At a defining moment in the history of the country, the church must stand as the light of the nation, and Christians as the purveyors of justice and voices of peace, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo gave the admonition yesterday at the 16th Biennial Delegate Conference of the Pentecostal Fellowship of Nigeria (PFN) held at the Michael Okpara Square in Enugu, Enugu State.

Speaking on the theme of the conference “the unquenchable light”, Prof. Osinbajo said “we must bear this gospel of Jesus Christ knowing that it is the beacon of hope and succour for our nation. As bearers of the gospel we are the reconcilers-in-chief.”

According to the Vice President, “we are the salt to the wounds of a nation, we are the voices of peace and unity where division and strife have arisen. We are the purveyors of justice, for all of those who are disempowered. The good news is that this light is unquenchable.”

Explaining the point, the Vice President said “what is this light? It is the power of the gospel of Jesus Christ, the son of God, who came to this world to pay the price for our sins so that we can attain eternal life in peace and joy. This gospel is the power of God for the healing and transformation of men and nations.”

“For I am not ashamed of the gospel of Christ, for it is the power of God to salvation for everyone who believes, for the Jew first and also for the Greek. It is the Wisdom of God,” Prof. Osinbajo added quoting the Scriptures.

The Vice President had earlier conveyed the felicitations of President Muhammadu Buhari to the outgoing PFN President, Revd Felix Omobude on the successful and glorious completion of his tenure in office and congratulated the incoming President, Bishop Francis Wale Oke.

Prof. Osinbajo also thanked the out-going President, Rev. Omobude for his invaluable service to the PFN especially in the manner he handled the affairs of the body “with impeccable integrity, fatherly understanding, maturity and Godly insight.”

On the stewardship of the outgoing PFN leadership, Prof. Osinbajo said “under your able leadership and in collaboration with the Christian Association of Nigeria led by our brother, Rev. Dr. Supo Ayokunle, I received several solidarity visits. I am eternally indebted to you for those visits which greatly strengthened and encouraged me."

Commending the smooth transition in the leadership of the PFN, Prof. Osinbajo said “I must commend the smooth electoral process leading to the emergence of the President and his deputy unopposed.”

“This is as it should be. The PFN certainly has a lot to teach us, politicians. We pray that the Lord will give this executive good success in Jesus name,” he said.

In acknowledgment of his stand and support for the Christian faith and exemplary service to humanity, the PFN conferred on the Vice President a special award of the Defender of Faith.

Accepting the award, the Vice President thanked the PFN for the recognition, noting that “there can be no more coveted preferment than that conferred by one's brethren," and adding in prayer that "you all will receive not just honour from men here on earth but in the end also from the Lord God Almighty, in Jesus name.”

Governor Ifeanyi Ugwuanyi of Enugu State also received the PFN award of the Defender of Faith at the event.

Aside Bishop Wole Oke who was elected as PFN President, Archbishop John Praise Daniel, the Presiding Archbishop of the Dominion Chapel International Churches was also elected Vice President.

The Vice President who had attended the Federal Executive Council meeting before traveling to Enugu yesterday, returned to Abuja last night.

DON’T BLOCK FINANCING FOR GAS INVESTMENTS YET, OSINBAJO INSISTS IN DIALOGUE WITH EU

*VP adds: “Our commitment to energy transition is firm”


The forthcoming deployment of the 5 million solar power connections, targeting 25 million households across the country under the Economic Sustainability Plan (ESP), reaffirms Nigeria’s commitment to the global green energy initiative.

“A just transition to net-zero emissions, probably one where gas as a fossil fuel is still supported, especially for those of us in this part of the world, is absolutely important, especially as it will enable us to phase-out more polluting fuels such as coal and diesel”, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo made the submissions yesterday during a meeting with a delegation of the European Union (EU) led by its Executive Vice President, Mr Valdis Dombrovskis, maintaining the advocacy that the international community should preserve financing for gas projects in Nigeria and other developing countries, during the transition to net-zero emission.

Discussions at the meeting held virtually focused on bilateral investment agreements between Nigeria and the EU cutting across diverse areas including technology, intellectual property rights, research and innovation, humanitarian assistance, energy access, and renewable energy.

According to the Vice President, “a point which I think we can talk about is the sort of support that we hope to get from the EU especially with respect to ensuring that we meet our commitment to net-zero emissions by 2050.

“Our commitment to energy transition is firm, and we think that for us, it is an area of comparative advantage. So, we are hoping to leverage that. I think that we will again be very happy to work on improving the investment environment to ensure that we are able to work as much as possible with the EU partners.”

Emphasizing the need to leverage opportunities to build a stronger partnership with the EU in the gas sector, the Vice President said Nigeria will explore the caveat in the EU green energy financing instrument to seek better ways of financing for gas projects in the country.

He said: “What we see is a growing trend among development financial institutions to withdraw from fossil fuel investment and recently, the World Bank’s decision to cease funding for upstream oil and gas development. The new restrictions on financing downstream developments appear to be considered by some countries in the West.

“We believe that well-intended as some of these actions may be, it is clear to us that they would disregard the importance of gas as a means of urgently addressing energy poverty for us and countries such as ours.”

Prof. Osinbajo recently has been raising the issue of financing of gas projects in Nigeria and other developing countries, advocating for more effective engagements since the campaign for the Net-Zero Emission by 2050 resumed.

At a meeting with the British Member of Parliament and COP26 President-Designate, Mr. Alok Sharma, last month, Prof. Osinbajo restated Nigeria’s support and commitment to the Climate Change agreement but cited the planned restrictions on financing of gas projects in African countries as a potential setback.

Also at the UN Dialogue on Food Systems in February, the Vice President stressed the need for the international community to consider as an option, the use of gas and other more environmentally friendly fuel sources as against what he termed “defunding gas projects” on the basis of gas not being environmentally friendly enough.

The Vice President also referred to the National Livestock Transformation Plan (NLTP) a Federal Government’s initiative to address one of the fallouts of climate change, promote sedentary livestock farming and address clashes between herders and farmers.

On his part, the Executive Vice President of the EU Commission, Mr Valdis Dombrovskis spoke on the importance of reviewing investment agreements between Nigeria and the EU, disclosing the commission’s plan to increase its external investment capacities.

On the Vice President’s call for sustained financing of gas investments in the country and beyond, the EU chief said the decision to phase out investments in fossil fuels was in line with the organization’s policy on promoting green energy initiatives.

He however urged authorities in the country to explore the caveat in the financing instruments to seek other ways of attracting investments for projects in the gas sector.

Officials present at the meeting include the Ministers of Foreign Affairs, Mr Geoffery Onyeama; Industry, Trade and Investment, Otunba Niyi Adebayo; EU Ambassador to Nigeria and ECOWAS, Amb. Ketil Karlsen; and the Executive Secretary of the Nigerian Investment Promotion Commission, Mrs Yewande Sadiku, among others.

OSINBAJO TO NIPSS: ``WE KNOW ALL ABOUT THINK-TANKS, WHAT WE NEED NOW ARE DO-THANKS``
*VP task participants to ``unlock mystery of failed or poorly implemented policies and projects``

``So, your task is already well cut out for you. Perhaps Course 43 will be able to unlock the mystery of failed or poorly implemented policies and projects, but more importantly, promote a practical, nitty-gritty guide to implementing projects and policies. This is a body of knowledge that is desperately needed today.``
 
Those were the words of Vice President Yemi Osinbajo, SAN, earlier today while inaugurating the Senior Executive Course 43 of the National Institute for Policy and Strategic Studies (NIPSS).
 
Speaking on the theme of the Course 43 programme titled “Getting Things Done: Strategies for the Implementation of Policies and Programmes in Nigeria”, the Vice President noted that “this year’s theme goes to the heart of what is generally considered the bane of development in Nigeria, poor implementation.“
 
According to him, “the proverbial gap between intention and results; between policy and stated outcomes; delivering on campaign promises or even just doing what the well-articulated policy papers say. For many serious-minded policymakers, the frustration is the same, yes we know all about think-tanks what we need now are do-tanks.“
 
While commending the commitment and contributions of NIPSS to critical national issues through policy briefs, policy advice and other strategic interventions, Prof. Osinbajo assured staff, participants and management of the Federal Government’s continued support to the institution especially in the upgrade of facilities but tasked the NIPSS management to be innovative in addressing its problems.
 
``While Government will continue to do its best to support the National Institute, I should stress that budgetary provisions alone will always be limited given competing needs and responsibilities of government.  It is therefore imperative for NIPSS to be even more pro-active and creative in seeking alternative sources of funding,`` the Vice President added.
 
Commiserating with the management and staff of NIPSS on the demise of its Director-General, the late Prof. Habu Galadima, the Vice President recalled the late DG’s hard work and dedication particularly to the growth of the institute, describing the late DG as a ``passionate advocate for the transformation of the Institute``.
 
As in the previous programmes, participants of Senior Executive Course 43 are drawn from the private sector, the public service, including paramilitary organizations and the armed forces.
 
Present at the event were Plateau State Governor, Mr Simon Bako, representatives of the Service Chiefs, among others.

*VP CALLS FOR CRYPTOCURRENCY REGULATION: “WE MUST ACT WITH KNOWLEDGE, NOT FEAR” – VP OSINBAJO TELLS CBN, BANKERS, OTHERS*

*Advocates scaling-up of national projects

*Says building 300,000 housing units in a year not too ambitious

Rather than adopt a policy that prohibits cryptocurrency operations in the country, “we must act with knowledge and not fear” and develop a robust regulatory regime that is thoughtful and knowledge-based, according to Vice President Yemi Osinbajo, SAN.
 
Prof. Osinbajo stated this in a keynote address delivered virtually at a one-day economic summit organized by the Central Bank of Nigeria, the Banker’s Committee, and the Vanguard Newspaper, themed “Bankers’ Initiative for Economic Growth”.
 
According to the Vice President, “I fully appreciate the strong position of the CBN, Securities and Exchange Commission (SEC) and some of the anti-corruption agencies on the possible abuses of cryptocurrencies and their other well-articulated concerns. But I believe that their position should be the subject of further reflection.
 
“There is a role for regulation here. And it is in the place of both our monetary authorities and SEC to provide a robust regulatory regime that addresses these serious concerns without killing the goose that might lay the golden eggs.
 
“So it should be thoughtful and knowledge-based regulation not prohibition. The point I am making is that some of the exciting developments we see call for prudence and care in adopting them, but we must act with knowledge and not fear.”
 
Emphasizing the need for monetary authorities to rethink their stand on cryptocurrencies, Prof. Osinbajo said “there is no question that blockchain technology generally and cryptocurrencies, in particular, will in the coming years challenge traditional banking, including reserve (Central) banking, in ways that we cannot yet imagine. So, we need to be prepared for that seismic shift. And it may come sooner than later.”
 
