The Federal Government has again announced plans to commence registration for a biometric identity cards for Nigeria. A major component of the scheme is the establishment of the national identity register, a centralized database of personal information. Each Nigerian registered will be issued a national identification number with nine digits which will be unique to him.

Mr. Chris Onyemenam, the Director General of National Identity Management Commission, the managing agency, said the national identification number would be the basis with which citizens shall interact with the federal, state or local government before services can be rendered. We commend this new initiative after many false starts laden with controversies and scandals.

More than eight years ago, the contract for the National Identity Card Scheme was awarded to SAGEM of France. But after exasperating efforts by Nigerians to register for the scheme, the outcome was dismal and in fact, embarrassing. Many of those that registered were not issued with the National Identity Cards nor numbers to be identified with. The contract itself was dogged with bribery and scandals and the project was abandoned.

After the debacle the NIMC was established and entrusted the responsibility of reforming the identity card scheme. Its mandate includes collecting basic demographic and biometric data, creating, operating and managing a national identity database and providing an on-line/off-line cost-effective verification and authentification infrastructure in Nigeria. The commission was also asked to integrate all the other identity schemes and provide standardized identity attributes by restoring sanity to the sector.

No doubt, the National Identity scheme will bring a sharper and clearer way than the present muddled manner in which we manage our identity as a people.  It will restore order in the nation’s identity card scheme. The country is suffused with multiple identification initiatives by institutions such as Immigration, Federal Road Safety Corps, Pension Commissions, Federal Inland Revenue Service, Independent National Electoral Commission, Financial Institutions, Health Service Providers. We call on the commission to do a thorough job so that all these private institutional efforts are harmonised.

The advantages are many. Biometric identity cards are essential tool of modern business and society. It will increase efficiency in our dealings with the government, private corporations and reduce immigration service bureaucracy at our borders. It will ease identity verification in banks, airlines, insurance agencies and eliminate fraud. Identity fraud has become a major threat in electronic payment environments.  False identifications will be minimized where our identity card is required to access a bank account, like ATM for instance.

What’s more, since all biometric identities contain information such as photographs, finger prints, face and hand, it will make surveillance and identification of criminals easier and thus enhancing the work of law enforcement agents just as it enhances speedy treatment for accident victims as their personal data including blood group are stored in the card. We agree with Mr. Onyenenam when he said that the scheme would “develop and deepen the consumer credit sector, facilitate the enforcement of existing laws and meet global practices”.

But we must warn that this time around, care must be taken so that all Nigerians eligible for the scheme are captured and registered. Besides, it should be a continuous exercise as Nigerians ripe for the scheme are enrolled through constant update.
It is only through such exercise that the huge expenditure budgeted for the scheme will be justifiable and meaningful.

Analysts doubt PDP will retain majority National Assembly

•Anambra, Kwara, Imo, Kaduna, Kano could be hard nuts

After months of intense preparations, hair-splitting debates, carnival-like campaigns, violence in some areas, jibe throwing, horse trading and compromises which characterise political campaigns, tomorrow is decision day for Nigerians.

Seventy three million, five hundred and thirty-eight Nigerians will go to the 120,000 polling stations located in 8,809 wards across 774 local governments in the 36 states of the federation and Abuja to elect 109 senators and 360 members of the House of Representatives who will form the sixth session of the National Assembly to be inaugurated on June 6.

Though there are 63 political parties contesting tomorrow’s election, the contest is actually among four parties namely: the ruling People’s Democratic Party (PDP), Action Congress of Nigeria (ACN), All Nigeria People’s Party (ANPP) and the Congress for Progressive Change (CPC).
Since 1999, the ruling PDP has been dominating the National Assembly with overwhelming majority even though that majority has never translated into harmonious relationship between the executive and the National Assembly.

Since the return to democratic rule twelve years ago, the opposition to the executive has always been from PDP members in the National Assembly.

However, tomorrow’s election may throw up a different scenario. The CPC has made enormous in-roads in the Northwest and Northeast and this is likely to affect the fortunes of the ruling party in those two zones in the North. Specifically, CPC is very strong in Kano, Kaduna, Katsina, Sokoto, Zamfara, Kebbi and Taraba States. It is going to be a straight fight between PDP and CPC in these states.

