Politics / Why EFCC Arrested Dokpesi And Bafarawa by wachakuta(m): 7:07pm On Dec 01, 2015
The Economic and Financial Crimes Commission on Tuesday arrested the founder of Africa Independent Television (AIT), Raymond Dokpesi, and former Sokoto state Governor, Attahiru Bafarawa, in connection with the ongoing investigation into arms procurement by the office of the National Security Adviser during the Goodluck Jonathan administration

PREMIUM TIMES learnt the two men were arrested at their Abuja homes by two separate teams of detectives and then taken to the commission’s headquarters where they are currently being interrogated.

The spokesperson for the EFCC, Wilson Uwujaren, who confirmed the arrest of the two politicians declined to give further details.

“All I can say is that some arrests were made including the two names you mentioned,” Mr. Uwujaren said. “But investigations are still on and there is nothing more to tell you at this point.”

However, a source at the commission told PREMIUM TIMES that Mr. Dokpesi was arrested after investigators established that he received some money from the office of the then NSA, Sambo Dasuki, “without any clear reason”.

“Chief Dokpesi received N2.1 Billion from the NSA’s office but investigators cannot see any clear reason for the payment,” he said.

The source said investigators were “suspicious that the money was passed to him as payment for the damaging documentaries and campaigns his station ran on Buhari, Tinubu and Amaechi.

“They believe the funds were budgeted for arms procurement but was diverted to Mr. Dokpesi.”

On his part, the former Sokoto governor, Mr. Bafarawa, whose son, Sagir, was earlier arrested by the anti-graft agency, was picked up after investigation showed that he also allegedly received about N4.6 billion from the office of the NSA with no clear reason for payment.

Investigators said they suspect Sagir acted as front for his father.

Meanwhile, operatives of the State Security Service are currently interrogating Mr. Dasuki who was also arrested early Tuesday in connection with the arms procurement investigation.

Mr. Dasuki’s lawyer, Joseph Daudu, confirmed the arrest to PREMIUM TIMES, saying he was working to get further details.

He said he was aware that the EFCC had applied to Justice Adeniyi Ademola of the Federal High Court, Abuja, asking for cancellation of the bail granted to Mr. Dasuki weeks ago.

“To my knowledge, that application is still pending before the court,” Mr. Daudu said.

A presidential investigations committee into arms procurement under the Goodluck Jonathan administration had said in its interim report that it found extra-budgetary spending by the Jonathan administration to the tune of N643.8 billion and an additional $2.2 billion in the foreign currency component.

Politics / EFCC Arrests Attahiru Bafarawa Over Arms Purchase Deal by wachakuta(m): 4:33pm On Dec 01, 2015
The EFCC today nabbed former Sokoto Governor Attahiru Bafarawa after he lost his hide-and-seek game with the agency over allegations that he was used by former President Goodluck Jonathan and former National Security Adviser Col. Sambo Dasuki (rtd) to launder over N4.1billion in federal funds meant for the purchase of arms to fight Boko Haram. Attahiru Bafarawa Premium Times

Bafarawa’s son was picked up yesterday, and analysts speculate that he may have revealed his father's location to the EFCC.

The former governor was subsequently arrested this morning and is now being interrogated by EFCC investigators in Abuja.

PREMIUM TIMES has obtained further details regarding why a former Minister of State for Finance, Bashir Yuguda, was arrested by the Economic and Financial Crimes Commission.

Mr. Yuguda was nabbed in Abuja and taken into custody at about 4pm Monday and was still being questioned as at 9PM alongside other suspects over the controversial arms procurement scandal surrounding former National Security Adviser, Sambo Dasuki
Sources familiar with the ongoing investigation said the former minister allegedly received suspicious payments from the office of Mr. Dasuki, who is being investigated over a $2billion arms deal.
Mr. Yuguda allegedly received N1.5billion from the former NSA’s office through an unnamed company, for unstated purpose.
He also alleged received N1.275billion from Stallion Group during the campaign for the last general election.

Another N775million was also allegedly paid to him from the office of the Accountant General of the Federation for unstated purpose.

