EU High Representative Mogherini Responds to OEAS on Biafra Says European Union Will Not Say No to a Lawfully Created Biafra. Brussels: The OEAS called for the European Union High Representative for Foreign Affairs and Security to utilize their good office to help bring about a Referendum on Biafra Independence. The OEAS has also called for release of all Biafran political prisoners, a stand down of Nigerian forces, and a snap referendum to be held within 90 days. Mrs. Mogherini who handles the foreign affairs portfolio for the European Union responded on January 18 to the OEAS Chief Administrative Officer, Dr., Jonathan Levy, regarding the question of a Biafra referendum. The European Union’s official position is that while it has strong diplomatic and economic ties with Nigeria, “Protection of human rights and fundamental freedoms remains a priority for the EU and we encourage the authorities [Nigeria] in every occasion to respect such rights.” The EU went on to advise the OEAS and Biafrans that self-determination and border changes must be in accordance with established international law. The OEAS has called for an internationally recognized referendum on Biafra independence or autonomy. Abia State Governor Okezie Ikpeazu, has expressed confidence that the Supreme Court will set aside the judgment of the Appeal Court, which nullified his election and reaffirm him as the winner of last year’s governorship election in the state. An Appeal Court sitting in Owerri, Imo State, on December 31, 2015 set aside the lower tribunal’s judgment and declared Alex Otti of the All Progressives Grand Alliance (APGA) authentic winner of the election. According to him, the amount was more than a quarter of 2015 national budget. He spoke when he kick-started the National Sensitization Campaign Against Corruption at a press conference in Abuja. The minister solicited media support in the war against sleeze. He said: “Out of the stolen funds, 15 former governors stole 146.84 billion naira; four former ministers stole even billion naira; 12 former public servants, both at federal and state levels, stole over 14 billion naira; eight people in the banking industry stole 524 billion naira; while 11 businessmen stole 653 billion naira. “Using World Bank Rates and Costs, one third of the stolen funds could have provided 635.18 kilometres of road; built 36 ultra modern hospitals, that is one ultra modern hospital per state; built 183 schools; educated 3,974 children from primary to tertiary level at 25.24 million per child; and built 20,062 units of two-bedroom houses. This is the money that a few people, just 55 in number, allegedly stole within a period of just eight years. And instead of a national outrage, all we hear are these nonsensical statements that the government is fighting only the opposition, or that the government is engaging in vendetta,” he said. A former Niger Delta militant leader, Chief Government Ekpemupolo, popularly known as Tompolo, who in recent weeks has refused to appear in court to answer charges for fraud, has written a letter to President Muhammadu Buhari to explain his refusal to appear in court. Tompolo in the letter obtained by The Nation, claimed he had nothing to do with the matter in court and blamed his refusal to appear in court on the Economic and Financial Crimes Commission (EFCC), its lawyer Festus Keyamo and some former Peoples Democratic Party (PDP) members, who defected to the All Progressives Congress (APC). “The truth of the matter is that I do not know anything about the N34 billion Economic and Financial Crimes Commission (EFCC) is talking about. The issue with subsidy is that government needs to block all loopholes. If there’s no subsidy, it will affect our foreign exchange, we’ll end up buying a dollar at N500, because there’s no VAT on petroleum products. That’s why the import of petroleum products is taking about 30% of our foreign reserve. We just need to make sure that there’s no siphoning of money. The refining business requires volume. If you don’t have a massive volume, there’s no way you’ll make money. Most of the refineries in Africa are running at a big loss. It’s not possible for government officials to successfully manage oil businesses. It’s good enough if they remove the subsidy, but you can check with neighbouringcountries like Senegal. If a poor person in Senegal can afford to pay subsidy, why can’t a poor person in Nigeria afford to pay. In this interview, he bares his mind on the intervention of the military in Nigeria politics 50years ago, saying they have introduced violence through their long stay. Excerpts: How would you describe the military intervention of January 15, 1966? The military intervention in 1966 was well meaning but they stayed for too long. We thought they came to correct the political situation that was rampant at that time. Nobody knew they came to replace. And they stayed long until their visit was unwelcome. The country is still suffering from the effects of their long stay till now. They didn’t allow our politicians to learn from their mistakes. Instead of correcting mistakes they became mistake makers themselves. What they came to correct they didn’t correct. They became worse and worse until Nigerians forgot what democracy was. We are still suffering from that long stay up till now. That is why we render a system where Nigerians still don’t know what democracy is. But we hope and pray with the new government in place; the government that was part of system that upturned democracy in those days, they would have learnt from their past mistakes to allow