Senate Adopts Conference Committee Report on Peace Corps Bill.

The Senate in plenary today adopted the Report of the Conference Committee which was set up by the Two Chambers to harmonise the Bill for an Act to establish the Nigeria Peace Corps.

The Conference Committee set up earlier in the year by both the Senate and House of Representatives completed it's assignment on Wednesday last week leading to the Report been laid and Adopted by the House of Representatives on Thursday, 30th March, 2023.

The Harmonized Report of the Conference Committee which was laid and adopted by the Senate today showed that the Conference Committee adopted the version of the Bill as passed by the House of Representatives.

Highlight of the adopted report is on clause 38 (1) of the version passed by the Senate which is in conflict with the version passed by the House of Representatives as contained under clause 38 (1).

Whereas the Senate's version seeks dissolution of the existing Peace Corps of Nigeria and National Unity and Peace Corps, the House of Representatives version of the Bill solely recommends the dissolution of the existing Peace Corps of Nigeria to be transformed into the Nigerian Peace Corps when assented to President Buhari..

The Conference report clarified that for a Bill to become an Act of Parliament in Nigeria, it must pass through the two Chambers of the National Assembly, a criteria which the National Unity and Peace Corps Bill could not attain because its Bill was never debated unlike that of the Peace Corps of Nigeria debated and passed by the two Chambers.

However, the Bill for an Act to establish the Nigeria Peace Corps expressly provided under clause 38 (cool a window of opportunity for individuals, groups, associations or bodies that show or demonstrate interest to be absorbed as members of the Corps shall be absorbed subject to the mandatory basic training and orientation program of the Corps as may be prescribed from time to time when the Bill is signed into law.

Senator Kashim Shettima, Chairman.
Senator Abba Moro member.
Senator Betty Apiafi Member.
Senator Oriolowo Adelere member
Senator Eyinnaya Abaribe member and
Senator Seriake Dickson member

Members of the House Conference Committee are Hon Babangida Ibrahim (Chairman) Hon Tijani Kayode Ismail, Hon Chinedu Ogah, Hon Ibrahim Umar Potiskum, Hon Abdulmumini Are and Hon Legor Idegbo as members.

It will be recalled that the Nigeria Peace Corps (NPC) Establishment Bill passed in 2022 by the two Chambers was sponsored by the Chairman, Senate Committee of the Nigerian Army, Senator Ali Ndume while that of the House of Representatives was sponsored by the Chief Whip, Rt Hon Mohammed Monguno as HB17

The Bill, among others, seeks to establish the Nigerian Peace Corps as a body charged with the responsibility to develop, empower and provide gainful employment to youths, facilitate peace, volunteerism,, Community Service, Neighborhood Watch and Nation building.

According to part Vlll of the passed Bill, when assented to by President Buhari, would give statutory backing to the existing Peace Corps of Nigeria.

The adoption of the Report by both the Senate and the House of Representatives has brought to its logical conclusion every legislated process involved in the enactment of a Bill has however cleared the coast for the transmission of this all-important Bill to Mr President for assent.

The Peace Corps of Nigeria established over 24 years ago under the National Commandant, Professor Dickson Ameh Akoh is Incorporated in Nigeria under the Company and Allied Matters (CAMA) Act and accorded the Federal Government recognition through the Federal Ministry of Youth Development.

Due to the value driven programs of the Corps, aimed at the socio-economic empowerment of the Nigerian youths and its onerous contributions to peace building and advocacy, the United Nations in 2011 accorded the organization a Special Consultative Status while the African Union in 2016 accorded same status to the organization, thus, making it a member of the Social and Economic Councils of both the United Nations and the African Union.

So far, the organization has a well structured network of offices in the 36 States of the Federation and the Federal Capital Territory FCT.

_Again, National Assembly Passes Nigerian Peace Corps Bill._

For the second time, the Nigeria Peace Corps (NPC) Establishment Bill was on Wednesday, December 7, 2022 passed by the two Chambers of the National Assembly.

While that of the Senate was sponsored by the Chairman, Senate Committee Army, Senator Ali Ndume, that of the House of Representatives was sponsored by the Chief Whip, Rt Hon Mohammed Monguno as HB17.

