President Muhammadu Buhari on Wednesday urged all Nigerians to decide not to allow the country to witness another civil war by their actions and inactions.

He said the step was necessary considering the immense human capital loss of past civil war.Buhari said this in his remarks at the inauguration of the Armed Forces Remembrance Day Celebration 2018 Emblem and Appeal Fund which was held in the Council Chambers of the Presidential Villa, Abuja.

The event as well as the inauguration of the new Secretary to the Government of the Federation, Mr. Boss Mustapha, preceded the weekly meeting of the Federal Executive Council.

The President said it was worthwhile to honour the memory of veterans who paid the supreme sacrifice to keep the country united.

He said, “The resolve by our countrymen and women to remain in one indivisible and indissoluble nation, Nigeria is at the centre of this celebration.

“Indeed, the Remembrance Day Celebration is being marked on the 15th of January instead of 11th of November as in other Commonwealth nations to commemorate the end of the Nigerian civil war – a war that was fought to keep Nigeria one.

“We must, therefore, cast our minds back at the events that led to the civil war, the immense human capital loss of the tragic war, and resolve that never again shall we allow our dear nation by our actions or inactions to experience another war.”

Buhari commended men of the Armed Forces for their courage and sacrifices as they grapple with diverse and contemporary security challenges plaguing the country.

He promised that his administration will continue to do all within its power and resources to ensure that their welfare is adequately catered for.

The President said he looked forward to a time when business concerns and service providers in the country would give special recognition and consideration for the distinguished citizens and support the veterans’ cause in any way they can through voluntary donations, employment opportunities and welfare support.

He added, “As a government, we desire to improve the capability of our Armed Forces. I am glad that our efforts are yielding positive results already in boosting the morale of men and women of the Armed Forces.

“We will continue to engage them in training and retraining to improve their capacity to discharge their constitutional roles.

“As I launch the Emblem today, I call on all Nigerians, the Diaspora and our friends to donate generously to the cause of the Nigerian Legion and families of the Fallen Heroes.

“I implore all to procure and wear the emblem with pride as a way of identifying with those that laid down their lives, the incapacitated and others still who are daily in harm’s way in order to guarantee our peace and security. We will always remember them and the respect we owe them.

“I also hereby launch the Partnership Scheme for the Armed Forces in which all Nigerians, corporate organisations and government agencies should support and partner with the Nigerian Armed Forces in appreciation of the sacrifices of these honourable men and women.

Buhari thereafter launched the emblem with N10m.”

The twin event was witnessed by Vice-President Yemi Osinbajo; President of the Senate, Bukola Saraki; Speaker of the House of Representatives, Yakubu Dogara, National Chairman of the All Progressives Congress, John Odigie-Oyegun; Adamawa State Governor, Jibrila Bindow; ministers and service chiefs.

The Peoples Democratic Party (PDP) chairmanship aspirants have reassured party members that the Dec. 9 National Elective Convention would further showcase the capability of the party to organise peaceful election.

The aspirants gave the assurance at a dinner hosted by one of the contestants and the founder of Daar Communications, Chief Raymond Dokpesi at his Abuja residence, on Tuesday night.
Otunba Gbenga Daniel, the former Governor of Ogun State, who spoke on behalf of other aspirants at the end of the dinner, told newsmen that everything must be done to make the convention a success.“God has been gracious to our party, we have gone through the complete circle, and now we are trying to rebuild the party.“It is at the point of rebuilding the party that we are planning to have another congress.“It is our concern as participants to ensure that we have successful congress.“Arising from that Congress we are going to prepare for elections and win. It is on that note that I believe that all hands must be on deck.“You must appreciate that all of us are friends. We have come a long way and this intra-party contest is not going to make any difference and this is what we are demonstrating here.“Yes, it is indeed a contest for the chairman of the party; it is not ‘a-do-or-die’ affair. It is a family affair. The hype is from you media,” Daniel said.He said that their coming together was a demonstration that all the aspirants were members of the same party, with the same ideology and “that all of us are eminently qualify.”Daniel said that he was looking forward to a peaceful, well-organised convention that would demonstrate that PDP had bounced back.Asked if the aspirants were playing towards consensus candidate, Daniel said there was nothing impossible, especially where there were “people of like minds.”“I have told you the hype is from the media. A move by some governors on the platform of the All Progressives Congress to use the platform of the National Executive Council of the party to endorse President Muhammadu Buhari for a second term failed on Tuesday.

The APC NEC is the second highest decision-making body of the party after the national convention.
Signs of what was in the offing became apparent early in the day as some governors known to be close allies of the President extended a campaign they began at an event organised by the Buhari Support Organisation in Abuja on Saturday.


In separate interviews with reporters at the APC National Secretariat, the venue of Tuesday’s NEC meeting, the Chairman of the Progressives Governors’ Forum, Owelle Rochas Okorocha; his Plateau and Kebbi counterparts, Simon Lalong and Atiku Bagudu, respectively said only Buhari had what it would take to fly the party’s flag in 2019.

The governors spoke before the commencement of the NEC meeting. Lalong said all the governors had agreed to work towards the President’s re-election in 2019.

He said, “Concerning the issue of sole ticket for Mr. President, I want to say that if Mr. President is performing, well-respected and carrying everybody along, all of us have resolved that we will work for him.”

