The main crux of discussion is about rehabilitation exercise and I want to establish that state government who rehabilitates and pardon a state convicts can do so if the state law permit such.

In a Federation states has autonomous power and it is stated clearly in the Concurrent list areas where states can legislate.

Government policies are continum and it carries both the assets and the liability of the previous governments.
