He can't arbitrarily decide to reduce his own price even if Naira appreciates against the dollar because he purchased his wares when dollar was expensive. Markets don exist isolation. The market will force him to do so.

How?

What happens is; because USD has depreciated against the naira, other people (his competitors amd even new entrants who now see the opportunity) will move into the market, buy their own wares at a lower naira price (thanks to USD depreciation) and, as a result, offer lower prices than his.

When he sees that the prices of other sellers are lesser and he is no longer getting patronage, then he will reduce his price gradually or be more receptive to negotiations - charging high prices to customers who are less informed of market dynamics and discretely agreeing to lower prices for customers who know what's up.

That is why Competition is good and should be encouraged.