He then asked a rhetorical question, “Do we have any other person that will challenge the President again? Whatever you call it, as far as we are concerned, we have one President and that is the ticket we will fly.

“I want to assure you that you won’t see a wrangling party after the meeting. From now onwards, it will be focused governance from Mr. President and all the governors from the states. We have all resolved to support Mr. President.”

His Kebbi State counterpart, Atiku Bagudu, who was also responding to a question on whether the governors had resolved to give the President an automatic ticket, said, “The performance of the President in the last two and half years suggests that if he wants to contest, l will certainly support him and l know that our party members feel the same about him.”

However, the governor of Nasarawa State, Tanko Al-Makura, expressed a slightly different opinion.

While responding to a similar question, he said, “For anybody to preempt the consensus opinion of the people is to say the least not fair to the vision of our party.

“I can tell you if there is anything that is clandestine, the President will not honour it. So, let’s wait and see as we embark on these meetings.

“I believe the consensus and the preponderance of opinion of all party members will be what is good for this country and we have already known the will of this country, the future of this country as we are now as a country is associated with one person, who is impeccable, who has the greatest amount of integrity that you can find in any human being around; so, your guess is as good as mine.”

Also speaking on the issue, Okorocha, who is also Imo State governor, said only a decision by President Buhari to contest the 2019 election could make him drop his personal presidential ambition.

He said, “If Mr. President wants to run for election, he will follow all the processes and if he is the person, we will all support him. In APC, there is no imposition of candidate.

“If Buhari is running, I will allow that man to continue but if he is not running, I won’t sacrifice my Presidential ambition.

Mr. President is showing the right leadership and taking the very right steps and there is reconciliation going on even with nobody talking about it. There is the spirit of reconciliation and people understand their role.

“Our role is to make this party great and we are all trying to do that; but importantly, the governors have remained the pivot upon which this wheel of change has rotated so far. We have kept this party working and after this meeting, our congresses and convention will commence in the early part of next year and all party organs will be strengthened. We are in good mood and high spirits.”

During the meeting proper, one of the party members moved a motion asking that a vote of confidence be passed in the President and that he should be endorsed as the party’s candidate for the forthcoming presidential election.

This however failed to sail through. The party members felt that considering the fact that aggrieved members had yet to be pacified, doing so would escalate tension in the party and adversely affect its chances.

The Speaker of the House of Representatives, Yakubu Dogara, confirmed this while speaking to newsmen after the NEC meeting.

He explained that the Tuesday’s NEC meeting was not about the 2019 elections but that there was a motion asking that first, a vote of confidence be passed in the President and then he should be endorsed as the party’s candidate for the 2019 election.

Dogara said, “Today’s meeting was not about 2019 elections. When we talk about 2019 in the context of the agenda you saw, we are talking about membership registration, the drive for membership and others. We are not talking about elections.

“Even though there was a motion on the floor that called for a vote of confidence in the President, some of us felt it was not necessary because there is nowhere that his confidence is shaking.

“But the motion was taken and passed. But there was a second leg to that motion which calls for the adoption of the candidature of the President, but it was deferred for now and no decision was taken because that is not the major reason why we are here.”

He further explained that the party had yet to agree on a date for its inaugural bi-annual national convention because details were still being worked out.

The Speaker noted that some of the grievances expressed by party members were normal in every family.

He stressed that there was no family without its internal squabbles; and noted the challenges were being handled and would soon be resolved.

Similarly, the party’s National Publicity Secretary, Mallam Bolaji Abdullahi, explained that a member of the party’s NEC made a move for a confidence vote in the President after a briefing by the Minister of Agriculture, Chief Audu Ogbeh, about the activities of his ministry.

Abdullahi said, “One of the NEC members said we should move a motion passing a vote of confidence in Mr. President. There was no formal motion moved on the issue of second term for Mr. President.

“Somebody in the crowd shouted that we should move a motion and we don’t even know that member. But the motion that was formally moved was that NEC should pass a vote of confidence in Mr. President and that was after the brief given by the Minister of Agriculture, especially when he said that by 2018, Nigeria would have no need to import a single grain of rice. That is the context and I need you to understand that very well.”

He added, “The only discussion or conversation on 2019 was the activity of the party in 2018, especially the issue of convention. It was agreed that since we have all these activities lined up, including the mini-convention, congresses and elective convention, a small team be set up to put dates to these party activities up to 2018.

“There was no discussion about election of 2019 or who will be the party flag bearer. The committee will decide when all these activities will take place.”

Abdullahi also said a vote of confidence was passed in the Chief John Odigie-Oyegun National Working Committee of the party.

