even if am a billionaire I won't get a house there. It does not suite my idea of a dream home. I like a quiet ,lush green and serene environment close to a Lake or hill side will be a plus.

Not bad. Most of the rent in BI is in foreign currency. For N9mil/year, I'll prefer to take that money and buy a home in a nice surburb in the US. Nicon Town (Lekki) goes for N250mil, a fantastic home in upper state NY is $300,000 (N56mil).
