With the kind of impact and interest already generated among Nigerians by the ongoing implementation of the Survival Fund under the Economic Sustainability Plan, there is now a need to expand the scope and reach of the benefits to an even larger number of the populace, according to Vice President Yemi Osinbajo, SAN.
 
This hint was dropped at a virtual meeting held just before the Christmas holidays between Prof. Osinbajo and the Steering Committee of the MSMEs Survival Fund. The meeting was attended by Minister of State for Industry, Trade and Investment, Ambassador Mariam Katagum, Chairperson of the Committee; the Chairman of First Bank, Mrs Ibukun Awosika, the Committee's Vice Chairperson, among other members.
 
So far, the scheme has commenced disbursement to about 500,000 beneficiaries: the Payroll Support Scheme has paid close to 350,000 beneficiaries; almost 166,000 0f 300,000 Artisans have benefitted from the Artisan & Transport Scheme; and the Corporate Affairs Commission is ramping up numbers to register 250,000 new businesses free of charge.
 
By the end of December, an approximate of 400,000 Payroll Support beneficiaries would have received salaries for October to December, while structures have been put in place to commence the General Grants and the Guaranteed Offtake Scheme early next year.
 
Speaking on the implementation of the scheme and the need to expand the scope, the Vice President said “the data indicating what you have done so far shows that it is possible for government to deliver big programmes, and to deliver them credibly. And it is possible for people to actually benefit from government programmes especially with as little interference as possible from the political forces which is what has been the bane of several government programmes in the years past.”
 
Continuing, Prof. Osinbajo noted that, “I think that we must find ways of expanding the scope of the scheme, because when you look at the numbers that we have approval for, the numbers are small in comparison to the enormity of the problems that we are faced with.
 
“Even if we are able to reach 2 million beneficiaries, it is still a tiny percentage of the millions who require help and assistance. So, I think, we have to find ways of trying to seek an approval to expand the scope of the scheme. This is an important aspect of it.”
 
Commending the committee for their efforts in impacting the lives of beneficiaries of the Payroll Support, the Artisan and Transport grants as well as beneficiaries in other tracks of the scheme, the Vice President said the partnership with the private sector in the implementation of the scheme was notable.
 
In another virtual meeting on Tuesday, Vice President Yemi Osinbajo, and some federal ministers interacted with the Nigeria Automotive Manufacturers Association (NAMA).
 
At the meeting last week, the VP said the central plank of the government’s automotive policy was to protect the interest of all Nigerians, noting that maintaining high tariffs on automobiles will not necessarily lead to growth in the industry.
 
According to the Vice President, “Government has the responsibility for ensuring the welfare of the people, everybody and every industry. And the Auto industry is important. I understand all the issues about how the auto industry contributes to macroeconomic growth, jobs and others.”
 
Prof. Osinbajo noted that the way forward was for “the auto industry to challenge itself and whatever support it requires from government to be able to say, where is the Nigerian car that will be affordable to all and affordable to most people.
 
“You got to find a way of developing a local industry that will benefit the people. If that is not working then it may mean that it is not just an auto policy issue. I know there are many constraints to manufacturing, but we can make things work.
 
Explaining further, the Vice President said “I want us to take all these into account and see that we must work jointly, it is not just about protecting an industry, it is about protecting the economy, and protecting everybody.
 
“There are countries of the world that have the same parameters as we have and are able to do much more for their people. I think we should think along those terms, and not simply think about how this industry will maintain this relatively high tariff and for how long will this high tariff be maintained. Is this the only way of sustaining the industry? I don’t think so. You don’t need 77% percent tariff to ensure an industry grows, I don’t think so.”
 
Present at the meeting were the Finance, Budget and National Planning Minister Zainab Ahmed; Industry, Trade and Investment Minister Otunba Niyi Adebayo and other top government officials alongside representatives of the automotive industry.

Prof. Osinbajo stated this Monday when he received on a courtesy visit to the Presidential Villa, a UK delegation led by the Prime Minister’s Trade Envoy to Nigeria, Ms Helen Grant.

The envoy is in the country to discuss Brexit among other issues.

According to the Vice President “I am really excited about the prospect of what the next few months and years hold for our two countries. I also share your optimism that this is probably the best opportunity for us to do a lot. And to do so in a manner that will make a great difference for our two countries.”

Prof. Osinbajo also noted that the COVID-19 pandemic era offers opportunity for Nigeria and the UK to adopt innovative ways of addressing challenges facing both countries, noting that education, capacity building in the judiciary sector, among others are important areas of interest to Nigeria.

