IPPIS REJECTION: ASUU Should stop being a disgrace to Nigeria, embodiment of corruption

The Academic Staff Union of Universities (ASUU) was quoted in some sections of the media in the past few days of being poised for a showdown with the federal government over planned enforcement of Integrated Personnel Payroll System (IPPIS) on her members as contained in President Muhammadu Buhari Federal Budget (FG) 2020 Budget presentation to National Assembly on Wednesday October 9, 2019 that any agency that failed to enrol in the IPPIS by October 2019 would not be paid monthly salary.

Rights and Freedom Advocates (RIFA) saw the university lecturers’ threat as an attempt to swindle Nigeria into lawlessness and fraud. Integrated Payroll and Personnel Information System (IPPIS) is to provide a reliable and efficient database for the public service to eliminate record and payroll frauds, facilitate easy storage, enhance manpower planning, update and retrieve personnel records for easy administrative and pension processes and promote convenient staff remuneration payment with minimal wastes and leakages.

Invariably, IPPIS is an Information Communications Technology (ICT) project initiated by the Federal Government of Nigeria (FGN) to improve the effectiveness and efficiency of payroll administration for its Ministries, Departments and Agencies (MDAs).

And it has been operational in most of the Federal agencies but ASUU has been resisting implementation of same on its members because it will block loopholes its members use to defraud Nigeria.

One of the leaders of the Union was quoted as saying the union was not against accountability but will resist attempt by the government to violate existing laws and autonomy of the university.

To be sincere, some Professors are embarrassment to intellectuals. The same ASUU that claim to be vying for autonomy would be deceiving Nigerians that Government has not funded education adequately and so it embarks on industrial action any time it deems fit.

Is it proper for students to resist admission decision of a university if not admitted or employee dictating to its employers or why is ASUU afraid of what its members sold to the government through different publications and found worthwhile to fight irregularity in public payment system?

If ASUU was joyous in the IPPIS policy sold to other agencies of the government, why is it opposing same policy?

Or is it sensible that someone sells a particular food but could not eat from same food rather he prefers to buy from another food seller. If the food he sells is beneficial and good, why is he afraid of eating same food?

The ASUU claim that the template designed by government plans to enslave intellectuals as it does not make provisions for payment of arrears of promotion, study leave allowance, responsibility allowance among others leaves one to ask ASUU if rapists such as Dr (Pastor) Boniface Igbeneghu, Dr Samuel Oladipo of University of Lagos and Professor Richard Iyiola Akindele, a former lecturer in the department of management and accounting of Obafemi Awolowo University, Ile-Ife among others or truants or opponents of national progress are the intellectuals being referred to. The group should stop deceiving unsuspecting Nigerians as IPPIS would only prevent its members from being ghost workers collecting multiple salaries and undue allowances, alter their ages at will to prevent normal age retirement, allow them enjoy benefits they do not deserve even when suffer students to the extent that most people now run away from same public universities because of the sorry-state ASUU has turned Nigerian universities to.

The claim by ASUU that the federal government should design the appropriate template that will factor in the peculiarities of university lecturers and not adopt the world-bank designed template is self-serving and untenable because the same dubious ASUU often uses global standard to intimidate FG to dance to its tune of stiffening Nigeria when its members are mostly good at raping and coercing girls for marks or force men to part with money to pass. Rather than the Nigerian universities being centre for academic and moral excellence, it only thrives in projecting and producing rapists and cultists as academics and same set of people lead ASUU today.

Little wonder that despite the uproar that followed British Broadcasting Corporation (BBC) revelation of Pastor Boniface Igbeneghu and Dr Samuel Oladipo licentious and amorous display towards students and prospective students of University of Lagos (Unilag) in a documentary released in October 2019, ASUU saw no reason to mobilize its members against such practice perhaps that is its members’ stock-in-trade which probably the association cannot deny.

The IPPIS is just a better way of eliminating ghost workers in public Universities as most lecturers in public universities abandon their work and take full-time job at private universities or in their own private establishment abandoning students to their fate and collect money from government for work not done. Most of them cannot even allow their children study in public universities again because of sub-standard service they render and do not want their children to receive same.

What of research students abandoned by lecturers and series of class missed because these lecturers run away to other ventures and still want to dupe government?

The government was coerced by same ASUU to extend the retirement age of professors to 70 years when most agile youths with requisite knowledge and time are prevented from having access to public universities for job and those who are engaged are treated like housemaids.