democracy to grow. Why did you say Nigerians still don’t know what democracy is? Democracy is purely about rule of law. We don’t have rule of law now. I mean, the President should not arrest civilians for detention. But that is happening now. Democracy is the accepted government by the majority of the people. We started cheering them when they came in, but few months after we started gearing at them. President Muhammadu Buhari has appointed Abuja-based lawyer and activist, Maryam Uwais, as his Special Adviser for Social Protection Plan. A presidency source familiar with the matter told PREMIUM TIMES Mrs Uwais, wife of Muhammadu Uwais, a former Chief Justice of Nigeria, was appointed weeks ago. Ekiti State Governor, Ayodele Fayose, has advised President Muhammadu Buhari on his order for 18 military generals to be probed by the Economic and Financial Crimes Commission over their alleged involvement in the $2.1 billion arms deal. Governor Fayose, who reacted to the president order through his Special Assistant on Public Communications and New Media, Lere Olayinka, said the military officers ought to have been probed in accordance with the armed forces rules of engagement. The governor, who reiterated his support for the fight against corruption, said “the $2.1 billion arms deal is a scam because all that they are just doing is to brandish figures to deceive Nigerians and demonize the Peoples Democratic Party (PDP) and those opposed to his dictatorship in the All Progressive Congress (APC). Nigeria’s Minister of Interior, Abdulrahman Dambazau, has been caught on tape using an officer of Nigeria’s secret police, the State Security Service, to clean his shoes in public. A video sent to PREMIUM TIMES by one of its readers showed the minister, dressed in white gown, relaxing on a couch with his legs stretched out. The SSS officer appeared from the sides, with a handkerchief in his right hand and a holstered service pistol protruding from his jacket. He was shown stooping before the minister, using his left hand to lift Mr. Dambazau’s right leg, slightly above the floor to clean his loafers. Peoples Democratic Party (PDP) has asked the national assembly to “commence the impeachment of President Muhammedu Buhari for the various constitutional breaches, especially the submission of two versions of the 2016 budget”. The party made the demand after its national working committee meeting in Abuja on Thursday. The party urged the national assembly to “thoroughly investigate the shameful act, including the distortion and banding of figures to accommodate their personal interest and ensure that appropriate sanctions is meted to whoever has a hand in the dubious action that has brought embarrassment to the legislative body”. It also asked the ministers of finance, budget and national planning to resign, “having failed to provide the much needed capacity in the management of the nation’s economy resulting in the embarrassing crashing of the nation’s currency to as low as N305 to a dollar”. The PDP asked the governor of the Central Bank of Nigeria (CBN) to resign for plunging the country’s currency policy into chaos, an action it said had thrown investors into total confusion. Abimbola Adelakun In the past months, Nigerians have not only been treated to serialised scandals of the immediate past administration, we have seen so many plot twists that even the staunchest defenders of the past government would think twice before throwing up the clichéd defences. There is a lot about the ongoing Dasukigate scandal to rave about, definitely, but anyone who has been a Nigerian long enough should hardly be surprised at any of the revelations. Never mind the exaggerations one hears in public discourses these days that suggest the scale of the looting that occurred in the immediate past administration was particularly novel. These days, Chief Olusegun Obasanjo is all over the place telling Nigeria how to order her affairs when the amount of looting that went on under his watch – the power probe being one of the many examples – makes what subsists now seem like just an episode in a nightmare Nigeria cannot wake up from. Corruption is a Nigerian culture and there are different reasons that can be adduced for its intractability. This statement has been over-analysed as both evidence of the President’s strictness and starvation of an understanding of democratic principles. I shall not go over that anymore. However, the point Buhari made in that statement – judging from the accompanying comments and many bandwagon analyses that followed – understandably resonated with a lot of Nigerians. That is because, for the most part, when we talk about “corruption” in Nigeria, we are fixated on abuse of state resources by officials. The other part we barely acknowledge is the good that corruption does. In a country like Nigeria where access to capital in whatever form is built around the government, and government itself is rigidly personified in the so-called strong men whose overbearing influence on institutions weakens its structures, citizens do not have choices that one way or the other, does not lead back to government patronage. In such a context, corruption cannot but thrive. Buhari can talk about two million children in the IDP camps all he likes, there are more millions of children out there whose education is being funded with proceeds of corruption; people who are alive today because someone used stolen money to pay their hospital bills; religious houses built on the foundation of money sourced through corruption; schools and social facilities built