The landmark judgment on local government autonomy made on July 11, 2024 by the Supreme Court of Nigeria affirming its original jurisdiction as contained in Section 232 of the Constitution of the Federal Republic of Nigeria, 1999 (As amended) is a good score against dictators and usurpers of power who have caged and retarded the local government councils in Nigeria for decades.

The executive at the Federal Government (FG) level having noticed State Governors’ overbearing and exploitative actions on the local government (LG) in Nigeria, took the bull by the horn in May 2024 and challenged the aberration at the Apex court. The FG suit marked SC/CV/343/2024 urged the Supreme Court, inter alia, to issue an order prohibiting state governors from embarking on unilateral, arbitrary and unlawful dissolution of democratically elected local government leaders, issue an order permitting the funds standing in the credits of local governments to be directly channelled to LGs from the Federation Account and to issue an order preventing the governors from further constituting caretaker committees to administer the affairs of local governments in violation of the constitutionally recognised and guaranteed democratic system. The Court affirmed all these prayers of FG. Rights and Freedom Advocates (RIFA) like other patriotic Nigerians see this this ruling of the Apex Court as a victory for the good people of Nigeria.

It would be recalled that Section 7 (1) of FRN 1999 Constitution (As amended) provides “the system of local government by democratically elected local government councils is under this Constitution guaranteed; and accordingly, the Government of every State shall, subject to section 8 of this Constitution, ensure their existence under a Law which provides for the establishment, structure, composition, finance and functions of such councils.” Rights and Freedom Advocates (RIFA) note that this constitutional provision of democratic local government administration is superior to any justification in support of States’ annihilation of local councils. Therefore, any State law which contradicts any provision of the Constitution shall remain null and void to the extent of its inconsistency in line with Section 4 (5) of the Nation Constitution

Therefore, the claim that Section 162 (5- provides for the State Joint Local Government Account into which shall be paid all allocations to the local government councils of the State from the Federation Account and from the Government of the State is contrasuggestible to Section 7(1) on what democratically elected officials should do if no such account exist between the States and the FG. Similarly, Sections 3 and 4 of Part II B of the Third Schedule of the 1999 Constitution of the Federal Republic of Nigeria which makes provision for the establishment of State Independent Electoral Commission to organize, undertake and supervise all elections to local government councils within a state remains the main hurdle which the National Assembly must repeal as a matter of urgency. The hitherto action of the State Houses of Assembly not recording 2/3 majority to support local government autonomy should be a thing of the past as the State Houses of Assembly and the National Assembly must expedite action to ensure the Supreme Court decision comes to fruition.

To effectively guarantee efficiency of functions of local government in Nigeria specified in Section 7(5) of the 1999 Constitution of FRN thus “The functions to be conferred by Law upon local government council shall include those set out in the Fourth Schedule to this Constitution”, the Constitution must be made to ensure true federalism and independence of each tier of government in the Country so that no State Governor would be emperor on the local government again.

Besides, RIFA noted there should be abolition of State Electoral Commission which has been a tool the Governors used to legitimize their electoral and administrative frauds at the local level. INEC should be empowered to conduct elections at local government level as it did in 1998. Now that governors have been directed to steer clear of LG fund and control, the local government should think out of box to justify their autonomy and make the FG not regret fighting for their emancipation. The local populace should also constitute pressure groups to monitor local government operations so that the local government leadership would not become another terror on the populace which fought for their liberation. Arbitrary levies, taxes or unorthodox collection agents should be eschewed in order to protect the sanctity of the local administration while professionals should be given due recognition in administration of the Country as against touts destroying the Nation with rascality.

As both the executive and judiciary have joined Nigerians to clamour and ensure local government autonomy, the last hurdle to cross now is with the National and State Assemblies and Nigerians and international community are eagerly awaiting the legislature seal that would finally guarantee local government autonomy in Nigeria by ensuring relevant sections of the Nation’s constitution are repealed and assented to as soon as possible as any delay by the Assemblies would be seen by Nigerians as sabotage and all Assembly members become saboteurs of national heritage, cohesion and progress. Therefore, all hands must be on deck by all stakeholders to ensure genuine autonomy for local authority.

