Uproar ensues after the fan favorite and multiple previous winner William Masvinu loses out to a new rival A 42-year-old Zimbabwean man named Mison Sere won the country’s fourth annual Mister Ugly contest on Saturday, enraging the fan favorite and his supporters, who claimed that Sere was “too handsome.” Judges cited Sere’s missing teeth and capacity for unpleasant facial expressions in their decision, the Guardian reported. His rival, William Masvinu, who had held the title since 2012, said that Sere was “ugly only when he opens his mouth,” and therefore that he was not really ugly. When Sere’s victory was announced, the crowd turned violent, mobbing the judges to contest the decision. Sere, whose victory earned him $500, dismissed the criticism. “They should just accept that I am uglier than them,” he said. “I hope to get a TV contract. PREMIUM TIMES’ checks showed that the increases in the fees were between 170 per cent to 240 per cent. Details of the schedule of fees showed that medicine had the highest increase from N47,000 to N160,000, a 240 per cent increase. Natural sciences, Education, Agriculture, and Physiology had their fees increased from N41,000 to N112, 500, a 174 per cent increase Also Business courses like Public Administration, Business Administration, Economics and Banking and Finance attracted 175 per cent increase, as students will now pay N110,000 as against N40,000 earlier paid by the students. Engineering courses, microbiology, computer science, architecture and building had their fees raised by 172 per cent from N45,000 to N122, 500. Medical Laboratory Sciences, Nursing, Law, and Accounting was increased from N47,000 to N127,500 or 170 per cent. The institute of education would now attract a fee of N110,000 instead of N40,000 paid last session, which is a 175 per cent increase. Arts, Social Sciences and Fine and Applied Arts got a raise from N34,500 to N96,250, an increase of 179 per cent. These are apart from the admission acceptance fees requiring medical students to pay N75,000 while other students are to pay N60,000. After settling the fees, students would also be required to pay other charges such as Students’ Union dues, N1000; AAU Legal/File, N800; AAU Students welfare assurance, N500; Matriculation gown, N2000 and Concession fee, N10,000. Baring any changes, a medical student would have to pay a whopping N249,300 per session under the new school fees regime. It was gathered that students will continue to pay throughout their study in the institution, what they paid in their first year. Findings however showed that because a new Students’ Union is yet to be inaugurated, there is currently no rallying point for the incoming students. However a group of concerned students have put themselves together to tackle the management on the new fees regime. Calling themselves students’ activists, they have undertaken to engage the management and other stakeholders, including parents to force down the new school fees. Speaking on behalf of the students, Alex Peter, said the hike in the fees threatened the educational sector, as it makes education completely unaffordable. “We are not oblivious of the hardship that Nigerian (AAU Ekpoma) students suffer in their campuses because of the corruption that has eaten up the soul of every sector in our society today,” he said. “Students that are not paid bursaries, students that are not paid allowances, students whose future aren’t guaranteed even after spending years going through school shouldn’t be subjected to massive exploitation and unaffordable, ridiculous and obnoxious school charges.” Mr. Peter noted that a students’ caretaker committee appointed by the school management after the earlier one was impeached, connived with the management to impose the new fees. According to him, the newly elected government had not been inaugurated and in that situation could not begin to confront the issues officially. He said he and his group of students were calling on the governor of Edo State, Adams Oshiomole to intervene in the matter and reverse the hike. Meanwhile, the management of the institution has defended the hike in the school fees, saying it was still affordable and competitive. The Public Relations Officer and Deputy Registrar, Information and Protocol, Chris Adamaigbo, told PREMIUM TIMES that the fees did not affect returning students but only newly admitted students. According to him, old students would continue to pay the old rates until they graduate from the school, noting that it is the policy of the school’s management to have it so. Mr. Adamaigbo stated that the increase in the school fees should not be an issue at the moment, because those affected were yet to be students of the institution, wondering why anyone should be contending the policy. “If you have an estate and a potential tenant comes in to rent the place, you will tell him what you want him to pay, it will be his choice to decide whether he wants to accept it or not,” Mr. Adamaigbo said. “So they have a choice whether to accept it or not. As we speak no dime has been added to the fees of returning students.” He said that a recent accreditation visit from the National Universities Commission, saw Ambrose Ali University commended for its modest fees when compared to other universities of its category in the country. Mr. Adamaigbo, however, stated that the matter was being handled with relevant stakeholders to ensure that the controversies were resolved amicably. |
