For there to be a case for criminal conviction, NAPTIP must have
1. Identified the minor.
2. Get witnesses.
3. Gather evidence like chats or CCTv videos.
4. Prove that Speed Darlington was dead serious when he said that, not just making content.

I think they already know this but want to buy some media headlines.