His words: “Already remittance systems are being challenged. Blockchain technology will provide far cheaper options to the kind of fees being paid today for cross-border transfers. I am sure you are all aware of the challenge that the traditional SWIFT system is facing from new systems like Ripple which is based on the blockchain distributed ledger technology with its own crypto tokens.

“There are, of course, a whole range of digital assets spawned daily from block-chain technology. Decentralized finance, using smart contracts to create financial instruments, in place of central financial intermediaries such as banks or brokerages is set to challenge traditional finance. The likes of Nexo finance offer instant loans using cryptocurrency as collateral. Some reserve banks are investigating issuing their own digital currencies.”
 
Talking about the task of national development and the public and private sector interventions, the Vice President emphasized that “in order to engender sustained economic growth, we must think in terms of scale”. 

“I am quite concerned when I hear that national interventions are classified as pilots involving sometimes no more than 1000 people. Given the size of our population, we cannot afford the luxury of pilot projects. We should design our interventions very carefully and then go big.
 
“It was quite puzzling to me when people said that our plan to build 300,000 houses under the ESP was too ambitious a target. After all, this just amounts to 400 houses per local government yet many of our local governments are larger than some African countries who would not consider building 400 houses in one year as too onerous a task. 
 
“The task of national development requires that we fire on all cylinders after all, at one stage, China was building 1.9m housing units per year over a number of years.”
 
Speaking on the need to complement the efforts of the Federal Government in bridging the infrastructure gap, the Vice President said “the Buhari Administration has a track record of building roads, rail and power projects across the country. In spite of this commitment we are still very far away from meeting the full infrastructural needs of the economy.”
 
The Vice President called for improved support especially from the private sector in the operationalization of the Infrastructure Company (InfraCo).
 
“The President has now approved the establishment of InfraCo which will be a public-private partnership chaired by the CBN Governor to overcome our infrastructural deficits. 
 
“I expect that this is a project that will excite the interest of financiers and bankers and I encourage you all to lend support to make it a success,” Prof. Osinbajo noted.

The Vice President also emphasized the need for stakeholders to pay attention to human resource development as they scale up investments in the economy.

On the country’s recovery from its second recession in four years, Prof. Osinbajo said policymakers, lawmakers and business leaders have cause to cheer the relatively good performance in the face of the negative impact of the COVID-19 pandemic, and attributed successes recorded to the early actions of Mr. President, “first in providing an initial stimulus and then, constituting the Economic Sustainability Committee and the Economic Sustainability Plan.”

Participants at the forum include the Governor of Lagos State, Mr Babajide Sanwo-Olu; Governor of the Central Bank of Nigeria, Mr Godwin Emefiele; representatives of, the Minister of Finance, Budget and National Planning; the Founder of Vanguard Newspaper, several banking executives, among others.

OUR SOLAR POWER INITIATIVE IS A GAME CHANGER, SAYS OSINBAJO

*VP commends UBA, Sterling Bank, First Bank, Fidelity Bank, for leading off-grid financing in Nigeria


Designed to boost ongoing efforts to fix Nigeria’s energy supply challenge, the 5 million homes solar installation plan under the Buhari administration’s Economic Sustainability Plan (ESP) will be a game-changer in the renewable energy space, according to Vice President Yemi Osinbajo, SAN.

This is because, besides the installation of the 5 million solar home system and mini grids, the initiative will also generate significant employment through the development of local capacities for the manufacture and maintenance of solar components and equipment.

Prof. Osinbajo stated this Thursday at a virtual engagement with stakeholders involved in the implementation of the Solar Power Naija Initiative.

Under the arrangement, the Rural Electrification Agency (REA) will drive the implementation while private companies will install and manage the home systems, drawing funding from a low-cost loan facility from the Central Bank of Nigeria.

According to the Vice President, “Our Solar Home System was designed to be a game-changer in the renewable energy space, in other words, it is not just a programme to provide off-grid power alone, but one that creates opportunities for the development of the local capacities in the assembly, manufacture and even maintenance of equipment.

“We have seen quite a bit of interest already from international and local players across the off-grid solar value chain, there is indeed a lot of interest that we are seeing.”

Under the Solar Home System of the ESP, the Federal Government is connecting 5 million households to solar systems and servicing 25 million Nigerians who are not connected to the national grid.


Under the scheme, there is an option of outright ownership by beneficiaries possibly at a rough estimate of N4, 000 per month for a period of 3 years. Also, there is the value addition to the economy in the area of job creation for at least 250, 000 persons and the ramping up of local content in solar equipment manufacturing systems installation and maintenance.

Emphasizing the Federal Government’s commitment to the project, Prof. Osinbajo said, “we are open and ready to partner, let’s go out there and ensure that we are able to do this 5 million connection in record time.”

“The banks that are keyed into this have already shown a great deal of interest and leadership in this particular area and we commend them for what they have done so far. We hope that we will be able to work closely with them as we go ahead. And same with all of the assemblers, manufacturers of off-grid systems,” Prof. Osinbajo added.

Citing the example of A-Solar’s 100,000 connections project as an effective public private partnership in delivering reliable off-grid energy to underserved communities, and developing the entire value chain, the Vice President said “one of the innovative deals that I like to highlight as part of what is going on is the A-Solar 100,000 connections transaction which is supported by Sterling Bank and the NDPHC.”

His words: “The transaction is interesting, and in some sense, it is exemplary because it combines not just the deployment of a 100,000 systems but also the setting up of two local assembly factories by A-Solar. So, it really does capture what we are trying to do here. We are trying to not just deploy systems, off-grid capacities but we also want to create opportunities for local assembly and eventually manufacturing, and this particular transaction captures that.”

While calling on commercial banks to support the Federal Government’s drive to develop the local capacity for the entire solar energy sector, the Vice President commended Sterling Bank for its stand financing off-grid power projects in the country.

“I like to highlight Sterling Bank’s continued support for the Off-grid space in partnership with the CBN’s development finance group. We have seen a couple of these huge transactions and we are hoping that we will be able to see more of these kinds of transactions and we are hoping that all our friends and partners will be able to collaborate with us.

“This programme, of course, can’t work without the commercial banks, and I will like to thank the UBA, Sterling Bank, First Bank, and Fidelity Bank for being at the forefront of off-grid financing and I will like to encourage you to be our anchor banks to drive the transactions at an accelerated but structured manner.

“As you know, the CBN is committed to this, and we hope that this partnership will be one that we will be able to leverage to achieve great things in the coming months. Please leverage on the funding opportunities that have been offered and all of our internal people are willing to work to ensure that you succeed,” the Vice President stated.

Corroborating the Vice President’s views about the potentials of the Solar Home System, in his contribution at the meeting, the Minister of State for Power, Mr Godwin Jedy Agba said the 5 million solar connections will usher in more investments in the off-grid space, creating more jobs for Nigerians.

*GLOBAL CONVERSATIONS ON REDUCING HUNGER, DISEASES MUST REFLECT OUR SITUATIONS, OSINBAJO TELLS UN SUMMIT*


As the global community mobilizes resources towards addressing hunger and reducing diseases, the conversations in Nigeria and other developing countries must be all-inclusive and reflective of the situations that concern us so that meaningful progress can be made towards attaining the Sustainable Development Goals, according to Vice President Yemi Osinbajo, SAN.
                            
According to the Vice President, “I think that some of these issues are nuanced and we really need to take a closer look especially at these dialogues so that our conversations are reflective of the issues that concern us as a nation, as a people and especially as a developing country.”
 
Prof. Osinbajo stated this Tuesday in his remark delivered virtually at a dialogue on the Nigeria Food System.
 
The national dialogue on food system is organized by the United Nations to raise global awareness and shape global commitments towards mobilizing food systems to address hunger, reduce diet-related diseases and strengthen plenary health.
 
Underscoring the point about the accessibility of the dialogues, Vice President noted that “ensuring that these dialogues are accessible to all. Meaning that they do not become one for experts essentially talking shop”.
 
Emphasizing the importance of having an open conversation, Prof. Osinbajo noted that “we have to take all of these issues into account especially because we are debating issues in the international community, we are contributing to a global conversation and it is so important that the nuances of our own society and situation are introduced into this conversation so that the conversation is richer and fairer and more just for our people.”
 
“I think we must also make it clear that this summit is about the entire value chain from farm to table and all that is in between, including retailers, food processors, technology providers and financial institutions. All of these sectors are involved in the chain and so they are relevant in this summit, and all of their views have to be brought to the table.
 
“All of these shows the interrelatedness and we need to demonstrate this to show the interrelatedness of each part of the chain and how the weak links affect all else, this will be an important consideration in making this dialogue as accessible and inclusive as possible,” the Vice President added.
 
On the significance of the summit, Prof. Osinbajo said, it addresses some of the fundamental challenges facing the country especially with the outbreak of COVID-19.
 
His words “the issue of developing a sustainable food system has never been more urgent and more existential. In our case, perhaps more so than in many other countries. Why? We are faced with population growth that exceeds growth figures handsomely. Poverty has deepened particularly in the wake of the COVID-19 pandemic and its economic fallout.

“Malnutrition and unhealthy dietary practices create unique threats to health and productivity for generation after generation. So, it is a significant challenge to produce enough food for a rapidly growing population, especially given the changes required in modernization of farming practices, mechanization and reduction of postharvest losses.”
 
Continuing, the Vice President said “there are also questions around ensuring environmentally sustainable production practices, creating empowering jobs and livelihoods, and building capacities to ensure sustainable and healthy food systems.
 
“These issues require expertise and experience but also the views of those who will literarily be at the receiving end of these plans. In other words, at this dialogues, we don’t just want to hear only the experts, we, want to hear those who are at the receiving end – those for whom all of these plans are being made. The people across all strata of society.”
 
Speaking further, Prof. Osinbajo explained that “the food we produce and eat, how we produce and eat, should be environmentally friendly and not destroy the environment for future generations. That seems simple enough. Aside from the inherent difficulties of recommending dietary changes, which is habit-forming and for most people, there are tough questions about what practices make sense in a high-income country and what will make sense in developing countries.”
 
While commending organizers of the summit for their efforts, the Vice President noted that the outcome of the dialogue “is of great consequence, because it affects us all and will determine the shape of the future.”

*States to pay compensation for damages, reconstruct destroyed homes during targeted attacks

Henceforth concerted efforts would be made towards the immediate investigation, arrest, and prosecution of all perpetrators of crime in the country while both the States and Federal governments should ensure the full protection of all Nigerians wherever they reside, without regard to ethnic, religious, or regional status.

These were some of the outcomes of the first physical meeting of the National Economic Council after a critical review of the security situation in the country under the chairmanship of Vice President Yemi Osinbajo, SAN.

