The service provider is a Structural Engineer. And I read somewhere he said the architectural drawings were included since there couldn't be Structural drawings without Architectural and that is true.
Before we judge, we should ensure we understand from both parties what deliverables were earlier agreed on. Reason I always encourage professionals to have written agreements even if your client is your mother.
Talking of "Architect seal", that comes with a price. Are you sure the structural drawings will even be sealed.
I read the drawings are for "construction" and not "approval" . While I do not know how this "short-cut" will work, considering it's a multi-floor building, I think @unzend needs to tell us what was agreed as work scope.

I always visit his site kobocity and I gain useful knowledge there and I encourage you to go there sometimes too. To be honest with you, that drawing isn't fit to be called an Architectural drawing let alone done by someone portraying himself to be an Architect.

The drawing lacks the basic features required of an Architectural working drawing.
For instance, take a look at the floorplan posted there; no indication for floor level difference, no door and window codes, very poor dimensioning, no north arrow, no floor/ceiling finishings codes etc etc.

For the elevation;
no spot heights, no indication for doors/windows, no specification for external finishes etc etc.

How could you probably call this 8 sheets of drawing a work of Architecture?

For the records, the minimum basic features of an Architectural working drawings includes;
Location plan
Site plan
Floor plans
Roof plan
Roof covering plan
Roof framing plan ( for wooden works only)
Reflected ceiling plan
Sections
Elevations
Details
Door/window schedules
Finishes Schedules.
Finally 3Ds

In each of this features, there are a lot of information each should showcase which I may not be able to go into details here.

Following this basic features religiously one could get as much as 20sheets of well detailed drawings for a 4-5bedroom bungalow not to talk of this one with about 2/3 suspended floors.

Lastly, @ Oga Unzend please pay him his money after all there was no agreement on the basic deliverables.

Left for me, this does not qualify to be called an Architectural working drawing, infact any Architect that seals such drawings needs to be questioned.

I rest my case.

My thoughts too. Nothing wrong with the review, but what has been happening for the last 3 weeks? Why is it after 3 weeks he too is bringing it here for review? Wasn't that to be done the very day he got the documents or the next day? It took DoctorWh00 less than 1 hour to do the review just now. So why delay payment for 3 weeks?

Oga please take it easy, you can resolve this issue amicably without going through ruforufo style. My question to you, all this job is done for 150k if I get you right? Does this drawing includes seal of approval? Is Mechanical, Electrical included in the negotiation? It’s should be included as well, that what makes full drawing. It’s looks like the young dude didn’t understand the process that’s why I believe he is asking for review, you as a professional should have advised him professionally. Mr client, to be fair. There is no reason to withhold somebody’s balance. After the job is delivered, it doesn’t matter whichever format it’s done. I think it would be fair to pay him his balance without making him go through this headache. You can see the breakdown of all you needed, as it’s already detailed down and it must be in 6 sets of booklets to be submitted for approval. If it’s in Lagos state.