Allegedly, Adebukola's connection to Gistlover stemmed from receiving a car gift from them some time ago, prompting suspicions leading to his arrest.

Despite Adebukola's assertion of no affiliation or knowledge of Gistlover, the Police purportedly aimed to leverage his association to apprehend the elusive figure. As of now, Gistlover remains unscathed by the authorities, while Adebukola remains in police custody since the previous month.

The alleged gruesome murder of late Master Destiny Sunday by some
soldiers whose identities are yet to be known is a pointer to the callous attitude of some criminals who have infiltrated Nigerian Army and other security agencies.

The Rights and Freedom Advocates (RIFA) received the sad news of details on the circumstances culminating in the death of late Mr Destiny Sunday. The report had it that on Tuesday March 14, 2023 some soldiers besieged where late Mr Sunday Destiny was working on the invitation of the management of the place over a missing tool allegedly taken by the deceased.

The deceased was allegedly murdered by the yet to be identified soldiers who were said to have been invited by Ibeachu Ejike; the Manager of Club 183 Sports and lounge, Ago Palace Way, Okota, Lagos over alleged missing property at the Lounge where the deceased was a worker until the fateful day.

Our investigation revealed that late Mr Destiny graduated from Eric Moore High School, Surulere, Lagos in 2011 after which the struggle for survival led him to where he was callously eliminated by criminally-minded people. The short video of how he was being tied and beaten streamed live by a colleague at the work place eventually led the recorder to taste another round of hell leading to the phone being used for recording damaged beyond repair apart from bruise and injuries suffered in his body.

The short video was the extent of what
was broadcast live before the recorder was discovered and immediately brutalized by same murderous elements. The second video showed how the recorder also tasted death partially.

These brutal attacks on the duo of late Destiny and his colleague at work by the management of Club 183 Sports and lounge, Ago Palace Way, Okota, Lagos is not only against the Anti-Torture Act, 2017 but also inhumane, barbaric, condemnable and heinous. Therefore, the culprits must be identified, prosecuted and not be allowed to be swept under the carpet.

The effort of Police in Lagos State is commendable so far but the Police hierarchy needs to take over the case due to repugnant news coming from Panti that the owner of the bar where Destiny was killed has been influencing the Police to release him and his manager at any cost he was ready to pay.

On this, RIFA call on good citizens to rise in defence of the deceased so that the victim of human cruelty won’t die in vain. Regardless of what the deceased offence might have been, jungle justice remains criminal act and so the perpetrators must be treated as criminals for taking a soul unjustly and brutalizing another with impunity.

Besides, reports had it that the deceased’s
family members are also being threatened to forget the case ditto to his colleague who briefly recorded the horrendous act.

It should be noted that Anti-Torture Act, 2017 provides in Section 1 that “The Government shall- (a) ensure that rights of all persons; including suspects, detainees, and prisoners are respected at all times and that no person placed under investigation or held in custody of any person in authority shall be subjected to physical harm, force, violence, threat or intimidation or any act that impair his free will”.

Similarly, section 3 of the Acts provides— (1) No exceptional circumstances whatsoever, whether a state of war or a threat of war.Internal political instability or any other public emergency, may be invoked as a justification for torture…” Therefore, there is no justification whatsoever for the horrific killing of Destiny by wicked people.

On this, the good Nigerians and authorities should expedite actions at identifying the immediate and remote killers of Destiny, prosecute the alleged murderers of the deceased so that his parents won’t lose on two sides; missing a son and getting no justice.

Similarly, adequate security should be provided to the families of the deceased and those supporting the cause for justice. RIFA hereby call on the Lagos State Government, the Nigeria Police and the Nigerian Army to take necessary steps to ensure justice is served in this case by identifying the killers and prosecute them accordingly.

