President Barack Obama has cancelled a
meeting with controversial Philippine
President Rodrigo Duterte, who had earlier
called him a "son of a LovePeddler".
Mr Duterte was responding to the US president's
promise to raise the issue of drug-related extra-
judicial killings in the Philippines at their
meeting.
The Filipino leader is known for his colourful
language, though this time it has had a
diplomatic impact, correspondents say.
He has now said he regrets the remark.
"While the immediate cause was my strong
comments to certain press questions that
elicited concern and distress, we also regret that
it came across as a personal attack on the US
president," a statement by his office said.
Both presidents are among leaders gathering for
the Association of Southeast Asian Nations
(Asean ) summit in Laos.
Duterte's apology: Analysis by Karishma
Vaswani in Laos
Mr Duterte has been forced to apologise for
offensive comments before, but this is the first
time he has had to confront the reality of his
outlandish behaviour on the international stage
It is the president's first overseas trip - an
opportunity that many leaders would have used
to cement ties with neighbouring countries and
superpowers like China and the US.
Instead Mr Duterte has had to spend his first
day here saying "Sorry" on a global platform.
At the heart of this is the fact that Mr Duterte
isn't used to being told what to do; and that he
likes to display machismo and bravado, which
plays well to his domestic audience.
But when he sits down for serious discussions
with his Asean counterparts over the next
couple of days, they'll be looking for Asian
discretion and subtlety, not diplomacy Duterte-
style.
Duterte: From 'Punisher' to president

What's the point of Asean?
How the row escalated
Mr Obama, who flew to Laos after attending the
G20 meeting in Hangzhou, China, had been set
to raise concerns about human rights abuses in
the Philippines.
But speaking in Manila on Monday before he left
for Laos, Mr Duterte bristled at the suggestion,
saying it was "rude" and cursing the US
president.
"Putang ina (son of a LovePeddler) I will swear at you
in that forum."
He added that: "We will be wallowing in the
mud like pigs if you do that to me."
He then referred to the anti-drugs campaign
that has led to the killing of 2,400 suspected
drug dealers and users in the Philippines since
he took office in June.
"The campaign against drugs will continue. Many
will die, plenty will be killed until the last pusher
is out of the streets....until the [last] drug
manufacturer is killed we will continue." BBC News |

Charles Abah with agency report
A Nigerian, Fathia Kareem, has set a record at
the School of Medical Sciences of the Kwame
Nkrumah University of Science and Technology,
Ghana, breaking its academic history.
For her feat, she received 12 out of 15 awards
presented during the oath-swearing and
induction ceremony for fresh doctors of the
institution last Saturday.
Kareem, 25, is an alumnus of the Wesley Girls
High School.
It was a happy and proud moment for family
and friends when she took several turns to
receive the awards in the 55-year-old ivory
tower.
When asked if she expected to get the number
of awards, she said, “Yes and No. Yes because I
worked hard by studying and no because I did
not expect to receive so many awards.”
Of late, many Nigerians have distinguished
themselves in many overseas universities, with
some of them emerging as valedictorians of
their schools. editor@punchng.com |