According to the resolution of the Council, both the Federal and State governments should recommit to "the protection of all residents of all States including non-indigenous communities and religious and ethnic minorities within state jurisdictions."

Similarly, it was resolved that in collaboration with federal authorities, there should be the commencement of "the reconstruction of destroyed homes and payment of compensation where appropriate by State authorities for damage to property and livelihoods sustained during targeted attacks on communities within their jurisdictions."

The Resolutions of the National Economic Council

All Nigerians in their various States of abode, regardless of their ethnic or religious affiliation, will be afforded the full weight of the protection of their governments at both Federal and State levels.

This was the commitment made by the Governors at the meeting of the National Economic Council (NEC) which held at the State House Banquet Hall on Thursday.

During the meeting which was chaired by the Vice President Professor Yemi Osinbajo, the Council deliberated on the security situation in the country and reached a consensus on a mutual framework for addressing the protection of vulnerable communities, especially ethnic and religious minorities.

The Governors reaffirmed their commitment to national unity and pledged among other things, to ensure the arrest and prosecution of the perpetrators of crime, to collaborate with federal authorities to reconstruct destroyed homes, and pay compensation where appropriate for damage to property and livelihoods during targeted attacks on communities, as well as the unequivocal condemnation of manifestations of hatred, hate crimes and related violence against communities.



The Council recommitted to the following principles:

1. The protection of all residents of all States, including non-indigenous communities and religious and ethnic minorities within State jurisdictions;


2. The arrest and prosecution of all perpetrators of crime;


3. In collaboration with federal authorities, the reconstruction of destroyed homes and payment of compensation where appropriate by State authorities for damage to property and livelihoods sustained during targeted attacks on communities within their jurisdictions;

4. Ensuring that deceased victims of such violence are duly accorded dignified burial rites;

5. The immediate public and unequivocal condemnation of all manifestations of hatred, targeted violence, and other hate crimes against ethnic, religious, and minority groups;

6. Ensuring that local security initiatives – whether they are State government law enforcement agencies or local vigilante groups or the Community Policing programme of the Nigeria Police Force – are inclusive and are composed with due consideration given to adequate representation of non-indigenous/minority resident communities;



7. Ensuring that all State, local and communal security initiatives operate according to guidelines consistent with State legislation and the Constitution of the Federal Republic of Nigeria and other relevant laws and are subjected to rigorous oversight;

8. Ensuring that innocent citizens and entire communities are not slandered, harassed or victimized for the crimes perpetrated by criminal elements within those communities on the basis of ethnic or religious affiliation.

9. The continued organization of and participation in town hall meetings in the localities where ethnic strife has taken place by Governors representing all geopolitical zones.

10. That State Governments have statutory jurisdiction over forest reserves and will seek federal support for efforts to eradicate forest-based crime. (Council deliberated on how forests should be better managed and secured against criminals and criminality.)

11.That the National Livestock Transformation Plan is a comprehensive strategy for addressing the farmer-herder conflict developed by the States in collaboration with the Federal Government and Governors will seek its full implementation. (States are encouraged to promote modernization of livestock and Council, therefore, called for the strengthening of the National Livestock Transformation Plan.)

12. The strengthening of border controls to discourage cross-border crimes and the effective observation of ECOWAS Transhumance protocols.



*Strategy for President's vision on poverty eradication

Other discussions at today's meeting included the presentation of the strategy for the realization of the President's vision to bring 100million Nigerians out of poverty. The presentation was made to the Council by the Presidential Economic Advisory Council, PEAC.

Council resolved that the Technical Committee of NEC be set up with 3 Governors and representatives of the Federal Government to look at details of States' involvement and how their concerns could be addressed regarding the presentation and the implementation of the strategy.

*INEC presentation on Polling Units

The Chairman of the Independent National Electoral Commission, INEC, Prof. Mahmood Yakubu also made a presentation to the Council on the need to expand voter access to Polling Units across the country. Council resolved to support the Commission's bid to convert polling booths to full-fledged Polling Units and work out the details of doing so at the State levels.

The Buhari administration will not relent in its support for innovative ideas and interventions that would help Micro, Small and Medium Enterprises (MSMEs) thrive.

This in turn grows the economy and create more employment opportunities for young Nigerians especially, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this while speaking virtually today at the official launch of the 2021 Bank of Industry (BOI) SME Academy, in conjunction with Procter & Gamble (P&G).

According to him, "the Federal Government believes wholeheartedly that SMEs – or rather, MSMEs - Micro, Small and Medium Enterprises – are the bedrock of our economy.

“This administration is determined to support small businesses, because we know that this is the way of growth and prosperity for our people, and that support is now even more necessary in the wake of the economic downturn caused by the COVID-19 pandemic. And it is exciting to see private sector partners who are just as committed to doing the same.”


While emphasising Government's continued support for innovation and enterprise in the MSMEs sector, the VP commended the private sector for supporting the growth of small businesses through such initiative as the SME Academy.

“Thinking beyond just this event, as a government and as policymakers, we must take factors such as this into account, if we are convinced that MSMEs truly are the engines of growth in our economy,” he stated.

Highlighting the importance of MSMEs to economic growth, while referencing data from the National Bureau of Statistics (NBS), VP Osinbajo noted that MSMEs "contribute 48% of national GDP, account for 96% of all businesses and 84% of employment. Also, there are about 17.4 million MSMEs in the country, accounting for 50% of our industrial jobs and nearly 90% of the jobs in our manufacturing sector.

“It is essential for us to acknowledge how important MSMEs are for the economy. But in order for us to effectively target our efforts in their growth – in order for Micro businesses to become Small, for small businesses to become Medium – we must approach this data with nuance.”

Speaking further, Prof. Osinbajo stated that the vital role MSMEs play in driving economic growth is one reason why the Buhari administration decided to support vulnerable ones that have been affected by the COVID-19 global pandemic.

The VP further said that the Administration’s support for MSMEs is in tandem with its focus to also create more opportunities for young Nigerian entrepreneurs, and why it developed the Economic Sustainability Plan (ESP) to cushion the socio-economic effects of the pandemic on Nigerians.

"Entrepreneurs with the lowest turnovers are the most vulnerable to economic shocks like those that the pandemic has engendered and we must support them. One way we have begun implementing this is through the Survival Fund; offering payroll support to small businesses in order to safeguard at least 1.3 million jobs and offering interest-free credit for daily-paid and self-employed artisans," VP Osinbajo stated.

The MSME Survival Fund scheme, under the ESP, is designed to support vulnerable Micro, Small and Medium Enterprises (MSMEs) in meeting their payroll obligations and safeguard jobs in the MSMEs sector. Tracks under the Survival Fund include the Payroll support, Artisan and Transport support grants, Formalization Support (free CAC business names’ registration), Guaranteed Offtake Stimulus Scheme and the General MSME Grants.

Highlighting the impact of the Survival Fund on vulnerable MSMEs nationwide, Prof. Osinbajo stated that, "almost 50% of micro businesses are owned by young people – Nigerians under the age of 35 – so it is encouraging to note that young Nigerians made up 82% of Payroll Support scheme recipients and have reported that for the first time in a long time, Nigerian MSMEs are satisfied with the transparent and seamless implementation of a Federal Government scheme."

He buttressed his point on acceptance of the Scheme by Nigerians noting that when the registration portal first opened for 6 weeks, fewer Nigerians applied online compared to those that did when the portal reopened for about a week recently.

“The portal opened for 6 weeks and we received 463,000 applications. But once the implementation of the Scheme began and the portal reopened within one week, we received 892,000 applications."

The VP then explained that the whole purpose of the Survival Fund "is to ease some of the effects of the pandemic on our economy’s most vulnerable businesses and we have received an impressive number of testimonials from beneficiaries.”

Highlighting the importance of the SME Academy in contributing to the growth of small businesses, Prof. Osinbajo urged business owners and participants to “not only maximise the learning opportunities that came with this programme, but to find accessible ways to share what you learn with those who weren’t able to be here."

It is envisaged that, over time, the entity will grow to N15 Trillion in assets and capital.

Infra-Co will be one of the premier infrastructure finance entities in Africa and will be wholly dedicated to Nigeria’s infrastructure development. The entity has been developed with concept designs from the National Economic Council (NEC) and the Central Bank of Nigeria.

The President had asked Vice President Yemi Osinbajo, SAN, to chair a Steering Committee tasked with setting up the company.

The initial seed capital for the entity will come from the Central Bank of Nigeria, the Nigerian Sovereign Investment Authority, NSIA, and the Africa Finance Corporation.

The board of Infra-Co will be chaired by the Central Bank Governor and include the Managing Director of the Nigerian Sovereign Investment Authority, President of the Africa Finance Corporation, as well as representatives of the Nigerian Governors Forum, and the Ministry of Finance, Budget and National Planning. The Board will also have 3 independent directors from the private sector.

To address Nigeria's infrastructure deficit, the Buhari Administration continues to explore innovative options, including through financing initiatives such as the Presidential Infrastructure Development Fund (PIDF) designed to cater for the 2nd Niger Bridge, the Abuja-Kaduna-Zaria-Kano Expressway, and other projects.

WHY NIGERIA IS CHANGING TO CLEANER ENERGY, BY OSINBAJO

* Nigeria’s plan is to reduce carbon emission by 20% by 2030 as FG commissions another university-based solar plant

With the commissioning of yet another solar hybrid power plant by the Federal Government in one of its universities, Nigeria’s energy transition plan to renewables is on course.

And this is in line with the globally endorsed Climate Change agenda and the Buhari administration’s effort to connect more communities to off-grid power and reliable energy sources, according to Vice President Yemi Osinbajo, SAN.

Prof. Osinbajo stated this on Thursday in a message delivered virtually at the commissioning of a 1.12 MW Captive Solar Hybrid Power Plant at the Abubakar Tafawa Balewa University, Bauchi.

The project executed under the Energizing Education Programme (EEP), an initiative of the Federal Government, is aimed at providing 37 Federal Universities and 7 Teaching Hospitals with captive energy solutions that will ensure sustainable and reliable power for students and faculty.

According to the Vice President, “renewables are the fastest growing segment of energy today and will certainly be a key economic driver well into the future.

“Indeed, Nigeria intends to have 30% of its electricity supply from renewables by the year 2030. Our future workforce therefore need to be ready for this energy transition. The training centers constitute a critical additional benefit of this project.”

Continuing, he noted that “besides, this programme reaffirms the Federal Government’s commitment to global best practice as we transition to cleaner sources of energy in line with the Paris Agreement on Climate Change.

“These projects being implemented by the Rural Electrification Agency are strategic to fulfilling our commitments to the agreement as they strive to reduce Nigeria’s carbon footprint.

“The leveraging of renewable energy technology is in line with the Federal Government’s mandate and related activities. Nigeria’s plan to reduce carbon emission by 20% unconditionally and 45% with international support by 2030, aims to limit the damaging effect of climate change.”

