The Minister of Transportation, Mr Rotimi Amaechi, has directed immediate financial and staff audit of the Nigerian Maritime and Administration and Safety Agency (NIMASA). The minister gave the directive on Monday during his maiden tour of Lagos ports and a stop-over at NIMASA Resource Centre, Kirikiri. Amaechi also directed the Acting Director-General of NIMASA, Mr Haruna Jauro, to forward details of contracts awarded by the agency for verification. The former Rivers governor demanded a detailed financial report of the agency since its inception “Over N100 billion is given to this agency yearly and I am yet to see how it has been spent. I am yet to see some of the projects being executed by this agency,’’ Amaechi said. The minister also requested for the staff nominal roll and details of staff employed by the agency and their qualifications. He instructed the acting director-general to forward the staff nominal roll of the agency to the Federal Ministry of Transport to know if there were vacancies to be filled. Amaechi expressed dissatisfaction with the ill-equipped clinic laboratory at the NIMASA Resource centre. “From my inspection so far, I discovered that the Search and Rescue clinic is not equipped; the canteen is in deteriorated condition; the chairs are not okay and the place is leaking,’’ the minster said. The News Agency of Nigeria (NAN) reports that NIMASA is the apex regulatory and promotional maritime agency in the country. The agency was created from the merger of National Maritime Authority (NMA) and Joint Maritime Labour Industrial Council on Aug. 1, 2006. Earlier, the minister directed the management of Nigerian Ports Authority (NPA) to work toward achieving 48 hours cargo clearance target when he visited the headquarters of the agency in Lagos. The federal government has launched a fresh probe into the tenure of Sambo Dasuki, former national security adviser (NSA), who was arraigned on Monday over allegations of N13 billion fraud. In a newspaper advert on Monday, the office of the national security adviser asked all contractors who made supplies or rendered services to the office to appear before a contracts verification committee. The committee will sit at the premises of the office on December 15-23, 2015. The directors of the companies were asked to come forward with at least eight documents: certificate of incorporation, particulars of directors, tax clearance certificates from 2011 till date, letter of award of contract, invoice for supplies and services, evidence of payment so far/outstanding balance, personal income tax clearance certificates of the directors and any other documents to the contracts. The statement was signed by the principal general staff officer in the office of the NSA. The period of the probe was not stated, but it may cover from 2011 to 2015 given the demand for tax clearance certificates covering the period. Amnesty: Beneficiaries to Be Paid Next Week Tuesday, Articles Media & Communication Consultant, PAP, Mr. Owei Lakemfa By Senator Iroegbu The Presidential Amnesty Programme (PAP) has assured that the outstanding monthly stipends to the ex-Niger Delta militants would be paid to them on Tuesday next week. This was disclosed in a statement signed on Thursday by the Media & Communication Consultant, PAP, Mr. Owei Lakemfa. Lakemfa said that the Office received a number of enquiries from Beneficiaries of the Amnesty Programme on the delay in the payment of their October and November, 2015 monthly stipends. He however noted that the Amnesty Office was awaiting the release of its quarterly Federal Allocation which has now been received. Consequently, he said, the Beneficiaries will be paid the two months stipends not later than Tuesday, December 15, 2015. "The Special Adviser to the President on Niger Delta and Coordinator of the Presidential Amnesty Programme, Brig-Gen. Paul Boroh (ttd) thanks the Beneficiaries for their cooperation, understanding and support which has seen peace return to the Niger Delta Region. "He assures that 1,225 of the Beneficiaries will be empowered before the end of December, 2015 to set up their own businesses and become self-sufficient. He urged that this group of Beneficiaries and 2,500 others that had been previously empowered, should strive to hire unemployed youths in their areas," he stated. The accounts of Global West Vessel Specialists Nigeria Limited (GWVSNL) has been frozen by the Economic and Financial Crimes Commission (EFCC) Nigerian Tribune reports that GWVSNL is owned by a former Niger Delta militant, Government Ekpomupolo, popularly known as Tompolo. It was reported that in 2011, the company signed a 10-year maritime security contract with the Nigerian Maritime Administration and Safety Agency (NIMASA) GWVSNL as part of its contract was expected to provide platforms to be used by the Nigerian navy and other security operatives to patrol the waterways. The federal Ministry of Transportation in July directed NIMASA to discontinue payment to GWVSNL. This discontinuation of payment is a result of the freezing of GWVSNL’s account. The bank accounts of former director-general of the agency, Patrick Akpobolokemi; his wife’s, Beauty Akpobolokemi and four brothers – Clement Akpobolokemi, Stephen Akpobolokemi, Julius Akpobolokemi and Victor Akpobolokemi – have also been frozen by the EFCC. Tompolo and other militants were granted amnesty in a programme established by the government. however, some aggrieved Niger Delta ex-militants who claimed that they were in the creeks working for their bosses and participated in the amnesty training at Obubra in Cross River state, took to the streets of Port Harcourt, the Rivers state capital, protesting the non-payment of five months stipends by the federal government. Photo [WELL DONE] President Muhammadu Buhari says persons displaced by Boko Haram insurgency will earnestly begin to return to their home communities in 2016. The President stated this when a delegation from the International Rescue Committee (IRC), led by former British Foreign Minister, Mr David Miliband, visited him in Abuja on Wednesday. According to him, his administration will do all within its powers to facilitate the quick return and resettlement of over two million internally displaced persons to their respective towns and villages. Buhari said Federal Government would welcome the support of the IRC and other local and international non-governmental organisations for the rehabilitation of internally displaced persons. “In 2016, the return of the IDPs will start in earnest. They will return to their communities to meet destroyed schools and other infrastructure which have to be rebuilt. “With agriculture moribund in the region in the last two years without cropping, hunger is already manifest. “We will welcome all the help we can get to assist the returnees’’, he said. The President said there was urgent need for support in the areas of agricultural inputs, health, nutrition, water and sanitation. He urged the IRC and other international agencies to work with the Presidential Committee on the North-East and the National Emergency Management Agency (NEMA). He said the committee and NEMA were doing a lot to cater for the IDPs and restore some basic infrastructure in communities affected by terrorism and insurgency. In his remarks, Miliband had requested for the nature of assistance required for the IDPs. Miliband assured Buhari that the IRC would intensify its ongoing work in Nigeria which had assisted over 350,000 displaced persons, mainly in Adamawa and Borno. He called for increased security presence in recovered towns and territories so as to allay the fears of prospective returnees.