On her part, Ms Grant said her visit to Nigeria is a deliberate effort by the UK government to deepen conversations with friendly countries across different sectors, ahead of Brexit.

She said aside trade, both countries can work harder to strengthen ties in agriculture, health, technology, judiciary and other sectors, expressing her country’s interest in ensuring that Nigeria records improvements in the aforementioned areas.

Stating the excitement that came with her appointment, Ms Grant, born to a Nigerian father, described her new assignment as Trade Envoy as a dream job and promised to support the deepening of trade relations between both countries by connecting more British investors to do business in Nigeria.

The Minister of Foreign Affairs, Geoffrey Onyeama, and officials from the UK High Commission were present at the meeting.

WHY WE NEED TO RETHINK HOW SMALL BUSINESSES ARE REGULATED ALL OVER THE COUNTRY – BY OSINBAJO

*VP wants an end to “all manner of constraints”

*Asks businesses to call out govt officials making things difficult for people

At different levels of government, there is a need to take a second look at the regulation of small businesses with a view to addressing peculiar challenges they face in order to further promote private sector contribution to the country’s economic development.

Vice President Yemi Osinbajo made the observation in Abuja Monday at the commissioning of the Abuja Chamber of Commerce and Industry’s Trade & Convention Centre.

According to the Vice President, “with respect to government policy, of course, you are aware that the government’s position is that we must continue, on an incremental basis, to provide for ourselves, a properly enabling business environment in every respect which is why we have Presidential Enabling Business Environment Council (PEBEC) which focuses on trying to improve on the business environment.”

Prof. Osinbajo said “but I think that one of the drawbacks that we have had in improving the business environment is really with respect to how we regulate small businesses. So, for example in Abuja, I hear very frequently, small businesses who talk about the kind of problems that they experience, either with fumigation licenses, or one license or the other. All manner of constraints, which ideally should not occur.”

Citing a presidential directive on improving the business environment in the country, the Vice President said, “the private sector must work, very actively with us, in ensuring that we are policemen and women of the regulations.”

Prof. Osinbajo explained that “a time has come for us to have a Chamber of Commerce, paying attention to all that is going on in the MSMEs space especially with respect to regulation. You must call out government officials who are making it difficult for people to do business.

“If you recall, the President himself said that there is no way the private sector and business can thrive if government officials see themselves as roadblocks and hindrances as opposed to facilitators. Every government regulator must be a facilitator of business that is the way forward. We cannot afford a situation where government regulators see themselves as policemen only, they must be facilitators of things.”

The Vice President noted that “I know that the Minister of the FCT is actively working with the PEBEC and the Minister of Industry, Trade and Investment, have all been concerned about making this work. But Abuja is just one example of how generally speaking, all over the country, we need to take a second look at how we regulate small businesses.”

Speaking on the impact the Buhari administration’s pro-business finance initiatives, the Vice President said “as part of government policy, we have already more or less removed some of the major taxes. For Corporation taxes, if your turnover is under N25 million, your tax is zero. And we have reduced incrementally all the way up. So, with respect to Corporation taxes, at least, we know that we are doing quite well.

“If you look at the proposed Finance Act, there are several incentives for small businesses,” the Vice President added.

On the significance of the Convention Centre, the Vice President said “I was quite shocked frankly to see that such an incredibly sized building could have been done purely by voluntary private sector effort. This is why, in my opinion, this is a very important event because it underscores the strength and dynamism of our private sector which is a crucial component of economic development.”

Prof. Osinbajo noted that “as a matter of fact, I think that we are all generally, in agreement that there are at least three trends that will determine our economic development. The first, of course, is government policy, the second is private sector investment, and the third is that part of private sector which is the SMEs sector. I think that those three will definitely determine the way that our economic development trajectory proceeds in this country.”

Earlier in his remark, Minister of Industry, Trade and Investment, Otunba Niyi Adebayo assured the Abuja Chamber of Commerce and Industry (ACCI) of his ministry’s support in growing businesses in Nigeria.

On his part, President of ACCI, Prince Adetokunbo Kayode said the Convention Centre will serve as a place for the promotion of Nigerian businesses and the empowerment of the youths.

The Abuja Chamber of Commerce and Industry was established in 1986 with the principal objective of promoting economic and industrial development within the FCT in particular and Nigeria in general.