Also, should anything happen to those demanding justice for Destiny, the
management of Club 183 Sports and lounge and the yet to be identified
soldiers should be held responsible.

It is no longer news that Nigeria may soon swim in self-induced recession as a result of low trading activities caused by paucity of Naira notes which attracted wide outrage nationwide. Rights and Freedom Advocates (RIFA) noted, as a continuum of the earlier criticism of the policy, that the precarious situation led to protests and destructions of properties in some parts of the Country as a response to the anti-people Naira redesign policy of the Buhari-led government.

It is also noteworthy that some Governors and patriotic citizens rose to the challenge culminating in the Supreme Court “relief judgment” that saved the Nation from executive recklessness. As if the Central Bank of Nigeria (CBN) Governor Emefiele has hypnotized everyone in the Buhari administration, none has raised a voice against the callous policy.

In fact, the Attorney-General of the Federation that is supposed to defend the people is also defending the Emefiele toxicnomics (any policy that affects economic activities retrogressively)

In the meantime, on February 3, 2023, President Muhammadu Buhari was quoted to have requested seven days to do the needful. The President requested grace period expired on Friday February 10, 2023.

Unfortunately, till date the President is yet to address the Nation on what has been done to assure Nigerians of any meaningful action taken to ameliorate the economic situations in the Country.

Or was the President oblivious of the need to give feedback to citizens after honouring him with cessation of protests? Is the President unmindful of the implications of his silence and or his associates do not know they need to ensure the President addresses the Nation in this critical situation assuming the President is unperturbed by the need to speak to the people?

The President at this crucial time must speak out as his silence is no longer golden. He should let the citizens know their fate as many banks and traders reject the old Naira notes against the pronouncement of the Supreme Court while many banks now hawk and trade new Naira notes even when Section 21(4) of the CBN Act abhor such practice when it provides that “it shall be an offence punishable under sub section 1 of the Section for any person to hawk, sell or otherwise trade in Naira notes, coins or any other note issued by the Bank”.

Is this how the Nation will remain? Even though CBN has declared that old Naira notes are no longer legal tender, the law permits the citizens to take the one at their disposal to the banks and have it redeemed at any period.

Nonetheless, the impunity which characterized Emefiele approach to change of the Naira notes deserves patriotic legal resistance as if this was the first time the Nation was changing its currencies. This is necessary so that Emefiele would not constitute another clog in the wheel of the development of Nigeria.

Furthermore, section 20 (3) of the CBN Act 2007 provides “ Notwithstanding sub-sections (1) and (2) of this section, the Bank shall have power, if directed to do so by the President to do so and after giving reasonable notice in that behalf, to call in any of its notes or coins on payment of the face value thereof and any note or coin with respect to which a notice has been given under this sub-section, shall, on the expiration of the notice, cease to be legal tender, but, subject to section 22 of this Act, shall be redeemed by the Bank upon demand”.

This shows that it is incumbent on all authorized banks to collect the old Naira notes even after expiration of the deadline and when such notes are taken to CBN by the banks, the CBN must collect it for redemption. So, the CBN Governor’s insensitive release on the plight of the people where he was insisting on not allowing people to have sufficient cash for their daily activities is simply anachronistic and barbaric.

So, is it because there is no sanction that the Banks are acting ultra vires by rejecting what the laws oblige them to collect indefinitely or because the CBN head is an accomplice in the whole saga? If the banks reject the notes from the individuals, are citizens expected to take the notes to CBN offices for replacement when CBN offices are mainly in State capitals and FCT? Is CBN legally authorized to attend to individuals?

If yes, would that not expose CBN to insecurity and endanger its staff and their properties? These and more questions beg for answers

Similarly, section 20(5) of the Act provides that “ any person who refuses to accept the Naira as a means of payment is guilty of an offence and liable on conviction to a fine of N50,000 or 6months imprisonment”. Therefore, the President must speak out and announce to the Nation serious sanctions awaiting any saboteur bank which may be acting contrary to the laws.

