It still won't work. He can't be producing and distributing. He would be tagged a monopolist and would be hindered from getting crude oil in Naira. All these agreements are to ensure he at least gets enough crude oil and in naira.

They don't need to pay. Just give him crude oil at a subsidized rate and in return have a fixed pump price.