Speaking on the benefits of the EEP, Prof. Osinbajo said “already, 22,000 students and faculties across the country are connected to completed projects in Kano, Ebonyi, Benue and of course, now in Bauchi. But apart from providing a reliable source of captive power for these institutions, each institution will have a renewable energy workshop and a training center to provide training for students on renewable energy.”

He said “the project also entails the installation of street lights and the electro fitting of existing ones for better illumination and provision of security on the campus and its environs. And there is provision for on-the-job training for 20 female students undergoing STEM courses in the beneficiary institutions. The training focuses on the design and installation of various components of the project.”

While commending the implementing agency, the Rural Electrification Agency (REA) for its hard work and resourcefulness in the implementation of the programme, Prof. Osinbajo charged the agency to redouble its effort in “rolling out the Energizing Education Programme with speed and quality across the country”.

In the same vein the Vice President acknowledged and commended what he described as “a strong display of partnership between the Federal Ministries of Power, Education and Environment, the National Universities Commission and the Nigeria Electricity Regulatory Commission”, in making the project a reality.

It would be recalled that the Federal Government, under the EEP has inaugurated 3 solar off-grid hybrid power plants in 3 universities located in Kano, Ebonyi and Benue States.

In August 2019, through the Rural Electrification Agency, the Federal Government completed and inaugurated the first plant under the  EEP, a 2.8MW first solar hybrid power plant at Alex Ekwueme Federal University Ndufu-Alike Ikwo (FUNAI) in Ebonyi State. The project also included lighting of 7.5 KM of solar powered street lights in the university.

In September of the same year, the Buhari administration commissioned the largest off-grid solar hybrid power plant in Africa at Bayero University, Kano (BUK). The project which is providing students and faculty with constant electricity supply also includes provision of 11.41 kilometres of solar-powered street lights as well as a world-class renewable energy training centre.

In the same vein in December 2020, the Federal Government commissioned a 8.25M Solar Hybrid Power plant at Federal University of Agriculture (FUAM), Makurdi, Benue State. As a result, FUAM students and faculty now have access to electricity supply from the solar power plant. The project also includes installation of 13.23km solar powered streetlights for illumination and safety on the University campus.

All universities, under the programme are also provided with world-class renewable energy workshops and training centres.

In another development the Vice President presided over the inaugural meeting of the Cabinet Committee for the Review of the Draft National Transport Policy.

The terms of reference of the Committee include the determination of "which ministry or agency has statutory authority to administer tolls on Nigeria roads," and to determine the "appropriate roles of the Ministry of Finance, Budget and National Planning and the Ministry of Works and Housing vis a vis the Ministry of Transportation in respect of the Road Fund proposed by the policy."

Committee members at the meeting held at the Presidential Villa include the Transport Minister Rotimi Amaechi, Works and Housing Minister Babatunde Fashola and Budget and National Planning Minister of State Clem Agba who represented the Finance Minister.

Due to the diligent work of Nigeria’s health workers and experts across the nation, the country has expanded its public health response capabilities and is making a progress in the public health sector since after the nation’s first COVID-19 case last year.
 
Vice President Yemi Osinbajo, SAN, stated this on Friday at the Nigeria Centre for Disease Control (NCDC) Reference Laboratory, Gaduwa, Abuja, where he underwent a facility tour, accompanied by the Minister of Health, Dr. Osagie Ehanire; Minister of State for Health, Dr. Adeleke Olorunnimbe Mamora; and the Director-General, Nigeria Centre for Disease Control (NCDC), Dr. Chikwe Ihekweazu.
 
While noting "that we have a critical situation on our hands currently with the increasing number of cases being recorded”, the Vice President however added that a lot of progress has been made since Nigeria’s first case was reported in February 2020.
 
“We have activated nearly 120 laboratories nationwide – 70 of them public laboratories – and have significantly ramped up our testing and case management capacity”, he disclosed.
 
“We have expanded the footprint of our sovereign public health response capabilities especially at the subnational level and in areas where previously such capabilities did not exist.  "Not so long ago, test samples had to be flown out of the country for examination. This is no longer the case as we now have the capacity to process samples internally.”
 
Prof. Osinbajo observed that such an achievement should not be taken for granted, “but one that we are determined to consolidate on.”
 
He said, “this very facility is a testament to the strides that we have made during a short period. While we are not yet where we want to be as a nation, we are most certainly not where we were at the onset of the pandemic.”
 
The Vice President then applauded Nigeria’s public and private healthcare specialists and workers in the line of duty for ensuring the safety, cure and prevention of majority of Nigerians from the COVID-19 virus, sometimes under extremely challenging circumstances.
 
His words, “thousands of health professionals have been working tirelessly on Nigeria’s COVID-19 public health response. From the people across sample collection sites and laboratories ensuring testing, and our dedicated physicians, nurses and other health workers in treatment centres providing care to the sick, to our medical scientists that are conducting research on various aspects of this plague. We also have State Public Health Teams working hard to ensure data reporting and analysis, contact tracing, risk communications and so much more.
 
“Within this period, you have all worked extremely hard to activate testing in all states of our country, you have increased our knowledge of this disease, grown our capacity to swiftly identify those infected by the plague and render aid to them.”
 
Continuing, Prof. Osinbajo noted that, “I know that the work you do can often seem thankless and the long hours you put in unnoticed and unappreciated. “Often it happens in the background and in the shadows, away from public attention and it will not often grab the headlines. But it only seems this way. In truth, this is the sort of work that builds nations and saves lives.
 
“When the record of our response to this unprecedented threat to our public health is written, the efforts of our healthcare professionals will occupy a significant place with the thanks of a grateful nation”
 
The Vice-President also gave special commendation to NCDC where he added, “The excellent work I have witnessed today at the NCDC Reference Laboratory, is one of the best examples of how this pandemic has produced at least one silver lining, a showcasing of the remarkable skills and talents of our public health experts, here at NCDC and across the health sector.”
 
He declared that it is “fair to say that the staff of the NCDC and all those engaged in Nigeria’s COVID-19 public health response, represent public service at its very best in Nigeria, and are an example of the type of public sector that we all want.
 
“So, to all staff of the NCDC and Public Health Teams across the states, thank you for the excellent work that you do. I want you all to know that your country is extremely proud of you. Incredible as it may sound, you are indeed making history every single day.”
 
The Vice President spoke on the ground-breaking research of several Nigerians towards creating a cure for the COVID-19 virus. He said, “Last week I was in briefing meetings, listening to the landmark research of a team of Professors from LUTH who are investigating the efficacy" of some of the drugs in the therapeutic management of Covid-19 and are researching its prophylactic use.
 
“A few days later I was listening to Professor Christian Happi and his team who have produced a ground-breaking COVID-19 rapid test, but more remarkably, are developing a Nigerian anti Covid-19 vaccine.”
 
The Vice-President further urged Nigerians to continue to comply with COVID-19 non-pharmaceutical measures, urging all Nigerians to comply with the advice of “our scientists and healthcare professionals and to continue to take every measure to keep themselves and their loved ones safe.”
 
The Vice-President then assured that as a nation and people, “we will come through this period of our history as we have come through all previous seasons of adversity – by working together, protecting each other, believing in each other and committing to seeing better days ahead for our nation.”
 
During the tour of the facility in Gaduwa, the Federal Capital Territory, the Vice President was taken round the laboratories and also interacted with a select group of staff. He paid tribute to the memory of the late NCDC staff, Uche Njoku, who died in the course of service.

FG RELEASES N6.45 BILLION FOR NEW OXYGEN PLANTS IN 38 LOCATIONS NATIONWIDE TO FACILITATE COVID-19 TREATMENT

*Another N255million approved for repairs of oxygen plants in 5 hospitals

President Muhammadu Buhari has approved N6.45 billion for the setting up of gas plants in 38 locations nationwide in a bid to enhance the treatment of Covid-19 patients who need oxygen.

This disclosure emerged at the first National Economic Council meeting of the year presided over by Vice President Yemi Osinbajo, SAN, with State Governors, Federal Capital Territory Minister, Central Bank Governor and other senior government officials in attendance.

While briefing the NEC on the release of the funds, the Minister of Finance, Budget and National Planning, Zainab Ahmed said the President approved the release of the funds for the production of oxygen, necessitated by the increased number of patients who need oxygen due to the surge in Covid-19 infections in the country.

Similarly at the meeting, the Health Minister Dr. Osagie Ehanire informed the Council that sequel to President Buhari's decision to activate the Basic Healthcare Provision Fund based on the National Health Act, N55.1billion was approved in 2018 and that 50% of the sum has since been released to the States and the FCT.

Besides, the Federal Government has also allocated N35billion for 2021 for the Fund.

It would be recalled that the Basic Health Care Provision Fund (BHCPF or “The Fund”) was established under Section 11 of the National Health Act (NHA Act), as the principal funding vehicle for the Basic Minimum Package of Health Services (BMPHS). The Fund serves to increase the fiscal space and overall financing to the health sector to assist Nigeria achieve Universal Health Coverage (UHC). Funding of the BHCPF would be derived from contributions including — an annual grant from the Federal Government of Nigeria of not less than one per cent (1%) of its Consolidated Revenue Fund (CRF) — grants by international donor partners; and funds from any other source.

Other updates at the NEC meeting include account balances as at 20th January, 2020 given by the Minister of Finance, Budget and National Planning, as follows:

Excess Crude Account (ECA), balance as at 20th January, 2021, $72,411,197.80; Stabilization Account, balance as at 19th January, 2021, N28, 800, 711,295.37; Natural Resources Development Fund Account, balance as at 19th January 2021, N95, 830,729,470.82.

In the update, the NEC engagements will focus mainly on:

TARGET GROUPS AND AUDIENCE

Participants of the NEC engagements will be drawn from the following groups

• Young intellectuals and emerging industry leaders from diverse sectors, students of tertiary and other educational institutions, youths in the Diaspora who are interested in social political developments, entertainers and social influencers, trained artisans etc.

• Youth leaders in (a) civil Society Organization (b) Politics (c) religious organization (d) traditional institutions.


• Young women and young people with disabilities.

MODALITIES AND STAGES OF THE NEC ENGAGEMENTS

The engagement will evolve in three stages:

1. Stage One: State Government(and FCT) facilitated youth engagements, guided by a panel of seasoned professionals(for comprehensiveness, practicability and effectiveness). This will essentially be a youth-driven engagement organised by each State Government or the FCT Administration. As the initial engagement, it will allow for streamlining of the thought processes of the youths’ interaction with State Officials and the selection of representatives, who will participate in subsequent engagements at Zonal and National levels.

