our respective states, and that we have varying rules, regulations, codes and laws that guide the design and construction of buildings within these “territories”. What is obtainable in Lagos may not apply in Kano, and so on.

To make sure you do not encounter stress in your approval process, below is a compilation of building plan approval requirements around Nigeria. You do not know where your next brief will come from.



ABUJA
- Make application on prescribed application forms obtainable from the authority.
- Attach photocopies of title documents; Certificate of Occupancy (C of O), Right of occupancy (R of O), Titled Deed Plan (TDP), etc.
- Prepared plans on standard A3 size in 3 copies, drawn to scale of not less than 1:500 site plan
- Floor plans of 1:200 and 1:100 architectural drawings
- 3 copies of structural, mechanical, and electrical drawings.
- Site analysis report
- Environmental Impact Assessment Report (EIA)
- All plans are to be sealed by relevant professionals and submitted in both hard and soft copies.

- All applications in respect to petroleum filling stations, private hospitals, hotels, etc shall be accompanied with letter of licenses of the authority regulating that activity.

- Whenever approval is granted construction shall commence within 2 years, otherwise developer applies for validation.

- Developer is to apply for setting out approval when foundation is made, and obtain the setting out approval before continuing with further development.



LAGOS
- Crosscheck architectural drawings for the following Design Errors;

Cross ventilation
Proper scaling
Rooms should not be less than 3m x 3.6m
Legibility of lines
- Pre-vet documents with District Officer (DO)

- Make payment at bank with revenue code and agency code. Read and follow all advice given.

- Confirm receipt at accounts department, District Office.

- Prepare for site reconnaissance by District Officer

- Submit all documents

5 sets of sealed architectural drawings. See attached link on the need for registered architects
5 sets of sealed structural drawings and calculation sheets’
5 sets of mechanical and electrical drawings
Letter of supervision from COREN registered Engineers
Certificate of Occupancy
Clearance letter from LUAC
Confirmation letter from lands, or Consent
Clearance letter from Housing, Fire, Transportation and Drainage. See link also for Fire Outbreak in Port Harcourt
Confirmation letter from NTDA
Evidence of payment of Ground Rent
Soil test report
Environmental Impact Assessment (EIA)
Survey Plan (5 copies and 1 original)
Tenement rate receipt
Passport photograph of applicant
Electronic tax clearance of applicant (with copy of last tax payment receipt)
Development levy receipt
Evidence of payment of assessment fees
Site photographs.
The following is included if applicant is a company

Two directors’ tax clearance
Most recent company tax clearance
Evidence of pay as you go of company


PORT HARCOURT

- Put ARCON stamps and append your signature on the first set of drawings
- Make six (6) photocopies from the stamped original drawing
- Put the ARCON seal on all the copies
- Submit four (4) sets of drawings (photocopies) to the secretariat for approval.
- Keep one copy as consultant’s copy
- Submit one copy to the client.
- The following documents must be attached
- Structural calculation sheet
- Soil test report
- CVs of consultant Electrical, Mechanical and Structural Engineers
- Architect’s Practice License (photocopy) covers for Architect’s CV
- Site analysis Report and Plan (SAR&P)
- Environmental Impact Assessment (EIA). This applies if building is to be used for commercial purposes
- Workmen compensation
- Charting report of building plan
- Evidence of C of O (certificate of occupancy) from RIVGIS

lol. This is not entirely the fault of architects.
have you taken a look at the architecture of the houses our forefathers lived in. You should try comparing the structure to what we have today.
I think there was cultural adaptation along the line, and there are reasons why it was; security, privacy, ostentatious living, and a lot of other factors.
These things are changing though. Don't worry. When you are ready to build I believe your architect will not reject your proposal for an organic architecture.

I'm glad someone else brought it up because frankly, I was getting tired of folks thinking that Nigeria has a unique weather system.

Interestingly enough though, this high roof is not what we need in Nigeria. We need adobe type roofs in Arizona/Nevada/Spain and then we litter the tops with solar panels.


This your example will work perfectly in the North. In the South however, you will only be causing yourself heartache if you insist on this roof type. Flat roofs are not very sustainable in the South.
There are everyday cases of people in the south changing from their flat roofs to pitched. You should look at their reasons for that.

I've seen houses in Nigeria that adopt such. For instance, my work place has such design. With a good air conditioning unit, you won't have any heat issues.

The issue is, most people aren't aware of such concept so they don't factor it in their requirements.

It will be wrong for any architect to design based on trend or on strict public expectation. Even when the clients demands something that we believe cannot work, it is our duty to advise him on why we should not include it.

When we design we factor a lot of things into our projects. This is why we get pissed when people say Architects just draw lines. There is psychology, culture, art, structure, cost, maintenance, material, religion, politics, etc to be considered in all designs.

