The Nigerian Presidency has released a statement, saying a little above two billion Naira, not an outlandish six billion, has so far been spent on maintenance of the presidential air fleet between May and now.

The amount spent, the government said, included salaries and repayment of old debts.

In a statement in Abuja on Tuesday, Garba Shehu, the Senior Special Assistant to the President (Media and Publicity) ”expressed frustration at what he described as a fictional report that has caused the government a lot of negative reviews especially in the online media”.

The statement added, “The government is focused on solving the many major issues our country faces in the areas of the economy, corruption and security. Yet almost every week, the Presidency has to also deal with the distractions which do nothing but distract from the task of government.”

”Referring to documents he had requested from the Operational Office of the Presidential Fleet after his attention was drawn to the speculative report, Malam Shehu pointed out that the sum of N2.3 billion was released to the Presidential Air Fleet (PAF) by the office of the Accountant General of the Federation between May and November 2015. This includes releases for personnel cost, overhead and capital expenditure out of the sum of N5,190,381,386.00 appropriated for PAF on the 2015 budget.

”The documents also showed that the sum of N2,127,103,086.66 had so far been expended, leaving a balance of N172,568,912.34 from the amount released.

“However, the sum of N149,062,791.12 was transferred from the PAG’s operation account to the Treasury Single Account, following the President’s recent directive,” he said.

”He added that the sum of N23,801,122.17 remains unutilised out of the funds so far released. During the period 31 May 2015 till date, the Fleet expended the sum of N1,358,910,962.75 to settle outstanding liabilities carried over from last year till May 2015. Furthermore, the sum of N500 million was refunded to the office of the National Security Adviser, NSA for financial support rendered to the Fleet prior to release of funds from the OAGF.

”Thus, the Fleet expended the sum of N449,081,037.25 within the last months comprising N98,500,218.00 for operations, N165,373,176.91 on training and N85,500,116.75 on personnel medicals and overhead. Additionally, the sum of N99,715,493.51 was expended on aircraft maintenance, spares, and subscription services required for operations.

“Any of these documents could have been made available had the newspaper reached out to me or to any one of my colleagues. The damage to the image of government and the good management of the Presidential Air Fleet could have been avoided,” he said.

”The Senior Special,Assistant also put the number of aircraft on the Presidential fleet at 10, not 14 as cited by that report.

”He gave the inventory in the spirit of openness as transparency instituted by the Buahri administration as made up of:

The immediate past Chairman of the Economic and Financial Crimes Commission, Ibrahim Lamorde, has travelled abroad for medical treatment.
This came to light on Tuesday as Lamorde, who was due to appear before the Senate Committee on Ethics, Privileges and Public Petitions, was absent.
His lawyer, Festus Keyamo, told the lawmakers that Lamorde had gone abroad for medical treatment.
He is being probed by the Senate for alleged mismanagement of N1 trillion recovered from suspects in cases handled by the EFCC under him.
The large chunk of the money was said to have been recovered from former Inspector General of Police, Tafa Balogun, and the late Governor of Bayelsa State, Dipreye Alamieyeseigha.

None of the 109 Senators attended an online training organised on Monday by the office of the Senate President, Bukola Saraki.

The workshop was organised for the senators and their aides and it was aimed at strengthening their use of Facebook and Social media for effective communication on issues relating to Public Policy and Good Governance.

Our correspondent also observed that, less than 10 percent of the aides of the senators attended the event.

Majority of those in attendance were from the senate president’s office.

Findings revealed that just 25 out of about 500 senators’ aides, actually turned up for the programme.

The Chief of Staff to the Senate President, Senator Isa Galaudu, had in a statement issued on Thursday, said the training was in line with the promise of the senate president to bring about, a more representative legislature through the use of technology and e-parliamentary tools.

He had said that the training, would be conducted by the Head of Policy at Facebook Africa and members of her team, billed to arrive in the country on Sunday.

