He is not, although he needs to do more to ensure fuel costs are reduced by dealing with Dangote and NNPCL, giving concessions to Dangote or cajoling him via any way he can to reduce the cost of fuel to Nigerians, also cajole NNPCL a Nigerian owned company to facilitate more refineries and build more filling stations, both of these companies can control the market and force price down. But aside from this I think his reforms make sense...local government autonomy, eradicating the waste in the flawed subsidy system, building the coastal road, tax reforms (where the biggest contributors earn more)... reforms take a little time to manifest.