CURBING CORRUPTION IN PORT OPERATIONS WILL IMPROVE NIGERIA’S ANTI-CORRUPTION RANKING-OSINBAJO

*VP launches new manual to promote transparency, eliminate bottlenecks & illegal demands

Aside the benefit of improved efficiency in the operations of the nation’s seaports, an effective implementation of innovative ideas in the port sector will rapidly change the narrative, the perception, and the ranking of Nigeria in the Corruption Perception Index (CPI) of Transparency International, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this Wednesday at the launch of the Process Manual on Port Operations in Nigeria, at a brief ceremony held at the Presidential Villa.

The manual was developed by stakeholders led by the Technical Unit on Governance and Anti-Corruption Reform (TUGAR, an arm in the presidency) to address operational gaps as well as improve transparency and accountability in the system.

Prof. Osinbajo stated that “one solution developed to address the vulnerabilities in the port system is the Process Manual on Port operation. The manual is aimed at fostering an enabling environment for domestic and foreign port users.”

According to the Vice President, “An effective successful systemic intervention in the port sector will rapidly change the narrative, the perception and the ranking of Nigeria in the CPI. The Process Manual on Port Operations is expected to be one of the key indicators for the effective implementation of Executive Order 01 issued essentially to promote transparency and efficiency in the business environment, and designed to facilitate the ease of doing business.”

Prof. Osinbajo noted that “the fight against corruption is one of the priorities of this administration and since 2015 the government has invested time and resources to ensure that corruption is curbed. Even after substantial gains have been attained in the fight against corruption in Nigeria, Nigeria’s ranking under certain indices in the Transparency International Corruption Perception Index (CPI) is yet to show an improvement commensurate to the efforts of the government.

“In terms of utility and relevance, Transparency International CPI and its consequent data sources are determined largely by and produced for the consumption of the business community.

“It therefore has significant reputational and economic implications for countries that are being assessed. The analysis of the CPI further reveals that the ports are primary points of interface between the country and the business community, whether domestic or international, and the experiences of business community shape their perception which feeds into the reputation of the country.”

Speaking further about the significance of the Process Manual on Port Operations, the Vice President said “Process Manual is a step by step trajectory of processes at the ports. It outlines the actors and timelines for each process, it guides the user by highlighting all required documentation, payments, timelines, and the responsible agencies.

“It equally guides the port operator by detailing the implementation chain and provides clarity on the time required for each process. The Process Manual is expected to ensure predictability, promote transparency and accountability; reduce corruption in port processes; eliminate bureaucratic bottlenecks faced by port users and reduce the opportunity for illegal demands in the ports. It is expected that the Manual will be reviewed and updated as issues and developments emerge.”

While stating the commitment of the Ministry of Transportation in the adoption of processes in the new Manual, the Minister, Rotimi Ameachi, who was also present at the event said all agencies under the ministry will ensure vigorous implementation in the interest of the country.

On her part, the head of the Technical Unit on Governance and Anti-Corruption Reform (TUGAR), Mrs. Lilian Ekeanyanwu said the initiative is a pilot in the new trajectory of evidence-based response to issues of corruption.”

Mrs Ekeanyanwu noted that “we started off with the rigorous diagnostics in risk assessment and then made some proposals. This is one of the implementation of the different proposals that we have made.

“We will continue the monitoring role that we have been playing in the port sector especially with respect to complaints and redress which is to be accessed from the port service support portal.”

Other stakeholders present at the launch and who committed to supporting the operationalization of the Process Manual include; the Comptroller General of the Nigerian Immigration Service, Mr Muhammed Babandede; the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Bashir Yusuf Jamoh; the Executive Secretary of the Nigerian Shippers’ Council, Mr Hassan Bello; Director-General of the Bureau for Public Procurement (BPP), Mr Mamman Ahmad and the representatives of the NPA, EFCC, ICPC, among others.

Vice President Yemi Osinbajo has inaugurated the Process Manual on Port Operations in celebration of the 2020 International Anti-Corruption Day.

Osinbajo, while performing the inauguration on Wednesday at the Presidential Villa, Abuja, said that the manual would ensure predictability, promote efficiency and accountability as well as reduce corruption in the port processes.

He said that the process would eliminate bureaucratic bottlenecks faced by port users and reduce the opportunity for illegal demands in the ports.

“In 2017, Executive Order 1 was issued, essentially to address, promote transparency and efficiency in the business environment, designed to facilitate the ease of doing business.

“The Process Manual on Port Operations is expected to be one of the key indicators for the effective implementation of Executive Order 1. The Process Manual is a step by step trajectory of processes at the ports.

“It outlines the actors and timelines for each process; it guides the user by highlighting all required documentation, payments, timelines and the responsible agencies.