You cannot plan a space in Nigeria without considering the long term effect of such spaces on its user. What if he does not have the capacity to run air conditioners? what if something happens and say, in the next 10 years he runs out of cash? This is not a place where you have or are guaranteed steady power supply.
The high roofs you see are both to protect the building and its occupants from both rain and sun, and heat. (even though I'm not a fan of the "send down the rain" pattern)

For the idea of utilizing roof space (incorporating attics), people do it here. I have done it also. You see it mostly in buildings; bungalow or otherwise that have some sort of pent floor, and where the roof is continuous and covers both pent floor and the other.

one problem we have down here is that most people, architects and clients inclusive, have become deeply engrossed in western and European designs. We forget that no two buildings are the same, and no two locations are the same also.
That it worked in Abuja is not a guarantee that it will work elsewhere, even in Lokoja.

If anything, what we should advocate is a minimalist approach to Pitches and not its total eradication.

You just showed pictures of public buildings (banks). These guys spend millions in yearly maintenance, and some of the images you uploaded had their walls finished with tiles.
flat roofs are generally not sustainable out here, especially in the South of Nigeria.

It is not always about slabs and melted rubber or tar (felt). Look at the wall in the image below. How do you solve that?
Do you know how regular the banks maintain theirs and how much it will cost a private citizen to do same?

What reservations exactly do you have??

Boss this is your thread and it is your right to ask for advice from architects out here. There is nothing wrong with seeking professional advice.

However, any professional who reads your brief carefully will wonder what you intend to achieve with it. Do you intentionally wish to deride architecture and Nigerian architects?

What do you want to achieve by sampling different professional opinion on the same brief, and with dimension and specifications?

I just hope you and other non architects who engage in this are aware that this is against practice rules and regulations?

It would have been understandable if you had put your request this way;

"I have this size of land and available setback,
I wish to erect something like this on it,
These are the dimensions I'm looking at,
These are my specifications,
What do you guys think?"


The response you get will then be used to select a person who you feel will best give you result. There is hunger in the land but Nigerians need to stop insulting architects.

This structure is meant to be an improvement on a recent construction by one of our Nairaland Engineers (See picture attached).

The setback of the plot of land already has a four bedroom building yet to be put to use.

Please assist with 3D versions of the picture and a floor plan showing dimensions.

Let's learn and fathom the art of modern architecture.

TROUBLE IN PORTHARCOURT CITY!!

Please, all PHC resident:

Have you all noticed that thick black soothes are all over Portharcourt - even inside the homes- the sole of your feet is very black and we inhale quantities everyday.
Early in the morning your cars are all covered with the same thick soothes.
Nobody seem to be saying anything about it.
Please, my people, what is going on? Could it be that a company is messing up the environment so massively and threatening our survival and we don't seem to know and care?
I am worried.

That thing is not an architectural drawing. That design could not have been done by an architect.

Get an architect, and you will not be asking these questions here. An architect does not give room for excuses.

Look for an architect, give him your brief, give him your survey plan, pay him well, and he will give you the best. This is what we are trained to do.

...and by the way, if you insult a registered architect this way, you will end up in court.

Ride on with your draughtsman, but please don't call him an architect again!

You people should stop insulting architects.

Am a prospective architect, during my I.T i met this practicing architect who on discovering i know how to use CAD has been sub contracting his jobs to me but he underpays me. Long story short; i got used to his pricing that when i meet a potential client i find it difficult to quote them a price so they either use me or not take me serious... So i guess what am asking is since you deal with your clients directly, I'd like you to give me probable price for a job like this. It mustn't be an exact figure just something to guide me in the future... Thanks

I reckon you did not ask me but let me say this. There is a professional scale of fees for architects. You can check that out. It shows how you can calculate for whatever design you are engaging in.
But then you are a student architect who's primary goal is to survive. My advise; ask around, noy your classmates though.
Personally when I was in school I never collected anything less than 120k for any design. I never designed a bungalow though. I did a church in Lagos for 450k as a student and that was with abeg and PR considerations. That church got me a number of other housing projects in Lagos...and I was in the east. These were few. I also never accepted works which the client is not willing to pay for structural, mechanical, and electrical. I never did them myself. Let other professionals eat...the standard of your future practice is set today.
I've also lost jobs because I quoted small prices. They take you as unserious or incompetent.

Do not focus on the money. Focus on the quality of your services, and when you do, they will not bargain for long. Architecture is not about 3Ds, people.

This attitude got reinforced after my BSc. I'd gone for a presentation with my boss and saw him finalize at 1m naira for a duplex. He is registered, and you should strive towards that. We all should. I know a registered architect who designed a hotel for 15million.

You people should leave all these hungry clients to draughtsmen. Lets build architecture together.

Ask your senior collegues who charge better. Let them tutor you. There will be no gain in telling you prices here.
