Mine is I can't upload my passport always saying can't connect to server

For many days now, I've being trying to upload my photograph passport for my FRSC application but I keep getting "Error contacting file server". I have ensure that the requirement (not more than 20kb and not above 50kb) are met. Yet I still can't upload successfully.

Someone with a lead should help out.
