Politics / Apc's Embattled Prince Audu Abubakar’s N10b Fraud Trial STALLED by WatchdogNews: 12:26pm On Oct 15, 2015
http://watchdognews.net/embattled-apc-kogi-states-gubernatorial-candidate-prince-audu-abubakars-n10b-fraud-trial-stalled/

On Wednesday the 14th of October, 2015, Nigeria’s Judicial System experienced yet another huge hiccup as the trial of the former governor of Kogi State and the All Progressives Congress (APC) choice candidate for governorship, Prince Abubakar Audu, for an alleged sum of N10.9 billion fraud was stalled. Reason being the somewhat questionable absence of the trial Judge, Justice A.O. Adeniyi of the FCT High Court, who was said to be on an assignment as a member of an election petition tribunal.

Aggrieved citizens of Kogi State among many others who had stormed the court to witness the trial were disappointed when it became clear the trial would not take place.

A growing number of Nigerians have repeatedly questioned the rationale of the APC in choosing to back a candidate with a billion-naira charge baggage in court as opposed to their now questionable Anti-corruption stance.

Also undergoing trial alongside Audu is a former Director General of the Directorate of Rural Development in his administration, Alfa Ibn Mustapha.

Both were arraigned on March 18, 2013 on 36-count charge.‎

Audu and Mustapha are currently being prosecuted by the Economic and Financial Crimes Commission (EFCC), for offences bordering on criminal breach of trust and misappropriation of public funds in excess of N10 billion.

One of such charges reads: “That you Prince Audu and Alfa Ibn Mustapha between 2000 and 2002 at Abuja in the Abuja Judicial Division of the High Court of the Federal Capital Territory, while being the governor of Kogi State and Director General of Kogi State Directorate of Rural Development, respectively, and in such capacities entrusted with dominion over certain property, to wit: an aggregated sum of N2,877,487,690.88 meant for rural development in Kogi State, committed a criminal breach of trust, in respect of the said sum which you falsely claim to be payment made to Aresanmi Technical Industries Limited in respect of the contract allegedly awarded by Kogi State Directorate of Rural Development to the said Aresanmi Technical Industries Limited and you thereby committed an offence punishable under Section 315 of the Penal Code, Cap 532, Laws of the Federation of Nigeria 1990.”

As the Gubernatorial elections for Kogi State approaches, Nigerians wait to see the hand of Justice hopefully prevail.

Politics / Breaking News!!! Fashola, Amaechi, Lai Mohammed, Make Buhari’s Ministerial, Nay, by WatchdogNews: 1:51pm On Oct 06, 2015
This morning, the long awaited list of Noise Makers was announced by the Senate President Bukola Saraki. Noteworthy is the presence of a handful of very questionable characters in the supposedly saintly list.

For months and yes more than a hundred days since President Buhari was sworn in as the President of the Federal Republic, Nigerians were held under a siege of suspense in anticipation of this somewhat controversial list. The delays being largely because according to our dear President, he needed to find a team of untainted individuals. Untainted by corrupt practices or scandal of any kind.

It is however shocking to say the least that individuals such as ”Liar”Mohammed, Amaechi and Fashola, the latter two both of who are currently under investigation for corrupt practices could make this list. There must be a new definition of corruption in this present administration and unfortunately, Nigeria must have failed to get the memo.

One would then wonder if this list is intended to be a Ministerial List or rather a Compensation List rewarding the sponsors of the just concluded elections that brought President Buhari to power.

The APC Change Mantra is quite obviously the biggest fraud committed in the history of Nigeria against its gullible citizens. If this is not a wake up call to Nigerians on the matter of Grand Theft and Corruption Rewards, then we as a Nation have had whatever is coming to us for a long time.

The under fire boss of Chelsea Jose Mourinho, who is increasinglingly a subject of attention since the weekend exits of Liverpool and sunderland managers have told the press that the only reason that can make him leave his current club is losing the dressing room.

The Portuguese has come under pressure after a poor start to the season with Saturday’s loss to Southampton the Blues’ sixth defeat of the campaign.

After the defeat, Mourinho in his normal way insisted that if the club sack him, they would have sacked the best manager in the club history, stressing that the Premier League title defence is not being ripped apart by dressing room rifts.