Last week, when Benue State hosted the Association of Nigerian Authors (ANA) for its international convention, the governor, Dr. Samuel Ortom, used the occasion to call on all well-meaning Nigerians to help spread the advocacy on the law mandating the ranching

of all livestock to forestall the frequent clashes between farmers and herdsmen that had left deaths and destruction of property in the state. He also spoke with a group of Arts Editors at the convention. Anote Ajeluorou was also there.
At Association of Nigerian Authors’ convention, you called on writers to partner with you on the advocacy for herdsmen to embrace the concept of ranches. How far do you intend this to go?
I want it to go to all the nooks and crannies of this country because the menace of herdsmen’s attack is not just on Benue people, but it is on other Nigerians as well. We decided to champion the cause of restoring peace, orderliness and security for our own state and I appreciate the fact that other states are already keying into this programme. That is the global best practice for cattle farming or livestock farming and, by the way, livestock or cattle farming is a business. You do it to get income to sustain yourself just like we here are farmers and we farm to sustain ourselves. So, it should not be done at the detriment of other people. While we are living, we should also respect the rights of other people to live. It should not be at the expense of others and so I would want this thing to go beyond Benue State because when it happens to another state, I won’t be a happy man.
I know what we suffered between 2012 and 2016. We have estimated that we lost more than N95 billion worth of goods and property, excluding human beings that died; N95 billion! If you go to the rural areas, you will see schools, churches, hospitals, houses, farmlands and all that were destroyed. For me, in 2013, I lost my rice farm and farm implements. My ancestral home was razed down. My entire village was razed down. More than 50 people were killed in one day.
So, this is a very big challenge. For us to have arrived at sending an Executive Bill to the House of Assembly; we fasted and prayed and God gave us that wisdom to have a permanent solution to this problem. Go to America; go to Europe; go to Asia and even on our African soil – Kenya, Tanzania are doing it, ranching. Small countries like Swaziland; I was there four years ago and their major earning is beef, but they ranch. So, why can’t we ranch in Nigeria? Where is the land with the upsurge of population?
In the 1950s, when people argue that they had cattle routes and grazing areas, I ask them: what was the total population of Nigeria? Less than 40 million people! Today, in 2017, I can approximate it to be over 200 million because the projection in 2012 was 170 million; so by today, we should be over 200 million. But what is the landmass? What was it in 1950? 923,000 square kilometres! Today, it is the same 923,000 square kilometres, but even less because of the ceding of Bakassi to Cameroon. So, we have lesser landmass than what we used to have when we were less in population.
So, it’s unfortunate that we have kept sealed lips and, honestly, I feel so sad, but I will continue to do what is right, as far as I know. Even if I die today, I know I have done the right thing. I am championing the cause of ensuring that we have ranching, which is the global best practice and is the only solution. I have challenged herdsmen; I have challenged anyone, including Miyetti Allah and I am calling for the arrest of the leadership of Miyetti Allah, Kautal Hore, that took us to court for a law that we legitimately passed and is threatening to invade our state, a law that the Constitution of the Federal Republic of Nigeria permits us to put in place, a law that seeks to protect lives and property. A law that seeks to bring peace to our people, then you take us to court? I have said that the security agencies should arrest them for threatening me and my state and that they would make the law not to function.
I am waiting to see November 1; I am waiting to see who will trespass. I am waiting to see who will not respect that law and is in Benue State. I have said it: I am not forcing anyone to live in Benue State. If you want to do open grazing, you can go to any other state that land is available. For me, here, we are farmers and we cannot pay salaries as at when due as at today. So, we want to have food on the table for everyone and we have massively encouraged our people to go into agriculture and they have done that. There is no single hectare of land available for grazing in Benue State. If you want to stay in Benue State; we are not sending you away; you can stay, but if you have cattle, you must ranch them. If you don’t ranch, the law will catch up with you and you will be sent to jail. There are no two ways about it. And we are not just talking about cattle; we are talking about livestock. So, pigs, goats and all of them are all involved.
So, I want as many Nigerians that can support us in advocacy and let people understand because the misconception is that the law is targeting individuals or Fulani men or certain ethnic groups and so on; that is not right. The law seeks to ensure peace for everyone living in Benue State, including Fulani herdsmen and any other person whatsoever. We want peace. And so even the herdsmen, when they ranch, the law will protect them from cattle rustlers. There are stiff penalties waiting for cattle rustlers. So, we would appreciate this, whatever you can do within your powers to reach out to as many as are ready to listen to us, please do and I believe that God will bless you. Because we have suffered enough and we think that this law is the solution. I have challenged anyone out there, who thinks that there is a better option of ensuring peace and security for Benue State to bring it on the table. We are ready to call Benue stakeholders to review the whole thing again. But outside that, if they cannot challenge us with a superior policy that will restore peace, they should keep quiet and respect our views.
Why are you handing over private schools to the owners?
We have to make adjustments to meet with the economic realities in which we have found ourselves today as a government. It’s no longer news that we cannot pay salaries, as at when due and we are trying to shed responsibilities that are making it impossible for us to pay salaries. If you go out there, private schools and mission schools are doing better than what government is doing. So, why should we continue to sponsor them? So, that is the point. We have discussed with owners of schools and that was our agreement with them. We feel that we are better off so that government can concentrate more on its schools. Instead of having half-baked graduates from these schools, we should concentrate on our schools and lay a sound foundation for our children. We want to go back to those days that government schools were respected; that is what motivated us and we are going to do it.