2. Stage Two: This is the zonal-level engagement where the issues of concern and the consensus reform ideas developed from the State-level engagements are presented by the individual States’ representatives. This engagement is a collaboration between the youths and the State Governments in the respective zones.

3. Stage Three: This the national engagement, where select representatives from States and the Federal Capital Territory participate in an interactive session with Federal and other Government officials. The youth representatives present the consensus issues of concern and reform ideas developed from the first two stages. The session will be people-centric, providing a platform for the Government to listen to the youth and focus less on presenting its own achievements or defending its perspectives.

In a renewed attempt at further deepening the reforms of the nation’s business environment, the Presidential Enabling Business Environment Council, PEBEC, has resolved that CEOs and Heads of some Federal Government regulatory agencies be presented with the outcome of a recent survey that exposes major pitfalls in the operations of the agencies.

The Cost of Compliance Report which was presented to the Council at its first virtual meeting of the year on Tuesday revealed persistent corruption, duplicity of functions, poor service orientation, and several anti-business disposition in some of the regulatory agencies.

Vice President Yemi Osinbajo, SAN, who presided over the meeting directed that CEOs and heads of such government regulatory agencies involved should be presented with the outcomes, and interaction should take place regarding some of the worrying disclosures in the report of the survey conducted by Pricewaterhouse Coopers, PwC.

Prof Osinbajo who said the report revealed human issues that are not unavoidable, stressed the important roles regulatory agencies play in ensuring businesses are able to thrive seamlessly without inhibition. He noted that doing otherwise would only jeopardize the government’s efforts in creating a conducive business environment.

He stated that “if the environment on account of regulatory authorities is so difficult or expensive, such that people are discouraged or it doesn’t make sense for people to do business, then we are shooting ourselves in the foot in a manner we can only blame ourselves. These are human issues and we must do something very serious about these issues.”

Speaking further about holding those responsible for the major lapses to account, the Vice President said, “I am in full support of holding our CEOs to account because they, in turn, must hold their staff to account. If there is systemic corruption, bribery and extortion, and nobody is held to account, there is a problem.”

According to Prof Osinbajo, the plans of the Federal Government in growing the economy and changing the lives and livelihood of Nigerians for the better is largely dependent on the business environment in which they operate.

“Every one of our plans around sustaining economic growth, improving job creation and opportunities, whatever it is that we plan to do to make life better for the citizens, depends entirely on the environment in which people have to do business.

“It determines whether they will invest their resources, expand their businesses, and it just determines practically everything.”

Others present at the PEBEC meeting yesterday include the Ministers of Industry Trade and Investment, Otunba Niyi Adebayo, the Vice Chairman of PEBEC; Finance, Budget and National Planning, Hajiya Zainab Ahmed; Transportation, Mr Rotimi Amaechi; Information, Alhaji Lai Mohammed; Interior, Ogbeni Rauf Aregbesola; Budget and National Planning (State), Clem Abga; Special Adviser on Ease of Doing Business, Dr. Jumoke Oduwole, and Senator Aishatu Dahiru Ahmed, representing the National Assembly among other top government officials and representatives from PwC.

Members of PEBEC also condoled with Dr. Oduwole on the death of her father, former Vice-Chancellor of the Lagos State University, Prof. Afolabi Olumide who passed away recently. Otunba Adebayo who spoke on behalf of PEBEC prayed that God will grant the Council Secretary and the entire family the fortitude to bear the loss.

ESP CASH TRANSFER SCHEME:
LIFTING 20 MILLION NIGERIANS OUT OF POVERTY IN NEXT 2 YEARS NOW WITHIN REACH, SAYS OSINBAJO

*VP adds: Nigeria deserves social security scheme not just for poverty alleviation, but wealth creation also

*Nigeria first country in Africa to develop & test wholly technology-based approach to social protection

Following the successful activation of the Economic Sustainability Plan’s (ESP) Cash Transfer scheme aimed at delivering financial support to at least 1 million urban-based households using technology, the Buhari administration’s vision of reducing extreme poverty by lifting at least 20 million Nigerians out of poverty in the next two years is now within reach, according to Vice President Yemi Osinbajo, SAN.


Prof. Osinbajo stated this Tuesday in Abuja while flagging-off, virtually, the cash transfer scheme to be facilitated through a wholly technology-based approach called the Rapid Response Register (RRR).


RRR is the means by which urban poor and vulnerable population can be speedily identified using geographic satellite technology and other related means for the purposes of delivering cash to households affected by the fallouts of the COVID-19 pandemic in the country.


According to the Vice President “the groundbreaking success of the RRR, now emboldens us to achieve our aspiration of a social security programme for a minimum of twenty million Nigerians in the next two years. This will be the largest of its kind on the continent. This (aspiration) is, at least from the perspective of this tested approach, now well within our reach.”


“The only constraint, of course, is the funding which we must look for because, this country deserves a social security scheme that will not merely alleviate poverty but also create wealth for the millions of those who are waiting for this opportunity.


“Our government launched the National Social Protection Policy (NSPP) in 2017 to provide the framework for institutionalizing the work we started since 2016 on reducing extreme poverty in Nigeria, based on our administration’s vision to create a comprehensive social security programme for the poor and vulnerable and thereafter the pledge to lift 100 million Nigerian’s out of poverty in ten years.”


The Vice President maintained that the launch of the (RRR) social protection method of targeting, which is the first strategy to be developed and tested in the Sub-Saharan Africa region, would enable Nigeria tackle poverty in a more systematic manner, leveraging technology to expand the scope of the interventions.


His words: “As of 31st December 2020, we have identified and registered about 24.3 million poor and vulnerable individuals into the National Social Register; equivalent to about 5.7 million households. Through this project, we are currently injecting about N10 Billion directly into the hands of about 2 million poor and vulnerable people every month.


“This is about the largest evidence-based effort by any administration on poverty reduction and its impact on the lives of the poor is huge; by way of improving the livelihoods of the beneficiaries through enhanced household purchasing power; smoothening consumption; increasing savings and acquisition of household assets; and improving the local economy. There are many more ramifications.”


Earlier in her remarks, the Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Farouq said the initiative would provide a gateway to other important government programmes, adding that Nigeria now has a database for impact tracking and the expansion of social interventions and related programmes, in line with President Muhammadu Buhari’s vision of extending financial support to more Nigerians.


She said “By design, this register links to other databases such as banking information of respondents and national identity numbers. It is also a process that is advanced in unifying national databank towards the delivery of social development in Nigeria. There is no doubt that in future, as has been demonstrated in the previous presentation, we would be reverting to the process used here and the register itself, to aid emergency assistance”.


On his part, the World Bank Country Director for Nigeria, Mr Subham Chaudhuri commended the Federal Government for the initiative, noting it as a critical component in the country’s response to the COVID-19 pandemic. While pledging the support of the World Bank for the project, Mr Chaudhuri emphasized the need for stakeholders to remain transparent in the selection and disbursement of the funds to the beneficiaries.


About 3,115 households received alerts of payments instantly at the flag-off of the project by the Vice President. A total of 1 million households would be impacted directly under the scheme in the next 6 months.


The Cash Transfer scheme which is part of the ESP is designed to build a shock responsive framework for capturing and registering the urban poor and vulnerable populations across Nigeria. The RRR focuses mainly on the urban poor wards selected using scientifically validated methods of satellite remote sensing technology, machine learning algorithm and big data analysis.


Also present at the event include the Minister of Labour and Employment, Sen. Chris Ngige; the representative of the European Union (EU) mission in Nigeria, Mr Ketil Karlsen, among others.

January 15 every year is commemorated as Armed Forces Remembrance Day.

As the milestone is marked this year, it also provides ample opportunity to chronicle current landmark achievements by our military in tackling security challenges in the land, towards fulfilling the constitutional requirement of Government guaranteeing the protection of lives and property.

A checklist below:

INTERNAL SECURITY:

Boko Haram is much weaker today than in 2015, as attested to by the Governor of Borno State on December 6, 2020:

“From state-wide statistics on affairs in the 27 Local Government Areas since 2011, the fact is that despite the recent happenings in Borno State, the security situation in Borno State and, indeed, that of the entire North East sub-region is still far better under Buhari, and this is based on records.

“For instance, unlike the years before Buhari when a number of local governments were no-go-areas, we now have indigenes safely back to Gwoza, Askira-Uba, Dikwa, Ngala, Monguno, Kukawa, Damboa, Konduga, Mafa and led by our traditional leaders, which no one could have visited not to talk of living there. Our Emirs were all in exile. Today, Bama is coming back to life and so is Askira-Uba, Damboa, Gwoza and others. Life is even returning to Baga. This was impossible before Buhari.

“In fact, it was not possible to move few kilometres out of Maiduguri. Insurgents were so bold to attack and take over military facilities, like the Army Barracks at Monguno, Bama, Giwa Barrack and Multinational Joint Task Force Headquarters at Baga, to mention just a few. There were daily bomb blast attacks in many parts of Maiduguri, the most populated part of the state but all these have stopped under President Buhari. These are the records and no one can dispute them.”

HIGHLIGHTS OF DEFENCE HEADQUARTERS-COORDINATED OPERATIONS, 18 MARCH TO 30 DECEMBER, 2020:

• The Armed Forces of Nigeria from 18 March to 30 December, 2020 neutralized 2,403 criminal elements (terrorists, bandits, kidnappers, cattle rustlers, etc.) across the country.

• This is in addition to scores of other terrorists and armed bandits killed during air strikes.

• Troops also rescued a total of 864 kidnapped victims across the country.

• In addition, a total of 9,684,797 litres of stolen AGO and 33,516,000 litres of DPK were recovered.

• Equally, 1,910 criminal elements were arrested and large cache of arms, ammunition and equipment were recovered during the period.

• Furthermore, a total of 46,581.8 barrels of stolen crude oil and 22,881,257 litres of stolen PMS were recovered by the troops of the Armed Forces of Nigeria.

Sectoral Breakdown of March to December 2020 Military Successes:

North-West:

5,281 livestock, 6,951 rounds of ammunition and 120 assorted rifles were recovered from the armed bandits by the gallant troops in the Zone, 455 kidnapped victims were rescued and 473 armed bandits killed. 461 arrests were made in the Zone including high profile armed bandits, gun runners and bandits’ collaborators, while a total cash of N6,365,550 was recovered from armed bandits and their informants in the Zone.

North-East:

200 kidnapped victims rescued by troops of Operation LAFIYA DOLE. A total of 1,385 rounds of ammunition, 45 grenades as well as 95 assorted rifles were recovered from BHT/ISWAP fighters. In addition, several gun trucks were captured, while some others were destroyed during air strikes. 1,805 insurgents/terrorists including commanders were killed by the troops aside scores killed by air raids/attacks. Additionally, within the period, a total of 79 arrests were made including high value targets.

