External dimension 11.4m x 27.7m. It can't be approved for a plot of 50/100. Below is a simple design 24rooms hostel 9m x 21m that can be approved.

The highest buildable area in a plot of 60/120 is 12m x 27m so the 29rooms hostel can be approved for the site but little amendment on the 27.7m side.