“It equally guides the port operators by detailing the implementation chain and provides clarity on the time required for each process.

He said he had been informed that the manual would be reviewed and updated as issues and development emerged.

It was the intervention of the Vice President, Prof. Yemi Osinbajo at yesterday’s APC National Executive Committee meeting that saved the day and produced the consensus upon which the ongoing reorganization of the party is resting, according to inside sources at the meeting.

The plan of the group of a few APC Governors working through the Buni-led National Caretaker Committee was to dismiss the State, Zonal and LGA organs and handpick their replacements. This was what they brought to the President and to NEC.

Details of the meeting shared by members of the APC NEC disclosed that just before the proposal to dissolve all the States, Zonal and local government level organs of the party, the Vice President, who is a legal luminary himself cautioned that arbitrarily dissolving those party organs would be open to legal challenges which could have a good chance of succeeding and hurting the party down the line.

According to a notable source present at the meeting “just before the proposal was tabled for final affirmation, the President yielded the floor and asked his deputy to comment, and it was then the VP, a Senior Advocate of Nigeria said that what should be done is not just to dissolve the State and LG party organs but to make the existing executives holding the reigns of those organs the new members of the caretaker committees.”

The source said the wisdom of that proposal is that it effectively neutralizes those who may have legal and legitimate grounds to challenge the dissolution since they would still be the ones effectively in charge of running the party at their different States, Zonal and other levels.

“Not only did the President saw the wisdom in the Vice President’s suggestions, the proposal became the resolution of yesterday’s NEC meeting.”

Even though members of the NEC debated the whole idea of dissolution back and forth, it was agreed by all that a more careful approach as put forward by Prof. Osinbajo would save the party from potential litigations in the near future. And the source added “this was why the VP’S suggestion was embraced and the proviso recommended by him added to the motion to dissolve the party organs.”

In fact this morning on the AIT Kakaaki Morning News Show, one of the presenters who is also the Bureau Chief of Thisday in Abuja disclosed that “it was the Vice President, a Senior Advocate of Nigeria,” that provided the suggestion that saved the day.

Eventually when the Kaduna Governor who was asked to brief the press spoke at the Aso Villa press gallery he disclosed that “NEC approved the immediate dissolution of the party’s organs at the polling unit, ward, local government, state and zonal level....as well as their immediate reconstitution and composition of the dissolved excos to serve in their respective offices in a caretaker committee capacity....”

As the implementation of its Economic Sustainability Plan, ESP, continues, and in furtherance of its commitment to support small businesses to cushion the economic effects of the COVID-19 pandemic, the Federal Government has also launched the transport support track under its MSME Survival Fund schemes for artisans and transporters.

The launch of the transport track last Monday follows the successful take-off of the Artisans’ Support track on October 1st. While the Artisans track is under the Survival Fund, the Transport track is a different scheme also under the Fund.

While verified Artisans have started receiving the N30,000 one-time grants, Nigerians operating in the transport business – including Rideshare drivers (Uber, Bolt, etc.), Taxi drivers, Bus drivers, Keke Napep riders, Okada riders, cart pushers etc., now have the opportunity to benefit from the scheme.

The Artisan track is being implemented in three streams, and as of November 25, a total number of 59,000 individual Artisan beneficiaries have been paid across 24 states in Stream 1 and Stream 2 States.

They include FCT, Lagos, Ekiti, Kaduna, Borno, Kano, Bauchi, Anambra, Abia, Rivers, Plateau, Delta, Taraba, Adamawa, Bayelsa, Edo, Ogun, Ondo, Katsina, Kebbi, Kogi, Kwara, Enugu, Ebonyi.

While the verification process for artisans under Stream 3 states commenced on Monday, November 30. Stream 3 states comprise Akwa-Ibom, Cross-River, Zamfara, Yobe, Sokoto, Nasarawa, Niger, Imo, Oyo, Osun, Jigawa, Gombe and Benue.

Similarly, payment to beneficiaries under the Payroll Support scheme for different categories of MSMEs, ranging from education, hospitality to other sectors, has since commenced.

The payroll support scheme, which is designed to support vulnerable MSMEs, targets supporting 500,000 beneficiaries with payment of up to N50,000 per employee for a period of three months, starting from October. The disbursements to approved Payroll Support beneficiaries commenced on 17th November 2020.

So far, 207,319 individual beneficiaries drawn from 35,837 businesses/MSMEs nationwide have received their first monthly payment from the Survival Fund’s Payroll Support Scheme.