Politics / Buhari The Petroleum Minister by WatchdogNews: 5:16pm On Oct 05, 2015
When President Muhammadu Buhari announced himself as petroleum minister from New York last week Tuesday while attending the UN General Assembly, a gap was created in the minds of his critics on the justification of his decision, basically, on two grounds, ‘double remuneration’ and ‘competence’. While some people are bothered if the president will be earning the salary of a minister at the same time enjoying that of being the president, others were more concerned about his competence in handling the sector.

The President’s plan to combine the role of a petroleum minister with being the President of the country is going to have adverse effects on the economy and governance. Considering the fact that he is working to defeat Boko Haram militants, root out government corruption and overhaul the country’s large but fragile economy, among other things. And now the 72-year-old leader plans to add to his to-do list running Nigeria’s petroleum ministry, one of the most powerful and controversial posts in the presidential cabinet.

Nairaland / General / INEC Electoral Officer Gives Evidence In Rivers Poll by WatchdogNews: 9:41am On Sep 18, 2015
The Independent National Electoral Commission (INEC) yesterday reaffirmed it stand on the April 11 elections in Rivers State. INEC said allegations of rigging and the hijack of electoral materials in the Rivers governorship election were all false.

Mr Ebikoru Tebekaemi, an Electoral Officer (EO), gave evidence in support of INEC at the Governorship Election Petitions Tribunal sitting in Abuja.

The tribunal is considering a petition filed by the APC candidate, Dr Dakuku Peterside, challenging the return of Governor Nyesom Wike of the Peoples Democratic Party (PDP) as winner.

INEC counsel Mr Onyechi Ikpeazu said the commission would call witnesses to prove its claim before the tribunal.

Ikpeazu led Tebekaemi, who supervised the election at Obio/Akpor Local Government Area, in evidence before the tribunal.

Tebekaemi, an electoral officer at the election, said the election was duly conducted in 15 of 17 wards in the local government area he monitored.

“My lords, it was only at wards 12 and 13, which are Rumuigbo and Rumokuta, that election did not take place. I was also not aware that people were seen at a football pitch thumb-printing ballot papers in favour of Governor Nyesom Wike of the Peoples Democratic Party (PDP),’’ he said.

According to him, sufficient electoral materials were distributed across Obio/Akpor and other parts of the state.

He tendered as exhibits a copy of the election result sheets of Obio/Akpor.

Tebekaemi denied irregularities when asked by the counsel to the petitioners, Chief Akin Olujimi, (SAN) if he was aware of rigging and snatching of electoral materials by armed thugs.

The witness told the tribunal that from his records, 304,745 voters were accredited at the local government area, adding that 40,481 were accredited by the Card Reader Machines.

Tebekaemi’s statement contradicted evidence by two senior INEC officials, who told the tribunal that the election was marred by violence and that all over the state less than 300,000 were accredited.

INEC’s Deputy Director on Information Communication Technology (ICT), who also heads its Data Management Unit, Mrs. Abimbola Oladunjoye, said only 293,072 voters were accredited all over the state.

Head of INEC Election Monitoring Unit Charles Okoye described the election as sheer terrorism. Giving testimony under subpoena, he said no elections took place in the state.

“The election we observed was warfare. It is also militant terrorism and a sham. It was a kangaroo election and a mockery of democracy.

“The election was characterised by largescale violence and disruption of polls in many places. There were snatching of materials, nonstop shooting, allocation of figures and all forms of impunity.

“All these happened on April 11. What happened on that day could not have passed as an election and my observations are in that report which I signed with members of my monitoring team,” he said.

When he was asked by counsel to the PDP, Mr. Ifedayo Adedipe (SAN) if it was true that lack of electoral materials marred the governorship poll, Tebekaemi said he could only give evidence with regard to Obio/Akpor Local Government Area, which was under his control.

“But I can confirm that sufficient electoral materials were distributed across Obio/Akpor and other parts of Rivers State during the governorship election,” the witness added.

The Justice Suleiman Ambrosa-led tribunal adjourned till today to enable INEC produce more witnesses.

Celebrities / Area Boys Strip D’banj Off His Wrist Watch, Shoes And Other Jewellery by WatchdogNews: 4:39pm On Sep 17, 2015
The Koko Master, D’banj is learning the hard way that celebrities can’t hop around town like normal people. Trouble began for the singer last Saturday, at Tin Can Port, Lagos, when he showed up for a video shoot in a Toyota RAV 4 with registration number KJA6158BE.