All the monies were paid to him between Dec 2014 and May, 2015, our sources said.

Haliru Bello Mohammed

Also in custody over the same matter are the sons of Attahiru Bafarawa, former governor of Sokoto State and Haliru Bello Mohamed, former minister of defence and ex-national chairman of the Peoples Democratic Party.

Sagir Bafarawa, allegedly acting as front for his father, received N4.6billion from the NSA’s office.

Attahiru Bafarawa had recently escaped arrest but the EFCC says the former governor remains on its radar.

The ex-PDP chairman’s son, Abbah Mohammed, on his part got N600milion in the name of Bam Properties Limited.

Also in the custody of the anti-graft agency is Shuaibu Salisu, a former director of finance and administration in the former NSA’s office.
Mr. Salisu, a staff of the National Intelligence Agency, was a joint signatory with Mr. Dasuki to the NSA’s office account and EFCC operatives are accusing him of “supervising some dubious payments”.

A source told PREMIUM TIMES that intelligence reports had so far allegedly linked him to the ownership of luxury properties in Abuja and Dubai in the United Arab Emirates.
The suspects could not be reached for comments as they are presently in detention.

A presidential investigations committee into arms procurement under the Goodluck Jonathan administration had said in its interim report that it found extra-budgetary spending by the Jonathan administration to the tune of N643.8 billion and an additional $2.2 billion in the foreign currency component.
But Mr. Dasuki has repeatedly denied any wrongdoing, saying all contracts and accruing payments on arms procurement were made based on the approval of Mr. Jonathan, adding that due process and military procurement regulations were followed in all the transactions.

“Nigerians should note that all the services generated the types of equipment needed, sourced suppliers most times and after consideration by the Office of the NSA, the President will approve application for payment,” Mr. Dasuki in a recent statement.
Mr. Jonathan however said in Washington last week that his government never awarded any contract in the range of $2 billion dollars.

“I did not award any $2 billion contract for procurement of weapons,” Mr. Jonathan said, querying, “Where did the money come from?” and repeating emphatically that “I did not award a contract of $2billion for procurement of weapons”.

Politics / Amaechi Orders Probe Of Maritime Academy Over N18bn Remittances by wachakuta(m): 8:48am On Nov 30, 2015
The minister of Transport, Mr Rotimi Amaechi has ordered a probe into the financial activities of the Maritime Academy of Nigeria (MAN), Oron, Akwa Ibom State and N18 billion remittances to the institution by the Nigerian Maritime Administration and Safety Agency (NIMASA) in the last five years.
The move to begin a full audit of the institution’s finances followed allegations of financial recklessness and large scale fraud levelled against the academy’s rector, Mr Joshua Okpo.

Ekpo was said to have stirred the hornet’s nest after series of accusations he levelled against NIMASA for starving the school of funds through the agency’s alleged flagrant refusal to release the statutory five per cent subvention funds to the school.

The minister was said to have summoned the management of NIMASA to his office and asked why it was sitting on the subvention of MAN, Oron.

However, the bubble burst when the minister was told by the acting director-general of NIMASA, Mr Haruna Jauro that the agency has remitted over N18 billion to the academy since 2009.
At the enquiry of the minister, the MAN rector, Okpo, said he only took over in 2011 to which NIMASA declared that a sum of N13 billion was remitted to the institution since the rector took over.

Alarmed by the quantum of the funds, the minister was said to have become livid with Okpo whom he said has told him ‘lies’ about the true situation of the disbursements.

When asked to explain what he has done with that huge sum against the backdrop of lack of physical infrastructural development of the institution, Ekpo was said to have given inconsistent and incoherent answer.

The minister therefore ordered immediate audit of all the amounts said to have been remitted to the institution since 2009.

Politics / President Buhari’s Frequent Foreign Trips & The Cost - Sahara Reporters by wachakuta(m): 8:24pm On Nov 29, 2015
| Sahara Reporters

SaharaReporters has obtained information detailing the significant financial cost of trips undertaken by President Muhammadu Buhari and his entourage. The president’s trips since assuming office at the end of May, 2015 have now stretched to 14.As SaharaReporters reported two days ago, Mr. Buhari’s frequent foreign trips have drawn increasing criticism from politicians and pundits who question the wisdom of the trips at a time when several domestic crises, including a crushing fuel scarcity, incessant attacks by Boko Haram terrorists, and blackouts demand urgent and focused attention.