Brazil's suspended President Dilma Rousseff
is facing the final stage of her impeachment
trial over accusations that she illegally
manipulated government accounts, which she
denies.
Brazil's Senate is expected to vote this week on
whether to impeach her and oust her from
office for good or whether to re-instate her as
president.
Here we take a closer look at the problems in
Brazil and what has gone wrong since Ms
Rousseff was elected for a second term in
October 2014.
President Rousseff under fire
Dilma Rousseff's approval ratings have
plummeted since she narrowly won her second
presidential election in October 2014.
According to a Datafolha poll (in Portuguese)
released on 11 April, 63% of respondents across
the country said her government was "bad or
terrible", with only 13% saying it was "good or
excellent".
Experts say this reflects voters' disillusionment
with a deep recession and a corruption scandal
involving the state-controlled oil company
Petrobras.
The investigation into the corruption scandal,
dubbed Operation Car Wash, has implicated
important figures from Ms Rousseff's Workers'
Party, but also some of her opponents.
Fight against impeachment
The impeachment trial against Ms Rousseff is
based on allegations that she manipulated the
government's accounts in 2014 when she was
seeking re-election.
Her opponents say what she did was illegal and
warrants her impeachment. She argues it is a
common practice which previous presidents also
engaged in.
Ms Rousseff says her opponents are trying to
mount a coup against her and are using the
impeachment trial to oust her and her Workers'
Party from office.
Corruption
Much of the public discontent is based on the
high level of corruption that has tainted the
highest echelons of business and politics in
Brazil.
Since the Workers' Party came to power in 2003,
there has been a series of corruption scandals
involving politicians from the governing party
and also opposition parties. The two biggest are:
Mensalao: Name given to a corruption
scheme in which public funds were illegally
used to pay members of Congress in
exchange for backing the government in
crucial votes. The scandal first broke in 2005.
By the time the Supreme Court concluded its
trial in 2012, 25 politicians, bankers and
businessmen had been convicted, some of
whom were top members of the Workers'
Party.
Operation Car Wash: Name given to an
investigation launched in March 2014 into
allegations that Brazil's biggest construction
firms overcharged state-oil company
Petrobras for building contracts. Part of their
windfall would then be handed to Petrobras
executives and politicians who were in on the
deal. Prosecutors allege that the Workers'
Party partly financed its campaigns and
expenses through these kickbacks.
Widening scandal
Operation Car Wash has uncovered a widening
corruption scandal with dozens of politicians
accused of paying or receiving kickbacks.
One of the most well known politicians to have
been named in connection with the investigation
is former President Luiz Inacio Lula da Silva.
Brazil's Attorney General has accused him of
playing a key role in the scandal, which Lula
has denied.
But it is not just members of the Workers' Party
who have been named in connection with
Operation Car Wash.
Since Michel Temer took over as interim
president, two of his ministers have resigned
after leaked recordings suggested they had tried
to obstruct the investigation.
Both ministers said their words were taken out
of context.
A country divided
The political crisis has deepened old political
rivalries.
Supporters of the Workers' Party point to the
achievements the Rousseff administration and
that of President Lula brought about, such as
lifting millions of people out of poverty and
reducing inequality.
They say the allegations against them are a
smear campaign designed to drive Ms Rousseff
from office and prevent Lula from standing for
the presidency in 2018.
They say the massive corruption investigations
are a sign that under the Rousseff government,
such crimes are being punished rather than
swept under the carpet as in previous
administrations.
The fact that high-ranking members of the
Workers' Party have been convicted, they argue,
is proof that there is no immunity.
Opponents of Ms Rousseff accuse her of
mismanaging the economy and say her
government is deeply corrupt.
They say they are fed up with the Workers' Party
after its 13 years in power and demand a clean
slate.
Economy in the doldrums
Brazil's economy is going through its worst
recession in more than three decades following
a drop in prices for Brazilian commodities such
as oil, iron ore and soya.
In 2015, the economy shrank by 3.8%, its worst
annual performance since 1981.
Inflation reached 10.7% at the end of last year,
a 12-year-high.
Unemployment increased to 9% in 2015 and
economists predict it could go into double
figures in the coming months.
The forecast for 2016 does not look any rosier
with GDP expected to decline by 3.8% again and
inflation expected to rise. www.bbcnews.com