The Minister of Information and Culture, Mr Lai Mohammed, has dismissed as a contrived distraction, the alleged fraud in the Treasury Single Account (TSA) and the rumoured diversion of the TSA funds to bankroll elections in Bayelsa and Kogi States.


In a statement issued in Abuja on Monday, the Minister said that if those behind the accusation had allowed themselves some measure of honesty, they would have realized that there has not and there will be no such impunity under the administration of President Muhammadu Buhari.

”It is understandable that the psyche of those who are making the frivolous allegations concerning the TSA has been badly affected by the impunity that permeated the country under the immediate past administration, when unappropriated funds were freely used to finance elections and the public till was seen as an extension of personal piggy banks.

”But the lies that have been wilfully disseminated by scandalmongers over the TSA cannot and will not fly, because it was precisely to put an end to such impunity that Nigerians voted massively for President Muhammadu Buhari, who has an unblemished reputation for integrity, due process, transparency and the rule of law,” he said.

The Minister assured Nigerians that no one has tampered with the TSA funds, saying though the TSA was initiated under the previous administration, the reason it has begun to enjoy a new lease of life and attract national attention is because of the political will and transparency demonstrated by President Buhari.

”Those behind the rumour that a single company, Systemspecs, made 25 billion Naira from charging 1% of TSA funds that passed through the company’s software, REMITA, may need to return to elementary school to get some lessons in arithmetic.

”This is because in order for 1% charge to fetch 25 billion Naira, the funds accruing into the TSA must have reached 2.5 trillion Naira. Yet, the total amount of funds in the TSA to date is still much less than 2 trillion.

”More importantly, at the time the Governor of the Central Bank of Nigeria (CBN) ordered that all monies that were erroneously charged as ‘revenue’ be returned to the TSA Account late last month, the TSA had less than 800 billion Naira. It therefore beggars belief that anyone could attempt to mislead the public by raising a false alarm that a firm made 25 billion Naira in TSA charges,” Mohammed said.

He appealed to Nigerians not to allow those who have been funding their lavish lifestyles and encouraging corruption, to the detriment of ordinary citizens and without bothering about national interest, to sabotage the laudable TSA programme with contrived lies, dangerous innuendoes and outright misinformation.

President Muhammadu Buhari reaffirmed Monday in Abuja that his administration will give full regard to due process and the rule of law in the prosecution of its war against corruption.

Speaking at an audience with a delegation from the Foursquare Gospel Church, President Buhari restated his commitment to recovering stolen funds, but stressed that the present administration's efforts in this regard will be fully within the ambit of the law.

"Under military rule, people could be arrested and held on the basis of suspicion, but in a true democracy, anyone accused of an offense must be presumed innocent till pronounced guilty by a court of law," the President noted.

President Buhari said that his administration was therefore diligently building up its case against those accused of stealing government funds, getting necessary evidence and facts, before formal charges are brought against them.

He congratulated the Foursquare Church in Nigeria on its 60th anniversary convention which was concluded on Sunday.

In his remarks, the General Overseer of the Foursquare Gospel Church, Rev Felix Meduoye lauded the Buhari administration for its positive strides in the war against corruption and insurgency.
He said that the church will continue to pray for the peace and prosperity of Nigeria.

Troops of 7 Division Garrison Nigerian Army in Operation LAFIYA DOLE, made a remarkable progress by arresting a Boko Haram Terrorist kingpin, Mr John Trankil, at Kasuwar Shanu in Maiduguri metropolis.

Preliminary investigation revealed that 9 terrorists sneaked into the Maiduguri armed with AK 47 assault rifles and a Hilux vehicle laden with 20 Improvised Explosive Devices meant to be detonated at some selected targets in the city.

In a related development, troops of 21 Brigade Nigerian Army, while on offensive operations on Boko Haram terrorists location, with the support from the Nigerian Airforce discovered and destroyed the terrorists' Improvised Explosive Device (IED) and Rocket making factory along Bama-Gonin Kurmi within the outskirts of Bama town, Borno State.

