You sound like you have a brilliant idea up your sleeves. If so you should probably look for a technical co-founder. Now to correct some few things
1) "App developer" is the wrong description for the job. Your idea is basically going to be an app front-end communicating with a web-service (preferably restful web-services) backend and then interacts with a db preferably a combination of PostgreSql and ArangoDb(No-Sql DB) which will be preferably hosted on a cloud platform such as Heroku(my favourite grin).

2) Please never try to hire a software engineer if you are not one yourself

and Oh if you are interested in having a technical co-founder try to get referals from your friends or you could PM me.

My biggest advise is not to try and hire one by yourself if you are not a software architect or at least a software engineer. You should probably find out from your friends that have apps who did it for them. Or you could contact me grin

It depends on how good you are:

if you are very good with php then you can easily do the Job using the laravel framework(Very awesome framework) grin

else if you are very good with C# then the choice stack would be Asp.net Web Api and angular js with SqlServer database

you can easily upload those video and images files to a folder on the server and then store the relative path in the database

I didn't quite shoot down unity, hence why i used the word "better". Unity 5 is quite good too

Buh then let's be honest, Unreal is crazy when it comes to graphics. I know it's not the best(cry engine, rage, source, konami's fox and some others are better) buh in the world of indie developers, Unreal rules Graphics. I do follow unrealdevs on Twitter and Facebook and trust me unity Dev do not compare.

Also Unity is way popular that unreal, how come unity 5 with all its new graphical abilities can't attract AAA designers?

I don't advise going to any school. What i do advice is buying internet access, a laptop and studing yourself. There are lot's of resources online, you can start from FreeCodeCamp.com and W3Schools. I think that's all you need. Welcome to the Developers world cool

If you are not a beginner to software development then you can learn both simultaneously else i do believe you should learn c# first. At least with c#.net you can build highly scalable web-apps using Asp.net Web Api then you can also build cross-platform apps using xamarine and desktop apps using the WPF and Universal framework.

DONT LEARN ALL LANGUAGES. LEARN ALGORITHM.

Learn to implement algorithm in the language of your choice. You can learn the prog languages in the world but if you dont learn algorithm design you have learnt nothing.

To put it in Language of Leisersson " if you want to be good programmer learn programming lang for ten years or learn algorithm for 2 years"

Which one would you choose. By the way Leiserson is Author of the book "Introduction to Algorithm" which is a classic,

Though I recommend Algorithm design by Tardos as a favorite
This is exactly the point. The key is learning algorithms and my bro since you know python just focus on learning algorithms and implementing it in python and moreover you can also give erlang or haskell a try but algorithm is the key

I am 15 years in Babcock University(200L) and am verrry good in Java, Android, C# and i know d basics of many other languages. And i have friends who are also like me because we practice together. So do you mean we cannot participate because we are underage(Though my friends are above 18)
This is how everyone behaves in Nigeria, even before i was allowed to stay in Babcock i went through crises from the officials threatening to send me home. This is how Nigeria looses talent. When i was in ss1 i was not allowed to go to Nta science competition because of the same age reason. i watched a video of a 12 year old boy, an IOS developer who was at Ted Midwest exhibition , i know that one day , after my University i would travel abroad and when i start shining there, this same people that add age restrictions to stuffs would come out and say US keeps capturing our talents, that is why we have alot of Nigerian Doctors and Surgeon abroad.
I Feel your pain brother, I'm also about 16 years old software engineering student in 300L and tired of the naija mentality of age restriction

2% Is recruiters who are programming hiring programmers.

People don't know anyone who masters JavaScript can create their own libraries like angular, react, etc... but they will ask for someone who knows angular.

Like programmers who understand multiparadigms. they hadly get the jobs because recruiters don't know everything.

Vt-x can be enabled from the system configuration tab of your system bios. On most system it doesn't come enabled by default

Yeah, but that is kinda old already. With the notion of websockets you don't need to continously poll the server unecessarily.
