In my humble opinion, the right remuneration is required to afford staff some minimum level of welfare and also support staff motivation to reduce staff turnover rate. How do you select based on these skills and qualities (that virtually all other companies use) on a lean budget that is common to most budding enterprises and keep the staff so selected for up to 3 years?

You are absolutely right,but the average Nigerian youth won't have the patience to pass through this phase...
Most of them want to start a business today and fly private jet tomorrow,especially now that the society has projected wrong role models before them.
