If you are scared now then you will look guilty going through customs.
If you are not happy please say no.
Do not let them pressure you into something that might cause you problems.

If you do carry them
Make a list of what is there and declare it at customs.
Then the worst is they will take it off you.
If it is hidden and they find it then bigger problems are possible.

You want someone to help you, and beggar themself at the same time.
Do not be greedy, if you want help you must expect people to cover their costs and trouble.

I was denied B1/B2 in year 2012 but I'm planning of writing IELTS and then apply for F1 visa next year and I'm thinking of visiting some african countries to avoid going to the US embassy with a virgin passport but my fear is that with all this denial things I am seeing here makes my heart beat for fear. I am not working of which the VO would ask my work here in nigeria. What's my chance of getting my F1 approved if I tell the VO that I don't work.

Visiting African countries to dis-virgin your passport
is a waste of money.
The visa officers are not impressed with those stamps.
Only entry and exit on time from "good" countries count.
UK. USA. Shengen. places like that.
Your ties to home that prove you will return are what they will look at.

I am an F1 applicant. My ds160 was filled by me and i was refused visa in my first interview .i was not experienced and made an ommision on my educational background a I hold a diploma in civil engineering and also did a 2year course in desktop publishing and computer operation. I filled a new ds160 and included my educational background.. After which i was approved at the interview and given a white collection paper and told to pick my passport in the next 3 working days.on tracking my visa status online... I saw refused and was told to check the paper i was given at the interview...im confused right now what had gone wrong ....it's the 3rd day and no news about my visa or passport

You asked this same question several times before.
You have also asked the visa officer.

We do dot have a crystal ball to answer this.
You must contact the embassy for facts.

You have not been banned.
But you have placed a very big red flag on your record bu misusing your visa.
They can not believe your statements that you will abide by the terms of the visa.

I would suggest that you forget UK for a while and establish a good travel record to other (non African) countries.

you didn't get my question. I said I have a scholarship letter already from the school, so I want to use sponsorship letter from my state govt. in place of maintenance fund. the money has not been released yet by the govt. but I have a letter from them.

If you try this.
I suggest that you have a direct contact number where the Visa Officer can check the validity of the sponsorship from the state gov
and that someone there is expecting a call.
Then if the VO does check it should be ok.

Things to be VERY sure of!

If you are stopped do not start the typical Nigerian shouting and arguing!
Also no begging the officer!
To say nothing of offering a bribe!!!

Stay seated and keep your hands where the officer can see them.
No point arguing once you have been shot!

It is advisable to TELL THE TRUTH.
Then you will not get caught out for fraud.

Keep things simple and truthful.
"I am visiting relations." or
"I have relations but will not be visiting them." or

"I have relations and they plan to find me a job and get me treated on Medicare!" shocked

My sister applied for a visit visa but was rejected for this reason which I find strange. Does it mean I can't sponsor her because she is a teacher and earn less money 40k naira? Even though I stated that I was paying the whole travel expenses and have already given her the money which has been in her account since October and I declared it as it was a transfer from my Nigerian account.

What they are saying in an indirect way.

Because she can not fund the trip herself
they feel that her ties to return home are weak.
They suspect that there is more chance of her overstaying.

She must present strong ties to home.

No point getting too upset and shouting.

You should notice that in the UK and many other countries it is the Christmas festive period.
Postal systems are overloaded and many people take extended holidays.
Delivery times get stretched!

It means they have processed your application and are sending out the result to you.
Nothing to guess at, application can go both ways, no clues here.

You must wait for the result to arrive.

All data that you have ever provided is on computer file and is available to all visa offices anywhere in the world.

I asked what the rejection was!

I quote 214b for novices to know what to look for on their papers!
Please get someone to explain this to you.

Also 214b has nothing to do with Administrative processing.
Please learn the difference before you comment!

The visa officers that post here have repeatedly stated that everyone is given a reason for rejection on their paper.

You did not answer the "questions rightly"
because you have been refused twice.
There must be some fundamental error in your submission.

Tell us the exact reason for refusal given on the papers that you received from the VO.
Was it 214b or something else?

If you can pay the visa fee you can return as often as you like.