ormer governor of Lagos state and a leader of the All Progressives Congress, Bola Tinubu, was in Kaduna on Wednesday to commission the state’s new car hire services scheme. Mr. Tinubu was invited by the state governor to lead the commissioning of the project. The car hire service scheme was introduced by the Nasir El-Rufai government to provide additional car hire option for the people of the state. Two hundred brand new Peugeot and Kia Cars were launched by the state government in a ceremony that saw thousands of supporters at the Murtala Muhammad Square Kaduna. In his speech during the launch, Governor El-Eufai thanked Mr. Tinubu for making it to the occasion. “This is the first state our party leader is visiting officially since the APC’s victory in the elections. It is my special delight to say “sanu da zuwa” to our esteemed Asiwaju Bola Tinubu,” Mr. El-Rufai said. He also said the introduction of the car transport scheme is another choice of transportation for commuters in the state. “In addition to safety, comfort and an enhanced user experience, the cab scheme is a means of creating jobs and empowering owner-drivers,” Mr. El-Rufai said. He said aside from the 10 per cent deposit each of the pioneer owner-drivers of the Kaduna Cabs have made, they will pay for the full value of the cars and the repayments will be concluded in 36 months. “All drivers have valid driving credentials and the state government have taken them through a course in safe driving practices and customer services”. In his speech, Mr. Tinubu applauded the efforts of the governor. He encouraged the people of Kaduna state to give the state government all the support it requires to develop. Mr. Tinubu was also at the Kudenda Power station, a new power plant constructed by the state government. Speaking to PREMIUM TIMES, Silas Bitrus, a resident of Kaduna who also witnessed the event, said the state was lucky. “If I must say, Kaduna state is the luckiest state among states in the federation because having a great leader like Mr. El-Rufai is a dream come true for many of us who want development. We never had it this way in the state since in the early 80s there hasn’t been any organized transport system of this standard in Kaduna. While Benue groans under severe financial hardship, the state Governor, Samuel Ortom, has shelled out N558.7 million for luxury vehicles for his aides and local government chairmen. Mr. Ortom came to power with what he called five-pillar agenda, including a promise to create enabling environment for citizens to engage in meaningful businesses. The governor said in his inaugural address on May 29 that the policy would enhance the living condition of Benue people and in the process reduce over-dependence on government. The five-point agenda promised good governance and revenue security; agricultural-driven industrialization, improvement in science technology, arts and mathematics, investment in critical infrastructure, and promotion of gender equality and empowerment of women, youth, sports and persons with disabilities. But a few months into the administration and in what appears to be a departure from the development agenda, Mr. Ortom has bought 13 new Toyota Land Cruiser Prado SUVs for commissioners in the state. The 13 Prado cars came at a whopping N240.5 million, with each costing the state N18.5million. The governor also bought 43 new Toyota Corolla cars at the cost of N318.2 million, with each delivered at the cost of N7.4 million. The Toyota Corolla cars were distributed to the 20 special advisers appointed by Mr. Ortom while the remaining 23 went to local government chairmen in the state. But PREMIUM TIMES checks showed that the costs at which the vehicles were supplied to the state government were outrageous when compared to the prices of similar vehicles on Carmudi, an online car sales portal. At the online car depot, a company, Auto Ten Limited sold a Toyota Land Cruiser Prado Jeep, 2015 model (Black) for N11 million only, against the N18.5mllion for which a similar car was supplied to Mr. Ortom. Another dealer, Lanre Shittu Motors, offered the same vehicle for N11 million. However, a new Toyota Corolla 2015 model sold for N5 million against the N7.4 million Mr. Ortom paid for each of the 43 vehicles he bought for his aides and council chairmen. But apart from breaking his promise of fiscal discipline, PREMIUM TIMES found that the governor violated the provisions of the Revenue Mobilisation, Allocation and Fiscal Commission Act. The RMAFC Act prescribes the remuneration and other perks payable to public officials in Nigeria. Under the law, a state commissioner with an annual basic salary of N1.3 million is entitled to a vehicle loan of N5.3 million, representing 400 percent of the basic income, repayable before the expiration of his or her tenure. On the other hand, a special adviser to a governor with an annual basic salary of N1.2 million is only entitled to an optional vehicle loan of N5 million, representing 400 percent of the basic salary, to be repaid before the end of tenure. A local government chairman, under the same law, with an annual basic salary of N908, 312 is entitled to a vehicle loan of N3, 633, 248, representing 400 percent of the annual pay and repayable before the end of tenure. An official of the state government, who requested not to be named because he was not authorised to speak on the matter, said although the purchases were approved by the State Executive Council, the award of the contract violated some provisions of the Public Procurement Act. “I am not aware the tender for the purchase of the vehicles were ever advertised as required by the procurement law,” the source said. When contacted by PREMIUM TIMES, the Chief Press Secretary to the Governor, Tahav Agerzua, confirmed the purchase of the vehicles. Mr. Agerzua said the decision to buy the vehicles was taken by the state executive council and accordingly made public. When asked the cost of the vehicles, the governor’s spokesman said such details could only be provided by the Commissioner for Finance, David Olofu. Mr. Olofu later told PREMIUM TIMES the procurement were made based on the state’s