yh you would need to learn php and spend a lot of time practicing to be able to build a banking app and trust me it won't come as soon as you think (judging from your post). If you have any problem while learning I can always put you through but I can teach you from scratch.

Oga! judging from this your quote, shows you are relatively new. And you might not be able to manage the site or learn how to as fast as you want. my advice, give the site out to someone else to design and manage and learn, watching over the person's shoulder. You can still front yourself as the site designer, so the project still is totally yours.