with money corruption made possible. In fact, Buhari himself can posture all day about Dasuki using state funds to run an election but until he tells us where the money that was emptied on his own election came from, the much-needed honest conversation on how to tackle corruption has not even begun. It gets to the point where even our intellectuals pit one corrupt politician against the other and make spurious judgment about overlooking allegations against some in favour of their achievements. Rather than a discussion of corruption developing into a broader framework that can be universally applied, it is particularised and ultimately becomes a clash between who is obviously corrupt and who has managed to cover his tracks better; whose corruption is in service of progressive ideology and whose belongs to the clan of the defeated. It is important that our anti-corruption effort not only dissembles existing structures but also replaces them with legitimate ones so we do not regress even as we purport to advance. When attention is focused on acts of corruption committed by the previous administration, and it becomes an all-consuming affair, then we may be celebrating the power of the looters over us rather than our strength and potential as a people. I am not suggesting a total blackout but their sins need not overshadow the entire society in the guise of pursuing justice. The Edo State chapter of the Peoples Democratic Party and the All Progressives Congress have disagreed over the proposed N111.5bn state budget proposal sent to the House of Assembly for approval by Governor Adams Oshiomhole for the year 2016. Oshiomhole had on December 14, 2015, presented the budget, which he tagged ‘Budget of Finishing Well’, with a total of N58.9bn earmarked for capital expenditure, representing 52.84 per cent of the total budget, while recurrent expenditure was pegged at N52.6bn, which represents 47.16 per cent. A breakdown of the budget showed that N14bn each was awarded to the education and health sub-sectors while road infrastructure was allocated N9.24bn and N8bn for flood and erosion control. The state PDP has, however, faulted the proposed budget, describing it as a “budget of misappropriation.” The state Chairman of the party, Chief Dan Orbih, told journalists during a press briefing on Tuesday, that it was sad that the state government neglected agriculture and the provision of water by appropriating paltry sums of N100m and N300m respectively to the two sectors, while security and ICT got N5bn and N400m respectively. Orbih accused the governor of setting aside N3.5bn for the construction of the Accident and Emergency Ward at the Benin Central Hospital, which he alleged had become a conduit to siphon the state resources, saying funds had been allocated to the A and E wards in the last two budgets. He said the state budget for 2016 had exposed what he described as the insensitivity of the state government to the plight of the residents, adding that the budget was designed to impoverish the people of the state and improve the lives of those in government. The PDP chairman stated, “While Oshiomhole budgeted N10m as medical treatment for senior citizens in the 18 councils of the state, he has been doling out N4m to his aides in the name of medical treatment. “Considering previous allocations to the Accident and Emergency ward at the Benin Central Hospital, the ward could go down in history as the most expensive hospital ward.” But the leadership of the APC in the state dismissed the opposition party’s statement, describing it as false and one that indicated that the PDP had lost touch with the people of the state. President Muhammadu Buhari is set to relaunch the War Against Indiscipline and Corruption in his patriotic bid to wipe out corruption from Nigeria. This was revealed by the Minister of Information and Culture, Alhaji Lai Mohammed at a meeting with the Broadcasting Organisations of Nigeria (BON) in Abuja yesterday, to enlist their support in the on-going war against terrorism. It will be recalled that as a military Head of State, Buhari alongside Tunde Idiagbon launched a nationwide campaign called “War Against Indiscipline” (“WAI”). The WAI campaign was aimed at tackling the most anti-social Nigerian characteristics such as indiscipline, corruption, and lack of environmental sanitation. He further said the new attitudinal change programme was tagged “Change Begins With Me”, adding that the National Orientation Agency (NOA), with offices across the 774 local government councils will be saddled with the responsibility of driving it. He further explained that another campaign against corruption would also be unveiled shortly after the commencement of the “Change Begins With Me’’ programme. Aware that some members of BON are privately-owned outfits that need to make money to remain afloat, the minister argued that they could only carry out their operations when the nation is at peace. Armed robbers have attacked Ondo and Odaliki streets in the Ebute-Meta area of Lagos State, killing a 19-year-old admission seeker, identified only as Olaniyi. PUNCH Metro learnt that the robbers attacked the area at about 1am on Sunday, dispossessing residents of money and phones. Olaniyi, who hailed from Ilorin, Kwara State, and stayed with a friend on Ondo Street, was said to have been shot on the chest. Our correspondent learnt that the robbers attacked two other places ─ Ibadan and Thomas streets ─ before they left the area around 2am. Policemen from the Iponri division who later arrived at the scene were said to have recovered Olaniyi’s