A breakdown of this figure shows that: N30,000 each was paid to 180,196 employees/Beneficiaries; while N50,000 each was paid to 26,353 employees/Beneficiaries. Out of this, 2.6 per cent of beneficiaries are with special needs, while 43 per cent are female employees/beneficiaries.

Under this Artisan Support scheme, a total of 333,000 Artisans and Transport business operators nationwide will get one-time operations grant of N30,000 per beneficiary to reduce the effects of income loss due to the COVID-19 pandemic.

There will be a total of 9,009 beneficiaries per state for both Artisan and Transport beneficiaries. Of this number per state, there will be a total of 4,505 beneficiaries under the transport scheme, while the remaining 4,504 will be artisan beneficiaries.

For the Transport track, Nigerians are encouraged to apply through their registered Associations to be enumerated, such as the Nigerian Union of Road Transport Workers (NURTW), Keke Riders’ Association, Okada Riders’ Associations and Unions, among others. All schemes are applied to beneficiaries on a first come first serve basis.

State focal persons, project field officers, enumerators and others will work alongside the MSMEs Survival Fund Project Delivery Office to properly identify and ensure that members of the respective associations are paid.

There is also provision for individuals who are members of Associations but will rather apply directly with the enumerators. However, such individual applicants in the transport cluster must show their proof of membership of an association to be enumerated.

Like all the schemes of the Buhari administration to support different categories of Nigerians, these schemes are absolutely free, and the grant will be paid directly to the beneficiary’s account.

Nigerians are encouraged to speak up if anyone tries to charge a fee or subvert this arrangement.

Also, the formalization support scheme (registration of 250,000 new businesses with the Corporate Affairs Commission (CAC)) commenced on the 26th of October, 2020 and the registration by aggregators - CAC registration agents, has since commenced across the 36 states and the FCT. The ongoing scheme will run for a period of 3 months effective from the date of commencement.

The MSME Survival Fund, a component under the Nigerian Economic Sustainability Plan, NESP, is designed to support vulnerable Micro Small and Medium Enterprises (MSMEs) in meeting their payroll obligations and safeguard jobs in the MSMEs sector. The scheme is estimated to save not less than 1.3 million jobs across the country and specifically impact on over 35,000 individuals per State.

In the implementation of the Transport track the Federal Government is working with representatives of Keke Napep and Okada riders; Road Transport Employers Association of Nigeria (RTEAN); representatives of the National Union of Road Transport Workers (NURTW); Uber and Bolt drivers, among others.

Vice President Yemi Osinbajo says although Nigeria has been known globally as one of the leading producers of crude oil, the reputation of the country in the near future will be based on the imagination and creativity of Nigerians.

Prof. Osinbajo stated this in a virtual message to the 2020 Art of Technology conference themed: “Smart data, Smarter Lagos”, today.

According to Prof. Osinbajo “it is now evident that within the next decade Nigeria will cease to be a country whose main contribution to the world is crude oil. The resources that we have which are increasingly in high demand globally, are your capacity for innovation, your imagination, your creative content and your highly adaptive solutions. Your minds and workspaces are the refineries of the present and the future.

“We are finally embracing the true logic of true wealth, it is not being a primary producer, it is about value-added, it’s about maximally leveraging what you have, technology, and in particular data offers that incredible opportunity.”

Osinbajo noted that “as we contend with the challenge of providing the means of self-actualization for nearly 200 million people and one of the world’s fastest-growing populations, it is clear that we must marshal the resourcefulness and ingenuity of our citizens in the quest for development and growth. Developmental governance in the 21st century is about continuously deploying innovative solutions against our most complex challenges.”

Speaking about the adoption of innovative solutions to address some complex issues bothering on governance and the economy, the Vice President said that “smart cities leverage data to make decisions across board. Economic data, consumption data, demographic data, population data, health data, are all important factors. Across all levels of government, we need to raise our capacity to harvest, track, and analyze data and ground policies in empirical evidence.”

He added that “Data is at the heart of developmental governance. Indeed, I would argue that governments need big data even more than corporations do. Whether we are discussing urban planning and public administration or economic planning and security strategy, it is impossible to attain mastery over these fields without a healthy regard for data.”

As the work of the about 30 judicial panels of inquiry established nationwide to investigate cases of police brutality against citizens and provide compensation for victims where necessary continues, the Federal Government has again assured that there would be comprehensive justice for all affected Nigerians.

Vice President Yemi Osinbajo, SAN, gave the assurance today in Lagos State at the launch of the Rebuild Lagos Trust Fund.

