You are misinformed. The West is not "globally". Oil producing countries like Saudi send their citizens to study abroad for free. Fuel does not cost $1 in Saudi. Another example - cocoa cannot cost "global price" in cocoa producing countries. If Nigerians are charged international (i.e, Western price) for cocoa powder, they will not be able to afford it. Same with fuel; those western countries can afford the $1. The economic demographic of both countries are not the same.

Saudi sells crude the same rate as Nigeria but it heavily subsidies the final product.
There is a benchmark price for crude. Opec will blacklist your crude in the international market if you sell below the benchmark price.
Saudi pays corruption free subsidy for 36-40million people.
Nigeria pays subsidy for over 200million with loads of corruption involved.