On the other hand, the ANPP is strong in Kano, where its presidential candidate, Ibrahim Shekarau, is the out-going governor. With the influence of Shekarau, the party will make a very good showing in tomorrow’s election in the state. Outside Kano State, however, ANPP is not very strong as the party became almost comatose during the tenure of its former national chairman, Edwin Ume-Ezeoke. His handling of affairs in the party led to the exodus of members, led by Muhammadu Buhari who went to form CPC. ANPP’s revival started with the election of the current national chairman, Ogbonnaya Onu but it came too late for the party to be able to make much impact in this election.

In the North Central, the ruling PDP will not have much challenge. It will have no problem picking majority of the National Assembly seats in the zone. The visible presence of other opposition parties in states like Benue and Plateau is not likely to cause any upset for it. In the North, the main backers of President Goodluck Jonathan are from the North Central, and historically, people in this zone, especially in Benue and Plateau States, do not align with parties that are controlled by the Hausa/Fulani. The state that presents a kind of uncertainty in the zone is Kwara, where the patriarch of Kwara politics, Olusola Saraki, is fighting what many see as the greatest political battle of his life.

His defection from PDP to the Allied Congress Party of Nigeria (ACPN), under which platform his daughter, Gbemisola Saraki, is contesting the gubernatorial election, is seen by analysts as capable of adversely affecting the fortunes of PDP in Kwara State. Many candidates of ACPN are lining behind the elder Saraki to see them through the general election beginning with tomorrow’s election.

The Southwest is too close to call. The loss of two states, Ekiti and Osun to ACN and Ondo to Labour Party will no doubt affect the fortunes of the PDP in the zone. Analysts also told BusinessDay that the crisis in Ogun State that led to the exit of the governor, Gbenga Daniel, from the party to the Progressive Party of Nigeria (PPN) may affect the outcome of tomorrow’s election.

Instead of the little known PPN becoming the beneficiary of likely protest votes, the rival ACN may gain, especially considering that Ibikunle Amosun, ACN’s governorship candidate, is a popular candidate and has been campaigning with the national and state assembly candidates.
In addition, the fact that gubernatorial election will not take place in these three states, analysts told BusinessDay, may tilt the balance in favour of ACN.

Lagos has become impregnable for the PDP and it is expected that unless a significant change occurs before the election tomorrow, PDP is not likely to make much impact in the state tomorrow.

With the exception of Edo State, one of the states PDP lost to CAN through the courts, PDP is comfortable in the zone. Analysts don’t expect any change in the voting pattern that has been in place since 1999.

The Southeast as a block is for PDP. It is expected that the ruling party will do well in the zone. There are few exceptions though. In Imo State, Chris Anyanwu is contesting to return to the Senate on the platform of the All Progressive Grand Alliance (APGA), having lost the PDP ticket to former aviation minister, Kema Chikwe. Anyanwu is from Mbaise, the most densely populated area of the zone. The senatorial election in the zone can go either to her or to Chikwe.

In Anambra State, PDP is in disarray and many former PDP members are contesting on APGA platform. They include Dora Akunyili, former information and communication minister and Joy Emordi both for Senate and Uche Ekwunife for the House of Representatives. Anambra State is a weak link in the PDP chain in the Southeast.

Also many National Assembly members lost out in the primaries and may decide to work against the ruling party.

Given the above scenario, analysts believe that for the first time in 1999, the PDP may find itself in a not too comfortable position after the general elections if it wins the presidential election as it may not control two-third majority in the National Assembly.

Telecommunication companies in the country owe it as a duty to quicken the process of deployment of broadband infrastructure to solve the problems of poor or slow connections which now characterise data services delivery, writes ALEXANDER CHIEJINA

The computer age is one era that has been marked by lots of inventions and display of unprecedented human ingenuity. This has in deed revolutionised the global society as well as transformed economies and technological systems. Over the past three decades, important technological developments had created a global environment that has brought people across the globe closer. The Internet, as an integrating force, has moulded the technology of communications and computing to provide instant connectivity and global information services to all its users. This tool has no doubt made significant impact in the business world with applications such as e-commerce, online banking and e-payments, e-health, e-learning and e-government rapidly evolving. While some older people still struggle to embrace this emerging trend in ICT, most individuals across the globe can't even imagine life without it.

