Nigeria security agencies has the largest share of the blame for what happened in Uromi. The problem is that, the drop in the petroleum prices from Dongote refinery is artificial and not motivated by economic/market forces. IPMAN can stage a product boycott against Dangote refinery and also pause importations of petroleum products into the country thereby creating an artificial fuel crisis. Government won't have any other choice than to step in through PPPRA IPMAN is also the target markers that Dangote is looking up to for effective nationwide distribution of his products. |

The little pinky berry died from electrocution accident in the school, but in other to cover up, they threw her body into the swimming pool within the school premises. They wiped the CCTV images when the parent of the girl requested for information on how it happened. They later emptied the swimming pool tank after the parent left the school premises. The swimming pool area is well barricaded and absolutely impossible for a 2 year old to have access to it alone. |

We are set for Traffic Control Support Corp takeoff Chief Johnson Apla, chairman of Greater Virtue for Traffic Watch & Development Initiative, a non-governmental organisation, is about to replace the moribund Traffic Warden Service with a better one. He talks to select journalists about the objectives of the new outfit and how it will help reduce Nigeria’s grim road mishaps. Excerpts: Q: Could you please tell us what motivated you to go into this new venture, given the existence of many organisations related to traffic control in the country? A: For many years, I and my team have been working tirelessly to see how we can help the country to reduce the grim accident picture in the country. For instance, road traffic accidents in Nigeria over the years have been on the rise. Our research showed that in 2022, over 11,000 road accidents occurred. About 4,000 people died, while hundreds of thousands were injured. Properties worth billions of naira were lost. In September this year alone, 191 persons died in road crashes, and there are many unreported cases. Thus we have been working to put in place a team of volunteers code-named Traffic Control Support Corp, TCSC, who we had planned to introduce to the roads across the 36 states and FCT to assist the few traffic wardens to dispense and control vehicular movement. We have been on the drawing board even before the current democratic dispensation took off. Our efforts have been given impetus by various court judgments which granted autonomy to the Traffic Warden Service, TWS, from the police. Q: We are interested in the judgments; can you tell us more about them? A: I will cite two cases. The first was the judgment by Justice A. Abdu-Kafarati of the Federal High Court, Kaduna in suit number FHC|KD|CS|134|97 of 12 February 1999 and the second by the Court of Appeal, Kaduna in suit number CA|K|112|99 on 18 May, 2000. In the first case, Inspector Sunday Etim, Sgt. Emmanuel Mlanga, Elisha Amgo, Inspector Bitrus Wambiliya and Gabriel Akani (Plaintiffs) had sued the Inspector General of police and joined the Police Council and Attorney General of the Federation as defendants. The plaintiffs sued in representative capacity as members of the Traffic Warden Services which was established and regulated by the Traffic Wardens Services Decree 21 of 1976, the Police Act CAP 452 LFN, 1990 and Police Regulations of 1966. Among other things, plaintiffs had asked for three declarations, “that the pending and subsisting discriminatory acts perpetuated and still being perpetuated by the Defendants against the Plaintiffs is wrong, unconstitutional and contrary to the Rules of Natural justices, equity and same be declared discriminatory and untenable and that they be paid all arrears of salaries structure and allowances approved by the Federal Government for the Police to which the Plaintiffs belong and are entitled to be paid to the Plaintiffs. The judge ruled against the plaintiffs, saying that the Traffic Wardens and Police are not the same. The Plaintiffs appealed but lost when the judge said: “The Appellants are not members of the Nigeria Police Force.” The two judgments above are still subsisting. Our NGO, Greater Virtue for Traffic Watch and Development Initiative, thereafter moved to enforce the autonomy. A fallout of the neglect of the TWS was that many states hurriedly set up traffic agencies populated by untrained personnel. Such agencies in most cases intransigently sabotaged the federal government’s efforts of sanitizing the road traffic sub-sector. Many of such cases abound in Lagos State, for example. Q: How is the Traffic Control Support Corp different from the current Traffic Warden or Federal Road Safety Corp? A: Let me set the record straight. The Traffic Control Support Corp is not one to compete with but complement existing agencies. We can never have enough of such agencies. When the Nigerian Security and Civil Defence Corp, NSCDC, was established many years ago, nobody reckoned with it. But