According to eyewitness accounts, as soon as the area boys laid their eyes on him, they laid siege on him and demanded he settle them by parting with cash but before he could speak a word, they deflated his tyres to his chagrin!
Obviously aware that there was no point arguing with the area boys who numbered over 50, D’banj had disembarked and they had escorted him to an ATM where he withdrew an undisclosed sum to settle them.

However, the area boys refused to disperse and stripped him of his wristwatch and other jewellery including his shoes. They only shifted ground after police men came to his rescue.

Politics / Corruption War:court Stops Security Agencies 4rm Arresting/probing Kingsley Kuku by WatchdogNews: 12:31pm On Sep 17, 2015
A Federal High Court sitting in Abuja has stopped security agencies and anti-corruption bodies from arresting or probing the former Coordinator of Presidential Amnesty Programme, Kingsley Kuku over alleged fraud.

Mr. Kuku is accused of diverting billions of naira meant for amnesty programmes for former militants in the oil-rich Niger Delta.

The Court presided by Justice Valentine Ashi issued the order following an application filed by counsel to the embattled former amnesty coordinator, Ademola Abimbola.

Mr. Kuku had in a motion filed by his counsel, complained that having been invited for interrogation by the EFCC, he may be arrested and detained, unless the court intervenes.

In its ruling, the court barred the Economic and Financial Crimes Commission, EFCC and the Independent Corrupt Practices and other Related Offences Commission, ICPC, from arresting, detaining and investigating Mr. Kuku’s activities as head of the amnesty office.

The order also affects the department of the State Security Services, SSS, the Nigerian Police Force, NPF, the Nigerian Immigration Service, NIS, and National Security Civil Defence Corps, NSCDC.

Mr. Ahsi insisted that none of the anti-graft and security agencies should take any action on the alleged fraud pending the determination of a suit filed before the court.

The judge also ordered the defendants to be put on notice and to appear before him to show cause why an order of injunction should not be granted against them.

The Independent Corrupt Practices and Other Related Offences Commission, ICPC, Wednesday, vowed to challenge an Abuja High Court order.

Religion / Saudi Govnt To Give Families Of Dead Pilgrims N70m Each by WatchdogNews: 9:57am On Sep 17, 2015
Saudi Government said Families of the six Nigerian pilgrims who died in the last Friday’s crane collapse in Saudi Arabia’s grand Mosque will get N70 million each.

They further added that, they will also be entitled to two Hajj slots each next year to be fully paid for by the Saudi government.

The custodian of the two Holy Mosques, King Salman Bin Abdulaziz Al Saud on Tuesday ordered that top officials of the Saudi Binladin Group be banned from traveling outside the kingdom after the probe of the incident partially blamed the construction company for the crane crash.

The Saudi authority announced that families of each of the 111 people who died in the accident will be paid a compensation of one million Saudi Riyals.

One Saudi Riyal is the equivalent to N70.

Saudi local newspaper, Arab News, reported that ‘King Salman ordered the payment of the following to the families of the victims: SR1,000,000 to the family of each person killed in this accident; SR1,000,000 to each injured whose injury resulted in permanent disability; SR500,000 to each of the other injured.”

According to the report, such payment would not deprive the families of the deceased and the injured from claiming for private right before the competent judicial authorities.

“The king also issued directives to host two family members of the deceased as the king’s guests to perform Hajj next year.

“The injured who cannot perform Hajj this year can perform it next year as the king’s guests. The families of the injured who stay in hospitals for treatment shall be granted visiting visas to take care of the injured during the remaining period of Hajj and return to their country,” the royal court said.

Crime / EFCC Arraigns Four Persons Over N1.2billion Pension Scam by WatchdogNews: 11:51am On Sep 16, 2015
The Economic and Financial Crimes Commission (EFCC) has released a statement saying that it has arraigned four persons over their involvement in pension scam of N1.2 billion.

STATEMENT BELOW

The Economic and Financial Crimes Commission, EFCC, on Tuesday, September 15, 2015 arraigned four persons before Justice Abubakar Talba of the Federal High Court, Gudu, Abuja, on a 29-count charge bordering on conspiracy, and collecting by false pretence.