Brazil's suspended President Dilma Rousseff
has defended her record during her
impeachment trial in the Senate.
She is accused of illegally manipulating the
budget to hide a growing deficit.
Ms Rousseff said her conscience was "absolutely
clean" and that she had not committed any
crime.
Senators are due to vote later this week on
whether to remove her from office for good or
whether to reinstate her.
Ms Rousseff is accused of moving funds
between government budgets, which is illegal
under Brazilian law.
Her critics say she was trying to plug deficit
holes in popular social programmes to boost her
chances of being re-elected for a second term in
October 2014.
Brazil impeachment: Key questions
What has gone wrong in Brazil?
Profile; Dilma Rousseff
Profile: Acting President Michel Temer
'Fighting on'
Ms Rousseff began her defence by reminding
senators that she had been re-elected by more
than 54 million voters.
She said she had always honoured and upheld
the Constitution.
She also reminded senators of her past as a
resistance fighter who opposed military rule.
She said that even when she was tortured she
continued to fight.
Her fight, she said, had been for a more equal
society and that the achievements of her
government in that field were now "at risk".
She added that she was determined to continue
her fight against the attacks against her, which
she said amounted to a "coup".
Ms Rousseff said she had been "unjustly
accused" of crimes she said she had not
committed. "I can't help but taste the bitterness
of injustice," she said.
'Vote for democracy!'
She also warned of the dangers she said the
interim government of acting President Michel
Temer posed.
Ms Rousseff said Mr Temer's administration
would limit public spending and act in the
interest of a small economic elite.
"The future of Brazil is at stake," she said.
She ended her defence by again talking about
her time in captivity, briefly choking with
emotion when she mentioned the torture she
had endured "for days on end".
She thanked those senators who had fought for
her to be cleared of the charges before asking
those who were opposed to her to "vote against
the impeachment, vote for democracy!".
Senators from her Workers' Party stood up and
applauded once she had finished, while her
opponents sat in their seats stony-faced.
Brazilian media focuses on "coup" line
Many of Brazil's news media set up live pages
online to allow their readers to follow Monday's
impeachment proceedings in the Senate.
Newspapers O Estado de Sao Paulo and O
Globo, and news magazines Carta Capita l and
Veja , all highlighted the same line from Ms
Rousseff's address in which she warned that
Brazil "was one step away from a coup".
Daily Folha de Sao Paulo on the other hand
picked out Ms Rousseff's final appeal to
Senators: "I ask you to vote against the
impeachment and for democracy".
Many Brazilian papers also quoted Ms Rousseff's
line that those backing her impeachment were
putting Brazil's democracy at risk through "moral
violence and [by using a] constitutional pretext".
BBC Monitoring reports and analyses news from
TV, radio, web and print media around the
world.
For her to be removed from the presidency
permanently, 54 of the 81 senators would have
to vote for her impeachment.
Brazilian daily Folha de Sao Paulo says it has
spoken to all the senators ahead of the vote and
that 52 have so far declared themselves in
favour of the impeachment.
Eighteen told the newspaper they were opposed
to the impeachment and 11 either did not say
which way they would vote or were undecided.
Divided opinion
If Ms Rousseff, 68, is impeached, acting
President Michel Temer will serve out her term,
which ends in December 2018.
Mr Temer, who was Ms Rousseff's vice-
president, assumed the role of acting president
in May when Ms Rousseff was suspended from
office pending the impeachment trial. bbc.co.uk |