Some state governors are calling for more funds from the Federal Government. What is the position of Benue State on this?
You see, the Federal Government, apart from Abuja that they manage, every other thing in the 36 states is managed by the states and, in fact, most times, Federal Government projects are duplication of what the states are doing, especially these constituency projects that you have all over. From the National Assembly, you go to a community and you have three clinics. What are they doing there? It doesn’t make sense. But we are in touch with the grassroots, with the people; we are here with them. They see us; we interact with them and we have feedback from them on what they need, but we do not have the money to execute projects that will have direct impact on the people.
And sometimes, the Federal Government, the projects they site, no thorough work is done, no feasibility studies are done and especially when there is no synergy with the state government, it becomes a big problem. So, you see that the burden of governance is more on the states than the Federal Government. We will prefer a situation where the Federal Government is deeply involved in coordinating policies and coordinating uniformity and creating the enabling environment with the states so that we can function. When it comes to funding, the states need more than what the Federal Government needs.
How much of dividends of democracy have you been able to provide so far?
We are prudent and it has helped us. Here in Benue State, we are very prudent with the little resource we have. One, as a government that has the fear of God, we did promise the people even before we came in that we will ensure truthfulness, equity, fairness, justice, transparency, accountability and selflessness. We are not looking at what we can get, but we are looking at what we can impact on the people. And so that has guided us. Despite the challenges, we have the little that comes in. Initially, things were not as bad as they are today, but whatever came in, we were able to apply it on those projects and the funds that came in for specific projects were channelled to those projects and that is why we have impacted today on several communities.
When it comes to education, today Benue State University has been paid up-to-date. When we came, they were on strike for months. We negotiated with them and because of the attachment we have in promoting education and developing education, we paid. At the primary school level, we were able to secure N3.8 billion loan to match with UBEC and today we have N7.6 billion to promote primary education. Construction of new classroom blocks, provision of instructional materials, provision of desks and all that are going on all over the 276 wards in Benue State. Some are completed; some are ongoing and some will soon be completed.
We are renovating our secondary schools to bring them to a standard for our children. In the health sector, we have been able to record milestones. The School of Nursing that was shut for five years, we resuscitated it, regained accreditation just the same with College of Health Technology, Agasha, and for students of the College of Health Sciences at Benue State University that were stagnated. Medical students that were stagnated for 12 years; a course that could have been completed in six years, for 12 years, they were there. It was this administration that came with the determination to put this behind us. We went further and secured all that was needed to get the accreditation. We got it and as I talk to you, within two years, we have been able to graduate four sets of medical students, who are now medical doctors – 152 medical doctors from the Benue State University!
On infrastructure, we have constructed several roads linking up communities in the state. We took over from the past administration a lot of uncompleted roads; we have been able to do some of them with the little resources we have. I can go on and on in empowerment and all that. In all sectors, we have tried. In electricity provision, we have done a lot; they are on record. So far, prudence has guided us and for us, we are selfless. It’s not what we get, but it’s what we can do to impact on the people.
What is Benue State doing to improve on rice production?
We have done so much since we came in two years ago. In fact, we were almost losing our honour, as the Food Basket of the nation. When we came in, we put agriculture top on our priority list and today we have gone back. We have been able to partner with the International Fund for Agriculture Development (IFAD); we paid all the counterpart funding that was needed and the impact of IFAD on Benue State agriculture is noticed in almost all the three senatorial districts. We have been able to provide fertilizers on time. We have been able to encourage the people to go back to agriculture because that is one area that we have comparative advantage and in the face of difficulties in funding, we feel that food should be on our table and so massively, we have encouraged our people. In Rice production, we have done so well and we are willing to close the gaps. If you go out to various communities in Benue State, you will see massive rice cultivation and we are looking forward to a bountiful harvest this year. For Soya beans, we are doing very excellent at it. It is just the market that we are looking for. Maize, sesame seed, yam, and cassava are all there. In fact, Benue State is blessed; the land is arable; more than 98 percent of it and with the River Benue and Katsina Ala passing through Benue.
We are also taking advantage and encouraging our people that now that we have a law guiding that the Fulani herdsmen will no longer be a threat to agriculture, they should go back to the farm and not just restrict themselves to raining season farming; they should go into dry season farming and take advantage of the rivers we have in Benue State and the canals and the streams and, of course, some few dams. And so that is what we are doing. And that is why we have to thank God that we have a law in place now. We will no longer be molested when we go to farm.
And I want to appreciate the real Miyetti Allah, whom I invited and, after explaining to them our predicament that, ‘look, the land is no longer there and I had offered to provide security and provide the mobility to take them round Benue State to see things for themselves; if they see one area where there is one hectare of land for open grazing.’ And they appreciated it and they embraced this law and advised their members accordingly that truly what the Governor is saying is true and it’s a reflection of what the people want. The embattled former Chairman of the Pension Reform Task Team (PRTT), Abdulrasheed Maina, said yesterday that he was being hunted for stopping N5.32 billion allegedly being stolen monthly in the office of the Head of Service (HoS) and Police Pension office.