Prof. Osinbajo, on behalf of President Muhammadu Buhari, extended the Federal Government’s “commiserations to the government and people of Lagos State for the loss of lives of citizens, the injured, and the colossal destruction of public and private properties, social amenities and infrastructure.”

Lagos, Nigeria's commercial nerve centre, was both the epicenter of the #ENDSARS protests and the destruction that followed few weeks ago.

Noting the unfortunate loss of lives and property in Lagos and across the country, the Vice President added that the whole nation was in need of healing and the Buhari administration will pursue restorative justice for all affected.

According to the VP, referencing President Buhari's commitment to justice, "these deaths should never have happened. It is now our responsibility to honour their memory and ensure that justice is comprehensively served.

“Our State, like our Nation, is in need of healing. We recognize that the balm for a wounded society is truth and justice. This is why judicial panels of inquiry have been established all across the country. Their mandate is to investigate cases of police brutality against citizens, and where necessary compensate victims.

“Specifically, in Lagos, the mandate of the inquiry has been expanded to include a full investigation of the Lekki toll gate incidents. This process has begun and all Federal Agencies and the armed services are participating actively as Mr. President said, and I quote, ''We will also ensure that all those responsible for misconduct or wrongful acts are brought to justice.”

“The pursuit of restorative justice, recompense for injury to innocents and a reckoning for perpetrators of abuse are essential components of the moral and ethical reconstruction of our homestead. I urge all of us to give this process a chance to work and to commit to the advocacy and participation that it will take to enable this process succeed.”


The Vice President again emphasized the commitment of President Muhammadu Buhari administration to reform the Nigeria Police Force and address the root issues that led to the protests.

On the looting and destruction that followed the ENDSARS protests, the Vice President stated, “we have seen how the most noble causes, such as the ENDSARS protests designed to call attention to a serious malignant problem of brutality and extrajudicial killings, can be subverted leading to the exact opposite of its objectives, chaos, murder, looting and arson. We saw what can happen when the restraints of law and order are loosed and anarchy is given free rein.”

“In those difficult days when chaos swept from street to street consuming lives and livelihoods, we learned that society is built on the balance between freedom and order. But we have also realized that order itself is a social construct sustained by the consent of the governed.”

He called for public and private collaboration in the rebuilding and reconstruction of the State, which he noted had not experienced such level of wanton destruction in the past.

Prof. Osinbajo said, “it is now time to rebuild. It is time for the painful and costly task of reconstruction and rehabilitation. It is now time for the private sector, our international friends and partners, and all who love this city to make their contributions to the rebuilding and reconstruction efforts. When Lagos works, it works for all.

“On the Federal Government’s part, Mr. President has said that he will await a full report from Your Excellency (Lagos State Governor) and I am sure that will be on hand soon. For businesses that were destroyed, the CBN has been developing a plan to suspend existing facilities that they may have in banks and lines of cheap credit to help them rebuild their damaged facilities and re-stock.”

While describing Lagos as Nigeria’s commercial nerve centre, the VP made reference to the socio-economic ripple effects the State has on the nation as a whole.

The Vice President added, "perhaps it is worth emphasizing that the destruction and disruption of life and work in Lagos is a national tragedy and a major economic setback for the Nation even as we face the most difficult economic challenges in our generation caused by the COVID-19 pandemic.

“This is the State that leads by far in the collection of non-oil revenues. The bulk of VAT is generated here. The Lagos port, whose Marina office was attacked, generates the most revenue and is the busiest in the Nation; the Lagos airport is the busiest in Nigeria. In so many ways our fortunes as a Nation are closely tied to the fortunes of this great State.”

According to the Vice President, government will continue to make efforts to improve its engagement with the youth and all Nigerians, while it continues the process of holistic reforms of the Police. Prof. Osinbajo made a firm proposition for the integration of young people in the new task of repositioning society.

The Vice President noted that, “we certainly cannot afford to alienate our young people who constitute the majority of our society and bear the burden of enterprise, resourcefulness and innovation required to propel our economy into the future.

“For their sake and ours, we need a broad-based and inclusive prosperity that creates opportunities on a scale commensurate with the aspirations of our population.”

The VP added that the task of reconstruction goes beyond physical infrastructure or brick and mortar.

He said, “there is a moral, social and ethical reconstruction to be undertaken as well. We must rebuild trust between the Government and the governed; the vast majority of who are young persons; trust between law enforcement agents and the communities that they are meant to serve. Never again should law enforcement find itself on opposite sides of any conflict with society.