A magnitude 6.2 earthquake has struck
central Italy, leaving at least 13 people dead
and others trapped under rubble, Italian
officials said.
"Half the town is gone," said the mayor of
Amatrice, one of the worst areas affected.
A family of four were feared dead in the rubble
of their house in the nearby town of Accumoli.
The quake hit at 03:36 (01:36 GMT), 100km (65
miles) north-east of Rome, at a shallow depth of
10km.
Some buildings in the capital shook for 20
seconds.
Officials warned the number of fatalities was
likely to rise. The head of the civil protection
department compared the earthquake's
intensity to Aquila in April 2009 in which 309
people died.
Collapsed buildings
Some of the worst damage was in the town of
Amatrice, where several people died and rescue
efforts were under way to find survivors.
"The roads in and out of town are cut off. Half
the town is gone. There are people under the
rubble. There's been a landslide and a bridge
might collapse," mayor Sergio Perozzi told RAI
radio.
The main street through the town has been
devastated and emergency workers are trying to
reach six people in a collapsed building.
Meanwhile police said two people had died in
the village of Pescara del Tronto.
Italian authorities warned of the risks of after-
shocks in the area in the coming hours.
Seismologist Andrea Tertulliani said there were
sure to be further, numerous shocks that would
probably diminish in intensity. "But it can't be
ruled out that there could be another shock on
the same scale as the main one," he said.
Italy's Civil Protection agency described the
earthquake as "severe".
"It was so strong. It seemed the bed was walking
across the room by itself with us on it," Lina
Mercantini of Ceselli, Umbria, told Reuters.
Rescue teams are being sent to the worst-hit
areas, the prime minister's office said.
The quake was initially reported as being
magnitude 6.4. It was followed by several
powerful aftershocks, La Repubblica newspaper
reported.
The deputy editor of the British newspaper, The
Times, who was in the area at the time, told the
BBC that the quake lasted about 20 seconds
followed by an aftershock about 20 minutes
later which was easily as strong.
"It was pitch dark, very cold. Nobody in our
group had a clue what to do in an earthquake,"
Emma Tucker said.
The USGS predicted the damage could be
significant, based on data from previous quakes.
It said the quake struck near the Umbrian city
of Norcia, whose picturesque historic centre is a
popular tourist site.
However Norcia Mayor Nicola Alemanno said no
deaths have been reported there.
"The anti-seismic structures of the town have
held," he said. "There is damage to the historic
heritage and buildings, but we do not have any
serious injuries."
In 2009, a 6.3-magnitude earthquake in the
Aquila region, which was also felt in the Italian
capital, left more than 300 dead. Copyright © 2016 BBC. The BBC is not

The tycoon-turned-politician has though given a
sliver of detail about the "beautiful" wall he says
he would build along the 1,989 mile border .
Mexico, he says, would pay for its construction
or else Mexicans in the US would be prevented
from sending money back to their families.
A Trump White House would "impound all
remittance payments derived from illegal
wages," according to the presidential
contender's website .
That is no small threat - remittances from all
Mexicans abroad were worth $24.8bn in 2015
according to the Bank of Mexico , more than
the country's oil revenues - but could it be
done?
"Is Trump going to steal the money," asks the
former president of Mexico, Vicente Fox
Quesada, incredulously. "How can any human
being think like that? It's incredible!
"It's not going to happen," he tells the BBC.
"Forget it. We're not going to pay for that
[expletive] wall!"
This sentiment is echoed in Tijuana itself, often
in similarly robust language.
Mr Trump's description of Mexican immigrants
as killers and rapists hasn't done much for his
popularity here - an ugly mural with the caption
"Rape Trump" adorns the border wall on the
southern side - and in the colourful markets
where Trump piñatas (papier mache effigies
filled with sweets which children whack open at
birthday parties) are selling like hot tacos, they
have a wary eye on the superpower nextdoor.
Beating the American businessman with a stick is
popular, it seems.
"People are worried by everything he's saying
about Mexico and Mexicans," says Carmen
Espinoza, in Spanish, behind the counter of her
shop which has just one Trump piñata left.
"We're not criminals, we're nothing like that. We
are hardworking people who simply want to find
work. Don't vote for him!"
Of course some Mexican immigrants are
criminals and in the past few years many have
faced deportation from the US.
In fact, President Barack Obama has reportedly
deported more illegal immigrants than any
president before him, although critics say that
number has fallen sharply during his second
term.
As a result, across Tijuana we find what could
be the scene from another Donald Trump dream
- a room full of freshly deported "illegals".
In this half-way house for new arrivals - the
Casa del Migrante, a Christian mission which
offers shelter, legal advice and psychological
support - they're serving dinner.
For some of the men and women here this is
the first real taste of Mexico since they were
children.

Nawras and Moaz, who are joined at the chest

They have now been safely transferred by

Damascus.
Syrian doctors had appealed for help from the

would die if they were unable to undergo
surgery.
The twins travelled with their mother and aunt
and are said to be in good health.
People have have offered their prayers on a

saying "God bless you and protect you".
Douma is just north of Damascus and has seen
heavy fighting and prolonged shelling since the
war began, making it hard for humanitarian aid
to reach it.
The local branch of Syrian Arab Red Crescent

continued working in the area and managed in
the last 18 months to get supplies through to
needy people.
They also provide an ambulance service, general
