Lets be more accurate GEJ actions caused a stopage of the project as the Chinese firm constructing the rail system were not given the counterpart funds as agreed by the Nigerian government.

Work only resumed after the suplementary budget was passed in 2015 to pay subsidies and major contractors. This includes Lagos Ibadan road which was under perpetual unending construction

Absolutely no clue , this was conceptualized by OBJ and the deal agreed with a Chinese financiers. Work started under yar'adua and continued till it came to a halt around 2012/13 due to GEJ gov not producing the counterpart funding . This was one of the many projects that resumed after the supplementary budget was passed to pay off contractors

APC is trying to complete all GEJ inflated and abandoned projects from Power, to Sea Ports, to Railways, to Roads. Can you mention one project started by Obasanjo which GEJ or Yar'Adua completed? The Ibadan - Ilorin road which was started by Obasanjo about 16 years ago is just about to be completed by Buhari. Even the Lagos - Ibadan expressway which Obasanjo awarded contract for about 16 years ago is also being completed by Buhari. Oh! pardon my memory, the corruption which Obasanjo started was improved upon and completed by GEJ.

The second Phase would link the southern oil city of Port Harcourt and the central city of Jos and five latitudinal lines (8,000km) that would also link all the 36 state capitals in Nigeria over a 20 Year Period

The Chinese granted Nigeria a $2,5-billion loan facility of which a substantial amount would be used on the rail project with counterpart funding from the Nigeria Government which they renegaded on.
