It would be rare for you to find any Nigerian politician who does not have a tie to the US citizenship or residency through the many ways hitherto available for them... giving birth there...schooling for their children which is a major visa giver....Even none state actors connected to politicians have free access to the U S because their children school there ... have resident permit...green card....etc
These people are the ones who buy the USDs allocated to us and take it back to spend in the US et al. So, they will always get visas.

The bottomline of my point is that all of these rules would affect the common man and those trying to find ways to travel and not the politicians.