North-Central:

Troops of Operations SAFE HAVEN, WHIRL STROKE and THUNDER STRIKE rescued a total of 130 kidnapped victims, and 105 assorted rifles as well as 513 rounds of ammunition and 1,055 rustled cattle were recovered from armed bandits and other criminal elements in the Zone. 1,250 criminals including family members of the Darul Salam sect were arrested within the period. Furthermore, troops neutralized a total of 125 armed bandits including militia gang leaders.

South-South:

A total of 8,890,300 litres of stolen AGO and 33,516,00 litres of DPK were impounded by troops of Operation DELTA SAFE. Troops immobilized a total of 185 illegal refining sites, 85 dugout pits and 163 metal storage tanks within the period. Additionally, troops impounded a cumulative total of 31,236.8 barrels of stolen crude oil as well as 12,272,652 litres of stolen PMS from oil thieves in the Zone. Also, a total of 47 kidnapped victims were rescued, while 72 vandals and criminals were arrested. A total of 4,250 bags of 50kg foreign parboiled smuggled rice were impounded and 45 boats engaged in illegal activities were arrested. Troops also arrested a total of 53 pirates and 25 trucks as well as recovered 23 rifles, 65,330 rounds of ammunition and destroyed 23 sea pirate camps.

South-West:

Troops of Operation AWATSE in the South-West Zone between 18 March and 30 December 2020 impounded a total of 10,458,600 litres of PMS; 15,345 barrels of stolen crude oil and 345,000 litres of stolen AGO. Additionally, troops recovered a total of 3,594 rounds of ammunition and 14 assorted rifles. Also, within the period, a total of 23 illegal refining sites were immobilized, while 15 boats and 23 trucks engaged in illegal activities were arrested. In the same vein, within the period 35 kidnapped victims were rescued, while 48 arrests were made.

NORTH-EAST SECURITY ACHIEVEMENTS, 2015-2020

Specifically, in the North East, the Armed Forces have since 2015 recorded significant achievements in the fight against terrorism in Nigeria. The first actions of the Buhari Administration in that regard were:

• Revitalization of the Multi-National Joint Task Force comprising Nigeria and her neighbours;
• Relocation of the Military Command and Control Center to Maiduguri in June 2015;
• Launch of Operation Lafiya Dole in July 2015.

Since then, several towns and villages have been reclaimed from Boko Haram, thousands of hostages have been freed from terrorist enclaves, and tens of thousands of displaced persons have been resettled. Several Boko Haram leaders have been killed or arrested, and the arrest of Khalid al-Barnawi of the Ansaru splinter cell brought an end to the terrorists’ tight grip on North Central Nigeria.

The Federal Government is investing heavily in military hardware, including 23 new aircraft that have already been delivered and inducted into service, while another 18 manned aircraft and 8 Unmanned Combat Aerial Vehicles (UCAVs) are being awaited, in 2021/2022. This is in addition to attack boats, patrol vessels, armoured tanks and so on.

The Army established ‘Special Mobile Strike Teams’ in the Northeast, while the Air Force has established or is establishing new bases in various parts of the Northwest and North Central (Benue, Nasarawa, Taraba, Zamfara, Kaduna, Katsina).

Here is a selection of significant developments that show the progress in Borno State and the Northeast:

• El-Kanemi Warriors Football Club returned to their home base in Maiduguri in April 2016, two years after relocating to Katsina State because of the insurgency

• Public Secondary Schools resumed in Borno State on Monday September 26, 2016, after two years of closure

• Capture of Boko Haram’s operational and spiritual headquarters, “Camp Zero”, in Sambisa Forest, in December 2016. Following this, the Nigerian Army conducted its Small Arms Championship from 26th to 31st March 2017, a measure aimed at enabling the Armed forces to dominate the area, and avoid regrouping by the terrorists.

• Chairman of the Christian Association of Nigeria (CAN) Borno State Chapter declared the 2017 Easter Celebrations as the best and safest since 2009.

• Arik Air resumed flights to Maiduguri in May 2017, three years after suspending operations to the city.

• Nigerian Military reopened Maiduguri-Bama-Banki Road in March 2018, four years after it was seized by Boko Haram.

• Hundreds of thousands of displaced persons have returned to their homes and communities across the Northeast, since 2015.

• Tens of thousands of hostages have been freed from Boko Haram captivity, including 106 of the Chibok Girls abducted in April 2014, and 105 of the Dapchi Girls abducted in February 2018.

HIGHLIGHTS OF OPERATION SWIFT RESPONSE (PARTIAL BORDER CLOSURE) AUGUST 2019 TO DECEMBER 2020:

Operation SWIFT RESPONSE (OSR) which was launched in August 2019 and coordinated by the Office of the National Security Adviser (ONSA) has now transformed into Nigeria’s Joint Border Patrol Team (JBPT) as part of a Tripartite Operation, comprising Benin, Niger and Nigeria.

• 1,401 irregular migrants arrested

Total seizures:

• 159,506.7 (50kg) bags of parboiled foreign rice;
• 10,447 bags of NPK fertilizer used for making explosives;
• 1,974 Vehicles;
• 895 motorcycles;
• 18,690.3 Jerry cans of Vegetable Oil, among other seized items.

• The total monetary value of the apprehended items is about Twelve Billion, Five Hundred and Thirty Eight Million, Three Hundred and Thirty Three Thousand, Five Hundred and Forty Five Naira Fifty Kobo (₦12,538,333,545.50).

2021:

NEW NAF BASES COMING TO KATSINA AND GOMBE

• Nigerian Air Force has acquired land to be used for an Operational Base in Gwauruwa Village, Funtua in Katsina State. The new base will translate into increased security coverage and reduced response times for effective air operations against bandits in the area.

• Nigerian Air Force has commenced construction of a Base for its newly-established Unit, the 203 Combat Renaissance Group (203 CRG), in Gombe State. The Base will host some of the NAF’s newly-acquired armed drones (UCAVs).

LAUNCH OF OPERATION TURA TAKAIBANGO IN YOBE STATE IN JANUARY 2021:

• Operation TURA TAKAIBANGO was launched by the Military as a subsidiary Operation of Operation LAFIYA DOLE on January 7, 2021. On January 9, 2021, Troops of Operation TURA TAKAIBANGO identified and encircled a Boko Haram ambush site in Gujba LGA of Yobe State, killing 28 Boko Haram Terrorists, destroying one Boko Haram Gun Truck with its occupants while capturing another Gun Truck. Also captured were 2 Anti-Aircraft Guns, 13 AK 47 Rifles, 4 extra magazines and a Vulcanizing Machine.

LAUNCH OF EXERCISE “TAIMAKO YAZO”:

• The Nigerian Air Force (NAF) on 2 January, 2021, conducted a Joint Combat Search and Rescue (CSAR), Special Forces (SF) and Air Police K-9 Simulation Exercise (JCSAEX) at Rijana Village along Kaduna-Abuja Highway.

• The Exercise, code named “TAIMAKO YAZO”, was aimed at simulating tactics, doctrine and synergy amongst first responders for effective CSAR operations of downed aircrew or other NAF personnel who have had to eject or abandon their aircraft in emergency situations.

• The ability to rescue crew from hostile environments is particularly important as it can be adapted for anti-kidnapping operations as was recently done by the NAF in concert with other security agencies in the rescue of all the 344 kidnapped boys of Government Science Secondary School, Kankara, Katsina State.

• The Air Force will conduct a total of six of these Exercises between January and June 2021, mostly in the Northwest, particularly in Zamfara and Katsina States.

PETROLEUM INDUSTRY BILL (PIB):

WE NEED TO PRODUCE LARGEST OIL VOLUMES POSSIBLE AT CHEAPER COSTS, OSINBAJO TELLS OIL & GAS STAKEHOLDERS

Stakeholders in the oil industry need to find and agree on cheaper means of producing oil while also ensuring a more competitive environment that meets the needs and purposes of the Nigerian nation including the largest production volumes possible.

This was the view of Vice President Yemi Osinbajo, SAN, at a virtual meeting on the Petroleum Industry Bill (PIB) with stakeholders in the industry under the auspices of the Oil Producers Trade Section (OPTS) in Nigeria, and Independent Petroleum Producers Group (IPPG).

According to Prof. Osinbajo “we need to agree on terms that will give us a more competitive environment. We should find a way of producing oil cheaper at the largest volume possible given the circumstances and future of oil itself, and of course, given our requirements and needs."

The meeting held Tuesday afternoon just as consultations ahead of the passage of the Petroleum Industry Bill (PIB) continue. Vice President Yemi Osinbajo noted that in line with the focus of the Buhari administration, there is need for stakeholders in the sector to agree on terms to create a more competitive environment, while maximizing opportunities in the oil and gas industry.

Continuing the Vice President said “the other point is that of gas. To sound the question of reconciling and maintaining our domestic gas obligation, and at the same time improving the gas environment in such a way that we are able to benefit maximally from it as a business and government.

“I like the concept that gas should be an enabler for quick development and I think that we must reach some kind of balance with this, especially with this question around domestic gas obligation. I would like OPTS and IPPG to look more carefully and see in what ways we can come to some agreements as to how it should be done.”

Speaking further on the benefits of harmonizing interests in the PIB, Prof. Osinbajo observed that the passage of the PIB should be seen as an opportunity to transform the industry by addressing lingering issues that have impeded development across the different sectors that make up the industry.

“Businesses would like to invest and invest more in this environment. So, that is the point of convergence. We want more investments and obviously state governments like more investments, and you (private companies) would like to invest so that you can make more money. No question about that; what we should seek to do is to see to what extent we can come to that convergence,” the Vice President said.

The new PIB, which was presented to the National Assembly by President Muhammadu Buhari in September last year, has already passed the second reading in both the Senate and the House of Representatives. The central aim of the bill is to foster sustainable development in Nigeria’s oil and gas industry.

Earlier in his remarks, the Minister of State for Petroleum Resources, Mr Timipre Silva, said the interaction with the stakeholders in the petroleum industry is indicative of their commitment to the transformation of the industry through the PIB.

He assured that working with other stakeholders, including the National Assembly, the PIB as conceived by the Buhari administration would be passed into law.

On his part, the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mr Mele Kyari said that most of the concerns raised by stakeholders have been addressed in the proposal before the National Assembly, noting that the Federal Government has moved from its previous position to one that is more competitive and attractive to investors.

Commending the efforts of the Buhari administration in guiding the process of having a new law for the industry, the Chairman of OPTS, Mr Mike Sangster, who is also the Managing Director/Chief Executive of Total E&P Nigeria Ltd, said stakeholders remain committed to making Nigeria the “preeminent hydrocarbon province” in the region and the world.

Other participants at the meeting include the Chairman and Managing Director of ExxonMobil in Nigeria, Mr Laing Richard; the Chairman of Chevron Nigeria Limited, Mr Rick Kennedy; and the Chairman of IPPG, Mr Ademola Adeyemi-Bero, among others.