“We must in the process rebuild the morale of our police force, the gallant men and women who daily brave the elements to keep us all safe. The process of reform has commenced.”

Prof. Osinbajo stated that the reformed Police Act and the Police Trust Act signed by the President was part of government’s efforts in improving the Police while ensuring the rights of Nigerian citizens are protected.

“After 70 years of the Police Act, Mr. President signed the new reformed Police Act 2020 into law. The new law contains in many parts components of a charter of the rights of citizens when being questioned.

“The President has also signed into law the Police Trust Act, essentially to provide a source of extra funding for the police. Equally, the Police has also initiated its community policing programme aimed at reframing policing as an activity based on trust between law enforcement and the community,” the VP said.

The Vice President also commended the leadership shown by the Lagos State Governor, Babajide Sanwo–Olu, throughout the challenging period.

“First, Mr. Governor, you led your State’s efforts in addressing the COVID-19 Pandemic to both local and international acclaim. When State Governors under the auspices of the National Economic Council (NEC) resolved that States should establish judicial panels of inquiry, Lagos was the very first state to constitute its inquiry. Your actions have been an example of responsibility, creativity, sensitivity and resolve under pressure.”

The VP added that “Lagos and the Nation at large will emerge from this crisis better and stronger,” while noting that, “even in the darkest of clouds bear a silver lining. These trying times offer an invaluable learning opportunity, a teachable moment, and it is the lessons we draw from this period that will shape our path going forward.”

Earlier in their separate remarks, Lagos State Governor Babajide Sanwo-Olu and the Central Bank of Nigeria Governor, Godwin Emefiele, called for collaborative efforts in rebuilding Lagos, emphasizing that the level of destruction could not be handled by the State Government alone.

Mr. Emefiele then pledged the support of the organized private sector in the rebuilding of Lagos State which he noted would include the reconstruction of destroyed police stations by the private sector coalition and supporting affected private businesses to survive the devastation.

Other speakers at the event were the representative of Senate President, and Senator representing Lagos-West Senatorial District, Sen. Olamilekan Adeola, and the Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila, among others.

The Rebuild Lagos Trust Fund Board led by Mr. Yemi Cardoso was inaugurated at the event.

As part of measures to attract foreign investors, the Buhari administration is promoting the adoption of Alternative Dispute Resolution (ADR) and creating the necessary infrastructure which will enhance the speedy resolution of business related disputes, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo disclosed this on Thursday while answering questions during a virtual interaction with members of the French Business Confederation (MEDEF), an event that also featured representatives of several top French companies and officials from both governments of Nigeria and France.

Addressing a concern on the resolution of commercial disputes in Nigeria, the Vice President said “Nigeria has a robust judiciary and most companies engage some of the best lawyers in Nigeria, many of whom are internationally acclaimed.”

According to him, “our courts, the commercial courts are doing well. Sometimes there may be delays in the length of time that it may take to resolve disputes which is why arbitration is the preferred mode of resolving disputes. And am sure that most companies have an arbitration clause in their agreements and contracts.

“Alternative Dispute Resolution is something that we are promoting as a government and we are trying to create infrastructure for it. And I know that most businesses don’t even want to go to court. They will rather resolve their disputes through commercial arbitration. And that is an area we are looking to explore in greater detail.”

Continuing, the Vice President said “I will say that Alternative Dispute Resolution such as arbitration and mediation should always be in contracts especially where companies may be wary of going through the legal process that may be long-drawn. I think that on the whole, the resolution of commercial disputes is one that we have done quite well. And I am very confident that the Federal High Courts, especially in the commercial nerve centres in the country - Lagos, Port Harcourt and Kano are doing a decent job.”

Speaking on Nigeria’s terms of doing business competitiveness, the Vice President said the efforts made by the Buhari administration across diverse areas of creating a conducive business environment is yielding results.

Prof. Osinbajo said the generality of the Ease of Doing Business reforms comprising improvement in port operations, checking of smuggling, and the adoption of a common trading platform had improved Nigeria’s competitiveness.

On government’s investment in education, the Vice President said though basic education falls under the jurisdiction of the States, the Federal Government had introduced and is enforcing a policy on free and compulsory education in the first nine years of the Nigerian child’s life.

He said the Federal Government’s emphasis is also to modernize education by prioritizing Science, Technology, Engineering, Arts and Mathematics (STEAM).

In the health sector, Prof. Osinbajo told the French business community that the Federal Government was supporting and monitoring developments in the States through the National Economic Council (NEC), noting that the Federal Government, in collaborating with State governments is encouraging best practices in the Education and Health sectors.