The slavery cannot continue and ASUU should stop being cog in the wheel of progress of Nigeria. Enough of balderdash!!! Any ASUU member not ready to join IPPIS should just resign and allow those that are serious with their work to take charge.

Most of these lecturers fighting unjust cause are ghost workers in their respective schools who would not even forgive their house maid if failed to resume work on time any day in a month and would surcharge such maid in his or her wage at the end of the month.

ASUU whose members force students to buy hand outs, pay for marks, receive no lecture or inadequate lecture for fees paid, extort students to pass, neglect students research works for assessment for months, weeks and even years is talking of illegality in the implementation of IPPIS.

Are all the abnormalities being committed by its members as highlighted among others legal in discharge of official duties? If the system works well, most of those who parade themselves as lecturers today deserve to be students in normal sense institutes.

RIFA therefore urge Nigerians not to be deceived by the usual antics of the University lecturers as they are not above other workers.

FG should disengage any ASUU member that joins anti-progressive Nigeria campaign and allow those who are ready to work to identify themselves.

The recognition being given to mediocrity in academic is enough! Government should be bold not to be coerced to succumb to usual false accusations and misinformation of ASUU members.

Any ASUU member that embarks on industrial action as a result of IPPIS should just be shown exit door of the public university system.

Rights and Freedom Advocates (RIFA) are saddened by the gruesome murder of a young Nigerian; Mr Abdullateef in Sepeteri, Saki-East Local Government, Oke-Ogun area of Oyo State on October 16, 2019 allegedly by some murderous officers of Special Anti-Robbery Squad (SARS) who were reported to have shot the innocent young man on the fateful day.

The wicked officers as gathered from the community leaders by RIFA confirmed that when they heard about the attack, they contacted the local government Divisional Police Officer (DPO) who denied that his officers operated in the town.

Thereafter, it was reported that the community went to Igboho and searched all public and private hospitals for the whereabout of the SARS victim after their attempt to get him in Sepeteri failed.

Following their inability to locate the victim there, the community was then said to have gone to Igboho DPO who also was said to be unavailable but was later found at Igbeti Area Commander’s office.

At the Area Commander’s office, it was reported that the community representatives were directed and led to DPO Igbeti by the Area Commander who briefed them on the condition of the deceased.

The innocent deceased as confirmed to RIFA by a key community leader in the town was just moving on the street along Old Oyo National Park road when he was arrested and charged to pay unspecified amount, an allegation said to be common with the notorious SARS officers in the area.

Even as at Monday October 21, 2019 while RIFA representative was returning along the routes from Sepeteri to Igbo-Ora road, SARS officers were still visible on the road extorting road users.

RIFA also gathered that the SARS officers were scary of Sepeteri people after their cruel action. So, they couldn't treat the victim in any nearby hospital that was why they took the deceased to Igbeti; a distance of about 70km which worsened the deceased’s gun wound that culminated into his death.

RIFA gathered the Commissioner of Police in Oyo State; Mr Shina Olukolu was in Sepeteri on Friday 18 October, 2019 over the incidence. In a message by RIFA on the issue to the Oyo State Police Public Relation Officer; Mr Olugenga Fadeyi on Friday October 18, 2019 which was replied, he acknowledged the incidence took place and that investigation has commenced.

However, On Monday 21 October 2019 he could not confirm the report from the Community leader that some suspects have been arrested and detained at Iyaganku Police Station, Ibadan but he was able to affirm that stakeholders would be briefed by Oyo State Police Command when adequate information is available.

RIFA urge the Police to ensure justice is served as Nigeria tax payers cannot be paying security operatives to kill civilians and that since the criminals who have tendency of committing crime which made them to join police should be weeded out with alacrity to send strong signals to others with similar intent.

RIFA noted that it was on Monday October 7, 2019 that the Oyo State governor and the Speaker of the State House of Assembly were informed by the organization, among other issues, of excesses of security agencies especially Police officers in Oyo State.

The latest alleged murderous act of some cruel officers of SARS further confirmed the association stance that police in Oyo State parade mostly criminals who are supposed not to be in Nigeria Police. As a result, the Association call on President Muhammadu Buhari, the National Assembly leadership, the Inspector-General of Police, the Police Service Commission and benevolent Nigerians to ensure the blood-thirsty officers that took the innocent life of Mr Abdullateef are made to face full wrath of the law while other criminals in police uniforms should also be fished out and dealt with accordingly.

