The Obama administration soon will begin its systematic review of the approximately 300,000 pending deportation cases, separating "high priority" cases involving criminals it wants to deport from "low priority" cases it will drop, Homeland Security Secretary Janet Napolitano told Congress Wednesday.

The effort marks another point in an evolution of immigration enforcement away from the worksite raids of the Bush administration and towards deportations of illegal immigrants in prisons and jails. Napolitano said a group of Homeland Security and Justice Department officials will begin a small "pilot" review of immigration cases in "two or three" weeks, and hopes to rapidly expand its efforts.

Under the policy announced last year, federal immigration officials will place the highest priority on deporting illegal immigrants who pose a danger to public safety and national security, while "administratively closing" other cases, taking into consideration a list of factors. Those factors include the person's length of time in the United States, whether the immigrant arrived as a child, served in the military and has a spouse, child or parent who is a U.S. citizen. DHS officials say the new policy, which gives immigration officials "prosecutorial discretion," is similar to policies of previous administrations, and is a "common sense" approach to immigration enforcement.

But critics have blasted the policy, say that by "administratively closing" cases, the Obama administration is giving "amnesty" to illegal immigrants. The policy is "alarming, especially for those of us who firmly believe in the rule of law," Sen. Charles Grassley, R-Iowa, said Wednesday. Grassley said much is unknown about the policy, including whether illegal immigrants with criminal convictions will be eligible to stay in the country, and what will happen to undocumented immigrants whose cases are closed. "We want answers. We want transparency and accountability. We want to be part of the process," Grassley said.

In a recent speech, Napolitano said critics ignore the fact the number of deportations has increased during the Obama administration, and that the composition of that number has "fundamentally changed." The ranks of deported people "consist of more convicted criminals, recent border crossers, egregious immigration law violators and immigration fugitives than ever before," she said.

Of the 396,906 individuals removed from the U.S. in fiscal 2011, nearly 55 percent had been convicted of felonies or misdemeanors. That's an 89 percent increase of criminals from three years ago, DHS said. Napolitano said DHS has eliminated worksite raids, saying they "did nothing to enhance public safety." Instead, the Obama administration has focused on prosecuting employers who violate employment laws, she said.

Napolitano said the department's focus on criminal illegal immigrants is better than "the ad hoc approach where non-criminal aliens are more likely to be removed than criminals."

Wesley Warren Jr, went public about his condition - scrotal elephantiasis - because he is desperate to try and raise the cash for the costly operation. "It's not easy to get around, It makes me stay in most of the time." he says.

The 47-year-old, who developed the rare condition three years ago, said he has regular bouts of depression. "I want to have real friends and a relationship with a woman," he told the paper. "But I'm not suicidal. I'm too strong for that." Although he knew some people would laugh at his condition, Mr Warren decided to go on Howard Stern's radio and cable TV show to raise awareness of his plight. "I don't like being a freak, who would?" he said. "But I figured that the Stern show is listened to by millions of people and they might want to help me. I hope some millionaire or billionaire will want to help me."

His condition is rarely seen outside of the tropical areas of Africa and Asia and is usually caused by a mosquito-spread parasitic infection. But Mr Warren said he had never travelled to tropical areas and believes the condition is down to an accident in 2008, when he caught his testicles with his leg while twisting in bed. The next day Mr Warren said his scrotum had grown to "the size of a soccer ball" and continued growing.

The two players had to be separated by referee Andre Marriner on several occasions during a lengthy spat and Evra alleged after the match that he had been racially abused by the Uruguayan. An official spokesman for Liverpool had previously stated that the forward "categorically denied" the allegation. The FA is set to investigate the incident.

Andy Murray beat David Ferrer 7-5 6-4 in the final of the Shanghai Masters to move up to number three in the world rankings.

Defending champion Murray moved ahead of Roger Federer in the standings after taking his fifth title of the year. The Scot has now won three tournaments in Asia this month alone. Federer has not been outside of the top three since before he landed the first of his 16 Grand Slam titles at Wimbledon in 2003.

Murray had already won in Japan and Thailand in October and had to be at his best to see off Ferrer. He had a spell as world number two in the summer of 2009 but has never finished a year inside the top three. Murray said: "I'm still not guaranteed to finish at number three, I'm going to have to win some more matches.