The four accused persons – Ibrahim Ahmed Mazangari, Muhammed Sani Sulaiman, Hajia Fatima Mazangari and Saleh Yerima Tsojon, are alleged to have obtained N1.2 billion from the Federal Government by false pretence and with intent to defraud, purporting same to be monthly pension payable to M. S. Suleiman, Saleh Yerima Tsojon, Isah U. Adamu, Daniel Mikano, and Abdulahi Garba Musa who were falsely held out at pensioners of the Federal Government, by inserting their names in the pensioners’ payroll.

The accused persons, who were offered a biometric contract by a former Head of the Civil Service of the Federation, Steve Oronsaye, to regularize names of pensioners on the pensions’ payroll, allegedly smuggled in names of fake pensioners, and collected unearned pension.

The fraud allegedly involved two companies – Xangee Technologies Limited and Century Construction Company Limited.

Justice Talba had at the sitting of June 30, 2015 rejected a plea bargain proposal mooted by Ibrahim Salau, counsel to Mazangari, before adjourning to September 15, 2015 as a result of the absence of Fatimah Mazangari, the third accused person, who according to Salau was ill.

“Don’t mention plea bargain here. I don’t want to hear about it”, the judge had declared.

At the resumed sitting today, all the accused persons were present in court to take their plea.

One of the charges reads: “That you Ibrahim Ahmed Mazangari, Muhammed Sani Suleiman and Xangee Technologies Limited between 28th April, 2011 and 24th November 2011, within the jurisdiction of this Honourable Court, by false pretence and with intent to defraud, obtained an aggregate sum of N1,072,873.74 from the Federal Government.”

The accused persons pleaded not guilty when the charges were read to them.

In view of their plea, the prosecuting counsel, O. A. Atolagbe, while expressing eagerness for the trial to commence, prayed the court for a short adjournment as one of the key witnesses, who was to appear in court, was recently bereaved.

Salau moved bail application for the accused persons, and prayed the court to admit them to bail on liberal terms, arguing that “the accused persons will not default.”

Though Atolagbe did not oppose the bail application, he urged the court to “put into consideration the nature of the offence, as it touches on financial crimes involving large sums of money.”

Justice Talba, in his ruling on the bail application, admitted the accused persons to bail in the sum of N10 million and two sureties each in like sum, one of which must be a director in the Federal Civil Service, and the other a responsible member of the society, who must submit an affidavit of means and tax documents.

While fixing November 2 and 3, 2015 for trial to begin, Justice Talba ordered that the accused persons be remanded in prison custody, pending the fulfilment of the bail conditions.

Politics / Buhari Reveals Boko Haram Wants To Swap Chibok Girls For Arrested Bomb Expert by WatchdogNews: 10:08am On Sep 16, 2015
President Muhammadu Buhari has revealed that one of the conditions given by the Boko Haram sect to ensure the release of the abducted Chibok school girls was for the Nigerian Government to release an arrested sect member who is an expert in making Improvised Explosives Devices (IEDs).

The News Agency of Nigeria (NAN) reports that the President stated this on Tuesday in Paris while responding to questions from members of the Nigerian community in France under the auspices of Nigerians in Diaspora Organization (NIDO).

Mr. Buhari however said his government would not accept such a demand.

“They wanted us to release one of their leaders who is a strategic person in developing and making Improvised IEDs that is causing a lot of havoc in the country by blowing people in Churches, Mosques, market places, motor parks and other places,” Mr. Buhari said.

He reiterated the administration’s readiness to negotiate – on certain conditions – with the terrorists for the release of the schoolgirls abducted since April 2014.

“The issue of Chibok girls has occupied our minds and because of the international attention it drew and the sympathy throughout the country and the world. The government is (looking into possibility of) negotiating with some of the Boko Haram leadership,” the president said.

Mr. Buhari, however, stated that government must first establish genuine members of the sect so that it would not make the mistake of engaging the wrong persons.

“It is a very sensitive development in the sense that first we have to establish, are they genuine leaders of the Boko Haram. That is number one.

“Number two, what are their terms, the first impression we had was not very encouraging,’’ the president said.

He expressed his administration’s worries over the continued stay of the Chibok schoolgirls in the hands of their captors, saying he was working tirelessly to get them released.

Mr. Buhari noted that the unfortunate incident had attracted global attention and sympathy within and outside Nigeria and government could not fold its alms over the issue.

“But, it is very important that if we are going to talk to anybody, we have to know how much he is worth.