This is because SARS officers have been committing heinous crimes in Oyo State for long without caution. A hotel attendant; Mr Samuel Ogundeji in Shaki was once allegedly turned blind by SARS brutality for an unfounded pilferage at the hotel he was working in Shaki, while many other residents have gone missing after SARS invasion in many parts of the State, reports alleged.

The Police in Oyo State should also ensure SARS comply with presidential directive banning SARS officers from illegal activities especially extortion and molestation of residents and road users which is now rampant in Oyo State arguably than any other state in Nigeria.

In fact, SARS officers are simply mostly symbol of lawlessness in Oyo State as most of them engage in illegal activities unknown to the laws and rules under which they operate.

The Governor as the Chief security officer of the state should act decisively by halting assassination of citizens and residents he was elected to protect and promote their interests by restraining lawless security officers from displaying unprofessional conduct henceforth in the state.

There is no law in the land which grants anybody right to terminate the life of others unjustly. Therefore, the culpable police officers involved in the gruesome murder of a confirmed useful and humble youth should be made to face the music.

The Nigeria Police authority should act swiftly by revealing the criminals in its midst as justice delayed may be justice denied and disown such bad eggs before subjecting them to appropriate sanctions. Only then can the nation be guaranteed that police is friend of the people.

Governor Kayode Fayemi of Ekiti State, on Wednesday, signed six new bills into law to commemorate his one year in office, saying stiffer penalties now await convicted Gender-Based Violence offenders in the state

Speaking after signing the six bills into law in his office, the governor observed that it was a collective responsibility of all Ekiti people to contribute towards building a virile state that would be the pride of all.

News Agency of Nigeria (NAN) reports that the bills that were signed into law included; Ekiti State (Transition) Law 2019; Ekiti State Gender-Based Violence (Prohibition) Law 2019; Ekiti Kete Fiscal Responsibility Law 2019 and Ekiti State Board of Internal Revenue Law 2019.

Other bills were College of Education, Ikere-Ekiti Law 2019 and Ekiti State College of Health Sciences and Technology Law 2019.

On Ekiti State Gender-Based Violence (Prohibition) law 2019, Fayemi said that the re-enacted Gender-based prohibition legislation improved on the earlier 2013 law in light of the inadequacy of the earlier law.

One of the bills, which has now become law is the Ekiti State Transition Law 2019.

According to the governor, the bill was hinged on “the difficulty experienced by our incoming administration in the event of power transfer, which is often better left imagined.

”That is what informed the decision to set in specific terms, expectation of incoming and outgoing government during transition,” he said.

On the Ekiti state Fiscal Responsibility Law 2019, he said that the law represents a key finance instrument in regulating the behavior of government with regards to public finance management, fiscal responsibility and transparency.

Fayemi said,

“I have no doubt in my mind that the new set of legislations that I have just signed will also enhance our restoration agenda and make meaningful impact in the life of our people.”

Fayemi stated that with the cooperation of all arms of government, a stronger state aimed at enhancing the values restoration agenda of his government and making life more meaningful to the people would be built.

He added that since his government was building from the rubbles of the immediate past, he was counting on their support to actualize that collective dream of repositioning the state for greater heights.

The governor said the set of legislation being signed into law would enhance good governance.

He commended the state legislature for living up to their constitutional responsibility of legislation, representation, appropriation and oversight.

According to him, the three arms of government as we all know are to complement one another for good governance, peace and harmony

”I am glad that our lawmakers are living up to their constitutional responsibility, legislation, representation, appropriation and oversight.

”These they must continue to carry out with the larger interest of Ekiti people at the back of their minds.

“The effectiveness and efficiency of our lawmakers excite me, what they have done within four months in office can only be made possible where there is peace and harmony among the rank and file of the assembly.

“This has further shown their readiness, dedication and
commitment to serve Ekiti people,” he said.

Fayemi thanked members of the State House of Assembly for being great partners in his administration’s efforts to reposition the state, saying ”they have done a lot to impact on the people towards achieving a stronger Ekiti of our dreams.”

Earlier, Speaker of the Assembly, Mr Funminiyi Afuye, who was accompanied by his deputy and other principal officers of the legislature, commended Gov Fayemi’s administration for working for the best interest of the people of the state.

Afuye said the bills signed into law by the governor would impact positively on the lives of the people, adding that Fayemi had kept faith with his electioneering promises to reclaim the land of Ekiti and restore its values.