The Federal Government should fine, in hundreds of millions or billions of Naira, any bank that refuses to collect the currency from the public even after the stipulated deadline because the CBN Act gives no specific time limit for the Central Bank to redeem the outdated notes in as much as it is not lost, stolen, mutilated or imperfect note or coin (Section 22 of the CBN Act).

Now, the President or any authorized government official must tell Nigerians the situation report on Naira notes availability and the way forward. Or does the President want to leave everyone in the quagmire? The government cannot remain silent at this moment and expects people not to vent their anger.

Whatever consequence government silence generates should not be blamed on the citizens but the lackadaisical government which tries to abdicate its responsibilities. It is either the Government speaks to the people now on the situation of Naira notes on whether more notes have been printed, circulated or not and state how it has been trying to improve the imbroglio.

Nonetheless, RIFA urge the citizens not to dance to the tune of the miscreants who only participate in protests to steal, rob or cause havoc which would be detrimental to societal stability. It should be noted properties destroyed in any protest would only enrich the wealthy more as none of the protesters may be given the contract to rehabilitate destroyed properties.

Besides, public members making use of such destroyed banks, properties or public places would face more hardship by having to spend more to access services that should have been accessed nearby had those banks, properties or public institutions not destroyed by the hoodlums during purported protests.

Protest is a legitimate means of resistance but it yields result only when applied according to rules of the game. It is on this ground RIFA call on Nigerians to protest reasonably by calling on those at the helm of affairs to do the needful to save the Nation from the consequences of the excruciating Naira redesign policy of Mr Emefiele who would remain in the history of the Country as the worst CBN Governor with toxicnomic policies.

It was like drama when on Wednesday October 26, 2022 Rights and Freedom Advocates (RIFA) like other people leant that the Central Bank of Nigeria (CBN) Governor; Mr Godwin Emefiele made a release indicating CBN was ready to issue new Naira notes of N100, N200, N500 and N1000 effective from December 15,2022 on the lame excuse of counterfeiting and following global best practice as if that global best practice was not in existence wherein he is celebrating worst Naira regime since creation of Nigeria.

At least, Sanusi Lamido Sanusi and Prof Charles Soludo while holding sway maintained Naira to dollar between N165-N167 until our CBN Governor Emefiele plummeted the Nation to the current level of above N700 to one dollar at the parallel market which was less than N200 when he took over.

Regretfully, the CBN Governor claimed he was changing Naira notes, inter alia, because over 80% of currencies in circulation are outside the vaults of commercial banks. He was also quoted to have said “indeed, the integrity of a local legal tender, the efficiency of its supply, as well as its efficacy in the conduct of monetary policy are some of the hallmarks of a great Central Bank”.

Unfortunately, on the above, our CBN Governor shoot himself or would he claimed to have led a great CBN with the worst Naira value?.

He was also quoted to have opined that significant hoarding of banknotes by members of the public led to a worsening shortage of clean banknotes as well as ease of counterfeiting the notes.

How Nigeria produced this kind of CBN Governor at this critical period of seriousness made jest of our Nation. Is it the money in circulation that is useful for business and economic growth or the one in bank vaults? No wonder, Gov Emefiele is synonymous with poor economic knowledge causing the Country serious economic woes.

In any society where Central Bank is led by informed cum patriotic citizen and sound economist, no lame excuse of changing banknotes because of higher percentage of national currency in circulation would make sense in public domain.

In fact, every sound economist and financial expert would have craved for higher percentage of a nation currency to be in circulation for business operations. Our Governor also blamed rate of counterfeiting of those bank notes as basis of his policy to change the notes.

However, he failed to tell Nigerians if counterfeiting he blamed on the Nation Banks’ cheques had stopped following his order for issuance of new cheques at least three times since becoming CBN Governor.

It is the same Governor Emefiele who heads CBN under whose custody sensitive election materials are kept that went to court to allow him contest under All Progressive Congress (APC) and he is still in charge till date even though was only prevailed upon to forgo his ambition.