Maina said his media trial and allegations against him were part of efforts by ‘pension thieves’ to stop him from exposing them.
He said it was the reason he urged President Muhammadu Buhari to investigate pending pension petitions, especially as Senator Kabiru Gaya said in an interview that the N195 billion he (Maina) was accused of stealing was in the Treasury Single Account (TSA).
Speaking through his aide, Olajide Fashikun in Kaduna yesterday, Maina who has been on the run, said the presidential investigation was imperative to expose the real pension thieves, some of whom he alleged, were highly placed public office holders.
Maina, who said his task team saved the country about N282 billion from June 2010 when it was constituted, added that the presidential investigation would also expose the £6 million (about N3.3 billion) stashed in accounts in London and the top government functionaries in different offices who were drawing the interest on the accounts.
According to him, “between the Head of Service and the Police Pension office, the two places PRTT worked, a leakage of N5.32 billion was stopped per month. This is what civil servants steal monthly in the two offices out of the 99 pension offices in the country. About 43 persons were arrested and handed over to the Economic and Financial Crimes Commission (EFCC) to prosecute while 222 houses were seized from them.”
The aide said: “In the current media trial where all manner of stories have been published, there has been a lot of distortion of facts and sometimes outright blackmail, all in an attempt to paint the PRTT boss black.
“As soon as Maina was driven to exile before the coming of the PTAD, N35 billion was stolen in the Head of Service office. The Independent Corrupt Practices and other related offences Commission (ICPC) did not come out with the report. How come nobody is talking about these monies?” Fashikun asked.
He further said: “After the biometric exercise, there were 71,000 genuine workers in the police pension office who needed N826 million to pay them unlike N5.3 billion appropriated for them annually. They were pocketing N4.2billion yearly. They devised several ingenious ways to pull this cash out, they pull out an average of N300 million daily, Monday to Friday. There are bank alerts to substantiate these assertions.
“There is a particular person who has 69 cloned versions of his name on the payroll. Bank officials were in cohort. Names of dead pensioners were ‘exhumed’ from the dead and paid pension. Accounts were created with fictitious names. The agents who do the multiple collection of these monies from banks get 5 per cent of the volume collected. One of the folks caught then, by name Haruna Maigida, was paid via three accounts in June 2011 the sums of N7,783,891.68, N17,452,910.87 and N17,293,888.44. He confessed when the EFCC officials arrested him that he got 5 per cent for pulling the cash.”
According to Maina, “there has been a lot of deliberate cover in a well written script to give him a bad name. Some of those who worked in the PRTT committee do kabu-kabu to augment their survival. They were severely starved of funds, the PRTT was a cog in the wheel of so many who were looting the pensioner’s funds.”
He said his PRTT was brought in to sanitise a very corrupt pension system and it was the success of his pension system in the Ministry of Interior that brought him to the PRTT.
Maina said he had “verifiable” evidence the federal pension scheme was returning to “the looting era” which his team set out to end, noting that an alleged 98 per cent of pensioners had been denied their benefits since November 2012.
But in a swift reaction, the Nigeria police denied allegation that N5.32 billion was stolen from the police pension office, saying the allegation was unfounded.
The Force Public Relations Officer, CSP Jimoh Moshood who spoke with The Guardian in Abuja, yesterday said: “To the best of my knowledge, there’s no pensioner that said his or her money has been stolen and no money is being stolen from police pension. The allegation is baseless and it is unfounded.”
On Monday, there were reports of a leaked memo of the Head of Service of the Federation (HoS), Mrs. Winifred Oyo- Ita, which revealed that the recall and reinstatement of Maina was not done without President Muhammadu Buhari’s consent. She said she warned the president against it.
The HoS made this known in a memo addressed to the Chief of Staff to the President, Abba Kyari. The memo entitled, “Re: Abdulrasheed Abdullahi Maina” was received in the office of the Chief of Staff to the President on October 23.
Buhari had directed the HoS to investigate the circumstances of Maina’s return to the civil service.
The HoS said she met Buhari after the Federal Executive Council meeting of Wednesday, October 11, and verbally warned him against recalling Maina. She, however, did not say what the response of the president was after briefing him.
Meanwhile, the apex Yoruba socio-cultural organisation, Afenifere has challenged the Federal Government to prove its anti-corruption crusade by prosecuting Maina and his accomplices.
The Publicity Secretary of the group, Mr. Yinka Odumakin, spoke yesterday in their resolutions after a meeting held in Akure, alleging that the Buhari’s anti-corruption crusade was partial.
Afenifere expressed shock at the recall, reinstatement and promotion of Maina and the involvement of top government officials in the conspiracy that brought him back to office.
Odumakin, who also condemned the military occupation of the South West, insisted that the anti-corruption crusade should not be reduced to a means of fighting the opposition.
Also, the Catholic Archbishop of Abuja, Cardinal John Onaiyekan, urged President Buhari to go beyond the sacking of the former Secretary to the Government of the Federation (SGF) Babachir David Lawal and the former Director General of the National Intelligence Agency (NIA) Ambassador Ayodele Oke.
Onaiyekan spoke yesterday in Abuja at the Bicentenary (200th) anniversary of the birth of Baha’u’llah, the prophet and founder of the Baha’i Faith organised by the National Spiritual Assembly of the Baha’is of Nigeria.
According to Onaiyekan, not going beyond their sacking would make other people susceptible to corruption knowing they can only be sacked from their positions after stealing.