On continuing efforts at engaging youths in the country, the Vice President said several thousands of young men and women have been equipped with digital skills especially in coding as part of a programme initiated by the Federal Government.

Citing the example of the privately built power plant in Edo State, Prof. Osinbajo noted that the Federal Government welcomes new investments in the power sector especially ones that will connect directly with the end consumers on willing buyer-willing seller basis.

According to him, “We really want as many private companies as possible to come on stream. We prefer that new companies do not come on the grid and expect government guarantees. We will be happy to have new investments in generation and distribution.”

_*Global body’s $250M support package aligns with Buhari administration’s economic recovery plans – VP_


The initiative by the United Nations in collaboration with some development partners to complement Nigeria’s COVID-19 economic recovery efforts under the Nigerian Economic Sustainability Plan (ESP) is a fitting acknowledgment of the country’s effort in addressing the disruptions caused by the pandemic, according to Vice President Yemi Osinbajo, SAN.
 
Prof. Osinbajo stated this on Monday at the launch of the United Nations Plus Offer for Socio-Economic Recovery attended by the UN Deputy Secretary-General, Mrs Amina Mohammed, and top officials of the world body, at the Presidential Villa, Abuja. The UN Plus Offer is an initiative of the UN in Nigeria and Nigeria Development Partners Group.
 
The Offer aligns with the government’s Economic Sustainability Plan. It seeks to mobilize close to $250 million and will provide targeted support to the development of health response systems ($13.78 m); protecting people ($53.3); macroeconomic stability and economic recovery ($30.7); as well as social protection (26.6m) to assist communities in building back better.
 
Speaking on the importance of the initiative, the Vice President said “I think that rallying to support and thinking through a programme such as the UN Plus Offer for socio-economic recovery is a demonstration of the kinship that we developed with our partners and the United Nations.”
 
According to Prof. Osinbajo, “this initiative is also important because it mirrors our Economic Sustainability Plan and also does so in excellent complement of our plan. This is very helpful to us because we put together a plan that will cost us N2.3 trillion and half of that is in the form of loans and facilities and the other half of it is budgeted funds.
 
“But we still have a huge gap and that gap is being made up in this initiative. And we are extremely pleased that this had been a thoughtful collaboration because it takes into account where we have been unable to make up the financing and takes into account a plan which we had developed. So, it is not in any sense, an attempt by supporters and friends to impose new ideas or trajectories upon us. We are all at one in the direction that we intend to go and we think that this is an excellent feat for all our plans.”
 
Aligning the UN initiative to Nigeria’s ESP, Prof. Osinbajo said “much has been said about the ESP but one of the critical issues is social protection. And it has become even more urgent especially in the light of the COVID-19 pandemic, the lockdowns and of course the disruptions that have taken place.”
 
His words: “The ESP is one that we intend to vigorously pursue. We don’t really have much of an option if we are to address the real concerns of several of our people. The other aspect of it is the informal sector – young men and women who make a living by daily pay. And the focus of several of our initiatives in the plan is addressing the particular concerns for this category of workers.
 
“So, part of what the President approved in the ESP is more funding for about 1 million new entrants in our Social Investment Programme. And we think that we really have to do a lot more, we have increased the numbers because really, what people need the most is to be given the opportunity to earn a living.”
 
Earlier in her remark, the UN Deputy Secretary-General, Mrs Amina Mohammed said the launch of the initiative is a demonstration of an effective partnership between the UN system and the Buhari administration.
 
She said various components of the initiative will expedite interventions in the four key areas which according to her is also being addressed under the Nigerian Economic Sustainability Plan.
“This offer is aimed at supporting Nigeria in its immediate efforts at risk mitigation by cushioning vulnerable communities, and through medium-term measures that will aid socio-economic recovery while addressing structural drivers of exclusion, inequalities and discrimination as a component of recovering better,” Mrs Mohammed noted.
 
On his part, the United Nations Development Programme (UNDP) Resident Representative and Chair of the Nigeria Development Partners Group, Mr. Mohammed Yahya said the offer was in response to the UN Secretary General’s call for action, noting that the Offer is to support the government’s action on post-COVID-19 medium-term socio-economic recovery.
 
Other officials of the Federal Government present at the event include the Minister of Foreign Affairs, Mr Geoffrey Onyeama; Minister of Health, Dr Osagie Ehanire; Minister of Finance, Mrs Zainab Ahmed; among others.