According to financial information obtained by our investigators, an average two-day long presidential trip costs between $350K and $500K. For instance, during Mr. Buhari’s recent trip to Tehran, the capital of Iran, the estacode for accompanying Presidency officials was $105K. In addition, transportation costs stood at $45K, accommodation 200K, honorarium $10K, contingency 20K, with media coverage costing $10K.

The breakdown for the forthcoming trip to Paris is as follows: the estacode for accompanying Presidency officials is $130K, transportation $55K, accommodation $270K, honorarium $10K, contingency 20K, media coverage $10K. The total cost for the trip is $495K

In the course of our investigation, SaharaReporters found that President Buhari is scheduled to make an immediate trip to South Africa. In fact, the trip is planned to follow immediately from Mr. Buhari’s visit to Paris, France. The cost of the forthcoming South African trip is as follows: Estacode for accompanying Presidency officials $110K, transportation $35K, accommodation 220K, honorarium $10K, contingency 20K, and media coverage $10K, for a total of $405K

A source at the Presidential Air Fleet (PAF) said they have a separate budget for fueling the planes as well as allowances for the presidential air fleet commander, pilots and the air stewards. The Office of the National Security Adviser funds those expenses.

So, the costs uncovered by our investigators cover only personnel from Aso Rock Villa, aides, protocol officers, members of the press, security personnel, a cook, a luggage officer and a steward. The estacode did not reveal what President Buhari receives per night, as that expense is handled separately and secretly. In addition the Minister of Foreign Affairs and five members of his entourage who usually accompany President Buhari are not included in the costs as they get paid from the ministry's budget.

SaharaReporters also discovered that the amounts for honorarium ($10K), contingency ($20K) and media coverage ($10K) are fixed for all trips. The State House Chief of Protocol handles honorarium and contingency while Femi Adesina, a senior assistant on media, handles $10K for “media coverage.”
Critics have come down hard on President Buhari for engaging in international junkets at a time of rising disillusionment, with Nigeria mired in a crippling fuel scarcity, continuing violence by Boko Haram, and an economic downturn that has put pressures on banks and numerous businesses.

Mr. Buhari has only visited four Nigerian states since coming to power. His much-anticipated visit to Lagos three days ago to launch anti-crime helicopter, boats and vehicles did not materialize, but led to a traffic meltdown.
A Facebook posting by SaharaReporters calling President Buhari a “junketer-in-chief” was widely shared and elicited viral response on social media.

Two sources at the Presidency told SaharaReporters that some of Mr. Buhari’s handlers were pressuring him to postpone his trip to South Africa in order to calm public anger.

Politics / Buhari Cancels Weekly FEC Meetings by wachakuta(m): 7:52pm On Nov 29, 2015
The federal executive council (FEC) meeting, which used to hold weekly since 1999, will now take place once in two weeks, TheCable can report.

President Muhammadu Buhari has decided that meeting every Wednesday is surplus to requirement, a senior government official told TheCable.

“And FEC will no longer be all about awarding contracts but a serious discussion of policy issues and appraisal of ministerial performance,” the official said.

FEC has been held just once since the appointment of ministers, with the only meeting taking place on November 11 — the day they were inaugurated.

There was no meeting on November 18, and Buhari was in Ikenne, Ogun state, for the burial of HID Awolowo on November 25.

Buhari will not be in the country on December 2 because of his international commitments.

It is still not clear when the next meeting will hold.

“The president believes once he had given you a job, you have to deliver. He was very painstaking in picking the ministers and he is convinced he has picked a very good team, so it is now left for them to deliver the goods with minimal supervision,” the official said.

“FEC meetings will now be for brainstorming on policies and performance review, not just contracts.”

In the past, decisions on such matters as purchase of cooking stoves and waste bins were discussed at FEC and announced to the world by ministers at media briefings after the meetings.