“Let them bring all the girls and then, we will be prepared to negotiate; I will allow them to come back to Nigeria or to be absorbed in the community.

“We have to be very careful; the concern we have for the Chibok girls, one only imagines if they got a daughter there between 14 and 18 and for more than one and a half year, a lot of the parents who have died would rather see the graves of their daughters rather than the condition they imagine they are in.

“This has drawn a lot of sympathy throughout the world; that is why this government is working very hard in negotiating and getting the balance of those who are alive,” he said.

Mr. Buhari assured the diasporans that his administration was doing everything possible to improve on the state of the economy through provision of infrastructure in critical sectors.

The president’s Special Adviser on Media and Publicity, Femi Adesina had, in July, confirmed the willingness of government to engage the sect in negotiations if they were ready.

The Nigerian Army spokesman, Sani Usman, was quoted in the media as saying that members of the terror group were surrendering “en masse” and that the regional offensive was recording fruitful results against the militants.

Some Nigerians, who fielded questions during the interaction with President Buhari, requested to know what government was doing to guarantee the plight of the disabled.

Questions were also asked about the possibility of diaspora Nigerians to vote during elections.

Crime / Aisha Buhari – Rape Laws Should Be Enforced In Nigeria by WatchdogNews: 4:36pm On Sep 15, 2015
Aisha Buhari, the wife of President Muhammadu Buhari, has asked that rape laws be enforced in Nigeria.

Mrs Buhari made the call at a meeting she had with Ministry of Women Affairs, UNICEF and National Population Commission, led by the Permanent Secretary of the ministry, Dr Ezekiel Oyemomi at the state house in Abuja yesterday September 14th.

“We are aware of the national law on rape passed this year on May 25 (Prohibition Act 2015) which states imprisonment ranging from 12 to 20 years. I advocate for the enforcement of this law at all levels. Unfortunately, children are the most vulnerable, being exploited at different stages of their lives. A number of cases on violence against women and children are being reported on daily basis with the most alarming one of those happening in higher institutions of leaning. These include sexual harassment and assaults of female students by lecturers as a result of lack of laws and appropriate actions against the perpetrators,” she said.

Nairaland / General / PDP Chieftain Ogbemudia – Mismanagement Of Previous Successes Led To Our Defeat by WatchdogNews: 4:17pm On Sep 15, 2015
A PDP Chieftain and Former Governor of Old Bendel State now separated into Delta and Edo state, Dr Samuel Ogbemudia, has revealed that PDP mismanaged its successes in previous elections which led to it’s defeat in March 2015 Presidential election.

Ogbemudia made this remark while participating in the PDP’s biometric registration exercise which kicked off in Benin, the Edo State capital on Monday.

According to Ogbemudia, PDP’s defeat would have been avoided if the leadership of the party had listened to advice from well meaning members and some leaders of the party.

“The party’s initial mistake was made when it refused to take full assessment of its victories. Therefore, we mismanaged the successes recorded in previous polls. It is the outcome we are all suffering now,” he said.

Speaking on the reports that he has dumped the party, Ogbemudia said: “I will only cease being a member of the PDP when I can no longer breathe. While I am alive, I will continue to support a PDP that is well led by a remarkable Nigerian who understands the act of service.

“I will do all that is necessary to enable the party get back to its winning way. This card, I will treasure it, I will continue to believe that it is the only passport to a destination that is yet to be carved out,” he added.

Crime / France To Help Fight Terrorism In Nigeria And Africa by WatchdogNews: 7:32am On Sep 15, 2015
President François Hollande of France has promised his administration’s support for the Multinational Joint Task Force (MJTF) with equipment and intelligence gathering in the fight against terrorism in Nigeria and Africa.

The MJTF is the almost 9,000-strong force constituted by Nigeria, Chad, Cameroon and Benin to fight the Boko Haram sect.

The French President spoke at a joint news conference at the Elsee Palace, with visiting President Muhammadu Buhari who is on a three-day trip to Paris.

President Hollande also said the fight against Boko Haram and Islamic State jihadists is the same battle.

He warned that Boko Haram had expanded “after declaring its loyalty to IS”.

He said the jihadists’ alliance, announced in March, had given Boko Haram “a source of material resources.”

“We know Boko Haram is linked to Daesh and so receives help, support from this group,” Hollande said, using the Arabic acronym for the IS group.