Vice President Yemi Osinbajo, SAN, has welcomed efforts by a team of Nigerian professors and scientists investigating the effectiveness of, and roles that Ivermectin drug can play in the treatment of the Coronavirus disease.
 
The team, which is composed of Nigerian scholars at home and abroad, has also submitted their report on the usefulness of the drug to the World Health Organisation which has already appointed a Peer Review expert from the United Kingdom.
 
Speaking yesterday while being briefed on the report by a team of scientists led by Prof. Femi Babalola, the Principal investigator, and Prof. Chris Bode, the Chief Medical Director of LUTH, the Vice President expressed excitement that Nigeria and Nigerians "are at the cutting edge of scientific research into the COVID-19 treatment."
 
According to him, "we have an opportunity here and I am so fascinated to hear this drug has been used in the treatment of River Blindness in this country."
 
While commending the efforts of the team, Prof. Osinbajo added that with the report, Nigeria is at an advantage both in knowledge and availability of the drug, especially since Ivermectin has been found useful not only in the treatment of COVID-19, but also as a prophylactic medication.
 
He disclosed that the Federal Government will explore further ways to support the research for the benefit of Nigerians and humanity generally, while also advancing the effective funding of scientific research in the country.
 
Members of the group named IVERCOVID Research Group are the Principal Investigator, Prof. Femi Babalola, an Ophthalmologist and surgeon; the Chief Medical Director of LUTH, Prof. Chris Bode; the Chairman of the Medical Advisory Council at LUTH, Prof. Lanre Adeyemo; a US-based Clinical Pharmacologist, Prof. Adesuyi Ajayi; two project virologists: Prof. S.A Omilabu and Dr. Olumuyiwa Salu; and also the Project Coordinator, Dr. Felix Alakaloko.
 
Both Prof. Babalola and the CMD, LUTH commended the Buhari Presidency for encouraging the research and thanked the Vice President for his personal role and support.
 
The report is titled, “A randomised controlled trial for the repurposing of Ivermectin in the management of COVID-19," and highlights are discussed below:
 
The research, carried out in the Lagos University Teaching Hospital (LUTH) was undertaken following the report of a 5,000-fold reduction in viral load by Australian workers with in-vitro use of Ivermectin on COVID-19 in culture.
 
The PI has worked extensively with Ivermectin on the Onchocerciasis-River Blindness control programme, through which many Nigerians have used Ivermectin.
 
FINDINGS
 
The study revealed that the mechanism of action of Ivermectin, include “Inhibiting viral entry into cells nucleus; and “Direct suppression of viral RNA load of SARS CoV 2,” among others.
 
Ivermectin is orally absorbed with higher absorption as a solution better than tablets, and "The Mean Residence Time" (MRT) is 3.4 days. This informs the suggested frequency of dosing, i.e. twice a week.
 
 
The research’s Null hypothesis noted that: “Safe doses of Ivermectin are not useful in the treatment of patients with virology proven COVD-19 disease, does not lower viral load, and does not shorten time to negativity, neither does it cause improvement in clinical parameters when compared to Lopinavir/Ritonavir/Placebo.”
 
But its Alternative Hypothesis revealed that, “Safe doses of Ivermectin are useful in the treatment of patients with virology proven COVID-19 disease, lowering viral load, shortening time to negativity, and causing improvement in clinical parameters when compared with Lopinavir/Ritonavir/Placebo.”
 
 
RESULTS
 
In its results so far, the Study noted that the randomisation was effective based on distribution of age, sex and some clinical presentation at baseline such as cough and fever.

The overall results showed that the “Days-To-Negative (DTN) reduced by 3.8 days overall. While a few patients are negative by day two, 50 per cent are negative by day 5.”
 
The study indicated that Clinical trials of Ivermectin have been carried out in at least 21 countries worldwide, including Nigeria. It referenced the “Meta-analysis of clinical trials of Ivermectin to treat COVID-19 infection” by Dr. Andrew Hill, Department of Pharmacology, University of Liverpool, UK.
 
 
Highlighting the practical applications, the Study proposed that “Ivermectin should be considered for adoption into the uniform treatment guidelines of COVID- 19 in Nigeria,” noting the “potential use of ivermectin as prophylaxis Pending the rollout of vaccination programs or alongside it.”
 
However, the Study emphasized that Ivermectin “is not meant to replace other COVID-19 measures such as social distancing, face masking and hygiene, or vaccinations,” adding that, “It is possibly an additional tool which can be deployed to fight the pandemic.”
 
The group stated that it has forwarded a report of its findings to NAFDAC.

IMPLEMENTATION OF ESP SURVIVAL FUND SENDS POSITIVE ECONOMIC SIGNALS, YET WE MUST SCALE UP INTERVENTION IN MSMEs SECTOR, SAYS OSINBAJO

In partnership with the private sector, the Federal Government would continue to support innovation and interventions to boost the growth of small businesses across the country, so as to improve the economy and create more employment opportunities for Nigerians, according to Vice President Yemi Osinbajo, SAN

Prof. Osinbajo stated this Monday at the first meeting of MSMEs stakeholders for the year 2021.

The Vice President urged stakeholders in the public and private sectors at the virtual meeting to be innovative in the interventions planned for small businesses across the country, so as to consolidate on the gains recorded in the MSMEs space in the past few years

Emphasizing on the scale and scope of interventions for the MSME sector, the Vice President noted that, “we must continue to be innovative in the interventions that we plan for MSMEs, because small businesses are the engines of growth of any economy, in the areas of wealth creation and employment opportunities, MSMEs are very important.”

Continuing, Prof. Osinbajo said, “we really have to think out of the box in our engagements going forward. We need to change the way we do many things, we need to look for ways of multiplying our efforts, because the challenges in this space are greater than what we have been able to achieve so far.

"Of course, we have done a lot, but looking at the numbers in need, you will find out that there is a lot more to be done.”

Speaking about the implementation of the MSMEs Survival Fund and the impact on the economy, the Vice President said, “the implementation of the Survival Fund by the Federal Government has sent the right signals that MSMEs are an important component of the economy.”

The Federal Government’s MSMEs Survival Fund grant scheme, which includes Payroll Support, Artisans and Transport support tracks, is a component under the Nigerian Economic Sustainability Plan, NESP.

The Survival Fund scheme, designed to cushion the economic effects of the COVID-19 pandemic especially on the most vulnerable small businesses, is a conditional grant to support vulnerable MSMEs in meeting their payroll obligations and safeguard jobs in the MSMEs sector. The scheme is estimated to save not less than 1.3 million jobs across the country.

Commending stakeholders for their cooperation and commitment in the implementation of schemes and initiatives in the MSMEs sector, the Vice President said, “working together, we can achieve more in the MSMEs space. I am glad to hear that there is more collaboration among partners and among Ministries, Departments and Agencies.”

Earlier in her remarks, the Minister of State, Industry, Trade and Investment, Ambassador Mariam Katagum said the implementation of the Survival Fund across different areas lessened the burden of the pandemic on businesses.

According to the Minister, “Having impacted over 300,000 beneficiaries under the Payroll Support scheme, paying them N30,000 and N50,000 as at December 2020; and successfully completing the enumeration and disbursement to 166,000 Artisans as at December 2020, the Federal Government, through the Survival Fund, has filled the gap created as a result of the pandemic.”

She noted that the support provided through the Survival Fund will go a long way in cushioning the impact of the pandemic as observed in comments captured in the testimonies of beneficiaries of the various tracks under the scheme.

On his part, the Special Adviser on Economic Matters to the President, Ambassador Adeyemi Dipeolu, emphasized the need for stakeholders to seriously consider the possibility of expanding the scope of the MSMEs Clinics to cover more beneficiaries and consolidate past efforts.

He noted that having been limited to Nasarawa and Ebonyi States alone in 2020 due to the COVID-19 pandemic, the secretariat, in line with the directive of the Vice President, intends to take the Clinics to the remaining States of Benue, Imo, Lagos, Gombe, Adamawa and Jigawa, in order to ensure total coverage of the country and prepare the ground for a possible nationwide second round of the Clinics.

Ambassador Dipeolu said that other initiatives that require improvement in collaboration and scope of implementation include the Shared Facility Scheme which was launched in Benue and Lagos states respectively in 2020, with Anambra and Kaduna waiting in line to be inaugurated. He noted that the scheme has proven to be one of the key products of the MSMEs Clinics that needs to be sustained and expanded.

In his remark, the Managing Director, Bank of Industry, Mr Kayode Pitan, said partnership with stakeholders grew even stronger in 2020 despite the disruptions of the COVID-19 pandemic, noting that the Bank, working with other stakeholders, will adopt strategies that will grow the MSMEs space in 2021 and beyond through the provision of facilities and other guarantees.

The Managing Director of Access Bank, Mr. Herbert Wigwe, who represented the private sector at the meeting, reiterated the commitment of the sector in supporting the Buhari administration’s vision for MSMEs through the various initiatives implemented in the Clinics and Shared Facility Scheme.

In the same vein, the Executive Director/CEO of the Nigerian Export Promotion Council (NEPC), Mr. Segun Awolowo, spoke about the collaboration among agencies in the MSMEs space in actualizing the objectives of the Federal Government.

He said the NEPC would leverage existing and renewed cooperation among agencies to actualize its new project aimed at supporting businesses in overcoming the COVID-19 disruptions, tagged “from pandemic to prosperity”.

Also, in a brief remark, the Director General of the National Agency for Food and Drugs Administration and Control (NAFDAC), Prof. Moji Adeyeye, said though the COVID-19 pandemic limited the operations of the agency in 2020, some innovations introduced in the wake of the pandemic went a long way in improving its operations and the overall certification of products.

Other stakeholders, including heads of government agencies, expressed their commitment to work together to impact more businesses in the MSMEs space in 2021.

Despite differences in religion, ethnicity, political affiliations, or other diversities, Nigerians of all generations and from all walks of life must endeavour to commit to ensuring Nigeria’s unity, because the nation is stronger together than apart, according to Vice President Yemi Osinbajo, SAN.

The Vice President spoke today at the Interdenominational Church Service for the 2021 Armed Forces Remembrance Day Celebration, which held at the National Christian Centre, Abuja, on Sunday.

According to Prof. Osinbajo, who was represented at the Church Service by the Secretary to the Government of the Federation, Mr. Boss Mustapha, Nigerians “must at every opportunity insist that every great multi-ethnic and multi-religious nation has, through thick and thin, fought to realize the great dividends of diversity and pluralism.”

He reiterated the need for Nigerians to, as a mark of honour for the sacrifices of the men and women of the Armed Forces show more commitment to the unity of the nation and the task of building a better society.


