Why didn't he voice his surprise then that he had no prior knowledge nor gave prior approval to the contracts before the FEC?

Clearly Kachikwu and Baru have a superiority contest, but Kachikwu did not do his homework well before making allegations that can be easily defeated technical by counter rules governing government business.