corpse, while no member of the gang was arrested. When our correspondent visited the area on Tuesday, Olaniyi’s mother, who sold foodstuffs at a shop around Odaliki Junction, was said to have been taken to Ilorin after the incident. A septuagenarian in Olaniyi’s apartment, who did not want his name in print for security reason, said the occupants of the house had fled the area, remaining only him and a few kids. The man added that Olaniyi was the only child of his mother, who had also lost her husband. He said, “It was at about 1.30am on Sunday. My son was at home because of the Yuletide. He uses a wheelchair and he was awake till that time. “The robbers scaled the fence and jumped into our compound. They got hold of a boy on the ground floor and asked him to lead them up. They saw my son and collected his phones. The three men who came to the first floor were armed with guns. “They headed for the room Olaniyi stayed. His friend, whom he stayed with, was not at home. When the robbers entered the room, they told him to lie down. Seconds later, I heard a gunshot. “After a few minutes, they left our place for other houses. The Managing Director of the International Monetary Fund, Christine Lagarde, said on Tuesday in Abuja that the organisation was willing to assist the Federal Government of Nigeria in plugging revenue leakages, tracing stolen funds and restructuring the tax system. She also said that Nigeria had all the potential to overcome the current economic challenge of falling commodity prices without resorting to the IMF for financial support. Lagarde, who is in the country on a four-day working visit, reportedly said this during a closed-door meeting with President Muhammadu Buhari at the Presidential Villa, according to a statement by the President’s Special Adviser to the President on Media and Publicity, Mr. Femi Adesina. Buhari, on his part, said he had told all heads of Ministries, Departments and Agencies of government that under his leadership, they must give full account of all funds allocated to them. He said his administration would look inwards, enforce regulations to stop financial leakages and adopt global best practices in generating more revenue to mitigate the effects of dwindling oil prices on the Nigerian economy. Adesina further quoted the President as saying that his administration would also enforce greater discipline, probity and accountability in all revenue generating agencies of the Federal Government. Buhari reportedly told Lagarde, “We have just come out of budget discussions after many weeks of taking into consideration the many needs of the country and the downturn in the economy with falling oil prices and the negative economic forecasts. We are working very hard and with the budget as our way forward; we will do our best to ensure that our country survives the current economic downturn. “We have also told all heads of Ministries, Departments and Agencies of government that on our watch, they will fully account for all funds that get into their coffers.” The President said that the Federal Government was reviewing its operational costs and had directed all the MDAs to cut down on their overheads. According to him, the Federal Government will welcome the technical support and expertise of the IMF for its plans to diversify the Nigerian economy and further unleash its growth potential. After her meeting with Buhari, the IMF boss said with the determination and resilience so far displayed by Buhari and his team, Nigeria did not need any loan from her organisation. Lagarde said she was not in the country to negotiate loans with the Federal Government. The IMF boss spoke with State House correspondents shortly after holding a closed-door meeting with Buhari; Vice President Yemi Osinbajo; and some key ministers inside the Presidential Villa, Abuja. The meeting was also attended by the Minister of Finance, Kemi Adeosun; Minister of Budget and National Planning, Udo Udoma; Minister of Transportation, Rotimi Amaechi; and Minister of Works, Housing and Power, Babatunde Fashola, among others. Lagarde said although Nigeria did not need IMF loans, fiscal discipline was needed for the country to be sustainable. She said, “Let me make it clear that I am not here (in Nigeria) nor is my team in this country to negotiate a loan with conditionality. We are not into programme negotiations and frankly at this point in time, given the determination and resilience displayed by the President and his team, I don’t see why an IMF programme will be needed. “So, of course, discipline is going to be needed; of course, implementation is going to be key for the objectives and the ambition to serve the country well in order for it to be actually sustainable.” She said the IMF believed that with clear primary ambition to support poor Nigerians, there could be added flexibility in the monetary policy, particularly if the oil price slump continued for a longer period as expected. She explained that the organisation’s position was that Nigeria should not deplete its reserves simply because of rules that would be exceedingly rigid. While saying that she was not suggesting that rigidity should be totally eliminated, the IMF boss argued that some degree of flexibility would be enough. Lagarde observed that since her last visit to Nigeria four years ago, the country had witnessed a number of changes in the areas of democracy and the economy. She noted that Nigeria had become the largest economy in Africa and the most populated, with a very attractive market. She, however, regretted that things had changed in a more