However, as Nigeria continues in its quest to become one of the 20 leading economies by 2020, stakeholders in the Information and Communications Technology (ICT) sector are concerned about the current level of internet connectivity, quality of service and penetration in the country. This is against the backdrop of the experience in other countries where speedy broadband penetration has been contributing substantially to economic growth.

While some schools of thought are of the opinion that the Nigerian Communications Commission (NCC), the telecom industry regulator, is not doing enough to encourage providers of fibre optic backbones that have since landed their submarine cables at the country's shores, others believe that improving broadband penetration will go a long way in increasing internet access in the country.

In a recent interview with Business Day, Lanre Ajayi, immediate past president, Nigeria Internet Group (NIG), revealed that last mile connectivity would make the difference as it will allow for broadband availability and penetration if operators are encouraged to take broadband to all nooks and crannies of the country. Ajayi noted that there is over 70million telephone access and 20 million people have access for internet in Nigeria today which is a wide gap.

According to Ajayi, "The question to ask then is what about the people in the rural areas, are they not Nigerians? And how you will know that we are doing pretty well in the area of internet connection is when you compare the number of people who have access to internet to the number of people who have access to telephone services. We should not forget that the internet enables us to do more things than the telephone. Don't forget that you can make phone calls on the internet, Voice over IP. How come that these people making calls on phones cannot have access to the internet. How can broadband accessibility be fast tracked in this circumstance?

"There are three segments to internet delivery: The international link, national backbone and the last mile. On the international link, we seem to be making some progress with the landing of Main One and the Glo 1. We now have three cables including the Sat 3 cables. Some others are still coming even as people have started foreseeing the possibility of glut. The next one is the national backbone. That is the fibre cable that will link all the major cities together. Some progress has been made but they are not good enough. I think that is where a whole lot of job is required to be done now.

"Then the last mile; this has to do with the connection between the Internet Service Providers (ISPs) to homes and institutions. That one is the easiest part but we are having some challenges in that area.
That area is better done by wireless spectrum. In doing this wireless technology, we require spectrum and our spectrum management," he concluded.

Lending his view, Genevieve Anemelu, an IT expert at Zenith Bank, Lagos, stated that It is no more news that poor internet service is one of the major problem confronting Nigerian internet users (either for business or personal use). Anemelu stated that customers have to wait several minutes to load a webpage.

According to Anemelu "If you use dial up services like GSM and Code Division Multiple Access (CDMA networks), they have their problems.
The situation is this-it is either the internet service speed is terribly slow or too expensive or a horrible combination of both.
These service providers are busy trying to out-do each other with adverts and promos, instead of concentrating on their core areas - quality service delivery and ultimately customer satisfaction. A solution to improved internet access is by having a broadband internet access in the country."

With firms erecting structures for broadband platforms and as the number of people online in Nigeria continues to grow, International Telecom Union (ITU), the world telecom regulatory body had tasked Nigerian government to drive broadband penetration in the country, insisting that broadband is the digital right of every citizen. This is because there are unlimited opportunities on the internet for Nigerians to tap into.

For Emmanuel Ekuwem, Immediate Past President, Association of Telecoms Companies of Nigeria (ATCON) Nigeria would achieve speedy development in 2011, if the country embrace broadband internet to its fullest.

According to him, broadband internet access would enhance efforts at job creation, wealth creation and poverty alleviation.

"ICT will accelerate our meeting of the United Nations Millennium Development Goals (MDGs). It will engender an overall national economic growth and development. We will all gladly experience an ICT-based increase in our GDP. Who will not be happy to see a creative explosion of a feeling of national rebirth and well-being among the citizens of Nigeria? All these good things can only be possible when we have a ubiquitous availability of broadband services in Nigeria," Ekuwem disclosed.-

The ongoing pricing war in Nigeria’s telecoms market is set to heighten as MTN is set to launch new price plans today.

The key change is that the telecoms giant will reduce its price plans from five to two - PayG and Flexi. The firm now seeks to move away from the confusion generated by the multiple price plan hitherto in use and that of its competitors’ price plans.

The plan, which will also include a magic number between two MTN subscribers, analysts believe, will revolutionise Nigeria’s telecoms market.