In a scary confrontation filmed by a diner, a cashier at a McDonald’s in Manhattan can be seen beating two female customers with a metal rod after the duo jumped the counter during a dispute early yesterday morning.

As seen in the above video, Rayon McIntosh, 31, repeatedly struck the women while they were on the ground behind the counter at the McDonald’s, which is across from the famed West 4th Street basketball courts in Greenwich Village. According to a felony criminal complaint filed against McIntosh, one woman suffered a “fractured skull requiring surgery” and a broken bone in her arm during the assault. The second woman suffered “substantial pain and a laceration,” the complaint notes.

A 60-year-old Pennsylvania man yesterday was charged with injecting his semen into “multiple food containers” during a 10-month period ending earlier this year, according to court records.

Joseph Bartorillo, who has agreed to cop to a federal charge of tampering with consumer products, struck a plea agreement that calls for him to be sentenced to two years in prison. Bartorillo has admitted that he injected his semen into the yogurt of two female coworkers at a Procter & Gamble plant in Wyoming County. He did this, one investigator told TSG, on 13 occasions.

Lagos State Government dismiss rumour of another looming Flood
The Lagos State Government on Sunday urged residents of the state not to panic as torrential rains, which started at the weekend, caused flash flood in some parts of the state.

A statement by the Commissioner for the Environment, Mr. Tunji Bello, stated that the government had adequately prepared for floodings as part of its preparation to combat effects of global warming. It also advised the residents not to dump refuse in the drains, saying such action could eventually aid flooding.

The statement reads, “It has been raining heavily in many parts of the state throughout the night and available reports indicate that flash floods have been noticed in some areas of the state. “Residents are advised not to panic as this incessant rainfall is as a result of global warming, which the state government has adequately dredged and cleared our drainage channels to contain.

“Similarly the state government has dispatched the Emergency Flood Abatement Department teams to all the zones in the state to assist residents in areas of need. “Lagosians are however advised to desist from dumping refuse into the drains as well as discourage your neighbour who wants to do so to desist from such act, as refuse not properly disposed might end up on the highway to cause serious flooding on the road.

Blackout looms nationwide as PHCN plans to shut 5 power plants
The Power Holding Company of Nigeria,PHCN, has announced plans to shut down five power plants across the country, a plan that will drastically reduce the present state of power generation.

The announcement, which was made, yesterday, by the company may likely hurt the Federal Government’s ambition to attain about 5,000 megawatts of electricity by the end of December. Few weeks ago, government celebrated the achievement of over 4,050 Mw, marking the highest quantum of electricity generated in the history of the nation.

PHCN, in a statement, said it “regrets to inform its esteemed customers nationwide of the notice received from Nigeria Gas Company Limited,NGC, of the planned shutdown of Shell Petroleum Development Company, SPDC, Utorogu and Ughelli East Gas Plants, Oben, Sapele and Ogharefe gas plants of Saplet and Pan Ocean for maintenance purposes.

“This will be for seven days, commencing October 11, 2011.”

The maintenance, according to NGC, will lead to complete shutdown of Geregu, Sapele, Ughelli, Omotosho and Olorunsogo power stations throughout the period, thus resulting to a cut back in generation of over 1400Mw. It added that, “This loss of generation will entail minimal load shedding in many parts of the country.

“We, therefore, appeal to our valued customers and other stakeholders for understanding and support, while assuring that power supply situation will considerably improve once gas supply is restored to these stations.”

South-East Governors demand new states
The South-East Governors' Forum demand for new states  in the geopolitical zone of the country at its one-day meeting on Sunday.

This is just as it warned that it might not support the proposed constitutional amendment if the demand was not met. Addressing newsmen shortly at the end of the meeting at the Government House, Enugu, the chairman of the forum and Anambra State governor, Mr Peter Obi, said an additional states in the zone would address the current imbalance in state creation in the country.

According to the governor, the zone would not be disposed to the proposed constitutional amendment if the additional state was not added to area. Joined in the meeting by governors of Imo, Enugu and Ebonyi states, Governor Obi, who said the situation was unacceptable to the people of South-East, demanded justice on the issue.

On the issue of the proposed removal of oil subsidy by the Federal Government, Obi said the governors would discuss the issue and make their position public later.