The VP said, “the struggle to ensure a more perfect federation is a lifelong enterprise to which each generation must resolutely commit.”


While paying tribute to the departed men and women of the nation’s Armed Forces, he observed that their sacrifices embody ultimate patriotism as they laid down their lives in the line of duty.


According to him, “drawn from all across the country, these brave men and women of the Armed Forces have made our nation proud and their lives show us what it means to be patriots. Each one of them reminds us of the timeless words of our national pledge: “to be faithful, loyal and honest, to serve Nigeria with all our strength, to defend her unity and uphold her honour and glory.”


He noted that the departed heroes and heroines of the Armed Forces “fought to preserve the freedom of the nations of the world from totalitarianism in the First and Second World Wars; to keep our Nation and its people as one in the Civil War."


Continuing, the VP praised the members of the Armed Forces adding that they "laid down their lives in peacekeeping operations on the continent and elsewhere, paid the ultimate price in the fight against the mindless terrorism in the North East, and in defending this land from other threats to security.


"It is to the memories of these heroes and heroines that we pledge in the words of our National anthem: that “the labours of our heroes past shall never be in vain.

“That promise that their blood, spilled on the field of battle, will not be wasted, is the burden that we, the living, bear. And it is an onerous one indeed.”


In his tribute to the departed members of the Armed Forces, the VP recalled the heroism of the late Ms. Tolulope Arotile, who made history in October 2019, when she was winged as Nigeria’s first female combat helicopter pilot in the 55 years of existence of the Nigerian Air Force.


He said, “although her young life was cut short in very unfortunate circumstances, Tolulope lived her dream to join the Nigerian military and along with colleagues from all parts of this nation, to defend the territorial integrity, peace and security of this nation.


Prof. Osinbajo noted the nation will always be grateful and proud of the continuing commitment of our young men and women to serving in the Armed Forces.

He said “this occasion is also one where we celebrate, honour and pray for the families, relations and loved ones of our fallen heroes, those who daily bear the pain and deprivation of their absence. On behalf of Mr. President and the Federal Government, we once again extend our sincere condolences to you. We pray that the Lord will comfort you and uphold you daily.”

IN FIRST OFFICIAL MEETING OF 2021, BUHARI GETS ESP PROGRESS REPORT FROM OSINBAJO

*VP meets NorthEast Humanitarian Hub management, pledges support for establishment of Social Innovation and Research Institute

In their first official meeting for the year 2021, President Muhammadu Buhari on Tuesday received Prof. Yemi Osinbajo, SAN in his office where the Vice President updated him on the progress recorded so far in the implementation of the Economic Sustainability Plan (ESP).

President Buhari had mandated Vice President Osinbajo as chair of the Economic Sustainability Committee, to coordinate the implementation of the ESP aimed at cushioning the economic effects of the COVID-19 pandemic.

About three months into the implementation of different components of the plan namely, MSMEs Survival Fund; Social Housing Scheme, and Solar Home System, among others, Nigerians across different sectors have been impacted.

MSMEs SURVIVAL FUND: MORE NIGERIANS RECEIVE PAYROLL SUPPORT PAYMENTS, ARTISAN & TRANSPORT GRANTS

For the Payroll Support track of the Survival Fund, a total of 277,628 beneficiaries drawn from 56,575 businesses have now been paid.

This total number includes the batch of 20,614 beneficiaries that were recently been paid for October, and 257,014 beneficiaries that were paid for November and December.

A breakdown of the 257,014 beneficiaries shows that: N30, 000 each was paid to 222,466 beneficiaries as November and December payments while N50,000 each was paid to 34,548 beneficiaries as November and December salaries.


Out of the total number, 3 per cent are beneficiaries with special needs, while 43 per cent are female employees/beneficiaries.

Meanwhile, the enumeration of prospective beneficiaries for the Transport Support Track, which was launched in December 2020, is still ongoing. And payment of N30, 000 one-time grant to 333,000 artisans across the country is in progress with payments already made to verified beneficiaries in States under streams 1, 2, and 3, comprising FCT, Lagos, Ondo, Kaduna, Borno, Kano, Bauchi, Anambra, Abia, Plateau and Delta (under stream 1); Taraba, Adamawa, Bayelsa, Edo, Ogun, Ekiti, Katsina, Kebbi, Kogi, Kwara, Enugu, and Ebonyi (under stream 2); Akwa-Ibom, Cross River, Zamfara, Yobe, Sokoto, Nasarawa, Niger, Imo, Oyo, Osun, Jigawa, Gombe and Benue (under stream 3).

SOLAR HOME SYSTEM: SCHEME TO CONNECT 5M HOUSEHOLDS IN OFF-GRID, UNDER-SERVED COMMUNITIES TO ELECTRICITY ONGOING

The process of installation of the N140 billion Solar Home System that will cover up to 5 million households, serving about 25 million individuals in rural areas and urban communities, has begun with the enlistment of solar assembling companies and components manufacturers as well as solar servicing firms.

Under the scheme, the Central Bank of Nigeria (CBN) will make available funds to private companies involved in the manufacture, installation, servicing of the solar systems, at rates ranging between 5 to 10 percent.

An important aspect of the scheme is the option of outright ownership by beneficiaries at a cost ranging from N1, 500 per week to N4, 000 monthly depending on the capacities, for a period of 3 years.

SOCIAL HOUSING: PROTOTYPE UNITS LAUNCHED IN FCT, CONSTRUCTION SET TO START IN 12 STATES

The plan by the Federal Government support 1.5 million Nigerians to acquire low-cost houses Under the Social Housing program of the ESP is on course as the portal for application by prospective beneficiaries was launched in December 2020 alongside the prototype 1-bedroom and 2-bedroom units.

During a visit over the weekend to the completed model houses in Dei Dei at the Federal Capital Territory, Vice President Yemi Osinbajo, SAN, reiterated the FG’s commitment to deliver decent and affordable accommodation that will be within the reach of many Nigerians.

The plan is to have a Rent to Own option as part of the Buhari administration's resolve to impact the common man in the social housing scheme expected to also generate 1.8m jobs and deliver houses to about 1.5m Nigerian families.

Already sites for early start projects have been identified in all the 6 geo-political zones in addition to the FCT.

The sites include those in Ekiti and Ogun in the Southwest, Enugu, and Abia in the Southeast, Delta, and Edo in the South-south, Yobe, and Bauchi in the Northeast, Kaduna and Katsina in the Northwest and Nasarawa and Plateau in the North-central. Sites have also been identified in Abuja.

To kickstart the social Housing projects, the CBN has already committed to a N200B facility with a guarantee by the FG via the Finance Ministry.

The implementing agency, Family Homes Fund Ltd, an agency under the Federal Ministry of Finance has already mobilized thousands of Cooperatives groups across the country who will participate in the social Housing plan as the main warehouse agents and mobilize low-income buyers. For instance, FHF met recently with 93 Cooperative Leaders from the 6 geographical zones, under the aegis of the Co-Operatives Federation of Nigeria.

VP MEETS NORTHEAST HUMANITARIAN HUB TEAM

In another development, during a virtual meeting on Tuesday with management of the North East Humanitarian and Innovation Hub (NEHIH), Prof. Osinbajo pledged the support of the Federal Government and the National Economic Council (NEC) in the establishment of a Social Innovation and Research Institute (SIRI), an initiative of NEHIH aimed at developing skills and building capacity for social innovation.

The Vice President noted that idea of establishing a centre for social innovation as conceived by the NEHIH was good, emphasizing that “I don’t think there is enough attention being paid to the local needs of social innovation. I really think that this proposed institute can do enough in terms of capacity building and leveraging on ideas. And also making a lot of the innovations relevant to our demands and needs here in Nigeria.”

Prof. Osinbajo added that “part of the work I think SIRI might end up doing is in looking at our peculiar humanitarian condition, because the humanitarian condition that we find ourselves in Nigeria is enormous, a huge one.

“So, there is an opportunity here to teach the rest of the world how to deal with this, especially from the point of view of education of children in conflict situations, and even entrepreneurship in conflict situation.”

Other participants at the meeting include the coordinator of the Hub, Mr Ahmad Moddibo, the SIRI project coordinator at the hub, Nguveren Mary, among others.

As part of its determination to ensure the success of the Social Housing scheme where the Buhari administration will construct 300,000 houses under the Economic Sustainability Plan (ESP), for low income earning Nigerians, cement manufacturers have agreed with the Federal Government to charge discount price.
 
Making the disclosure over the weekend while visiting the completed model houses in Dei Dei at the Federal Capital Territory, Vice President Yemi Osinbajo, SAN, affirmed it is indeed possible to deliver decent and affordable accommodation that will be within the reach of many Nigerians.
 
Answering reporters' questions after the visit to one of the construction sites of the Social Housing scheme, the VP noted the contributions of major cement manufacturers in the country towards the success of the programme.
 
According to him, “they have agreed to give cement for this project at considerable discount which is a very helpful thing to do and we really commend and thank them for the contributions they are making, it is a very patriotic thing on their part. They also see the importance of this Mass Housing Programme.”
 
After seeing the prototypes of the one-bedroom and two-bedroom bungalows, Prof. Osinbajo expressed satisfaction with the quality of the design and the fact that the houses are very affordable.
 
The Vice President noted that, “on the average, anybody who is earning N30,000 a month and is ready to spend a third of that amount, will be able to afford one of these houses, that is the plan. What I have seen so far, there is a one-bedroom unit and there is a two-bedroom unit, both coming under N2 million.
 
“I think that this is a very good thing indeed. And a point has been made that it is possible to build good, decent accommodation that isn’t out of the reach of practically everyone.”
 
Commenting on the implementation of the scheme across the country, the Vice President assured that the Mass Housing Programme will be provided across the country.
 
Prof. Osinbajo said, “we are hoping that we will be able to replicate this not just in Abuja but all over the country. So far, the Family Homes Fund is in 11 States, and they have given up land for the project.
 
“We are hoping that this year, we will be able to very rapidly improve the scale and speed of putting these houses in place.  Once we are able to get moving quickly, we think we can make available several thousands of houses across the country and more people can afford to live in such houses.”
 
The Vice President noted that the job creation component of the Economic Sustainability Plan (ESP) would also be actualized through Social Housing Scheme.
 
His words: “Also important is the job creation aspect of it. You have young men and women who are builders, architects, civil engineers working on this project. We are hoping that a lot of the building materials will be locally fabricated especially the windows, doors and other components of the houses.”
 
The social housing scheme of Buhari administration is an important aspect of the plan by the Federal Government to address the housing needs in the country by building thousands of low-cost houses and in the process create wealth and jobs for youths that will be engaged in the construction of the houses.
 
Under the ESP, the Federal Government has mandated the Central Bank to provide financing for the housing scheme and a N200B facility has been approved as the first tranche already.