“To fight Boko Haram is to fight Daesh, and we can no longer single out terrorism according to regions. It is the same terrorism, inspired by the same ideology of death,” the French leader added.

The French President said his government was concerned about the increasing spate of insecurity in Nigeria and West Africa and is ready to render support in tackling extremism.

He said he discussed with President Buhari new strategies of partnership that would enable Nigeria and its neighboring countries – Cameroun, Chad, Niger and Benin Republic – through the joint action of the MJTF to fight the insurgency and restore the peace.

As an intervention approach to assist in the fight, he recalled that France last year hosted a Regional Summit on Security in Paris which brought together the neighboring countries to chart the way forward.

He said: “We provide all of the support to the countries in the region which are affected by this cult and in Nigeria; we want to provide support and solidarity.”

Thanking President Buhari for his recent actions towards defeating terror, he said France had concluded arrangements to invest 130 million eoros in the development of infrastructure in Nigeria for rebuilding of roads, provision of electricity and water supply.

Despite the fall in the price of crude oil in the international market which has affected Nigerian expected revenue, he noted that the country’s economy still remained strong.

“The Nigerian economy remains strong so, France wants to be doing business in the country.” He said

President Buhari thanked the French government for its interest in assisting Nigeria and expressed readiness of his administration to partner with France.

With the commitment from France, he said Nigeria’s next shopping list regarding support will move to other members of the G7.

“We have to depend on France and the other G7 countries for support to fight piracy.

“Our next shopping list is going to G7 in terms of intelligence and training. Another problem is the problem in the Gulf of Guinea, from Senegal to Angola, that area is endowed with resources like petroleum and other minerals but surrounded by piracy and theft.

“We are going to depend on France and the G7 countries to flush these criminals out of the region.

“On Nigeria’s problems, more than 67 per cent of our youths and most of them under their youthful age are unemployed. We are finding best way in Agriculture and mining to address this before sophisticated infrastructure and security, are provided.

“We want to make sure we feed ourselves and provide security before other things are also tackled,” he added

Nigeria and France, last year, signed bilateral agreements which enables the French government to provide $1.170 Million soft loan through the French development agency AFD for the construction of high voltage power lines and substations that will connect Abuja with electrical distribution network.

The President will today continue his visit and hold talks with the business community in France.

Technology Market / Google Rolls Out Android Pay Mobile Payment In The US by WatchdogNews: 11:50am On Sep 12, 2015
Google Inc said it would roll out Android Pay, a one-touch payment app on Android devices, in more than 1 million locations in the United States on Thursday.

The payment service can be used through Android devices with near-field communication (NFC) technology and Google’s KitKat 4.4+ operating system.

Android Pay will compete with Apple Inc’s Apple Pay in the mobile payments market, which research firm IDC estimates at $1 trillion in 2017.

Existing users of Google Wallet app can access Android Pay through an update, while new users can download it from Google Play store in the next few days.

Google’s shares rose 1.4 percent to $652.74 in afternoon trading. The company said the payment service could be used at stores operated by companies including Aeropostale Inc, Macy’s Inc, GameStop Corp and Staples Inc.

Android Pay will be made available in more locations over the next few days and more features will be added to it in the coming months, Google said in a blog post.

Android Pay will support credit and debit cards on payment networks of American Express Co, Discover Financial Services, MasterCard Inc and Visa Inc and cards issued by banks such as Bank of America and U.S. Bank, among others.

Google said Citigroup Inc and Wells Fargo & Co would also be added to the list in the next few days. As part of security, the service is supported by the industry standard “tokenisation” card-security service.

Tokenisation service substitutes random numbers for a user’s credit card details when a merchant transmits transaction data, reducing the risk of online theft.

The app will come preinstalled on new NFC-enabled phones from wireless carriers AT&T Inc, T-Mobile US Inc and Verizon Communications Inc.

In his resignation letter to Special Adviser to the President on Niger Delta/Coordinator, Presidential Amnesty Programme, Brig-Gen. Paul Boroh (rtd), Alabrah cited “irreconcilable difference as well as inexplicable antagonism and attack on his dignity and self-esteem”.

“In the last three years and three months, I have, through this office and the Presidential Amnesty Programme, been offered the privilege and opportunity to render service to our dear country.

“During this period, I believe that my commitment to duty and the sacrifices made helped to form the progressive outlook that the programme now enjoys.
