Jagaban has gradually begun restructuring and decentralization of the country. First, he decentralized the School of Aviation in each geopolitical zone, decentralized Army Depot in each geopolitical zone and now, Police Academy will be decentralized in each region as well. It's very likely he decentralizes the Defense Academy anytime soon.
He has already created Development Commission in each region, he has decentralized electricity, he is about to create state police and give the country a new constitution.

Why people want make this issue more emotive than it needs to be?

There is solutions for this issue, all solution suggested have been shot down by people for political reasons.

I remember President Buhari suggesting the recreation of ancient cattle grazing routes and there was so much politically motivated push back.

Another suggestion was ranching and idea was equally promptly dismissed by political warriors claiming government (or Fulani) are trying to steal their land 🙄🙄

So what is the solution? Do people expect cattle walk on air and feed and drink from the clouds in the sky 🤔

People need to be calming down because in the absence of a national solution cattle still need to eat and drink. It's tough on those farmers affected but it cannot be prevented.

There is nothing like ancient grazing route...except the land was expressly purchased by whoever was the ancient herder and then passed down to his descendants...If that didnt happen then the ancient grazing route was just someone's land, farm, village which the fulanis grazed through from Senegal to Calabar... and that doesnt make it theirs.