The items recovered includes gas cylinders, welding machine, pipes and poles. Others include locally made rocket shells,
large quantity of assorted chemicals, unprimed IEDs and various technical and laboratory equipment suspected to be stolen from schools' laboratories around Bama before they were dislodged from the area.

The Theatre Commander operation LAFIYA DOLE, Major General Yusha'u Mahmood Abubakar, commended the efforts of the troops and implored troops and the public to be more vigilant and security conscious particularly at all check points, markets, worship centres, motor parks and schools.

SaharaReporters has gathered more details regarding why members of the Nigerian Senate moved to clamp down on President Muhammadu Buhari’s administration over the Treasury Single Account (TSA).  Nigeria's Senate President, Bukola Saraki

Our investigation revealed that, in October, the leadership of the National Assembly led by Senator Bukola Saraki hatched out a secret arrangement to force Central Bank of Nigeria officials to exclude National Assembly accounts from the Treasury Single Account (TSA). The legislative leaders claimed that the TSA was hampering the National Assembly’s operations.

One source told SaharaReporters that some members of the National Assembly were not pleased that members of the executive branch would know details of their hitherto opaque financial transactions. They consulted CBN officials about ways of quietly opting out of the TSA. Our source stated that CBN officials could not make a commitment to remove legislative accounts from the TSA opting to inform President Buhari instead. However, when Mr. Buhari was informed of the arrangement, he immediately objected to excluding NASS accounts. 

On learning of the president’s objection, Mr. Saraki mobilized other National Assembly leaders and invited CBN officials to a meeting in October. At the meeting, the legislators reportedly threatened to deal with the CBN if the regulatory bank’s officials did not exclude them from the TSA. A source familiar with the meeting told SaharaReporters disclosed that the lawmakers told CBN officials they had found out certain officials of the Buhari administration were using a third party, SystemSpecs Limited, to milk Nigeria through the TSA policy. 

Our source revealed that, following the testy meeting, CBN officials decided to discontinue the 1% fee that was deducted from the federation account and paid to Systemspecs Limited for managing the TSA protocol. Officials of former President Goodluck Jonathan’s government had arranged for the 1% fee.
Our investigation revealed that the TSA protocol was first mooted in December 2011. In January 2012, the Jonathan Presidency signed an agreement with SystemSpecs, owners of the software used for TSA deposits. The implementation phase of the agreement was then signed in December 2013 authorizing the use of TSA as a payment platform. 

Infuriated that they failed to get their accounts out of the TSA, Nigerian senators have raised a motion calling for a probe of the TSA. They claimed that the TSA was President Buhari’s agenda to steal money from the Nigerian treasury. However, CBN officials and the owners of Systemspecs openly declared that Mr. Buhari did not sign the service agreement between the Systemspecs and the Federal Government. In a letter sent to President Buhari, they explained that the service fee paid to SystemSpecs Limited ballooned after the Buhari administration ordered commercial banks to surrender all government funds in their possession, adding that the CBN then stopped the service charges. 
A senator told SaharaReporters that Mr. Saraki was also upset about the TSA because of its deep impact on Heritage Bank, a commercial bank in which he and other members of his extended family have significant ownership stake. The source disclosed that Societe Generale Bank, which Mr. Saraki’s family virtually liquidated through reckless banking practices and corruption, had re-emerged as Heritage Bank. The CBN recently approved a merger of Heritage Bank and Enterprise Bank. With the introduction of the TSA policy, “the Senate President cannot just place the Senate’s funds in a bank where he has financial stake.” 

As Governor of Kwara State, Mr. Saraki often funneled state funds into banks in which he had significant interests.
Our senatorial source also alleged that Mr. Saraki’s burgeoning legal fees had made the former governor desperate to fight the TSA in order to have unfettered access to the Senate’s budget. According to the senator, Mr. Saraki had hired a score of lawyers to scuttle his ongoing trial at the Code of Conduct Tribunal. “His legal expenses are not a joke. That’s another reason he does not like how the TSA policy is standing in the way of his ability to dip his hands into the National Assembly funds to help settle some of his legal bills,” said the legislative source.
