Highways are typically under jurisdiction of each state or federal gov in Nigeria.

“Inner Roads” usually have more driveway access points per mile, don't cover as much distance, and are under local (city or county) jurisdiction.

Please show me that inner roads around that whole area that were missing 4yrs ago have been built.
