Finland can easily join, even the places you mention can still join if they choose, is it not civil war? Let's not speak like countries don't have national pride to protect. Finland fought a war with the Soviet Union, and stood their ground... This is the same Soviet Union that was far meaner than Russia today... They are other motivation than NATO for countries, some have historical grievance.