In Mexico, they call her the 'Miracle Woman' - and it's easy to see why.

Put simply, what happened to Karla Flores is incredible by any standards. It all started one day when the mother-of-three, from Culiacán, in the state of Sinaloa, was selling seafood on the street. She heard a bang and something hit, knocking her down. Karla felt a burning sensation in her face and when she raised her hand to it there was blood.  Then she lost consciousness. When Karla woke up in Culiacán General Hospital she thought a stone or rock must have got lodged in her face.

The 32-year-old said: 'The doctor asked me what happened. I told him that I thought a stone hit me. 'Then they started to look and discovered that it was some kind of projectile, but they didn't know what it was.' The x-ray and the tomography showed a weird object stuck between the superior and inferior jawbones. Then they realised - it wasn't a stone, it was a live grenade.

Apparently, the grenade was fired with a grenade launcher - the noise that Karla heard - but it didn't explode when it hit her face. It just got embedded. Immediately the hospital was put on alert - because the deadly explosive could go off at any moment and kill everyone within 32ft. Barely able to breathe, Karla was isolated and the hospital's patients and staff evacuated. But the clock was ticking and something still had to be done with Karla. Most of the doctors didn't want to operate her.

Finally, the hospital head, Dr Gaxiola Meza, asked for volunteers. Four brave people came forward: Two anesthesiologists, Felipe Ortiz y Cristina Soto, the nurse Rodrigo Arredondo and Dr Lidia Soto. Along with two explosive experts from the Mexican army, they took Karla to an open field to operate her. They took all the surgical equipment with them, including light sources. That way, in case they made a mistake, nobody else would die. Karla, under only local anesthesia, was given a tracheotomy so she could breathe and four hours later, around midnight, it was done.

The device was extracted from her head by a doctor wearing no armour and guided by military experts. The patient lost half of her teeth, her face is deformed by the giant scar and, according to the doctors, she has at least three years of operations ahead. But she is alive. Police are investigating but no arrests have been made.

Cemetery Worker Stole Guitar From Corpse's Casket!
A Wisconsin cemetery worker allegedly removed a valuable Fender guitar from the casket of a 67-year-old Army veteran who died last week and had told family members that he wanted to be buried with the instrument, which was his “pride and joy,” according to court records.

Steven Conard, a 39-year-old grounds worker at the Allouez Catholic Cemetery, was arrested Saturday and charged with felony “theft from person or corpse.” Conard, who plays in a band, reportedly confessed to stealing the Fender Telecaster when confronted at his Green Bay home by Brown County Sheriff’s Department deputies. “This isn’t something I normally do,” Conard said, according to a Circuit Court criminal complaint. “I just have a respect for fine musical instruments.” The cream-colored guitar was recovered from Conard’s living room, where the instrument was on the floor “in plain view.”.

The $2000 Telecaster had been placed in the casket of Randall Jourdan, who died last Monday. Jourdan, a father of nine and grandfather of 29, “liked to play guitar and watch baseball,” according to an obituary. William Jourdan, one of the decedent’s sons, told investigators that his father had played guitar for more than 40 years “and that this guitar was his father’s pride and joy.” Cops added that, “William stated Randall told everyone that he wanted to be buried with the guitar.”

After Jourdan’s September 19 death, his casket was transported to the cemetery, where it was placed in a mausoleum building. A funeral director told Conard and another cemetery worker, James Lang, that “a guitar was in the casket with Randall’s body and the family wanted to verify that it was still there prior to the casket being placed in the burial chamber.” Jourdan is seen at left.

When the funeral director left to rejoin Jourdan’s family members, Lang told deputies that Conard opened the casket and remarked, “That’s a Telly, a really expensive guitar. I have to have that guitar. It’s too expensive to be in a crypt.” Lang, who recalled that the Telecaster was atop Jourdan’s body, added that as Conard closed the casket, he asked “if he would say anything if he took the guitar.”