The President of the Senate Dr, Bukola Saraki has said that the sack of the former Secretary to the Government of the Federation, Babchir Lawal had vindicated the senate.

This is even as he has directed all committees of the Senate to quickly conclude all corruption investigations currently pending before them.

The President of the Senate also commended the Federal Government for doing the right thing by sacking the former SGF.
Saraki recalled that the travails of Lawal emanated from the senate when it commenced probe into the involvement of the former SGF in the alleged grass cutting scandal in the North East.
Speaking on the sacking of the former SGF, Saraki said that it was now clear that the senate was justified in exposing and fighting corruption..
“It has been a tough journey to defend the institution. I want to commend the government for doing what is right.
“When we started the investigation, we were being blackmailed but we will continue in our commitment to fight corruption, non selective.
“We will not go back on our promise to expose corruption: any case that is brought to us we assure you that we will investigate it and expose it.
“There are some corruption investigations going on in the senate, committees ensure that your investigations are concluded on time and you submit you reports,” he said.
Currently, the Senate is investigating the alleged N25 billion contract scam, involving the Group Managing Director of the NNPC, Maikainti Baru.
The Senate is also probing the Inspector General of Police, Ibrahim Idris over allegation of corruption and abuse of office brought against him by a serving senator, Isah Misau.
Also on the top of the Senate’s investigation is allegation of misappropriation of funds and non-remittances to the Federation Account against some revenue agencies and other ministries, departments and agencies of government.
While moving the motion earlier, Deputy Leader of the Senate, Bala Ibn Na’Allah stressed that the issue surrounding the sacking of the former SGF started from the senate.
He said that the outcome of the investigation had vindicated the Senate in its poise to expose and fight corruption wherever it was found.
He recalled with regret how the senate was harassed when it began the investigation into the matter.
“When we started tis crusade, the same Nigerians that we were fighting for were paid to close down the National Assembly in the name of Occupy Nass.
“What is important here today is to implore us all that the task before us is not a small on, that is why the oath of office say that you will do that without fear or favour.
“It is important for Nigerians to realise that it gives them no good to spread falsehood to demean the institution of the National Assembly.
“I am proud of this senate: We have other investigations that are pending, the committees in chrge of these investigations should finalise their investigations soon so that at the end of the day we shall be vindicated,” he said.
Mr Babachir Lawal was sacked as the SGF on Monday after serving months of suspension while being investigated by a committee chaired by Vice Presient Yemi Osinbajo.
Upon the recommendation of the committee, Lawal was sacked by President Muhammadu Buhari along with the former Director of the Nigerian Intelligence Agency (NIA), Yemi Oke who was also accused of corrupt activities.
Mr Boss Mustapha has been appointed as the new SGF to replace Lawal. However, the former NIA boss had not been replaced yet.

The defence in the ongoing trial of a former National Publicity Secretary of the Peoples Democratic Party, Olisa Metuh, on Tuesday urged the Federal High Court in Abuja

to order the arrest of the Director-General of the Department of State Service, Mr. Lawal Daura, for failing to produce the detained former National Security Adviser, Sambo Dasuki, in court.Justice Okon Abang had on October 25 directed Dasuki and former President Goodluck Jonathan to appear in court on Tuesday in respect of the trial of Metuh.

The court had earlier issued separate subpoenas on Dasuki and Jonathan upon Metuh’s application.

But while as of October 25, Jonathan had yet to be served with the witness summon, Dasuki had been served through the Director-General of the DSS.

The judge had also issued another subpoena on the DG of DSS to produce Dasuki in court on Tuesday.

While Dauski was not produced in court on Tuesday, Jonathan’s lawyer, Chief Mike Ozekhome (SAN), appeared in court to challenge the subpoena issued on the former President.

Ozekhome noted that ‎Jonathan had yet to be served but only read about the subpoena in the newspapers.

A court registrar confirmed, upon an enquiry by the judge on Tuesday, that the court bailiff had not been able to serve the former President, who was said to be outside the country.

But Ozekhome, after he was granted permission to speak on the Dasuki issue, despite the objection of prosecuting and defence lawyers on record in the case, supported the call for Daura’s arrest, contending that the failure of the DSS to produce the ex-NSA in court on Tuesday amounted to taking the court for a ride.

Justice Abang had on October 25 given the court bailiff five days to effect personal service of the subpoena on Jonathan and also directed the prosecuting counsel, Mr. Sylvanus Tahir, to persuade the management of the Economic and Financial Crimes Commission to liaise with the DSS to produce Dasuki in court on Tuesday (today).

But when asked by the court about the situation of things, Tahir narrated the anti-graft agency’s efforts in complying with the court order directing the EFCC to liaise with the DSS.

Tahir added that he had taken further step to speak with the Legal Adviser of DSS.

Tahir said the DSS’ Legal Adviser informed him that Dasuki refused to be brought to court on the advice of his (Dasuki’s) counsel.

He said, “In addition to that, I personally liaised with the Legal Adviser of the DSS on the need for the organisation to comply with the court order.

“Up till this morning, exactly a quarter after 7 am, the said Legal Adviser informed me that they were ready and willing to bring the intended witness to court, but that the subpoenaed witness said, on the advice of his legal team, he has been advised not to come to court.

“I advised the Legal Adviser, that in the circumstances the DSS found itself, they should personally come to court this morning to explain their situation to the honourable court. Our own role to facilitate by liaising with the DSS, so we have played our part.”

In response, Metuh’s lawyer, Mr. Emeka Etiaba (SAN), urged the court to disregard Tahir’s submission as it was not admissible because it amounted to hearsay and was not backed by an affidavit stating the facts.

But counsel representing Metuh’s firm, Destra Investments Limited, the second defendant, Chief Tochukwu Onwugbufor (SAN), urged the court to order Daura’s arrest.

While also arguing that Tahir’s submission was inadmissible, Ongbufor maintained that it was inconceivable that Dasuki could be more powerful than the DSS that was detaining him to the extent that he could stop the agency from producing him in court.