procurement guidelines, adding that the government was yet to domesticate the Federal Government’s procurement law. “I am preparing a memo to council to give approval for us to domesticate what we have at the Federal level,” Mr. Olofu said. “But in the interim, we have what we call Store Regulation and the Procurement Guideline. That is what we follow here. But in addition to that, for you to make any such procurement, it has to go through the State Executive Council. “It’s SEC that considers and approves all such procurement and all the steps contained in both the Store Regulation and Procurement Guidelines were followed.” When reminded of the provisions of the RMAFC law and of the financial difficulty facing the state, Mr. Olofu said the vehicles were not given free of charge to beneficiaries. “The vehicles are not free because we are going to deduct the funds from the salaries of the beneficiaries. It is not as if the government bought vehicles and dashed the commissioners. “We will continue to do our best in salvaging the state. Documents obtained by PREMIUM TIMES have shown how the chairman of the Economic and Financial Crimes Commission, Ibrahim Lamorde, wrote to the Secretary to the Government of the Federation, Babachir Lawal, seeking the disqualification of the gubernatorial candidate of the All Progressives Congress, Abubakar Audu, from contesting the forthcoming governorship election in the state. Mr. Audu won the primary election of the APC on August 30 amidst calls by some Nigerians that fielding him as candidate was a negation of the ruling party’s anti-graft war. In a letter dated September 21, 2015, with reference number EFCC/EC/SGF/03/59, and titled “F.R.N Vs Abubakar Audu & 1 other Charge No: FCT/CR/115/ 2013”, the EFCC chairman wrote to the secretary to the government of the federation reminding him that Mr. Audu was standing trial for corruption. “The candidate was arraigned by the Commission for abuse of office, theft of public funds and money laundering during his tenure as Executive Governor of Kogi State between 1999 and 2003 at both Kogi High Court, Lokoja in 2006 and the Federal Capital Territory High Court, Apo Abuja in 2013,” Mr. Lamorde wrote. “The Lokoja case was stalled for six years on the account of frivolous interlocutory applications by the accused person, which has taken us twice to the Supreme Court and eventually decided in the commission’s favour on 23rd November 2012. “The trial effectively continued in 2013 with the filing of fresh charges in Abuja. Eight prosecution witnesses have so far given evidence and 166 exhibits tendered at the proceedings, while the case adjourned till 14th October 2015 for continuation of trial. “We are genuinely concerned that the trial will be suspended for another four years if Prince Audu emerges as Kogi State Governor, similar to the situation of Governor Ayo Fayose of Ekiti State. “While not being unmindful of the constitutional presumption of innocence of all accused persons until proven guilty, we are nevertheless greatly concerned that swearing in of another accused person as Executive Governor in Nigeria may not be in consonance with the current anti-corruption policy of the new administration.” In conclusion, Mr. Lamorde cautioned that allowing Mr. Audu to contest on the ruling party’s ticket might undermine the administration’s fight against corruption, especially in the eyes of the world. “This may negatively impact our perception by the international community and give rise to scepticism and even cynicism,” the EFCC boss wrote. Mr. Lamorde’s letter appeared a re-enactment of former EFCC chairman, Nuhu Ribadu’s advisory letter to political parties in 2007, seeking the disqualification of some political office seekers for their involvement in corruption. But upon receipt of Mr. Lamorde’s advisory letter, the SGF, Babachir Lawan, immediately wrote to the national secretariat of the APC the following day, urging it to take “necessary action”. In a letter dated September 22, 2015, referenced SGF.30/S.11/T, the SGF said “I wish to forward the attached document from the Economic and Financial Crimes Commission (EFCC), on the above subject matter for your information and action”. OBASANJO CAUTIONED AUDU ON ACQUISITION OF PROPERTIES In a similar charge on corruption against the Kogi APC governorship candidate, former President Olusegun Obasanjo wrote to Mr. Audu on October 5, 2001, cautioning him on some acquisitions of prime landed properties abroad while in office as governor. Mr. Obasanjo confirmed to PREMIUM TIMES on Friday that he actually wrote the letter to Mr. Audu, and that the copy of the letter obtained by this newspaper was genuine. PREMIUM TIMES reliably gathered that the former president also wrote to the Independent Corrupt Practices and Related Offences Commission, and the then National Security Adviser, NSA, Aliyu Gusau, directing them to investigate Mr. Audu in relation to foreign assets acquisition as a sitting governor. Mr. Obasanjo based his advice to the ICPC and the NSA on a notification he got from the British Home Office. While responding to PREMIUM TIMES’ question on his various corruption cases, Mr. Audu said in a recent interview that the matter was before the court, and that no case had so far been established against him. “This is a matter that is already before the court, and it will therefore be a contempt of court for me to disclose what happened in the court. “But as far as I am concerned, they have not established any prima facie case against me in the past 12 years,” Mr. Audu said. When contacted, the National Publicity Secretary of the APC, Lai Mohammed, said he was not aware of the issue as the letter was not addressed to him. He explained that he was not aware that the issue was discussed at any meeting of the National Working Committee.
