Just make a financial reward in millions & billions to those who will successfully develop useful military technologies and you will know that Africans are gifted.

in the 80 they launched numerous multi billion educational programs (forgot the designation nos) which involved sending their students to west to learn.... steal..... technology

concurrently they poached scientists from USSR after its break down to work in their educational institutes

plus western civilian technology poured in Chinese industries which they retroactively studied and reverse engineered to serve their purpose

all in all for their educational sector only they had a 100+ billion dollars 30 years plan to bring them at par with the west and which by the way is still continuing

Indian educational reforms started in the 70s but only after India opened up its economy in the 90s (20 years after china) did the reforms started showing meaningful results.



so it ain't that easy but it ain't that impossible too

the air force is doing the right thing by specializing in the alpha jets...if we get specialized enough in alpha jets then we can reverse engineer them localy.....then the rest is just mounting localy made rockets and bombs on them.....the alpha jets are fast enough for anything you throw at it....