That alone is a fact that no serious reigning CBN governor would have opted to contest for the Nation presidency if he has been working for the Nation financial and economic progress.

To avoid other political parties asking for his step aside before election, he wanted to bribe them with new notes to buy votes or gave them another news to forget his main missions to compromise the Nation electoral process.,

Before now, the common joke was that something is as less as Benin Republic CFA but today, the currency is at least by 500% better than Nigerian currency courtesy of our CBN Governor Emefiele who is now celebrating his mediocrity with useless policy to dissuade attention of Nigerians. Is it the new notes that would restore the lost Naira value?

Furthermore, it was the same Governor Emefiele who dubiously sold Skye Bank to a ghost Bank in 2018. A search for Polaris Bank Limited on the website of Corporate Affairs Commission (CAC) as at 11:47 pm on Sunday 23rd September, 2018 showed the company; Polaris Bank Limited was yet to be registered by Corporate Affairs Commission yet it was allowed to acquire a bank of Skye Bank status on anticipatory ground on September 21, 2018.

However, surreptitiously and fraudulently, by Monday morning of September 24, 2018 at 11:02 am a strange Company; Polaris Bank Limited with registration number 1525101 was said to have been registered on 14th September, 2018 leaving another Polaris Bank Limited on the page as registration in progress.

If by Sunday 23 September, 2018 there was no registered Company in Nigeria with the name Polaris Bank Limited, how then did Polaris Bank Limited that came alive on Monday 24th September 2018 got registered on September 14, 2018 and yet non-existent on CAC website as at date of acquisition of Skye Bank Plc yet CBN release claimed the new Company has a track record in the industry?

To sound economic observers, the current CBN game is to open another dubious business for partners in economic sabotage as was done for parallel market dealers who now hold the Nation into ransom. It may also be to empower those who use phony company to take over an existing Company and this went without sanctions, Did they think we forget in a hurry those who hoarded new Naira notes and return old currency to circulation while lying they had destroyed the old mints?

So, instead of strategizing to save the Nation from its current economic quagmire, what our CBN Governor could think is how to foreclose his mediocrity, perfidy and economic sabotage in the public domain of unsuspecting citizens. RIFA warn Nigerians to be wary of Governor Emefiele Greek gift by not allowing themselves to be cajoled by rejecting the new Naira notes for valued currency with better monetary policies that would revamp the nation economy.

Video of a Kenyan Woman who accuses employer of forcing her to breastfeed his dogs while he filmed her has gone viral online.

A woman claims her employer forced her to breastfeed his dogs and filmed her carrying out the task.

The mother had left Kenya, where she217;s from, and had gone to work in Saudi Arabia, where the alleged incident took place.


Francis Atwoli, Kenya217;s Central Organization of Trade Unions (COTU) Secretary General, has now called on President William Ruto’s government to ban employment agencies overseeing migration of Kenyan workers to Saudi Arabia.


Atwoli said on Saturday, October 8, that he received a disturbing video from a woman in Saudia Arabia, who alleged that her employer forced her to breastfeed their dogs.

“She left her husband and children in Kenya two months after giving birth,” Atwoli told NTV as he displayed a video of the woman breastfeeding.

The COTU boss called for intergovernmental diplomacy to address the plight of Kenyans in Saudi Arabia and other gulf countries.

Atwoli said: “This is indirect slavery, I want to appeal to our government to go the way President Kibaki’s government under Phylis Kandie did.

“Let this issue be a government-to-government.

“Let Kenya negotiate with Saudi Arabia on terms and conditions of service… so that our people can do decent jobs and not a job of breastfeeding dogs.”

Atwoli said the inhumane actions being witnessed in Saudi Arabia are denying Kenyans dignity and respect.

He added: “It denies us our own citizenship as Kenyans who are from a free and independent country.

“I want to appeal to government to ban all employment agencies and review issues related to outside employment as advocated for by the International Labour Organization.”
