Till date, public universities from Germany are tuition free for Bachelor and Master programmes (except if you plan to pursue a Master's degree that focuses on a different subject than the one you studied as a Bachelor student). The free-tuition system is available for all international students, regardless of their country of origin.

If you are interested in obtaining tertiary education in Germany today, you don't necessarily need to speak German. It might interest you to know that applied sciences, as well as other academic disciplines such as business, international relations, bioinformatics technologies or foreign philology, are taught in English, both in state universities and private schools.

Although tuition fees at state universities are free, international students are expected to have at least 8,000 EUR on the bank account in order to obtain a visa, and to cover for other expenses including compulsory fees, termly student’s ID card fee, accommodation, textbooks fees etc.

There are a good number of top-ranking German universities offering English-taught study programmes, especially at Master's and research levels. Nonresidents who attend applied sciences and business studies often choose private universities, as state universities have higher entry requirements and degrees bilingual-taught degrees, mixing German courses with lectures held in English. The private schools, on the other hand, tend to be more loose with the admission requirements and much more expensive, but they are more internationally oriented and consequently they have more full-taught English degrees.

Note that tuition fees at public universities in France have different prices depending on what you choose to study and the level.

For bachelor programmes, the average tuition fees are around 190 EUR per year.
Engineering degrees usually have higher tuition fees of around 620 EUR per academic year.
The average tuition fees for medicine studies can lead to 450 EUR per year.
The average fees for a Master are around 260 EUR/year and for a PhD 396 EUR/year; you should expect higher fees for certain specialised degrees.
Note that you will need to be fluent in French to study in their public universities and enjoy this low tuition provision.

Requirements

You will need to have your foreign higher education entrance qualification checked to make sure it qualifies you to study at a university in Germany. Initial information is provided by the German Academic Exchange Service (DAAD) Admission Database. and the information system for the recognition of foreign educational degrees anabin.

Once you’ve determined that your entrance qualification qualifies you to study at a university in Germany, you are free to apply for study at TUM.
If you determine that your entrance qualification qualifies you to study at a university in your country but not in Germany, you will be required to complete the assessment examn (Feststellungsprüfung). Bavarian universities offer a Studienkolleg, a two-semester preparatory studies program, to help prepare you for the assessment exam. Once you've passed the exam, you are free to apply for study at TUM. When applying, please submit your original secondary school diploma as well as the Assessment Exam Certificate from Studienkolleg.
German Language Requirements

If you hold a foreign higher education entrance qualification and want to apply for a German language bachelor’s degree program at TUM, you must provide proof of adequate German language skills. Tuition fee is also cheap and affordable for international students.

How to Apply

For international applicants, uni assist e.V. is the “University Application Service for International Students”. Uni-assist e.V. analyses and processes all international higher education entrance qualifications to determine whether applicants qualify to study any or only certain subjects in Germany. Also, the preliminary documentation (VPD) establishes which grades applicants have on the German grading system. To apply for the preliminary documentation, do submit your documents to uni-assist e.V within the relevant application period.Remember to hand in the preliminary documentation as soon as you receive it.

Verification of your documents with uni-assist does not qualify as an application for TUM. You will need to apply to TUM via TUMonline before the application deadline.

How to Apply

International applicants ( i.e non Germans) who wish to study at the LMU will be required to submit their application to the International Office. However, in a few cases they will need to apply to the Student Office or the Foundation for University Admissions

Certification of Documents

International applicants will need to submit certified copies of school results, police & medical  report and school certificates. Certification of documents must be carried out by the following bodies:  German embassies and consulates.  The school or university which has issued the certificates. Educational institutions may certify copies of their own certificates. In such a situation, the certified copies must bear the official seal of the Head of School or of the Dean or President of the University. Certification by the administration office is not sufficient.  A notary who applies the apostille stamp to the copies.
