Pls friends wen is the best time to take the IELTS test after nomination or before?

Pls friends will 3rd class degree in computer science be a barrier in skilled assessment? Although I had work experience for like 4years now as a System Analyst? Thanks

I got my transcript through my friend's office secretary since EA does not accept transcripts directly from institutions.
Now, the challenge is that the transcript's cover letter is addressed to the secretary and not EA. Is this going to be acceptable to EA? If not, can I just upload the transcript without the cover letter?

Please advice!

Transcript is Transcript. I. don't think it will be a problem.