with deft management and clear-cut vision of its founders, it has today become a reputable outfit duly recognised and fully funded by the federal government. We intend to toe the same path although our case is different. We have legal and National Assembly backing. Our NGO has been monitoring the Traffic Wardens since 2002 and share their predicaments. We appreciate their current degraded state of affairs, even though the two cases I cited earlier granted TWS autonomy. This was why we decided to raise a support group in the fight against crises in the road transport sector. But more importantly, we have, through our counsel, applied for a right of execution of the autonomy granted to the TWS. The court duly granted our request. We intend to reposition their service since the Police have affirmed that Traffic Wardens are not members of the Nigerian Police Force but failed to tell the public how a separate establishment came under the NPF. Q: Will this approach not bring you into collision with the NPF? A: No. We believe those in the top echelon of the Nigerian Police Force are educated and responsible and believe in the sanctity of the rule of law. They must obey the judgment which their predecessors have neglected over the years we do to anticipate any untoward stance from their side. Our concern is that if the Traffic Wardens were unable to exert their right and enforce the autonomy granted their service as a result of military or quasi-military ethics, someone has to do that for them. This is precisely what our NGO is doing. Q; Does it mean that you will integrate the Traffic Warden Service in your new Traffic Control Support Corp? A: Yes. Our master-plan is to establish our new Corp across all the 36 states and FCT. It is a massive job creation plan and we will recruit at least 10,000 members per state and FCT. That is a total of 370,000 men and women. However, our focus is on the young and fresh graduates many of whom are currently jobless. Our plan is to employ at least 1,400,000 Nigerians within four years. In addition to the large number of new recruits, we will bring in all the serving Traffic Wardens into the new TCSC so that our NGO’s activities will effectively complement the federal government’s agenda on job creation. Q: Do you have any other backing aside the two judgments in Kaduna? A: Interestingly, the two arms of the National Assembly have passed the Traffic Warden Service Bill since 2019. The Bill de-merged the Traffic Warden Service from the Nigerian Police Force. But nobody has implemented it since. But on our own, our lawyers have succeeded in pulling the TWS out of the NPF based on the court judgments and the National Assembly approval. We praise the resolve of the federal legislators who passed the Bill in 2019 despite opposition from many quarters. What our NGO needs now in our effort to create the TCSC is the warm support and cooperation of the government at all levels and Nigerians in general to achieve our noble aims. Q: How far have you carried along vital security agencies and key government officials? A: Since 2022 we have carried along all relevant agencies. In November 2022, we officially wrote to the Secretary to the Government of the Federation (SGF), Attorney General and Minister of Justice, Chief Justice of Nigerian (CJN), Senate and House of Representatives, Department of State Service (DSS), FRSC, Vehicle Inspection Office (VIO), NSCDC and Minister of Finance about our commencement of enforcing the autonomy granted the TWS and that we have put in place a new Traffic Control Support Corp. Our letters were warmly received by the respective offices. Q: How do you intend to implement recruitment into TCSC so that there will be transparency? A: It is a seamless process. Firstly, we have set up a website where all interested persons can download applications at a nominal fee, upload their details and submit. Secondly, very soon we shall put up advertisements in newspapers, online platforms and the Federal Radio Corporation of Nigeria, FRCN, to alert young school leavers about the new opportunity. And thirdly, we shall have offices in all the 36 states and FCT.

My wife used to believe that my son was poor in mathematics. Many times she will want us to discuss it, but I'll always tell her that the boy has no problem with any of his subjects because I know exactly what I was going to do. Few months to his JSSCE exams, I asked about his preparations, he said he was not feeling prepared for the exams.... Yes! That was the moment I have been waiting for. I stopped him from going to the regular school, got a new private teacher to return him to factory reset, clear the rubbish that had been deposited in his brain and jumped started him again. He got 7 distinctions (including mathematics) and 4 credits in the exams. I didn't stopped at that, I threw him straight into physics, chemistry and biology classes immediately. Today, he's leading everyone with a serious gap in his class. Asking a career path for a jss1 child is absurd and ridiculous. |
