If you have addressed the reasons for the original refusal then yes.
If you are applying with exactly the same facts that were refused last time then probably no.

My thoughts
You left school in 2005
You work as Maint tech, but want to study computers.
You will leave a paying job to go to school.
All this led the VO to be suspicious of your reason for going to the USA.

You must tie it all together.
Why computers, how does that tie in with your job, will you gain promotion? Will your job be there to return to?

1 Yes it could do but we can not see the future so you need to apply.
2 Yes you very much need to explain what is different now. Three rejections looks bad so you mus convince the VO that you are a genuine student that will return home after study.

Was it 214b or was it something else?

You should feel proud that your wife has a cash reserve.
It is NOT your cash, you do not own her and all her property.

What it may show is that she is careful but you are a spendaholic and are not to be trusted with money.

Get passport
Get visa
Get air ticket
Go to Italy

Move to a school in US or other countries if money allows.
Remember a law degree can earn very good money, you do not have to specialise in crime.
Do not pick some other soft subject that will not get you a good job!

Perfectly ok IF YOU CIRCUMSTANCES HAVE CHANGED.
If you are applying without improving your ties to home then expect a rejection again.

You will be judged on your strong ties to prove return home.
And your finances. (Las Vegas is a gambling capital and may be a red light if your finances are low.)

My trip is for visit only not stay with close family. please what should be the answer because they combine it together ?

This is use of English
The question asks "Will you visit and stay with a close family relative."
If you are staying with a relative answer YES.

If you are visiting but not staying with a relative answer NO.

You can apply to UK if you can afford to loose the fee.
Hard to know how much information UK shares with Shengen area.
Again apply and find out.

If you change all your figures and dates they may wonder why.

IF you have been offered a real job the company will support your visa application.
You can not go to Scotland or anywhere in the UK to hussle for a job.
You can not obtain permission to work unless supported by a UK company.

You should read back to learn before asking a question that has been answered many, many times!

Visa officer wants to see your strong ties to prove return home.

Visit and return to USA, UK and Shengan might help.
Visits to African countries do not make any difference to the outcome.

That all depends on YOUR determination to search around and find someone who will employ you and sponsor your visa.
YOU must do all the work to seek employment
no one will hand it to you on a plate.

If you do not obtain employment during your study then you must leave.
You can not stay back looking for work.
