Both roar are intense and scary. That of a tiger is short and powerful infact, sends chills down my spine. That of Lion is long and of high pitch.

That is the thing we can't know much. The Soviet union was like North Korea of today, they hardly allowed news to flow in or out. So if America (the same people in a cold war with USSR) start demonising the country, you just have to take the news with a pinch of salt.
