I didn't say those with BVN aren't poor, I only explained how we Identify the poorest of the poor in the NSR

Imo state is captured and as a November last year we started paying in Imo, if you in Imo, kindly go to any local government office and ask of the conditional cash transfer office, ask of the desk officer and every information you need will be given to you, of not for security reasons, you could as well state your local government, Ward and community, and I will give you the list here and now.... Mind you, it was designed in a firm that no single politician know about it, even rep members, senators and local government chairmen

exactly, information is definitely power, we didn't even involves local government chairmen as most of them will want yo hijack the list, one was wondering how we were able to enroll multitude of beneficiaries in his local government without his knowledge.... It's purely community base

Currently I'm living in Ikoga, Mowo BADAGRY Lagos

And I can't tell you that since have been living in these places
We have never heard of tree and bloded before

Lagos was rated under urban, Lagos has just been enrolled, and is presently under NSR, it started with just about 7 States, then to 24 States and now we are on 32 States.

Best option: use Nepa bill.
Those with low bill and still pilling debt should be considered, forget those with meter, hardly you see the poorest have meters.
Those areas without electricity should be looked into..

Note: nepa knows every house in Nigeria..

Every Nigerian deserve some palliative but sincerely suggesting that BVN should be use in identifying the poor is like leaving the real poor and vulnerable households to suffer, most of these poor people don't have banks in their local government talk more of having a BVN....



We make payments through MMO, mobile money operators from fortis bank, the make use of app call fortispay pie, the app Scan the beneficiaries id card QR code and it pop up all information you need about the household, the beneficiaries choose as password like any animal they rear, like cow, goat, turkey, fowl etc and it automatically becomes their password, when we give out cash, the app capture every single beneficiaries taken cash, below is pictures attach a

Let's start the process, you can as well condemn this and bring up possible ideas in selecting the poor household as we are open to reviewing the process.

NSR... National Social Register
CCT... Conditional cash transfer
CTF... Cash transfer facilitator
YESSO... Youth Employment and Social Support Operation
NCTO.... National cash transfer office
CBT... Community base targeting




The process starts by YESSO doing a CBT, CBT is achieved through the community heads, every local government has a ward, every Ward is made of communities, every community has a head, the community heads are contacted by YESSO personnel and a town crier will be employed to call the community for a meeting in their respective meeting points, Sensitization takes place and enumeration is carried out.


The list generated will be given to us at NCTO and we will send personnel to communities to place the list at designated points, the names are read out and everyone go home, civil servants, pensioners, established business owners, politicians will be exempt from capturing, cos along poverty line, they are not among the poorest of the poor.

Then another round of Mobilization, Sensitization and enrollment begins.


We make use of a GPS enabled application call '' NCTO dev live '' to do capturing, we do it in every poor household within the targeted community,
The woman in the house serve as caregivers while the man serves as alternate, we sync directly from the villages or community into the server and id card printing begins, afterward id card will be distributed,


Every local government was categorize into two... Rural and urban, we started with rural communities since 2016 and capturing of urban started in July 2019 and we haven't miss a single month payment to beneficiaries since then and with president Buhari stating it on his covid 19 live broadcast just bring it to the media.

We have an estimated 200 million Nigerians with about 40 million having BVN, that's about 20 percent of the total population, assuming we have 80 million kids and teens who are not old to have accounts numbers and BVN, we will be left with another 80 million, this are mostly rural dwellers with BVN, banks and access to Internet. This are the real poor and vulnerable households.
