We spend 1.2B in defence - this modern force of 25,000 - that is well paid, well trained, well equiped and very proffesional. We do not need 360,000 militia like Nigeria or a million militia like Ethiopia that is underpaid, under-trained, ill equiped, poorly motivated and indiscipline.
We spend 400M dollars in Intelligence force of about 1,000 officers. This is also arguably one of Africa best intelligence services - that doesnt get entangled in action but provide actionable intelligence for police.
We spend the remainder in police - including paramilitary police that can waste Nigeria and regional army. That about 1.5B dollars. This for police force about 50,000
Kenya police - paramilitary wing police wing - complete with armoured personnel carrier, some helicopters to deal with cattle rustlers and internal terror
We rarely ever deploy KDF on internal matters. KDF for most of time has been used to provide international peace and security - all over Africa, Asia and Europe.
In short our police force are enough to waste Nigeria or Uganda or Tanzania army.

A country that is unable to deal with home grown terror cannot be compared with world top 10 country that is promoting international peace and security. One country generates 1 million IDPS annually and has daily attacks. The other is largely peaceful.
A country whose oil pipeline along the coast are vandalized cannot talk about navy and ship industry. If you had some security - your oil industry would have grown, your minning industry would be as big as south africa, and you won't be world poverty capital.
Those are SALIENT comparison - not theoretical nonsense.
Start by spending at least 10B dollars annually in security - professionalize your security sector - and you can start comparing yourself with Kenya.