With the overwhelming passage of the Bill on its merit, all is now set for the Clerk of the National Assembly to transmit the Bill to President Muhammadu Buhari for Presidential assent.

The Bill, among others, seeks to establish the Nigerian Peace Corps as a body charged with the responsibilities to develop, empower and provide gainful employment for the youths to facilitate peace, volunteerism, Community Services, Neighborhood Watch and Nation building.

According to part Vlll of the Bill passed, the Bill when assented to by President Buhari, would give statutory backing to the already existing Peace Corps of Nigeria.

The Peace Corps of Nigeria established over 24 years ago under the National Commandant, Professor Dickson Ameh Akoh is incorporated in Nigeria under the Company and Allied Matters (CAMA) Act and accorded the Federal Government recognition through the Federal Ministry of Youth Development.

Due to the value driven programs of the Corps, aimed at the socio-economic empowerment of the Nigerian youths and its onerous contributions to peace building and advocacy, the United Nations in 2011 accorded the organization a Special Consultative Status while the African Union in 2016 accorded same status to the organization, thus, making it a member of the Social and Economic Councils of both the United Nations and the African Union.

So far, the organization has a well structured network of offices in the 36 States of the Federation and the Federal Capital Territory FCT.

It has a membership strength of over 187,000 comprising of both regular staff and volunteers.

For the landmark achievements and accomplishments of the organization thus far, the Corps and its National Commandant have received over 110 Awards Nationally and Internationally.

Briefing Journalists on the latest development, National Commandant, Professor Dickson Ameh Akoh thanked the Senate President, Dr Ahmad Ibrahim Lawan and Speaker of the House of Representatives Rt Hon Femi Gbajabiamila for considering the Bill worthy of passage thereby doing justice to it.

Professor Akoh also thanked members of the two Chambers of the National Assembly for the sense of patrotism displayed in ensuring that the Bill saw the light of the day.

He pleaded with President Mohammadu Buhari to assent to the Bill this time around as a lasting legacy of his government and befitting parting gift to the Nigerian youth.

The National Commandant explained that all the grey areas which prevented the assent in 2016 have been cleaned up adding that the Corps would not have any conflict with any of the existing security agencies.

"The best gift to the Nigerian youth from President Buhari is to give assent to the Bill and as a youth friendly President, we are deeply optimistic that Mr President will do the needful this time around.

" No amount of resources committed to youth development in this country, especially in the face of insecurity, poverty and lack of employment is a waste. Peace Corps is not just being conceived, it has offices all over the country", Akoh said.

I want everybody to take notice that these people so called Northern youths and Almajiris are not the true representation of what they are. Rather, they are the Boko Haram Fighters disorganized by the current Military onslaught. I know their supporters will start writing rubbish against me though it will not eliminate the tact. Ponder over these: why are they often in large number? Who organized them? Are they from the same family and state? How do they get their connections? Pays their fares? Where do they gathered for the vehicles to pick them? Where are they going to? Who is going to accommodate and feed them? On who's expenses? Where were they before? And why now? Why are they hiding during conveyance? And many more? I need answers. Steps should be taken by the Southern Governors to curtail this now to avoid had we known!

I don't like commenting on issues of national importance unduly, but this matter of EFCC calls for concern. I am not a politician, but the truth has to be told. EFCC is so fond of lying. When they freeze Benue's account and it came to public notice, they denied. When they also freeze Akwa Ibom State Government's account and it came to public notice, they also denied and the two governments: Akwa Ibom/Benue sued them on infringement. And now Adeleke, which one are they not going to deny?

IGP Ibrahim Idris should have been sacked with Daura followed by Magu and Mungono. Idris ordered the Police that blocked the NASS when the Mace was stolen, he also ordered the police to blocked Saraki and Ekweremadu before the last incident. He Idris also ordered the police to block Peace Corps Office despite the valid Court Orders

It's typically lie. The two vehicles shown are different judging by its different traffic a tors and the plate number, one will unequivocally testify that the cars are different. I am not doubting if she was attacked, but the truth remains that these cars are not the same preceding and after the attack on it.