complicated way in the sense that the source of revenue to the government, which was predominantly crude oil, had seen its price reduced by more than half. In an interview with Vanguard, the NBA said the president’s position on the matter was offensive to the tenets of constitutional democracy, rule of law and presumption of innocence of an accused person. Buhari had during his first presidential media chat given reasons why both Dasuki and Kanu could not be released from detention. The presidential committee on anti-corruption led by Professor Itse Sagay had argued that the federal government was not in violation of the rule of law as any bail granted an accused is completely related to the offence which he is charged before the court. “The way I see it is that any bail granted an accused, is completely related to the offence which he is charged before the court. So, if after he (the accused) has been granted bail and the prosecution discovers another offence for which no bail has been granted, then the accused can be re-arrested. So, that cannot be in violation of a bail, which is in relation to an earlier stated offence,” he said. The NBA argued that re-arresting someone immediately after the person has been granted bail by the court makes mockery of the country’s democracy which is presumably anchored on the rule of law and separation of powers. According to Augustine Alegeh (SAN), the president of the NBA, the respect for the rule of law was a must for the government. He said: “Government has a need to respect the rule of law. As a matter of fact, there is need for government to be in the front burner in the respect for the rule of law. Whoever is unhappy, including government with a pronouncement of the court, has the opportunity of still going back to that court, for the court’s decision to be vacated or appeal to a higher court, but not to undertake to ignore it or carrying on as though nothing has happened or that the court’s order is not binding. That is an unacceptable principle in the rule of law. “For specific cases in court, it’s not the business of the Nigerian Bar Association to make comments on them, because we have our members on both side and they can decide to speak on the matter, but on the general principle of rule of law, as an association, it is one area we are passionate about, which we feel is very essential. “So, both government and citizens must subscribe to the principles of rule of law and doing otherwise is not an option. The leader of the Indigenous People of Biafra and founder of Radio Biafra, Nnamdi Kanu, has expressed regret for referring to President Muhammadu Buhari as a terrorist, evil and a paedophile in his radio broadcasts. Kanu, who has been charged along with two others by the Federal Government before a Federal High Court in Abuja on six counts of treason and other ancillary offences, said he intended to write a private letter to Buhari to express his apology to the President. He also apologised to former President Goodluck Jonathan and Igbo elders for “some uncomplimentary things” he said about them. The 48-year-old pro-Biafran agitation leader, who is, however, unapologetic about his demand for a Republic of Biafra, has been in the custody of the Department of State Services since his arrest in Lagos on October 14, 2015. He tendered the apology for his comment against Buhari and others in a statement which he made to the DSS on October 23. The prosecution, in its summary of the case, alleged that in one of the radio broadcasts by Kanu on August 1, 2015, he expressed his resolve to actualise the Republic of Biafra and “cast aspersions on the person and the office of the President of the Federal Republic of Nigeria”. The statement read in part, “Reference to the President of the Federal Republic of Nigeria as a terrorist, evil and a paedophile is regrettable and uncalled for and for that, I unreservedly apologise and will be doing so in a private letter to the President. “Before PMB (President Muhammadu Buhari) there was the administration of Goodluck Jonathan. I also said uncomplimentary things about him and Igbo elders as well, which I now recognise should not have happened because it is un-African to be rude or insolent to elders. “All I was trying to do is to draw attention to the problems afflicting society and something done about them.” Kanu, who described himself as a Nigerian and a British citizen, justified his agitation for a Biafra Republic. ‘60m Nigerians to access quality healthcare services in next year. THE Federal Government plans to build 10,000 primary health centres in 774 local government areas to make medical care available to more Nigerians and decongest tertiary health institutions, the Minister of Health, Prof. Isaac Adewole, said yesterday. He added that over 60 million indigent citizens would to be given access to quality healthcare delivery within the next two years under the health agenda of President Muhammadu Buhari. The minister spoke at the Federal Teaching Hospital, Ido Ekiti (FETHI), where he inaugurated 12 projects executed and completed by its Chief Medical Director, Dr. Majekodunmi Ayodele. Adewole explained that Buhari was determined to alleviate the citizens’ sufferings in the area of quality healthcare by providing more facilities at both the primary and secondary health institutions. The minister decried a situation in which minor health problems expected to be treated at primary and secondary health centres were taken to teaching hospitals, stressing that government planned to decongest tertiary health institutions by 70 per cent.