Lang, who said he shrugged off Conard’s comment, subsequently checked twice to make sure the guitar was still in Jourdan’s casket, which was sitting in a burial chamber about ten feet off the ground. The opening to the chamber was temporarily covered with curtains, until a permanent stone face could be attached. When Lang checked the casket a second time, he discovered the Fender missing and contacted his supervisor, who summoned sheriff’s deputies. When apprised of the guitar’s pilfering, Jourdan family members “were distraught over the situation.”
Court Record

The Telecaster was subsequently returned to Jourdan’s kin and “final entombment” was completed Saturday, according to a press release from cemetery officials. Conard, who appeared today in court, remains in custody at the Brown County jail.

Libya Update: Gaddafi's hometown of Sirte 'close to falling'
Interim government forces in Libya have made significant gains in the battle for the city of Sirte - hometown of the fugitive leader Col Muammar Gaddafi.

National Transitional Council (NTC) commanders said they had captured the main hospital, the university and the Ouagadougou conference centre. But heavy street fighting continues around Sirte city centre. Once Sirte falls, the NTC say they will declare national liberation, even if Col Gaddafi remains at large. Pro-Gaddafi forces also control the desert enclave of Bani Walid, but it is seen as less significant as it does not lead to any exit routes from the country.

In August, members of Col Gaddafi's family and his inner circle fled to neighbouring Algeria and Niger. "I do believe, God willing, that the liberation of these cities [Sirte and Bani Walid] will happen within this week," NTC chairman Mustafa Abdul Jalil told reporters in Tripoli.

PDP Chieftain in Enugu South LGA shot dead by Gunmen
Chairman of the Peoples Democratic Party, PDP, in Enugu South local government area of Enugu State, Mr. Steve Ani, was shot dead by suspected assassins in Enugu Friday night.

An eye-witness account said Ani was about driving into his country home at Amechi Awkunanaw within the Enugu capital city when two young men on a motorcycle blocked his vehicle and pointed guns at him. Before the PDP chairman could make any move, the gunmen shot him several times at close range.

Following the gunshots, Ani was said to have lost control of the vehicle and ran into a ditch. According to the eyewitness, while the PDP chief was screaming for help in the ditch, the gunmen pumped more bullets into his body. The sound of gunfire forced residents to scamper for safety, leaving the victim in a pool of his own blood inside the car. The gunmen were said to have escaped through the Amechi axis of Enugu-Port-Harcourt expressway, while policemen later recovered Ani’s lifeless body and his bullet-riddled car from the scene.

Enugu State commissioner of police, Mr. Danazumi Job Doma, confirmed the murder and stated that there were indications that Ani’s death might not be unconnected with cultism. “The incident occurred on Friday. He was driving to his house when suddenly people blocked his vehicle and immediately opened fire. They killed him on the spot. I don’t understand why people should be killing other people like rats. But we have this feeling that his death may be related to cultism and cult violence”, the police boss said.

The CP said that three suspects have been arrested in connection with the killing, adding that the suspects would be charged to court if found culpable.

Red Bull's Sebastian Vettel wrapped up the 2011 world title as Jenson Button saw his hopes end despite winning the Japanese Grand Prix.

Vettel and Button vied for the lead off the line but the Briton's McLaren went ahead at the second stop. Ferrari's Fernando Alonso went on to finish second leaving Vettel, who had harried the Ferrari, in third place. McLaren's Lewis Hamilton survived a puncture and another clash with Ferrari's Felipe Massa to finish fifth.

Andy Murray defeats Rafael Nadal in Japan Open final
Andy Murray came from a set down to beat defending champion Rafael Nadal in the final of the Japan Open.

The British number one, who won last week's Thailand Open, hit six aces and broke Nadal twice to win the second set 6-2 after losing the first 6-3. The Scot then broke the Spanish world number two thrice more as he wrapped up the win by taking the deciding set 6-0. "I played some great tennis and the third set was some of the best I've played against him," said Murray. "There were a lot of close games towards the end of the first set and beginning of the second and I managed to get the momentum and didn't give him many chances after that.

Andy Murray to meet Rafael Nadal in Japan Open final
Andy Murray will play Rafael Nadal in Sunday's final of the Japan Open after a comfortable win over David Ferrer.

The British number one beat the Spaniard 6-2 6-3 to remain on course for a second successive title after winning the Thailand Open last week. Defending champion Nadal beat American Mardy Fish 7-5 6-1 in the last four. The top seed served out the first set after breaking Fish in the 11th game before going on to break his opponent three more times in the second set.