He argued that the DSS’ conduct by failing to produce Dasuki in court was an act of disrespect for the court.

He thereby urged the court‎ “to apply the consequences provided by the law.”

He said, “I say so because, whenever Sambo Dasuki wants to go to court on his own, it is the duty of the DSS to take him to court and if they don’t want to take him to court, they will decide not to take him to court. Tweet

He said, “This is more contemptuous that the DSS fails to appear before the court to explain the situations in their environment.

“My lord this is unacceptable.

“If they have an atom of respect for the court, they would appear before your lordship this morning and I refer your lordship to section 244 of ACJA.

“Your lordship has the power to issue an arrest warrant against DSS,” adding that “your lordship will now issue a warrant of arrest against the Director-General of DSS in person”.

When asked if the court could order Lawal’s arrest when the name of the DSS’ DG was not specifically mentioned in the order directing that Dauki be produced in court, Onwugbufor said, “I agree that his name is not mentioned but it has legal consequences and connotation.

“This is because a human being is occupying the office of the DG of DSS. It would have been different if the subpoena was issued to Department of State Service. But this is different, the order was issued against the occupant of the office, to appear before your lordship and explain to your lordship his failure to produce Dasuki in court to show how a detainee will be more powerful than the person detaining, which is an absurdity.

“It is my submission that they are playing hanky-panky with this court. They are passing the buck and the buck must stop somewhere.

“It will stop when your lordship issues a warrant of arrest against the Director-General of DSS.”

In his contribution, Dasuki’s lawyer, Mr. Ahmed Raji (SAN), described Tahir’s submission as “damning and incriminating hearsay” which should be expunged from the court’s record. Raji also urged the court to hear his motion seeking the execution of proceedings relating to the summon issued on his client to appear in court based on the appeal and motion he had filed before the Court of Appeal seeking the setting aside of the motion.

Also, Jonathan’s lawyer, Chief Mike Ozekhome (SAN), also informed the court of his client’s motion seeking an order setting aside the subpoena issued on the ex-President.

Ozekhome requested as an alternative prayer that Metuh should be made to provide the sum of N1bn to cover for Jonathan’s and his security personnel travelling expenses from Otuoke in Bayelsa State, the ex-President’s hometown, to Abuja.

But he also supported the call for Daura’s arrest and called for indefinite adjournment of the trial pending when Dasuki’s motion would be determined by the Court of Appeal.

He said, “It is inconceivable that the DSS could not bring a person who has been in their custody for two years and who has not been proved to be violent. I think they are taking this court for a ride.

“This court is not a table tennis court, or basketball court or lawn tennis court.

“The applicable section, therefore, is section 243 and 244 of ACJA.”
But in the course of the proceedings, the prosecuting counsel, Tahir, indicated that a representative of the DSS, Echika Owete, had appeared in court.

Tahir also read to the court a text message he got from the Legal Adviser stating that Dasuki said he would not come to court except by force.

According to the message, after much persuasion by DSS personnel, Dasuki agreed to appear in court at the next date.

Governor Ayodele Fayose of Ekiti State has dismissed the sack of Babachir Lawal and Ayodele Oke, as an afterthought and a face-saving measure.

A statement by his Special Assistant on Public Communications and New Media, Lere Olayinka, disclosed this.
The statement said: “What Nigerians expected from a president who rode to power on the basis of integrity, is a total cleansing of his government. It is not by setting up panel to investigate corruption allegations involving his men and reluctantly sacking a few of them.”According to Fayose: “The president only acted because of the outcry of Nigerians, especially over the fraudulent reinstatement of the former Chairman of the Presidential Task Force on Pension Reforms, Abdullahi Maina.“Enough of using panels to shield people accused of corruption in Buhari’s government. Rather, they should be arrested, detained and prosecuted by the EFCC, as being done to others perceived as the president’s enemies.”The governor lauded the people whose resistance forced the president to act, saying: “Once again, Nigerians have proved that the power of the president is not greater than the people who elected him.“Apart from prosecuting the sacked officials, Nigerians are interested in the report on the $43 million discovered in an apartment at Osbourne Towers, Ikoyi, Lagos.He urge the president to take action on the allegation by the Minister of State for Petroleum Resources, Ibe Kachikwu, over $25 billion contract awarded by the Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru.The governor cited other cases to include the allegations of corruption against the Acting Chairman of the EFCC, Ibrahim Magu, as well as the circumstances surrounding, Ibrahim Lamorde, who, as the former EFCC Chairman was accused of corruption by the Senate, and later appointed as the Commissioner of Police at the Special Fraud Unit (SFU) Ikoyi.Fayose urged the president to explain how Ahmed Gambo Saleh, was appointed as the Supreme Court Registrar, despite his indictment over an alleged N2 billion fraud.He tasked Buhari to unmask those behind the fraudulent reinstatement of Maina, since the report on it was submitted to him last week.Meanwhile, the former Edo State Governor, Adams Oshimhole, yesterday lauded the appointment of Mr. Boss Mustapha as the new SGF.A statement by Oshiomhole said the appointment “has come at a very auspicious time when the All Progressives Congress (APC) and government are making efforts to rejuvenate the system for enhanced service delivery to the people.“Mustapha saw the entire processes of the formation of the party and the electioneering and management of all the factors that led to the victory of the party at the 2015 general elections.“He is not just a seasoned party man who understands the dynamics of management, but also very much abreast with governmental administration and responsibilities.”

