Tried power button and volume up if it will take you to recovery mode?

Power button and volume up should take you to recovery mode fastboot is power button and volume down..

They said it's the panel,
50k for redmi 9 panel, phone we I buy 71k as of 2020 cry

This is clearly software related, wetin b panel there? It's a pity bootloader is likely locked. It is for reasons like this I advise bootloader to remain unlocked, not necessarily for flashing roms.
Leave the phone on showing fastboot mode till the battery runs down, then charge it and try powering on, you may just be lucky.

been checking some youtube videos , I noticed the fastboot is also blue

Try turning off, turn on when trying to boot, Hold your power button for 15 seconds and see if it will come on.

Have you tried booting to safe mode?
