When governments fail, or are intentionally implementing policies which the majority of the population rejects, they often resort to two diversion tactics. Waging war and the creation of scapegoats.
Perfect example, Nazi Germany.
The practice of scapegoating pre-dates the nation state. It is a very old tactic applied consistently in tribal and peasant societies, and the formula is very simple. The leadership, anxious to deflect resentment and attention away from themselves create an internal bogeyman, low ranking members of the society who are demonised, made out to be depraved and dangerous to the group, and the group is encouraged to freely persecute them. Resentment which might otherwise become focused on the ruling group, the direct instruments of the group’s problems, but who are usually hard to get hold of, is displaced onto conveniently available vulnerable members of the group who cannot defend themselves.
The targets chosen are so consistent, you could almost call the selection traditional.
The majority are low ranking women. The terms “crazy old woman” and “crazy old witch” were once commonplace, showing at once the people viewed as being acceptable and deserving targets. Note the word “crazy”. Calling someone crazy is a very convenient term of abuse which covers a lot of bases. Perhaps a “simpleton” or someone with a minor physical and/or mental impediment that marks them as different. Another traditionally “safe” category for deflected social resentment. But the objective of scapegoating is NOT to protect the group, although that is the propaganda used to set sections of society up for attack. The objective is to channel resentment away from the rulers onto SAFE targets for group fears and frustration. Attacking criminals is not safe. They will retaliate. Scapegoating does not work if the victim can retaliate and hurt their persecutors. Also, it is quite possible that the rulers are perfectly happy for criminals to run loose in communities providing they confine their attention to the lower classes. Keep dumping problems on the lower classes and they will never be in a position to rebel.
Scapegoating then, is a deliberate policy of the powerful in a society or group, to deflect social resentment from themselves – the cause of the resentment – onto helpless, marginal people who cannot defend themselves so as to “take the heat” off the rulers.
So where does gang stalking fit into this? I am suggesting that gang stalking is an old routine in a new guise.
Post 2WW a social revolution occurred. Previously oppressed groups, working class women, blacks, gays, disabled, were suddenly able to access education, living-wage jobs, and were freed from traditional prejudices. During the wet season, there would be water everywhere; so the herds would come back from the river and Lake areas. This is called kufuruka (verb); hence, the Bafuruki (those who migrate). Who owned the land then? The king (the state) owned the land whatever the kingdom (Nkore, Buganda, Bunyoro, Bweera, Kooki, Tooro, etc).
By the time of colonialism, there was residual clan ownership of land in some areas; but the predominant concept was the kings (the state) owned the land. In Ankole the talk was: Obutaka bw’omugabe — the land of the king.
However, there were residual clan lands such as Kichwamba kya Bagina (Karugire’s clan); this area is now in Rwanda (Mutara region). My clan seem to have had attachment to a place called Bugala (near River Kagera in Tanzania) and Kakamba in Rushenyi County, etc. Although the land belonged to the king, the families had the right of use — on the basis of first come, first served.
In their nomadic way of life, the one who established eka (kraal) first at any one time had the primary right.
Although they would continue to graze communally, there was a radius of about 400 metres from the kraal that was called ekyanya. This was reserved for the calves or sick cows e.g. the fractured ones (empendeki), etc. Even today, when I am checking the census of my cattle at Kisozi, I say the following: “Nyekiro n’entezingahi?†“How many are the cattle at night?†This is because there are calves which are too young to go with the herd during the day and stay in the “ekyanya†the reserved area for the calves. If anybody brought his cattle into this area, you had to fight him or open a case against him. Similarly, one’s well was his by right.
When the Banyoro invaded Ankole towards the end of the 18th Century, they actually made valley dams for communal use. They were called Kyabanyoro. They are still there but silted up. Therefore, when the Europeans, in the case of the cattle areas of Buganda, Ankole and Tooro, brought their new system of mailo land, crown land, etc, they put it on top of this indigenous system.
Whenever there were no crop-settlers, the cattle-keepers continued this system oblivious of the fact that the concerned area was mailo or crown land.

metronaija4: The Lagos State Police Command on Monday said it had arrested 57 persons suspected to be involved in homosexual activities in the Egbeda area of the state.
The Lagos State Commissioner of Police, CP Edgal Imohimi, confirmed the arrest to newsmen during a news conference.
He said that the suspects were picked up on Sunday at 2 a.m. while they were performing gay-initiation for newly recruited members, according to the News Agency of Nigeria, NAN.
“Intelligence gathered revealed that some youths will be initiated into a Gay/Homosexual Club between 1 a.m and 2 a.m., at Kelly Ann Hotel/ Event Centre, located at No. 3-7, Adenrele St., Egbeda, an action contrary to Section 1 (1) of Same Sex Marriage, Act 2014.
“Consequent upon this, some operatives from the Shasha and Idimu Police Stations stormed the venue and met no less than 80 young men.
“They were taking different types of drinks including banned substances like Tramadol, Shisha laced with substances suspected to be Marijuana.
“As soon as they sighted the police, they ran into different directions but the team arrested 57 of them,” he said.
The CP said that investigation into the case was ongoing and the suspects would be charged to court soon.
However, some of the suspects who spoke to the News Agency of Nigeria (NAN) on the sidelines of the press conference, denied the allegations.
They said that they were at the hotel to attend a wedding and a birthday party.
One of the suspects, James Obialu, said that he was a dancer and had come to the party to perform before he was arrested.
“I am not a gay, I am a dancer and I was there to perform before I was arrested. I am a responsible citizen and I work at the Alimosho General Hospital as a counsellor for those living with HIV,” he said.
Another suspect, Samuel Olarotimi, 22, and also a graduate of Mass Communication from the Yaba College of Technology, said that there were other females in the hotel who were not arrested.
“I was there for a birthday party which started late. About eight ladies were at the bar with us while some other ladies were dressing up in their rooms.
“I don’t know why the police refused to arrest the other females but brought us here as alleged homosexuals, “ he said.
One of them, Bob China, said that he accompanied his friend, a caterer, to deliver food at the party but was arrested while waiting outside the hotel.