Former President Goodluck Jonathan has filed an application before a Federal High Court, Abuja, seeking to set aside the subpoena issued by the court for his appearance in court to give evidence in the trial of the former People’s Democratic Party (PDP) spokesman, Olisa Metuh.

In the application, filed on his behalf by Chief Mike Ozekhome (SAN) yesterday, the former president is asking the court to order Metuh, in the alternative, to deposit with the court N1 billion for him to cover his travelling expenses.
He said the demand for the money is in line with the provisions of Section 241 (2) of the Administration of Criminal Justice Act, 2005.
According to him, the money would cover his travelling expenses from Otuoke in Bayelsa State to Abuja as well as his security personnel, security and logistics around the court during his appearance in the court as former president of the country.
The application was supported by a six-paragraph affidavit deposed to by litigation secretary in the chambers of Mike Ozekhome and Usman Salihu.
In another development, Justice Rilwan Aikawa of the Federal High Court, Lagos, has fixed tomorrow for ruling on the application filed by former Minister of Petroleum Resources, Diezani Alison-Madueke, to be joined as a defendant in the alleged N500 million fraud charge involving a Senior Advocate of Nigeria, Dele Belgore.
The Economic and Financial Crimes Commission (EFCC) had charged Belgore together with a former Minister of National Planning, Prof. Abubakar Suleiman, on a five-count charge bordering on N500 million fraud.
The EFCC had also named the former petroleum minister as an accomplice in the criminal trial. She was, however, described as being “at large”.
At the resumed trial yesterday, counsel to Alison-Madueke (applicant), Mr. Onyechi Ikpeazu (SAN), succinctly asked the court to grant his application for joinder of the applicant, in the sole interest of justice.
But counsel to the first accused, Mr. E. O. Shofunde (SAN), who objected the motion for joinder, said that the applicant was not a necessary party to the suit since in the end, the court would only decide the guilt or innocence of the first and second accused.
In his response, the prosecutor, Mr. Rotimi Oyedepo, aligned with the first defence counsel, and vehemently opposed the application for joinder.
The judge, after listening to parties in the suit, adjourned to tomorrow, November 1, 2017, for ruling.

He added that President Muhammadu Buhari had done the needful by sacking the embattled SGF.“Few days ago when the President directed the dismissal of Abdulrasheed Maina, some people say that is right, but what about the suspended SGF.“But the President, by virtue of the position he occupies, is the only one who has all the information and he would do what is necessary at the right time.“We have been vindicated and it shows that the President has not in any way waiver in his commitment not to tolerate corruption at any level no matter who is involved,“ he stated.Also reacting on the development, Chairman Presidential Advisory Committee on Anti-Corruption Prof. Itse Sagay, said the former SGF’s sack was overdue.“I think there has been a consensus on this and that was overdue, there has been too much delay.“Although I will like to put a caveat that government usually has a lot more information than the rest of us as the delay might have been discretionary due to the information they had.“I was patient and I definitely endorse the final decision that has been taken,“ Sagay.On the appointment of Boss Mustapha as the substantive SGF, Sagay said he had a very long history of political activities saying that his appointment was a positive development.He added that apart from being a lawyer with good reputation in terms of integrity, Mustapha had always been a consistent person in whatever course he pursued.It was reported that until his appointment, Mustapha, who hails from Adamawa, was the Director-General of the Nigeria Inland Waterways Authority.The former SGF was suspended by President Buhari on April 19, following allegation of misappropriation of funds and lack of due process in the Presidential Initiative of the North East (PINE).The initiative focused on the redevelopment of the North East following the devastation caused by the Boko Haram insurgency.

The Nigerian Forum for Agricultural Advisory Services (NIFAAS), has recommended the consumption of goat milk, saying it is more beneficial to healthy growth than cow milk.

This is contained in the forum’s Fact Sheet, made available on Thursday in Ibadan.
It stated that goat milk contained more protein, higher level of essential amino acids and could supply the body with more vitamin A than cow milk.
The Fact Sheet emphasized that the milk from goat was higher in calcium and phosphorous, adding that it has more potassium.
According to it, the milk is also rich in iron, copper, magnesium, manganese and has a lot of antioxidant activity.
It also remarked that the protein in goat milk could digest faster and easier than that of cow milk.
It however noted that most Nigerians do not consume goat milk due to its `nauseating’ flavour and bitter taste, and advised that the udder must be cleaned thoroughly with warm water and the coat brushed well before milking to avoid the bitter taste.
“This is to avoid foreign matter from the skin getting into milk, the milk also needs to be filtered and the buckets, jars being used sterilised.
“Also, once milking is done, the milk should be promptly cooled to about 17c, this will stop enzyme action, prevent breakdown of fats, other lipids to release fatty acids which contributes to the goaty flavour of milk.
“The female goats produce a lot of pheromones and when kept close to the male goats, they get affected by the latter’s odour, which is passed into milk.
“It’s safer to keep the doe and buck yards apart, especially when milking.
“The farmer should only allow the does and bucks to meet during the breeding season, this helps in eliminating the goaty flavour in milk,” it stated.
